SMITH: As the new year dawns upon North America, Chancellor Bill Frist summed up American goals in the annual State of the Union address last night in the Senate Rotunda in Chicago. One of Frist's primary statements revolved around the military and law enforcement branches:

FRIST (footage): As the Republic continues into an era of unprecedented prosperity, the military and law enforcement forces stand as the defenses of freedom and democracy. As a result, the maintanence and improved conditions of our soldiers and police officers is one of our government's utmost goals this coming year.

SMITH: Frist also expanded on both environmental and international issues heavily in his address.

FRIST (footage): International cooperation is a key to securing global peace and prosperity. With the advent of smaller, stronger nations rising across the globe in recent decades, including our own Republic, a tighter, stronger community is the goal. The Republic will do all it can to avoid conflict and promote peace.
A key to international cooperation lies within business and the international economy. As such, it is the goal of both the Republic government and domestic companies to work hand in hand with international corporations to create products and services to better serve all people.

FRIST (later footage): Oil continues to be a dominant factor that at any time could be cut off from the Middle East. Though the Northern District continues to supply a good deal of the Republic's oil, legislation is currently on its way to open up oil mining in the Arctic District. It is the hope that the transition to less reliance on foreign oil and more reliance on domestic oil will be the path to eventually weening the Republic off of oil in the consumer sector.
Hydrogen automotive power and nuclear energy both have plenty of promise. Our government continues to drive down the path to finding cleaner alternatives to modern fuel and energy, and I assure everyone that the environment and its sustenance is a major factor in the eyes of the Republic.

SMITH: Frist also covered such subjects as the continued privatisation of healthcare and increased spending on public education. Social security was briefly mentioned during the Address, though its future is still in doubt with the sheer number of Baby Boomers retiring.


Department of War News

-Retired Kitty Hawk-class carriers Constellation and John F. Kennedy are being put up for sale to the international community.
-The Republic's 210 F-14 Tomcats are to be phased out of the Republic military completely by 2009, with 60 already out. The 60 already removed from active service are up for international sale, and nations may place orders for the to-be-replaced other F-14s for future delivery.
-Northrop-Grumman's executive team, with support from the DoW, has reportedly begun developmental work on the YF-23 Black Widow II line of stealth superiority fighters. With plans already bought from Boeing corp., re-kindling of the project should take several years before flight testing of the project.
-The STRYKER family of armored vehicles has entered better-than-expected results, and will enter final development in the 2007 year. Testing should begin in Quarter Four.

RUCHENKO: Good evening, citizens, and welcome to RNN News. I'm Valentin Ruchenko. There have been scattered reports today of border clashes on the UR/Kazakh border. The NKVD has been vague with us so far, but it seems Kazakh bandits have been making crossings terrorizing small towns on the Russian side. We are now going to go to Vilho Hanonen, our field reporter in that area.

HANONEN: Thanks, Valentin. It has been a warzone here, with NKVD forces conducting sweep missions on the Russian side of the border clearing out holed up Kazakh bandits. Behind me you can see NKVD personell negotiating the bandits surrender in this building behind me. Things have been going pretty we...

Gunshots erupt from the building spraying all over the place.

HANONEN: Get down, Viktor! Okay! It seems that bandits have decided to fight instead of give up!

An NKVD soldier is seen running up with an RPG-29 and crouching down. He yells, "Clear!" and sends the rocket hurtling into the building. It penetrates, and the explosion blows out doors and windows inside. A large group of NKVD soldiers rush in and gunfire is heard. All NKVD emerge, but the Kazakh bandits do not exit the building.

RUCHENKO: Is everything okay, Vilho?

HANONEN: Yes, yes, we're fine now. That is the scope of the situation on the border. Back to you, Valentin.

RUCHENKO: Thanks, Vilho. In later news, the Chancellor has announced that the armed forces re moving up to an elevated alert status in wake of the border attacks. There is a very good chance that a conflict could erupt in the coming months.

RUCHENKO: Hello again, I'm Valentin Ruchenko, and welcome back to RNN News. We have more information on the border skirmishes that we reported on earlier. BA forces have been mobilised and are moving towards the Kazakh border. Also, there have been reports from NKVD command showing that the bandits were based out of the city of Ural'sk. The NKVD have been busy mounting counterattacks on the bandits and have announced that everything is under control.

SIC: Spetsnaz forces, under intelligence from GRU operators in Kazakhstan, have made a covert border crossing in an attempt to capture the bandit leader alive. The UR has plans for Kazakhstan, and the leader of these bandits would be vital for an excuse to begin their plans.

The Oceanic Republic Navy is currently interested in a price of $4.8 billion per carrier, though depending on the deal, could look at more flexible deals.

outside Kinshasa, Central African Empire - today a rich supply of petroleum was discovered in the western part of the Zaire province much to the happiness of the native peoples, whose home laid on the site of the discovery and happily moved quickly to the mrach of gunpoint. A local was quoted as saying "umm yes this is a wonderful discovery for our great nation, Glory to the Empire!"

RUCHENKO: Welcome, back, citizens. I'm Valentin Ruchenko, and this is RNN news. We are following the developing story on the UR/Kazakh border. Chancellor Rovanovic has stated that force will be used if necessary and that all military and reserve personell are to report to their respective bases. We are now going to go to Vilho Hanonen, our reporter on the border.

Ural'sk, Kazakhstan

The city was quiet in the dark Kazakh night. A group of Spetsnaz soldiers snuck down the alleys towards the location that the GRU operatives had marked for them. Inside sat the bandit's leader, Ilyush Merokov. When the order was given, they would attempt to capture him and possibly some of his leiutenants. Soon, the Spetsnaz recieved the order and rushed the building. One of them fired of a SIMON breach grenade at the door, blowing it inwards and taking out a man smoking inside. They rushed in and began gunning down the people inside, regardless of who they were. Bandits and prostitutes alike were attacked. The bandits began firing back, but it was to no avail. "Over here!" yelled one of the Spetsnaz pointing towards a black door. They broke it down and caught Ilyush attempting to climb out of the window. The hooker screaming inside was quickly silenced by the soldiers as they rushed in and grabbed Ilyush by the hair and and threw him on the floor. He was gagged, hooded, and cuffed before he was escorted out of the building along with two of his leiutenants. "Nighthawk! We need pickup, ASAP!" yelled one of teh Spetsnaz into a radio. About five minutes later, three helicopters; two Mil Mi-17's and a Mil Mi-28 flew in. While the Mi-17's landed, the Mi-28 circled around above them. The last soldiers were being loaded aboard the transports when a group of bandits ran down the street shooting at them, attempting to save their leader. The Mi-28 opened fire on them with its 30mm cannon, either killing them or sending them running down the street. The Mi-17's lifted off and the three helicopters flew off towards the border.

RNN LATE EDITION: BANDIT LEADERS CAPTURED IN RAID

Sergei Atomov Reporting

ATOMOV: Good evening, citizens. I am Sergei Atomov, and this is the RNN Late Edition. It has been confirmed by the gov't and the NKVD that Ilyush Merokov, the bandit leader, has been captured along with two of his subordinates during one of their border crossings. The rest of their group was killed by the NKVD during the assault. They are being flown to Moscow for trial and questioning. Gov't attorneys suggest that the trial will be fast and effective.

Ilyush sat tied to a chair in a dark, dank, basement room in the GRU Kirov Division's offices. The door burst open and three men entered. The leader of the three walked up to him and knelt to his level. "Hello, Ilyush." he said. "How was your venturesin my territory? Good?"

"What the hell are you talking about." said Ilyush.

"We know about you doing the Kazakh gov't's dirty work. Now if you sign this confession, you might get off with ten years instead of death."

"I'm not signing anything. You can go fuck yoursel..." he was cut off by the revving of a chainsaw. one of the men in the room had started one up and began stepping over to him with a menacing look on his face. "You wouldn't...no." The man kept moving forward and lowered the saw to the mans genitals. "Oh, Christ, no!" he said.

"You can stop this anytime by signing that you did it, Ilyush."

Ilyush kicked at the man with the saw. "Yes, yes! I will! Just don't cut them off!" The GRU man handed him a slip of paper and a pen, allowing him to sign the false statement.

"Thank you, Ilyush. Have fun at your trial." said the leader as the other two men shoved Ilyush into the waiting NKVD soldiers loving arms. The other two bandits were also asked to sign the confession, and one agreed. The other one was killed due to blood loss because of his wounds inflicted during the GRU's incentive phase. They were shipped off to Moscow with the third bandit being marked as killed in an "unfortunate transportation accident."

Early this morning, the two Kazakh bandits, Ilyush Merokov and his Leiutenant Grigori Ulyanov were brought into the URSC to be tried forfourteen counts of homocide, four counts tresspassing, fifteen counts grand larceny, two counts conspiracy to attack armed forces, forty counts of attempted murder, ten counts of conspiracy, one-hundred forty counts of assault, and one count of grand theft auto. These will add up to a divided sentece between them of fifty-five death sentences and twenty consecutive life sentences each if convicted.

