Sure, the Charr might bite, if there's enough of an incentive to do so. Usually under these schemes there's a degree of cultural and educational exchange and occasionally some economic collaboration, and even though the people in general might not particularly like the idea the government would certainly be willing to give it a try. Good idea!

The Indian Soviet Commonwealth of Beth Gellert -A.K.A. Beddgelert- is home to many great and ancient cities.

Soviet India has a population above eight and a half billion, a greater level of democracy than almost any other society, possibly the world's largest citizen-militia, and one of the 210 fastest-growing economies in the multiverse despite its being staunchly anti-capitalsit and entirely worker-managed.

Raipur
Situated in the Chhattisgahri Soviet State. Capital of the Indian Soviet Commonwealth as it is home to the eclectic Village of Portmeirion, a collection of radical and eccentric architecture crowding a tiny island at the centre of the Burha Talab, a famous Raipur lake, upon which the Final Soviet convenes.
There are well over six-hundred plants involved in the steel industry in Raipur.
There is dispute about the city's age, but all agree that it is certainly over six centuries old.
Typical temperatures across the year range from around eight to more than fifty degrees celsius.
5.6 million population at the last census, near 6 million estimate today.

Bengaluru (formerly Bangalore)
Capital of the Kannada (formely Mysore) Soviet State.
The city is over one thousand years old.
Sitting at a little more than 900 metres elevation Bengaluru enjoys a stable, warm climate.
The population according to the last census was some 48 million, and a recent estimate suggests that the 50 million mark may have been reached. This is one of Beth Gellert's largest cities.
Bengaluru is home to one of the largest bio-technology industries on earth, a massive information-technology industry, and one of the world's largest breweries.
The city has produced great sportsmen such as cricketers Anil Kumble and Rahul Dravid, and cinematic greats from the Kannada film industry, as well as Miss Universe 2000 Lara Dutta, not to mention the Human Computer, Shakuntala Devi.

Mumbai (formerly Bombay, formerly Ptolemy)
One of the world's most famous cities. Capital of the Soviet State of Maharashtra.
The metropolitan area is home to 200 million Beddgelens according to the last census, and now likely ten or twenty million more than that.
Mumbai has a deep natural port, which is heavily used.
The city is, of course, the home of Bollywood, the world's largest film industry (for which Celtic India, at least, is very apologetic!).
On one day in 2005 almost a metre of rail fell on the city, which endures dry and wet seasons each year.
Film, information technology, textiles, shipping, and engineering make-up the bulk of the economy.
Famous children of Mumbai include the first knighted Indian, Sir Jamsetjee Jeejeebhoy, cricketer Sachin Tendulkar, controversial ex-pat Salman Rushdie, and of course the incomporable Rudyard Kipling.

Kolkata (formerly Calcutta)
Another world-famous city. Capital of the West Bengali Soviet State.
The metro population was recorded at 112 million in the last census and is now estimated at close to 120 million.
Kolkata has long been a hub of revolutionary activity, starting with movements against British rule and following with revolt against the post-colonial Principality. Today it is seen as relatively conservative, being more inclined to the old harsh Party-line than the new mass-democracy of the Soviets.
The place has been inhabited for over two thousand years.
Kolkata has important civil and military ports and a major international airport.
Generally Kolkata may be noted for what foreign observers call under-employment as a large part of the populace works only in the phalansteries -the communes-, subsisting happily but contributing little to the national economy, though the region does contribute a disproportionate number of warriors to the regular military, and often donates vast volunteer forces to irregular public works projects.
Englishman William Makepeace Thackeray was born in Kolkata, genetecist and noted Marxist John Burdon Sanderson Haldane chose to spend most of the last days of his life in the radical city, five Nobel Laureates have been produced by Kolkata, great artists and actors lived here, cricketer Sourav Ganguly is from the city, and the freedom fighter Subhash Chandra Bose hailed from Kolkata before leading the Indian National Army in open warfare against Britain during World War II.

Chennai (formerly Madras)
Yet another city of global repute. Capital of the Soviet State of Tamil Nadu.
The city is almost four hundred years old. Its population was recorded at the last census as approaching 56 million.
Chennai is a cultural hub, capital of the sub-continent's classical music scene.
The city is known internationally as The Detroit of South Asia due to its prolific automobile production.
Chennai lies upon the thermal equator.
A massive industrial hub, Chennai is also home to Beth Gellert's second largest cinema industry, specifically in the Tamil sector.
The commercial and military port of Porthmadog has been carved into Chennai's shores, and was the stage for the final retreat from the mainland of Prince Llewellyn's Royalist forces during the 1982 communist revolution.

Delhi
Another famous city. Capital to several ancient empires and now a special region with its own Regional Soviet.
Metro population at the census was 104 million.
The city is an inner-Commonwealth trade hub and does a roaring retail trade.
It remains one of Soviet India's less radical cities.

Hyderabad
Capital of the Soviet State of Andhra Pradesh. The last census indicated a metro population of over 64 million, with almost 70 million now estimated.
Hyderabad is a cultural crossroad linking north and south India and their various languages and traditions.
Information technology and biotechnology lead the way in the city, which is something of an economic powerhouse in general. Handicrafts and pearls remain significant in the population's economic activity, and Hyderabad is one of the educational pillars of the world-class Soviet scholastic system.
The Telugu movie industry is based here.
Many sportsmen, such as cricketer V.V.S. Laxman, originate in Hyderabad.
Ancient Golkonda Fort may be found here, along with the Commonwealth Air Guard Academy, the biggest air force training facility in South Asia.

Dhaka (formerly Dacca)
Capital of the Soviet State of Dhaka. The last census indicated a metro population of some 96 million, and 100 million is the current estimate.
Dhaka lies on the Ganges Delta.
Manufacturing and telecommunications lead the local economy, which is fighting hard to catch the rest of the Commonwealth.

Galle
The last census indicated that the population may be still below one million, but the city is large by Sri Lankan standards and is home to the historically important port of Alaric, former home of the Principality's navy.
The city is a cricketing hub and significant port, and a major Sri Lankan centre of higher education. The universities take in hundreds of foreign students, including some socialists on scholarships and some others who pay for a world-class Beddgelen education.

Colombo
Capital of the Sri Lankan Soviet State. The last census recorded a metro population of almost 5 million, making it the island's largest settlement.
Colombo has a natural harbour and lies on east-west trade routes, so shipping and trade create significant revenue in the area.
Along with education and shipping, chemicals, textiles, cement, and crafts are key economic activities here.
Drums, canoes, palm trees, and coffee provide a fair taste of the historic city!

Quetta
Capital of the Soviet State of Balochistan. The census records a population of roughly 4 million.
Quetta is the fruit garden of the northwest and lies close to the Afghani border, on which opponents to the USSR's invasion and the Democratic Republic of Afghanistan fought early Indian communists supporting Moscow's interests.
The city, unlike many mentioned so far, experiences regular snowfall early in the year, but also reaches quite high summer temperatures.
Quetta is a regional educational centre and offers much to tourists as its people are famously friendly and pride themselves on welcoming travellers, so makes good money from schooling foreign students.
Unfortunately the city has seen much military activity over the centuries as Geletian Celtic mysticism and modern atheism have fought to repulse the ingress of Islam.

Aqua Anu is pretty uncovential in it's cities. We are an archpelico and each island is one city in it's self.

Mac Anu

Mac Anu is the largest city-island in Aqua Anu chain. It's also home of the Royal House and is the most popluated. MacAnu has both appartments and houses, but with space limits, housing isn't cheap. Some live on house boats to stay away from the crowds, and city noise. It also has the nations university, and most of the schools. Most travel to Mac Anu to send their children to Public School.

Aquatica

Aquatica is the second largest but furthest away from the Main Island. This has more of a suburb feel to it, and also holds the Queen and Princess' vacation home. There is one private school here, but it has limited admission per year.

Magdalene

Magadaline hosts the biggest Catholic Chruch in Aqua Anu. This is where Princess Subaru attends her services. It has mostly appartment complex's and some office buildings. There aren't any schools, or other public service buildings.

New Venice

NV literally has a feel of old Venice Italy. Much of it's archetecture is based on Roman Designe. The Nations second largest Libary is held here (The Royal Libary in Mac Anu is the largest) and so are the homes of many people. This has created a bit of a hazar, which has forced the Queen to bar any further development on that island. And if you are lucky enough to build on the island, the costs are outragous.

Crystal Lake

When Crystal Lake was discoverd the lake was very very shiny. This was because of the sunlight position on the water. This led many to belive there we're diamonds in the water. This proved to be tragically false. Many people died attempting underwater mining. Today it's settled with small neighborhoods, and two major apartment complexes.

Carmida

This island was orginally named Cape Dutch in honor of the late Dutch M. Churchill II However it was renamed by Queen Hillard as a sister city to Kanami's capital city Carmina Gadalica. In the old Akoowan language Carmida is actually said as Carmina, but by todays langauge stadards it is pronounced Carmida this can prove to be very frustrating for tourists.