We are glad that Animaria has expressed interest in the carriers, as the Republic moves into the developing the Gerald Ford-class advanced carriers of the new century. The current price running is $4.8 billion per carrier, though the ORN may look at more flexible deals.

We are not yet going to confirm your offer, though we will allow foreign governments two weeks maximum to field potential deals before we confirm sale of both carriers to the Animarian government.
As for the ships's condition, the Constellation has only just been retired from active service and would need simply slight cleaning of the inside, tests and perhaps upgrading of the engine rooms, and testing of the weapons systems and elevator and catapult systems to bring the ship into full-line duty. The John F. Kennedy likely will need its catapults and elevators at least repaired if not replaced, but the rest of the ship is in good condition, including the engine rooms.

We have been informed of the GGA Offer and will raise our offer to 12 billion for both Carriers. We would like to enquire if the Kitty Hawk class is capable of carrying and servicing the Mig-29 as this until the F-25 Tejas starts entering serivce next year will be our primary carrier fighter. we would also like to enquire it it is posable for the two Carriers to undergo refit at a NAR Port as you have the capacity to quickly refit the carriers we would of course pay rent for the dock and would like to ask that if sale is aprove to us how long it would be until the carriers can enter active service

$12 billion is an offer the Republic won't pass on-consider it accepted. Both carriers are versatile enough to hold a number of modern craft-the Mig 29, Su-33, and other Russian planes among those.
As far as refits go, Norfolk shipyards are currently unavaliable due to final construction of the Littoral Combat Ship USS Independence. However, we can use the currently-vacant Jacksonville shipyards for said refits-which would take about eight months working full-time on both carriers. They could enter service within a year in the Animarian navy.

Russian News Network Report: Kazakhs plead guilty to all charges, Kazakh government proven to be their support.

RUCHENKO: Welcome back to RNN, citizens. I'm Valentin Ruchenko. After one week of deliberation, the Kazakhs have pleaded guilty to their charges. (OOC: Fixed trial, of course :) ) They are sentenced to Death by beheading. In later news, The Chancellor has declared that the Kazakh governments days are numbered. In a speech given earlier he stated that they are incapable of governing their people and are a threat to all of their neighbors. The forces mobilized on the border have been ordered to cross and gain a foothold on the territory by taking Ural'sk and several other north Kazakh cities. The RNN will keep you posted on this developing situation.

Abou the NAP: My government is being intentionally quiet for now on the matter, but I'm going to bump the GGA up to "friendly" on my diplomacy meter in the NAR factbook/thread. The silence on it is all part of America's approach to international affairs as being more of a pursuit rather than an obligation.

The 2007 Budget sees a large boost for the Royal Navy with the following being added to Animarnia's naval capacity. Below is a list of the additions to the Royal Navy with there estimated completion dates all of which are subject to change. The Expansion program is expected to cost 136 Billion USD over a period of 11 years.

Other Expenditures for the defence budget this year include the Advanced Strike Fighter Program which will see many national aviation companies competing for a government contract to design a new strike fighter for the Animarnian Airforce. Each Competitor will be given a year to design and build a prototype fighter for the Competition the Government has Earmarked $15 Billion USD that will be supplied to the winner for the development of the aircraft.

Other Airforce Projects include Pre-production of the F-25 Tejas multi role fighter 40 of the new fighters will be built by the end of 2008 with full production of 45 aircraft a year being built after that until 2012. Bringing the total Tejas in service up to 225 by the end of 2012 with the first initial 40 units costing $25 million USD and all units thereafter costing $15 million USD a piece.

An Airforce Project known only as Project S12G will seek to develop a medium range Stealth bomber similar to the American F-117A with the added ability to develop nuclear warheads. With China's rapid modernisation program reported as currently underway the kingdom believes it necessary to develop more stealth technology for the purposes of national security and maintaining the national nuclear deterrent. Development is estimated to be finished in 10 years with preproduction estimated for 2018 and limited production to take place in 2025 the Project will cost $2 billion USD per year until the program is complete coming to a total of $36 Billion USD.

The URA ground force here has been recieving reinforcements from the north and has fortified the city enough to stage a good defense. A URA soldier runs into the room.

I'm afraid you missunderstand us; we were not asking for production rights in the form of DPR's more LPD's we pay you for each L55 however we produce these in our own factorys as many as we need under supervison from Rheinmetal. we assure you it would be economically worth your while as we would be making a sizeable upgrade with more than 3,000 Arjuns currently in service the benifits of this to your national coffers should be quite apparent but in effect our arrangment would be simular to the one Rheinmetal has with the NAR for its M1 line of Tanks.

The Greater Germanic Alliance imposed economic sanctions on the Kingdom of Erstereich due to intelligence reports showing that the Kingdom of Erstereich was limiting the Greater Germanic Alliance-Kingdom of Silvado oil trade. This enraged citizens in the Kingdom of Erstereich who took hostage the attorney general of the Greater Germanic Alliance John Richards. In response, the Greater Germanic Alliance has issued a harsh ultimatum to the Kingdom of Erstereich demanding the hostages be released or else. General Rosemary Smith was having a bad day; and when we say bad day I don’t mean ' oh the weather is a little bit chilly outside' we mean a BAD day. Several Generals and Admirals sat around the long wooden table that was in the middle of the room, along the other side of the table sat the defence Minister; Vice president and assistance Minister of Defence. On the walls were several large plasma screens showing large images of the footage broadcast on GNNS only an hour ago of the attorney general being kidnapped

"As you can see; The Data currently shows the Attorney General being kidnapped; the footage shows several masked armed men. AIA operatives tell us that the men may have been taken to the Warehouse district; and we have reports of a Black SUV leaving the scene from eyewitness information; Licence Plates SG90GTX", General Smith began.

"The men were armed with assault rifles with a profile similar to the GGA G36 but from the media footage looks highly modified and they appear to be carrying Frag grenades on the right sight of there kevlar vest and a side arm. So we're probably dealing with highly trained and well equipped mercenaries working for someone with a lot of cash rather than terrorists. A source in the Erstereich police department on our payroll ran the plates for us and the car belongs to a Victor Stochkov; the car was reported stolen hours before the attack" Director Fisher spoke.

A European war is a very touchy business, which can get a lot of us involved. I can understand this may occur on the Eastern side, but even so the WEF would like to be assured that you know exactly that Erstereich has kidnapped this man and that they are the ones preventing the oil reaching you. A war between essentially most of Central and most of Eastern Europe would be a bloody one, and all over a hostage.

Though, I support you in any action you take if your man is not returned. To me, both situations can be sorted out diplomatically much easier than by war.

The Western European Federation Commission (WEFC) was deeply worried. They always knew that it would come a war would all be about oil – whatever they say about the hostage situation and other events that triggered it, oil was the reason this war had happened. For many years the WEF had poured money into schemes to find an alternative to oil, which they had put in gas stations around their nations, though still most of their driving population chose the stuff they had to remove from the Middle East, despite it’s high prices.

They would be watching the events as they unfolded very closely, and they knew at some point they would have to take a side. But, currently, they were not 100% sure of which side that would be.

The WEF had offered much aid (ooc: In the actual thread), but will repeat it's offer here:

Inside the GGA war room:

The men in the war room were sitting quietly. For the past hour General Klischten had been running possible rescue attempts through his head, trying to determine the best. It came down to this. If this attempt failed, in all likelihood the attorney general would be killed. Then it would mean war, and the GGA desperately wanted to avoid that. Finally, the general broke his silence. "Execute plan 4122" he slowly stated.

This was the most daring and risky of the 12 proposed plans. It also provided the chance for the least number of possible casualties. During the statement from the terrorists on television, the GGA's intelligence department was able to determine 4 possible places that the attorney general was being held. Through several spyplanes circling the regions, the GGA was able to determine the exact location of the attorney general. The house he was being held in was situated on the outskirts of the city of Arad, in what was formerly Romania. The house was guarded by a small force of 50 terrorists, and was easily distinguishable from other houses in the region. This plan called for a division of the elite germanic infantry units - the Stormtroopers - to load up on a Transall C-160 and fly over the city. The soldiers, approximately 45 in all, would jump from the plane and land in a abandoned factory next to the target house. From there, the soldiers would do there specialty, take out the target and secure the package. As soon as the soldiers left the airplane, helicopters would leave the GGA and thus arrive at the target house in 20 minutes, plenty of time to secure the package. The soldiers would then load up on the helicopters along with the package and fly back to the GGA. In all, the mission would take under 40 minutes, transit time home included.

The subordinate generals all looked around and nodded. It was time to do what they had a job for.

-The Stryker Project has finished trials, and now is set to move into production phase within 2 weeks and move into the Marines and the GAR forces.
-The FFX project now has moved fully into developmental stage: classified as the "Decatur"-class line of frigates, utilizing technology shared by the Saratoga and Zumwalt line of new-generation naval ships.

Slight OOC: Yeah, this world uses real life (RL) populations and economies; although we seem to be allowing NationStates (NS) technology for those that want to use it (myself and Czechalrus, for example). Again, you can do what you want with your country here on ESS;), so long as its RL stats (combine your territories populations, areas, GDPs and then average out what stats need averaging out; Wikipedia's okay if you can find it all there amid the disorganization...) can still handle whatever it is you do; even if on more hardcore Earths this sort of fiddling around might get players looking at you funny...

Hmm...:confused: To start with I'd suggest (as Sendersdale has IIRC) that you go with what your countries' forces add up to together. That way your risk of going overboard is minimal, and you can still expand your infantry and support troops later should that be needed (which is what would happen if you suddenly went to 3% with a draft, since tanks and howitzers don't grow on trees of course...:p). Note that I consider it a rules violation to just whip out more tanks/&c than you have in RL at the start, although you can have more if you substitute cheaper weapons or less if you substitute fancier ones in their places. This could give you armor/artillery and such to match your 3%, but it would almost certainly be quite old stuff you'd end up with to match the rules. Again, your choice...;)

OOC: Hmm... Well, large portions of your country do have bad roads IRL (NOTE: "in real life"), hence local air forces' heavy emphasis on the communications/airmail mission. I'd say a better idea if you find the transport numbers excessive (or have better roads in your take on the area) is to go for some advanced transports in smaller numbers, since I'm not really sure you'd get that many fighters or what per transport, considering even average relative prices. You can try getting fighters for transports if so inclined, but your airmail and rescue services will suffer accordingly in RP situations if you do.

As is I had an idea for an IC post below, but I need to work on it and don't want to spam the IC thread with OOC mod advice anymore (even though I do enjoy helping a player out, mind), OK?;) Thanks.

"I cannot belive that a country who them selves at one point owned all of this very land that makes up this great nation talks to me about boosting landmass!" The Prime Minister said he would work with leaders of Caribbean countrys to insure that their citizens get better care. As for the threat of war, the Prime Minister says "I had a feeling this day would come, i did not know it would come so soon though. We will try to work out peace talks with the Federation but will not let someone halfway across the world tell us how to govern our country or how to protect our citizens and allies."

It appears that our young nation dose not play nice with others, but once again we hope all of this gets resolved before its too late.

"I cannot belive that a country who them selves at one point owned all of this very land that makes up this great nation talks to me about boosting landmass!" The Prime Minister said he would work with leaders of Caribbean countrys to insure that their citizens get better care. As for the threat of war, the Prime Minister says "I had a feeling this day would come, i did not know it would come so soon though. We will try to work out peace talks with the Federation but will not let someone halfway across the world tell us how to govern our country or how to protect our citizens and allies."

It appears that our young nation dose not play nice with others, but once again we hope all of this gets resolved before its too late.

Firstly, if you really are interested in keeping peace between our two nations - try not showing secret messages to your public. Secondly, there is no threat for war - just a warning that we do not look favourably on your plans to annex these nations.

Do not try and make the WEF sound bad in this situation. We do not want war, and you surely must have realised that if you lay out plans to start invading independent nations that are doing fine it would cause a stir. We have no plans to have any hostile relations with you, though we are deeply concerned for the countries you plan to annex. How exactly do you protect citizens by invading a non-hostile country?

We have not been given reports that these are terrorist or bad governments, and we see nothing wrong with them. We also did not approve of Russia's way of doing things either, democracy should not be inforced on anyone.

There is no need to worry. Your allowed to make stuff up, that’s the point of RPing, it’s just doing mid-way was a bit strange and made it so my country looked like someone that was endorsing a government that massacred it’s people. Open Communication to the Communist State of Marxikhan

The North American Republic would like to formally warn Marxikhan to be aware that there are international eyes watching the Carribbean and the Western Hemisphere as a whole. We of the Republic find it hard to allow multi-national policing of this hemisphere for peace when it seems some such nations have agendas of war.
As for the terrorist government, the case has not been proven as it was in Kazakhstan for the legit Russian attack. As such, we are glad you have broken off the attack. If a terrorist government in the future is found, it would be better to transmit the information to the world first, rather than simply go ahead and invade.
As such, the Republic casts a wary eye southward. The island of Cuba is a Republic possession and an entire District of the nation. For a nation that preaches the power of Latin America, disenfranchising the populous Cuban people doesn't seem the best strategy. Havana flies the Republic flag.

My People, let me first aplogize to you for putting you in harms way. To the citizens of T&T i apologize for NOT letting the rebels into my country, insted of annexing you. I aplogize to the world for this misunderstanding. Im not sure how many more times i will say it but this was not about me being bigger or getting more unusable land. This was about liberating a group a people. Even though this is a loss for the country our original goal was a sucsess, to get a new leader in T&T. Whilst the WEF is pleased that the war is over, we are disappointed in the way it ended. We feel as if the threats by Russia were not needed as the issue could of most likely been resolved just by the presence of WEF, and we are also worried by the fact they were willing to launch weapons where are troops could of been, plus thousands of innocents - though I am sure they would not have done had they been informed.

We are glad though and commend Russia from ending this invasion of the Caribbean. At least no blood was shed, for us anyway. We will be placing a new government in T&T - government ministers who we trust to lead the country fairly will be put up for an election. It is only a small nation, but now a small one with a democracy.

International news dominates the headlines as the Marxikhan crisis with Trinidad and Tobago cools down. Chancellor Bill First earlier today issued statements in the Republic Senate today to a combined legislative meeting-let's go to the speech.

FRIST (footage): This crisis in the Carribbean has resolved in good manner. Marxikhan has learned a lesson through international response, and they have the potential, if used right, to become a productive Western Hemisphere nation. Through this time, the bond between the Union of the Russias and the Republic continues to grow stronger. As the world's two leading nations, securing such good ties is a testament to the improving nature of the global community.

SMITH: Frist later made several announcements as well outside the Executive Mansion today in Chicago.

FRIST (footage): The situation with the sinking of the Aquatic Voyager, now presumed to be by a suicide attack by the notorious Tamil Tigers, is now not just an American issue-it is a statement of such oganizations to try and bring about the fears of all nations who believe in freedom from fear. We will be looking to coordinate with our friends in Animarnia to reduce the threat of such terror organizations and restore an atmosphere of cooperation, rather than belligerence.

FRIST (later footage): Though the situation with Marxikhan has been wary of late, the Republic will be committing to the Latin America conference that the nation wishes to hold. And in response to the Marxikhan statement, if they need to have troops removed in peace from Trinidad and Tobago, we would be willing to lease transport ships for small sums to allow for a quick transition. Though there have been words spoken, it is better to try and repair such tensions to promote a better community.

We are currently in the process of installing a democratic government. For now, we are simply looking for candidates in the T&T people, though we are willing to accept them from aboard as well if you have any you feel are good enough to go up for the vote of running this small country - this obviously would not mean T&T is your country, and would not mean you can use the government as a puppet government. Obviously, Marxikhan is not permitted to forward a candidate for presidency.

Our forces are slowly being withdrawn, in the next week it will lower from 40,000 to 10,000. These troops will then remain until the elections are over in six months time before withdrawing to 2,000 - who will effectively be the defence of the country. If the T&T government at that time wishes them to leave, they have the permission to tell them to go as it will be officially their country.

RUCHENKO: Hello, citizens, and welcome to RNN. I'm Valentin Ruchenko. A new Admiral Kuznetsov-Class Carrier, the Ossetia, has been launched out of Murmansk. It is to join the Pacific fleet. A fleet of aircraft are being constructed to make up the air wing on the ship. There is still one more Admiral Kuznetsov-Class being made in Kalinin due in a few months, plus the two Ulyanovsk-Class Supercarriers being rebuilt in Murmansk and Kalinin due early next year. In other news, Fortress Ural has recently recieved a refurnishing with increased fortifications and a new defense system made up of land-based AK-306 CIWS suited for ground defense. New SAMs have been placed for Air defense. As many of you know, Fortress Ural is the gov't's Command and Control Center similar to the Pentagon. The Military brags it is the best in the world due to its Anti-Tank and Anti-Air defenses and its strategic location on the side of the Ural Mountains.

After the suicide attack on the Aquatic Voyager the AIA was quick to capitalise on it to expand its intelligence network in Sri Lanka; once conclusive proof was found that it was Tamil Tigers that had launched the suicide attack against the American ship the Animarnia Military started Operation Stormfront. 2 Squadrons of Su-30MKI (24) and 1 Squadron of A-10 II's (12) took off; there afterburner lighting up the night sky. Each A-10 was armed with an array of laser guided bombs, Anti-shipping variants of the Bramos Missiles and air to ground missiles. The Su-30MKI's were armed with Air to Air missiles and two Bramos Cruise Missiles each

The Fighters entered Sri-Lanken airspace in the north east towards one of the major Tamil controlled ports the long range Bramos ASM's fired streaking from under the A-10's and heading towards anything in the harbour that floated. The SU-30MKI's fired equally there Bramos Cruise missiles against land targets then broke formation for the A-10's.