Ophu

In Akoowan Ophu means fort. This was named because most of the Navy was stationd here during the explorationg period. It was personally named by Princess Churchill, and she had planed to change it later, but after her death, the people decided against renaming. Ophu today has one Naval Base, but thats it. It's mostly used for Commerce and business. Because it's so small further devlopment is forbiddien due to storm hazards.

Pearl

Pearl doesn't have any real pearls here. But fauxperals are made here as well as pearl harvesters. Therefore it's one of the richest islands in the chain, and is home to many wealthy people.

Port Anya

Was namless for sometime. Princess Churchill had planned on naming it when she returned from her last voyage. When Queen Hillard took office, her young but sickly daughter Anya Hillard, went and dedicated the island, shortly before her death. It was named Port Sernity, but it was renamed Port Anya, for it's dedicator.




Azure Island
Azure Island has it's name cut out for it. It's the only Island that sits on Azure Colord Water. Many have wonderd about this, but no one has been able to epxlain it. Some speculate natural rock sedmits reflect the sunlight to give it the azure color. Unfortunatley it's also one of the poorest islands. When Queen Quentin declared it Semi-Autominus, it's went on it's own. Subaru and Mikaux are trying to reconect the island with the Main Government, but nothing has worked yet. It's been known to harbor smugglers and pirates

The Charr are willing to trial just one city, as their distrust for outsiders makes them somewhat uncomfortable with this idea:

Lion's Arch

Situated at the easternmost edge of the great Maguuma Jungle, the hot and humid environment of overgrown Lion's Arch belies a modern and massive metropolitan city. Although suffering from Devourer attacks throughout the summer, which are always repelled by the dedicated Charr Warband stationed there, the city is the largest and richest in all of Tyria, the seat of the United Clans government and home to some of the biggest and best educational facilities in the country - including the world renowned International Zoological & Botanical Research Centre (http://forums.jolt.co.uk/showthread.php?t=453146).

The city is predominantly Charr, although it is home to the highest proportion of humans in Tyria, with an estimated 13% of the 167 million residents being entirely human. Several human 'districts' have sprung up as a result of this, which are the best places to go if one does not wish to risk getting into trouble by misunderstanding any Charrian customs. It is also advisable for human visitors to avoid eating outside of human districts, as the Charr propensity for consuming raw meat could prove dangerous to one's health.

Many areas of the city are unpaved, not out of poverty or carelessness but simply because of Charrian beliefs, and some areas have become overgrown with fairly dense foliage. It is fairly common to encounter wildlife in the city, but only docile creatures are able to live there without being hunted down by adventurous Charr. In terms of entertainment and recreation, Charr enjoy especially potent ales made from native plants, and consume these beverages in public houses not unlike those in other countries, although the bars of the human districts are less dangerous. Charrian restaurants tend to serve raw meat exclusively, so human restaurants will be more palatable. There are no cinemas or sports in Tyria, but ritual combat and informal challenges can form enlightening outings for the culturally curious. Humans of Tyria tend to play an old Roman version of football, but this is not yet commercialised to any significant extent.

Lion's Arch will be accepting educational, military and industrial personnel 'swaps' with her sister city, and the United Clans government shall allow preferential entry rights to tourists. The viability of shared economic ventures will be reviewed on a case by case basis. It is a port town, so visitors can access the city via boat or plane. The United Clans do not recommend that unarmed visitors travel outside of the city off the main highway or train system.

I'd like to put up an application for Acaria to be sister cities with Kensington, and Coricas. And have Acaria be put on the list. Wiki is here (http://ns.goobergunch.net/wiki/index.php/Acaria). Largest city & capital. One of the wealthiest, cleanest, and crime-free cities in the entire world. It is home to a great number of skyscrapers, along with many historical buildings.

Sorry for "twin" cities without any reason for all cities, and now I don't know if you agree with some Iglesian cities to be a twinned city.

Los Vientos would be twinned with Vilvek (Swilatia), Rêvane (Ariddia), Rosmnia City (Rosmnia - not on NSWiki, but in my region) and Lilianaso (Varavano - also not on NSWiki, but also in my region).

Northade would be twinned with Serelian (Swilatia) and Lu (Rosmnia).

New Pompea would be twinned with Erasmo (Varavano).

New Rotomagus would be twinned with Cité-Belle (Ariddia).