The A-10's started there main attack run on the port with there Laser guided air to ground missiles; rocket pods and the 30mm GAU. Rebel Artillery, Buildings and armoured Vehicles were smashed by the element of surprise. A 500lb Laser guided Bomb hit the main ammunition storage bunker destroying it and cutting off the rebels from any shoulder mounted Stingers they had there.

X-VLS-11, X-VLS-12 - Mobile Armoured Vertical Launch System (MAVLS)

The Two prototype vehicles will serve as mobile VLS systems; while MRLS and MBRLS serves a critical roll in artillery, fire support and "Rain of steel" operations. MRLS rockets are essentially unguided. The MAVLS provides a mobile guided missile platform that can launch en mass. The MAVLS comes in two types; the first type is an 8 x 4 VLS mounted onto a T-90 base to provide medium range Anti-tank missile support using something like the American TOW Missile. The Second type is a VLS launcher similar to the size of an Articulated Lorry able to hold a 10 x 4 VLS array large enough to hold Bramos Cruise Missiles or other types of Cruise Missiles such as the British Stormshadow and the American Tomahawk. Design of the vehicle is expected to take 2 years; with 2 years of prototypes before going into limited production a year after that. The people in charge of the project have said ' "its like a Guided Missile Destroyer on land"

-Northrop-Grumman shipping has released a schedule that the Zumwalt-class of destroyers are ahead of schedule, but the Saratoga-class cruisers are behind schedule. No word yet has been released on the Decatur-class frigates.
-The USS Kitty Hawk, based in Bremerton, scheduled for decommissioning later this year for potential sale, has had its life extended due to the escalating Carribbean tensions.

Project: Arkbird incorporates a large orbital/sub-orbital craft designed to carry large amounts of cargo, crew, and in some cases, armament. The Dominion Government today announced it's plans to improve the overall infanstructure of the Dominion. Although the Dominion has one of the best road systems in Africa, it is still lacking compared to Western Nations. The Minister of Transportation has stated that paved roads will be built all across the nation and that older roads will be repaired and upgraded. This project is expected to take up to 10 years to complete, but Minister of Finance has stated that although this will take alot of time and money, it will create quite a few jobs for Dominion Citizens.

The Government has also announced it's plan to encourage economic growth in the Dominion. Special Tax exemptions will be given to companies willing to set up factories in the Dominion. This is to encourage foreign business more then anything, but they also announced that larger loans with smaller interest rates will be available for people starting a new business.

The Military has announced it plans to replace the current cache of R4, R5, and R6 Assault Rifles with a newly designed rifle. The project is still in it's infancy and won't be up and running for a 6 months the Military says. The new rifle has already been designated the R7, but it won't be a simple copy of a rifle, it will be a totally Dominion Designed Weapon.

The Military has also announced the new Anti-Armor Weapon is progressing smoothly. The new weapon, designated the XG-109, will replace the army's stash of RPG-7s. Plans to begin production of the weapon are slated to begin in 4 years.

Finally the military has announced it plans to increase the Rooikat's Versatility. They are designing atleast 2 new weapons platforms that will be mounted on top of the Rooikat. One being an Anti-Aircraft Rocket System. Another being a simple 20 or 30 mm Autocannon.

Thrace Aerootics began re-design and modifaction of the F-14 Tomcats that had been delivered to them. the crash development program is expected to finish in 3 years with limited production and more extensive for a year after that before going into full scale production in 2012. the short term development time is expained by the use of the F-14 as a basic design so a new airframe does not need to be designed; modifactions will include pivoting missile hardpoints, alteration to the tail canards; swinging cannards and new engines. the new airframes will also use composites and carbon fibre to make fframe lighter for a lighter empty weight allowing more fuel to be carried in the slack weight. the new wings will also make use of Active Aerolastic Control Surfaces to reduce stress at high speed combat. the development team are aiming for a maximum speed of mach 3.75 at high altitude

A few weeks ago The Western European Federation joined as one of the founders of a new alliance in the light of the recent South American conflicts and growing fighting around the world, known as the ‘Third Alliance’. Whilst the presence of the alliance in Trinidad and Tobago has arguably saved the country from invasion, and bettered diplomatic relations with a United European and Other countries, it has not been accepted well by America and it’s close ally Russia. They have condemned the placement of troops there and lowered diplomatic relations with the WEF. Our High Commissioner Mrs. Laura Harding had this to say about the issue;

“Obviously we are saddened that a country we thought we had as a close diplomatic friend has lowered up diplomatic relations, because they feel threatened by our purely protective force in T&T. The WEF will not lower our opinions of either of these nations, and will continue to remain neutral in the conflict and to recruit more members to the alliance – we hope good relations with America and Russia will resume once this is all over.”

In other news, in a massive meeting of the Commission, a new law was implemented in the Gun Laws of the WEF. Previously all guns from non-military personal were banned in the WEF, even if you are in the police, and if guns were found to have been sold, kept in homes, or carried, you could face a hefty prison sentence. Though, whilst the latter part of the law still remains, the WEF has ruled that all military personal and now police are allowed to carry guns at home and on their duties, as long as they re-take a rigorous gun test and their background is checked up on to see if they have mental health problems.

In further news, the government has officially endorsed and begun funding for the WEF based anti-death penalty charity United Against The Death Penalty (UADP). A spokesperson for the group said “We wish to greatly thank the government. This endorsement and funding will greatly help us finally not just save a few lives a year, but now progressively try to persuade other governments to rid themselves of this horrific capital punishment. It really shows that the WEF is against the death penalty."

We can also announce that twelve more arrests have been made in the Portugal situation of people who were on the now 18, but previously 40, strong wanted lists. Still the leader has not been found. So far 297 non-military citizens have died in the riots, the military deaths are around thirty, though the protests have calmed down recently.

And finally the Defence Commissioner today announced that the scheme to improve the WEF military had been complete. François Chirac said “We are pleased to say troop numbers have increased in the hundreds of thousands, and we are now near up to date with the latest military equipment and weapons. We are also beginning the creation of more ships and airplanes to increasing our forces. That is all the public details for now.”

The Military has announced it's plans today to find a replacement for the Olifant Main Battle Tanks. The Olifant, which is in it's second stage, is a Dominion Variant of the old UK Centurion Tank from the 60s and 70s. Although we upgraded it to incuded better armor and 120 mm smoothbore, it is still leauges behind most of the modern main battle tanks, employed by todays militarys. The only news we have is that it won't be a brand new design, and probably will be a modified variant of another countrys tank.

In addition, the military announced that if a new tank wasn't found by the end of the year, the Olifants would be upgraded further to IIA2 Status. Possible upgrades include NeRA Armor attachments, a slightly updated computer targeting system, and further refinements to the main gun. This is expected to cost around 700 Million USD to 1 Billion USD.

GC-109 Project has announced that an offshoot of the project has begun research on a new sniper rifle. Word is that this weapon is being funded by the military and is a completely new design. Sources suggest that this weapon will fire .50BMG round in semi-auto fire. Wether or not this works is to be decided.

The craft shown in the concept is not the SSTO. That is the Oka Nieba, the actual spacecraft. That is launched up using solid fuel rockets and is powered in space by one of our nuclear engines. We will release more statistics to you when the time comes about the Oka Nieba. We may be interested in your engines for the actual SSTO that supplies the Oka Nieba. The SSTO gets its starting speed from the mass driver itself and is propelled by SCRAMJETS on the main ascent up. The SSTO is slightly larger than a space shuttle, with most of the room used for cargo. We are interested in your engines if they are small enough to fit inside the SSTO.

The way we see it, there are two scenarios. Scenario one, we sit and work our seperate ways while the combined Third Alliance destroys us in the space race. Scenario two, we do as we are now, hopefully incorporating the Kingdom of Animarnia into our joint space operations. We hope to continue the second scenario as we are now to become the true world powers. After a long and strenuous debate between gov't geographers and engineers, the Mass Driver site has been elected to be contructed in Arkhangel'sk due to its flat groung and prevailing wind patterns. There is also a plan to upgrade the Arkhangel'sk Airport so it can have the capacity for NAR and Animarnian space devices in need of transport to the mass driver. One request we have to the RSC is that you request your gov't to send us as much Neodymium material as possible, for the mass driver utilizes it in its coil system. The Military today has announced that it will be cancelling it's R7 Assault Rifle Plan. The plan was cancelled after the Military looked at the locally designed CR-21. It was deemed exceptional, and was signed as the new Dominion Assault Rifle. It's bullpup layout may be a turn-off to many of the veterans soldiers of the Dominion, but new assault rifle will allow South Africa to compete with other modern nations in terms of assault rifles.

This Fortress Corps will take the NKVD's fortress duties and allow them to spend more time on border control. With negotiations complete; the Arjun Tank will begin its first major upgrade to the A1U1 Varient; the new Variant will feature next generation armour with ERA; an L55 120mm Smoothbore Cannon and a Gaix APS. a 3rd Generation FLIR will also be incporated with a new LIDAR/LADAR system and milimeter laser radar for the Gaix system. the A1U1 is expected to weigh 59 tons fully loaded. with some 7000 Arjun tanks to be upgraded the process is going to take a number of years and will be staggered should war break out so that the kingdoms tank force isn't depleated to greatly during the upgrade process.

Of course; Animarnia Aerospace Engineering will deliver a test type Mark IV-A Ramfan to you to look at imediately. the current Mark IV provides 20,000kgf of thrust at the size of a standard Fighter Tubofan and can be scaled up for your needs from there as the Mark IV A is currently our best though Thrace Aeronatics have ordered a Mark V this engine won't be finished for some years.. using the bypass fan means the Ramfan can start without an assist like a Conventional Turbofan Engine.

Lockheed-Martin will be able to produce a variant of the F-35B with the specified upgrades, and will be in full production once production begins.

We thank the Republic for their support in this endeavor. We agree to allow Russian, Animarnian, and Republican Vessels and Aircraft onto the Islands for refueling and resuppling. We are also very thankful to be allowed to use Republican Ports and Airbases for the same reason.

Onto the question of support for the St. Helena and Ascenion Island. The islands have populations below 10,000, with Ascension having barely 1,000. We will deploy two battalions of men on the Islands. One battalion at St. Helena and one at Ascension. We will be supporting them via two of our Valour Class Frigates and 2 of our Warrior Class Fast Attack Craft. They will also be supported by atleast 2 Oryx Atlas Helicopters. So, I don't think we will be needing Republic support to take the islands. We asked for your support just in case the world thinks unkindly of us and our assimilation of these Islands.

And I know I am just repeating information you already know, but we have made a similar proposal to the Kingdom of Animarnia discussing the Island of Diego Garcia. We thought you would like to know.

The SAS Amatola was slowly making it's way towards the Island of Diego Garcia. It was flanked by the SAS Adam Kok and the SAS Isaac Dyobha, both of them were fast attack craft. They could of been at Diego Garcia by now, but they were slowing down for a reason. The forces on Diego Garcia had in their possesion alot of equipment that if was allowed to get airborned, could ruin the entire operation. So it was decided that the Dominion Force would head out before the Animarnian force and eliminate this equipment from the equation.

Right now, on the deck of the Amatola, the Captain of the vessel was relaying the President and Prime Minster's orders to the DSF Squad. They were to infiltrate the island and sabotage the runways. That would stop their usage of the aircraft, that would put the opeation in Jeparody. Other secondary objectives included jamming the islands communications, and destroying any armories, and overall harrasment of the Islands few defenders.

The men saluted and entered their little Zodiac. They were 5 men, who were given an important task. One which they hoped to succeed very well in.

The SAS Spioenkop and theSAS Mendi glided across the water at a slow pace. They were flanked by the vessels SAS Galeshewe and SAS Job Maseko. They had given St. Helena a wide berth. They wanted to be in a position where they could simultaneously assail both St. Helena and Ascension. Ascension Island was the main target, as it had a military base with some equipment that could not be allowed to be used against the Dominion.

Orders were being given to a DSF Squad much the same as the force near Diego Garcia. In fact the attacks would happen at nearly the same exact time. Their orders were to sabotage the runways of the Airbase, destroy the armories on the base and make sure the communications center is out before doing any of this. They would hit Ascension first and make sure it's equipment couldn't be used. And then they would turn their eyes toward St. Helena.

The men saluted and prepared. They would be close enough to Ascension Island soon and then they would enter a Zodiac and deploy onto the Island.

DWN: Dominion World News

News today from the Naval Department. The Parliament has authorized the spending of 9.75 Billion Dollars on the Naval Enlargement project, over the course of 5 years. The Naval Department has announced that the first ships to be built will be the two new Valour Class Frigates. The ships will be laid down immediately and in the most likely situation they will be commisioned in 4 years time.

A time frame has also been layed down for the new Warrior Class Fast Attack Craft, the hulls of the three ships will be laid down within the next two years and will be commisioned after 3 or 4 years. The SAS Drakensberg will also be receiving a some company, as it will be the third ship to be layed down in this project, after the two Valour class Frigates.

There is no word yet on the Aerial Enlargment Project.

The men were armed with the Dominions newest Assault Rifle, the CR-21. They were also armed with a few pounds of C-4 and other explosives.

An area of the Arkhangl'sk Plains has been fenced off from the public and is under the guard of the NKVD. Large dozers and construction machinery have been seen moving into the area as well as large GAZ trucks with strange containers on the bed. The Arkhangl'sk Nuclear Pwerplant has also recently begun refitting and expansion for another reactor core. The purpose is so far unknown, but it will become clear later on.

They hoped silently that they would be able to sabotage the runways and hopefully keep the Islanders from using their airpower. They also hoped the other team finished their mission successfully and were at the Zodiac waiting for them when they returned.

-Final Testing is underway for the F-35 Lightning II. The F-23 is experiencing several setbacks, but is going along well for the most part.
-The ORN and AADF have jointly contracted Raytheon for production of a successor to the Phoenix missiles. Specifics are of a long range AAM that can exceed 1350 m/s, much like the Phoenix could. It is also wanted to be equippable for the undercarriage bays of the F-23 and possibly the smaller F-22.

Today, Denel Defense Industries has unvield there newest design. It is considered by many who have seen as a marvel of modern engineering. It is the GA-18 Jackal Sniper Rifle. It was designed by a fringe group of the XGC-109 Anti-Armor Project and received little to know funding in this endeavor. Nonetheless, the military showed interest in the project and actually asked Denel to design it for them, without Funding. Odd, we know, but Denel actually did it and boy did they did they really get past the goalkeeper this time.

The GA-18 Anti-Materiel/ Sniper Rifle was designed to combine the power of the .50BMG round, with the semi-auto fire capabilities of smaller rounds. Supposedly this would allow the individual sniper to get off more rounds quicker and thereby increasing his/her chances of success. The Dominion Army approached Denel Defense Industries with this idea in mind.

The list of requirements the military gave to Denel were as follows:

1. Must be semi-automatic.
2. Must fire a round larger then 7.62x51
3. Should be as lightweight as possible, preferably 10 kgs unloaded.
4. Should be as short as possible to allow for easier mobility. Use the bullpup configuration if you must.
5. Must be sturdy and reliable. We’re not asking for Ak-47 level of toughness, just something that can take a beating better then most other sniper-rifles.
6. If at all possible, Anti-Armor rounds could be useful.

It is with those requirements that Denel began to develop the weapon. They spent 15 months developing and testing the weapon, until they felt they had made a rifle that the Dominion Army would accept.

The GA-18 or the Jackal as it’s known to the developers is a Sniper Rifle/Anti-Material Rifle that weighs around 11 kilos unloaded and 12 when loaded. It comes in at a quite small 1090mm length, with the barrel coming at 558mm. It is in the bullpup layout to allow for minimum length without sacrificing barrel length. The Jackal uses 10 round magazines that are fitted behind the trigger as is standard in the bullpup configuration. The rifle also includes a Picatinny Rail on the top rifle. This allows for easy changing of the scope, although the standard version comes with a 10x scope.

It fires 12.7x99mm or as some calls them .50BMG rounds. The “Jackal” uses a 750 grain round, although larger grain rounds are available. These rounds are known to pierce all but the toughest of body armors, but they cause heavy recoil. A special .50BMG round was also designed based off of the Raufoss Mk 211 anti-materiel round, for use against armored targets. To help counter-act the heavy recoil of Jackal, the rifle has a sliding barrel that makes the recoil much more bearable. These rounds can pierce up to half an inch of steel. The Jackal uses a short-stroke gas-operated system for quick and efficient reloading. The ejector port is located on the right-side of weapon, so use by left-handed service members will be strictly limited.

Deurem National News
If you're tuning in right now a horrible terrorist attack is unfolding as we speak. We turn over to reporter Maria Escalante.

"Just moments ago as we were reporting on the deployment of Deurem National Army units to increase security of major border checkpoints a truck crossing into Deurem suddenly exploded." The female reporter's voice was full of fear and distress. Both her and the camera man had taken cover behind a over turned car as in the distance smoke could been seen rising from where a truck had once been.

As the sound of sirens and people screaming for help filled the air the reporter tried to retain her professionalism but soon enough she began to cry. As tears fell from her eyes onto the blood stained ground the camera man stood up and showed the citizens of Deurem and whoever else was seeing the carnage left behind.


Piles of smoldering metal that had once been the truck littered the streets. Bodies of people layed all over the place and whoever was still alive was trying to make it to safety. Just then several gunshots added the already chaotic scene. The camera sudden then just dropped to the floor and more screams were heard before the screen went blank.

"We have lost connection and will try to re-establish it as soon as possible. We hope the best for our reporter and camera man." said the male news anchor as he then turned to look at his female counterpart. "Terrible just terrible." were the only words that came out of her mouth.

"We have established communications with our news crew where the bombing has taken place. what you will here is not for the faint of heart."

"In what can only be described as a war zone, border checkpoint Alpha-7 is a scene of pure chaos." the female reporter said through her cell phone as the sound of bullets could be heard. "Men coming from the Ivory Coast which call themselves as the African Liberation Front have engaged Deurem Border Guard and Deurem Nation Army forces. It seems that there was another truck which did not explode and was ditched. From that truck emerged some 10 men..." before the reporter could finish someone yelled to get down so she quickly did as a last volley of gun shots were heard. "It seems as the Border Guard has finished the last man. I'm not sure but I think its over." with that final sentence the screen changed from showing the video feed that had been sent before the camera went down into the news room.


"Reports are coming in that a group calling themselves as you already heard the African Liberation Front have claimed responibilty for this action."

September 2008, A Private Airbase
The early morning sun hangs in the distance giving everything that 5am glow; the weather is perfect at the private Thrace Aeronautics testing facility; in the large hanger painted in orange and white was the prototype Valkyrie fighter. It was hard to believe that the aircraft in the hanger was in actuality a modified tomcat.

The Wings were currently swept back 80 Degrees and the tail plains where standing up like the tomcat; the front of the aircraft had modified Canards for increased agility in combat; the word "X-V-25" in red italics was written down the sides. The engines had been completely replaced with the new Mark V Ram-fans the smallest and most efficient ram-jet-turbofan engine to date yet. Though this wasn't necessarily saying much as it only gave a range of 900 miles but did allow the Valkyrie to reach mach 3.75 at high altitude on full afterburner achieving net thrust of over 42,000 kgf. CEO of Thrace Aeronautic was in the observation tower to watch the first test flight.

The pilot Margaret "Racetrack" Emerson entered the cockpit of the mighty beast going through pre-flight as all the digital flat panel touch screens came to life. The nuggets had done an complete avionics overhaul everything was touch screen now as the computers cycled through the hundreds of sensors on the aircraft the engines started to whine to life in combat the aircraft could start up in under 30 seconds and reach full power in5 seconds. Racetrack pulled on her helmet as the sound proof Reinforced fibreglass-plastic cockpit locked down into place the monster engines roared sending out blue flames from the exhaust jets. The Valkyrie test aircraft started its taxi to the runway the ground crew saluting as it passed them.

Finally in position; "Racetrack to Tower; requesting permission to take off"

Racetrack smiled under the grey visor helmet and oxygen mask as she extended the swing-wings out to 60 degrees to get the most lift and pushed the Valkyrie to take off speed; the plane rocketed forward lifting off into the sky she pulled the wings back into supersonic 'stealth mode'. The Tail planes flattening out and Canards sliding back into a 90-degree angle becoming one flowing shape to create a delta wing silhouette the vectored thrust now controlling pitch and yaw. The Valkyrie disappeared from radar in stealth mode as it effortlessly broke the sound barrier at mach 1 without even blinking. The Valkyrie continued to climb to 10,000 meters reaching mach 2.25 super cruise

"These Engines work great; I'm at 10,000 meters and climbing current speed is Mach 2.25 in stealth mode climbing to 15,000 meters" Racetrack reported.

The Valkyrie continued to accelerate and climb reaching 30,000 meters and breaking mach 3 at maximum thrust; "Kicking in the burn" Racetrack reported as she activated the engines afterburners sending the aircraft to mach 3.75. The maximum speed and altitude for the engines; before starting 45 degree dive at full throttle pulling back to mach 2.75 at 10,000 meters.

"Beginning Extreme agility tests" Racetrack reported.

The Valkyries wings swung out to 60 degrees then forwards turning the Valkyrie into a high agility fighter with forward swept wings; the aircraft started performing tight turns and aerobatics, barrel rolls; crazy Ivan's, vertical 180 degree spins. The fighter logging 8+ G's and 2- G's on extreme agility dog fighting using the 4-D Thrust Vectoring, Extreme Agility Thrust control and automated aerolastic control services. Racetrack rolled the aircraft to down to mach 1.75 doing loops and high-arc turns that turned stomachs of the observers from Thrace Aeronautics and Lockheed in the control tower. After 15 minutes of this Racetrack put the plane into a dive for a low flying or 'deck hugging' test sliding the wings back into stealth type Delta Mode also called V mode on the control systems. The advanced forward mapping terrain mastery LIDAR/LADAR system feeding information to the computers and pilot to keep the aircraft safe travelling faster than the speed of sound and heights of less than 300 ft off the ground.

"Yeah baby" Racetrack spoke into the Mic; "This thing rocks hard" she spoke navigating a long twisting canyon

"OK Tower; I got bingo fuel; bringing her home" she said as the fuel light came onto tell her that her joy ride was now over she wasn't given a full tank for the test test flight. Rolling out of the canyon she headed for home base where her test flight would be ripped apart by the Squints and all the data pored over before she got to have any more fun.

SMITH: Another edition of Studio B on the house. Exciting things going in all over the nation, but we're going to go to today's top story: A massive wildfire is sweeping the Pacific, and is nearing on the city of Cheyenne. Reporter Katie Warick is on scene with more.

WARICK: Thanks Shep. The massive fire is starting to lose steam, local fire chiefs have said openly in a public press conference earlier today. Fire aircraft and helicopters have been making around-the-clock chemical drops on the blaze and hundreds of firefighters on the ground have gone into the line of the conflagration in an attempt to get the blaze under control. Claims are that the fire is now 12% under control, and vigorous efforts are now going underway this evening, with minimal wind speeds, in an attempt to bring the blaze down. Rain is expected within three days, so if firefighters can keep the fire from growing in intensity than Wednesday seems to be a day where local departments could get a real hand on this. Fox and MSNBC reporters have gotten in live coverage on the fighting that rages on in Istanbul between Russian special forces teams and Estereich general armed forces, and they are some startling feeds indeed. Mohinder Tarnay is in Istanbul behind friendly Russian lines currently and is avaliable via videophone-Mohinder?

TARNAY: I can hear you, Shep. Footage is a little shaky, so live footage isn't great. However, I'm sure you can hear from the sounds of explosion and gunfire how dangerous a situation this is. Russian fighter aircraft have just entered Istanbul and engaged Estereich fighters in a small dogfight, with moderate losses on both sides. With Estereich forces mounting, it seems they currently have the upper hand in this fight. Large-scale artillery began a large shelling and rocket attack on the urban heights under Russian control about five minutes ago, and Estereich seems to have no compunction with harming their own innocents in the process. I'll get back to you when we have more from Istanbul, Shep.

SMITH: Welcome back to Studio B. Last night the San Antonio Spurs pulled away from the Detriot Pistons in Game 7 of the NBA finals in Detroit, giving the Spurs their fourth championship in team history. Spotrs correspondant Robert McMichaels has more from Detroit.

McMICHAELS: Indeed it was a blast last night. The game started off slow for the seven-point favorite Spurs, as the Pistons broke in for a thirteen-point lead with two minutes to go in the first half. A rally by Tony Parker and Tim Duncan sparked the Spurs late, and led to a two-point deficit at halftime. As the second half pulled in, the Spurs showed their dominance that has led the team to their 71 regular-season wins as they pulled away from a tiring Detroit defense. Parker scored 34 points and Duncan had 13 offensive rebounds and triple-doubled. The last quarter never reduced the point margin below eight, and the Spurs pulled away convincingly to win it all-and until next season, you can call the San Antonio Spurs NBA champions.

SMITH: Chancellor Frist has been busy the past few days at the International conference in New York at the Morgan Center, where Kelly Riken is on scene. Kelly, what's the scoop on relations?

RIKEN: Things seem to be going well for American efforts, Shep. Frist and the other delegates at the meeting have been in the process of discussing a wide range of topics, from China's sporadic outbursts to dealing with the latest round of crises in Africa. Sentiment has been mixed among delegates, and there have been a round of protests outside from all sorts of demonstraters. Intelligence police have been around to hold them off from interfering, but things are for the most part running smoothly.

F-22A Onyx Squadron

The flight of twelve F-22A Raptors-dubbed affectionately "Onyx Flight" by it's 12 crewmembers, flew lazily over the deep Pacific blue that was dark as the night sky that glistened overhead...cloudless, but also moonless with the New moon. Only the stars provided a respite from eternal black. Well, eternal black broken by the orange engine blast of twelve Raptors, the stealth superiority fighters cruising over the Pacific at eight thousand feet.

It was a routine "patrol", more meant to keep the pilots on their toes and ensure that they couldn't get slack-especially with a night job. The Raptors were all armed with a full load of AAMs-Air command in Hawaii occassionally mixed things up by sending out target drones to make sure the pilots were heady and ready. But tonight was doubtful-it was a sleepy night at 1 AM, and the islands that had been behind were quiet. The Raptors were too.

Quiet was broken, however.

"I've got three unidentified contacts on long-range," Onyx 1 reported. "Sending a hail."

"Unidentifieds, please VID, thank you. This is American fighter patrol Onyx."

No response came to the flight's lead fighter. It was eerily silent...

"I'll try again. Unidentifieds, this is Onyx Flight, American fighters. VID, over."

Nothing came...but the yellow dots on the radar switched positions. They were now angling directly towards the American formation...and they were going a lot faster than civilia planes.

"Lead, gotta real bad feeling about this. Are they Japanese, maybe?"

"They ain't movin' like Japaners, Rick...they don't get things that can go that fast. I would guess Foxbats, maybe..."

"Those are Russian, 9. Get real."

"Hell, don't the Chinese got 'em too?"

"Um...if they are hostile, why aren't we getting missile lock alerts?"

"Maybe they ain't hostile..."

"Bullshit, they woulda responded. They're Japanese tryin' to trick us."

"Damn, I don't want a fuckin' war to start with us. Let 'em get close but stay on your toes."

The next thirty seconds were tight and dead silent. The Raptors advanced at a moderate pace, the pilots of Onyx flight tight on their throttles. The ticks ahead were advancing faster than seemed possible for any normal fighter-even a Foxbat.

"What the hell. Ain't never seen no Foxbat or anything Japaners do that."

"Expiramentals?"

"From who? No one's better than us, and we don't got modern shit that can go that fast on cruise, except for missiles. No way those are missiles."

"Russians got some space program going..."

"They're advancing close to visual range. Hold tight."

The Raptors moved in, pilots nervously toying with shooting off AMRAAMs at the approaching contacts.

"Got three little things in sight. Do you even see wings on those?"

"Negative. Told ya' they were expiramentals. Bet it's our crazy intel."

"Keep on your toes!"

The Raptor pilots were getting cautious...getting closer to the small contacts that moved forward fast-by radar estimates, exceeding Mach 6 in straight-line flight. The three contacts were now getting easily visable-they didn't look at all like aircraft.

"...real bad feeling..."

"Shit, what the hell?!"

The three contacts "shot" some sort of small blue balls from frontal spikes that came off the teardrop-shaped craft as they spun down, away from the Raptors.

"Evasive manuevers!"

The Raptors shot around, pulling up, left, and right as the glowing blue globes flew past-but the bogeys were on their rear, flipping around at high-G turns incapable for any current aicraft.

"Shit!"

"Onyx flight engage!"

One of the Raptors had banked around sufficiently to get off a shot.

"Onyx 4, Fox 1!"

A sidewinder broke out from the Raptor's underbelly ordinance holds, shooting forward on a smokey trail that cut through the dark night sky. The alien ship plowed right into the missile-and fire shot over and around the vehice.

"What the hell?"

Emerging from the fire, the vehicle was still alive-and very angry, it seemed. The craft began blazing open fire of the blue sphere-like "guns" at the manueverable Raptors, matching move for move with the most advanced fighters in the world.

"I can't shake him!"

"I've got your cover, 8. Comin' around."

Onyx 3 banked on the tail of one of the bandits that was hard on 8's tail, switching to guns. Bullets raked past and into the teardrop-shaped craft, making sparks fly on something invisable apparently surrounded the craft.

"Crap, this is worse than Star Wars..."

"Shut up and take 'em out!"

3 blasted its full load of bulles into the teardrop ship, but seemed to have some sort of an effect. After the Raptor had expended about 260 of its bullets-pursuing the craft for nearly 2 minutes while doing so in a number of erratic rolls, turns, and banks-the field around it seemed to snap in a flash of white light. The remaining 40 bullets seemed to send up sparks on the craft's actual hull.

"Onyx 3, Fox 1! Fox 2!"

Two AIM-9s blew out from the Raptor's underbelly in rapid succession, screaming ahead towards the teardrop-shaped ship. The vehicle put a fast move on the first missile, spinning aside and vaporizing it with a flash of its guns. The second, however, didn't miss-it slammed right into what seemed to be a portrusion in the rear bulge of the bandit. It sent its charge directly into the hull, and an explosion vented out the back of the fighter. It was still flying, amazingly...but it was clearly damaged.

"I've got one damaged! I'll take him-handle the other two!"

3 stayed on the fighter as it plumed red and orange-tinted smoke out its bulge, the Raptors engaging the other two bandits flashing past 3's cockpit as he put his Raptor to the brink to get on this one.

"Onyx 3, Fox 3!"

3's third missile blew out of the underbelly of the Raptor, the AMRAAM flying forth and quickly getting up to speed. The bandit was good enough to evade, but damaged, it could not avoid the missile. The weapon slammed into the craft, bursting into the same area as the last one. It shunted its charge into the "piloting" area (as far as 3 could tell), making the vehicle light up. The craft sheared in two, both parts spraying out across the night.

3 didn't have time to celebrate. Just as he was about to radio in his kill, 2 came over the comm.

"Shit! They've got missiles as well!"

3 banked his fighter around just in time to see a green oblong light smash into Onyx 2's fuselage. Rather than tear the vehicle to shreds-what a missile would often do-the green bolt seemed to absorb into the Raptor for a split second. Then, 2's fighter erupted in flame, exploding in movie-style fashion, sparks and firebursts shooting over the black Hawaiin waters, high over them.

"Damn it! Get on these fuckers!"

The bandits were getting ambitious. They were firing more freely since 3 had blown up the first craft, blue bolts mixing with the bullet fire coming off the Raptors.

"I'm on this one."

Onyx Lead had gotten an alien in his sights-and was pouring bullet fire all over the craft.

"Lead, look out, one's coming on your front!"

"Can't lose this guy, I've got him..."

Lead never even took the time to look up. The bandit he was pursuing led Lead up at a 15 degree angle, then banked sharply down. As the craft left Lead's cockpit view, the other showed up directly in front-bearing down right on Lead's front.

"Oh Shit I-"

The craft blew blue bolts right through Lead's fighter as the Raptor was incinerated by the unknown weaponry. The bandit shot right through the fiery plume, coming out the other side of the explosion and pulling up with deadly quickness-a manuever no human could do in any fighter for fear of blackout.

"NO! DAMNIT!"

The bandits began getting on the Raptors hard, despite being down by a 5:1 ratio numbers-wise. One missile hit each as the F-22As began wearing out their loads on the craft, but the fields around them weren't budging from a single missile. Two more Raptors fell to hot concentrated fire by the craft-brining Onyx squad down to eight.

"Come on, let's get 'em!"

3, 4, and 5 all got on the tail of one of the craft as the other craft knocked out 12-his fighter blowing into a ball of flame.

"Bullets, get him!"

The yellow tracers tore through the sky as the bandit attempted to evade, banking hard in a loop behind 3-and preparing to fire. However, 4 cut off his route with a missile, forcing the craft to duck left and pull up to blow up the weapon as it shot past, allowing 3 to get back around.

"Onyx 5, Fox 4!"

"Onyx 4, Fox 6!"

5 and 4 locked on with missiles again as 3 kept up his lock, both firing AMRAAMs almost point-blank on the craft, then pulling up just the slightest to let it get a little ahead. The craft juked left and right-a desperation move that ended badly for the unknown vehicle. Both AMRAAMs slammed into the craft, though neither hit the middle. Both hit either side of the craft's teardrop-shape, tearing off both sides of the unknown craft. An explosion shot the assumed-"cockpit" section forward-and 3 could have sworn he saw some sort of appendaged-object flailing forward...and proceeding to fall 8,000 feet to certain death.

"Finish the last one!"

The last one was toying with the other fighters-it was clearly the dominant one of the three. It tore through Onyx 10 as 3, 4, and 5 moved in on it, leaving on 3, 4, 5, 7, and 9 still in the air. Seven Raptors down to two bandits.

"Cut him off, 9! We can get a lock!"

9 spat bullet fire at the bandit, veering the fighter off-and leading it behind 5. It shot out a burst from its frontal spikes, one of the spheres catching 5's rear right wingtip.

"Damn, he caught me..."

5 spun out for a bit-a burst of luck. The last bandit was barely even damaged yet, and veered off as another bullet burst came in from 9. The unknown craft banked up and around, as 4 caught onto his rear and 9 pulled away. The unknown craft was faster than the ninth Raptor, however.

"9! Look out, he's closing!"

"I see him..."

The Raptor spun away to the right, and the enemy craft banked in to close, pulling the tighter inner circle on the Raptor. However, 7 chose that moment to blast a Sidewinder right into the teardrop-shaped craft. The explosion brought down the vehicle's shield, spinning it off to the left.

"Hell, lookout!"

The craft slammed straight into 9's Raptor, sheering off the two frontal firing spikes of the bandit and taking apart the F-22A. The collision spun the enemy contact to the left, as 3 and 4 caught on to it. 9's fighter broke up, divided down a little past the middle by the crash.

"Punchin' out, send someone to pick me up!"

The cockpit shot off as 9's ejection seat shot out, the parachute quickly opening. However, the bandit was coming around again...and targeting the ejected pilot.

"This'll get a little hot, 9," 3 muttered to himself.

"Onyx 3, Fox 9!"

3 fired off his last missile, blasting dangerously close to the parachuting pilot. The missile, by a twist of fate or an Act of God, veered past the pilot-and broke out of the curve right in front of the bandit. It's momentum drove the weapon right into the frontal segment of the wounded teardrop-craft, blowing an explosive fire that lit up the vehicle. The bandit exploded, spraying sharpnel over the ejected 9 as the vehicle arced into a death spin, the "cockpit area" already rendered uninhabitable by the fire of the missile's explosion-the craft was now little more than both the sleek edges connected by the rear engine bulge. It shot over 9, flying against the dark sky as a fiery phoenix, then began its long trip downward...

3 exhaled painfully. 7 advanced fighters-and both his superiors-wiped out by something he didn't even know about. If it was Japanese...than America had a hell of a lot to worry about.

Bering Sea, Near St. Paul Island

The Lady Katriana, a Russian Opilio crab fishing boat, was having a spectacular night. The crew hadn't slept in 20 hours, but they were pulling in Potfulls of Opilio. Captain Vilho Hannerheim, the owner of the boat, puffed on his cigar with joy as the Finno-Russian crew hauled up the pots.

"Keep it up, boys!" he shouted over the loudspeaker. "We're going to be rolling in Rubles!" As he took another puff, something caught his eye. He looked up and saw a strange sight. A strange aircraft danced across the skies above, then began to move down for the ship. The Captain was weary of this and radiod a signal to Yakutsk Naval Station. "Hey, Yakutsk, I have a helicopter moving down on my ship. Can you give me some more info on this?"

"Uh, Lady Katriana, we don't have any aircraftin your area. Please give us some details on the craft, over." replied the dispatcher.

That made Vilho nerveous. "Well, it's bulbous, kind of like a raindrop."

"One moment..." said the dispatcher. "Uh, Lady Katriana, that doesn't match any description in our inventory. We are going to send out a signal to them and see what's going on."

"Well you better hurry, they opened a hatch." Vilho grabbed a Tokarev TT-30 out of his private drawer and cocked it back.

"Lady Katriana, get away from the craft. They aren't responding."

"Roger, we're moving. Keep trying, I really need...what the hell!?" Three creatures dropped down on the ship and began to attack the crew. "Oh my god! They're killing my crew! I need assistance immediately! Shit! No! Get away from me you ugly mother fucker!" *Gunshots* A loud shriek is heard over the radio. "No no! Stop Aaigh!" The radio cut out.

"Lady Katriana! Come in! Respond!"

The URCG Helix-C flew over the rough seas with ease, moving to the last known position of the Lady Katriana. The crew wasn't made up of Coast Guard personell, though. It was comprised of a Spetsnaz team and three GRU operatives. The Helix moved through the heavy rain and finally saw the ship on the horizon. "Move her down." said the GRU Op.

"Roger, sir." replied the pilot. The Helix swung down and passed over the deck, then dropped ropes allowing the GRU and Spetsnaz to rappel down.

"Move out and search the ship." ordered the lead Op. The Spetsnaz moved into the bridge and found a gruesome scene. A bloody TT-30 lay on the floor, right next to a pile of grey dust. The Op took some pictures and moved on. In the mess, equipment was everywhere, knives lay on the floor with the stove on full. A dish of mashed potatoes was strewn across the floor. Grey dust was all over the booth, and more pictures were taken. The rest of the ship was similar to the other rooms, stuff spilt everywhere, blood on the walls.

"We're done here. Move out." They reboarded the Helix and prepared to take off again. The Helix lifted off and began to move back towards Yakutsk. "Contact Colonel Romanov. He needs to hear this."

Federation and Flying Saucers Down Under

On the eve of the much anticipated referendum on the formation of a Federation between Australia and New Zealand, poll numbers show the referendum headed for defeat in both countries. The referendum has been widely criticized as too simplistic since it merely stipulates that there will be a federation and that the two parliaments will ratify an unspecified federation constitution and work out other details via legislation. The opposition Liberal Party in Australia and several opposition parties in New Zealand have argued that the move towards federation is a power grab that will allow the Australian Labour Party and the Labour Party of New Zealand, both presently in government, to write a new constitution for both countries with virtually no citizen input.

It is said that nothing happens by accident in politics, but only a few cynics have suggested there is any connection between the fact that the Prime Ministers of both countries have endorsed a "yes" vote on the referendum and that the news in Australia and New Zealand have been full of alarming stories that have frightened many voters into supporting the referendum as a solution to their nations' perceived weakness on security matters.

First, there has been mention in the news of a new documentary on Japan's plans during World War II to conquer Australia, dramatization of the very few Japanese air raids on Darwin, Australia during that war, and a discussion of how a disagreement between the Japanese Imperial Army and the Japanese Imperial Navy postponed the invasion and the arrival of American troops made Japanese invasion plans impractical. After being treated as a newsworthy television event for two weeks ahead of its scheduled showing, the documentary draws a record television audience when it is shown.

Second, an Australian scientist of Hungarian ancestry named Simon Esterhazy has created a political and scientific row with his high profile assertion that the government of the Greater Germanic Alliance engages in mind control on a massive scale. Esterhazy's findings are widely criticized on scientific grounds and many question whether the sort of mind control he talks of even exists. His accusations are not immediately taken seriously outside Australia, but in Australia, parliament takes up the issue and treats it seriously causing a considerable amount of fear and uncertainty just two weeks before the referendum vote.

Third, sensational accounts of recent reports of attacks against a Russian ship and American military aircraft by mysterious unidentified flying objects lead to a UFO scare. Whereas previously such reports had been laughed off as the imaginings of cranks and madmen, now it is revealed to the press that government officials in Australia and New Zealand are very concerned and are taking the matter very seriously. This touches off a rash of unsubstantiated UFO sightings. The news media in Australia then commence to report every UFO sighting as fact and take for granted that the UFOs are alien spacecraft preparing for an invasion, an idea that had previously been treated as ridiculous. Opponents of the referendum, including the Liberal Party, the official opposition party of Australia, complain that there is little evidence that UFOs are anything more than illusions and hallucinations. They accuse the government of hyping every conceivable threat to frighten voters into voting for Federation in the false hope that it will increase their security. Nonetheless, the UFO scare hits in the last week before the vote and the opposition's message only begins to be heard when Prime Minister Cliff Patterson of Australia makes a televised speech to the nation in which he discusses the rash of UFO sightings in Australia, the reports of attacks on American aircraft and says that on the advice of senior officers of the Royal Australian Air Force, that he has ordered the establishment of a multi-agency project to investigate these reports and determine whether they pose any threat to the security of Australia. The project will be similar to the American "Project Bluebook" of half a century earlier. The Australian version will be called, "Project Skywatch". The speech is given just three days before the referendum. In the final days before the referendum, F-18 fighter jets of the RAAF are scrambled over several major cities (where coincidentally support for Federation was weak) in response to reported UFO sightings. The aircraft are ordered to use afterburners and to pursue the UFOs at supersonic speeds. This creates fearsome sonic booms over major Australian cities.

The vote on Federation is held and it passes in Australia by a vote of 54% in favor to 46% opposed. In New Zealand it passes by 58% in favor to 42% opposed.

The next day, the RAAF's response proceedures for UFOs are reorganized to provide for the contingent assignment of 4 squadrons of F-18s to Project Skywatch's new "Aerospace Emergency Command" (AEC). On paper, and in the press, this gives the new Federation government a formidable defense against alien invasion, but in fact, the aircraft remain assigned to their previous duties and can only be called into service by the AEC in the event of a confirmed violation of Federation airspace by unidentified spacecraft. Unconfirmed UFO sightings which the aircraft have been chasing for days, will now be investigated by radar, ground observation and any aircraft that happen to be in the vicinity. This new procedure causes the overflights of Australian cities by combat aircraft at supersonic speeds to stop the day after the referendum vote. As part of the reorganization, the air force officer heading "Project Skywatch" is replaced with a civilian political appointee named Peter Anderson who is a friend of Prime Minister Patterson.

During the debates on Federation, the proponents of the Federation dodged sticky questions about what would be in the Federation's constitution and how existing laws and institutions would be changed by claiming that these "details" had not yet been decided and would probably be the subject of extensive debate and compromises. Two days after the referendum vote, The Australian Labour Party and the Labour Party of New Zealand push legislation through the parliaments of both countries to ratify a constitution that is passed before it is even revealed to the press. By the time there is any opportunity for public reaction, the constitution has already been passed along with a large package of legislation making radical changes to the laws and government structure of both countries to accomodate the federation. Part of this package is the merger of the two parliaments and the election of Cliff Patterson as Prime Minister of the Federation of Australia and New Zealand. Niel Warren, the Prime Minister of New Zealand, is elected Deputy Prime Minister of the Federation.

At a joint convention of the Australian Labour Party and the Labour Party of New Zealand scheduled in advance and held four days after the referendum, the two parties vote to merge and to rename themselves the Federation Labour Party.

Rumors begin to leak out that the entire UFO scare was a hoax perpetrated by the government of Australia to boost poll numbers for the referendum. Prime Minister Cliff Patterson "refuses to dignify the accusation with a comment" but shortly afterwards makes a highly publicized visit to the AEC headquarters just as Project Skywatch receives an increase in funding and equips its ground observers with khaki-coloured four wheel drive vehicles topped with flashing lights and sirens. These vehicles then commence to rush to the location of every reported UFO sighting with lights flashing and sirens blaring.
