Speaking before Camera’s in the Northfordian Parliament building, Prime Minister Brookes and Ex-Emperor Matt Craven The First held a joint press conference today, after an historic landmark meeting between the two heads of states A first in Northford.
Having been given extensive authority by the Cravanian authorities to negotiate with the Northfordian Government on the issue of making a codified treaty regarding many outstanding issues between the two government, Matt Craven the First, had this to say:
"Cravan and Northford have shared a very rich history over the past few decades, having been aligned through both mutual treaties and the GASN. I’ve seen our two nations grow together, from our initial treaty agreement all the way to our present day agreement. And I must say, our relationship has brought nothing but positive results to both our nations.
Therefore, I’m proud that finally our nations can finally get a formalised treaty between us, something that I had longed for when I signed our initial mutual defence pact. It seems my son finally accomplished something I wanted to do but was too? Well, I’ll admit it, lazy to do. (Insert polite laughter from audience here) But in any case, I hand over the microphone to Mr Brookes to introduce exactly what this treaty means”
“Good Evening Ladies and Gentlemen of the Media, Citizens of Northford, Friends in Cravan, Carpanthium, Questers and elsewhere.
25 Years. 25 years of friendship, trade, sharing of culture and mutual respect of our two peoples has cumulated in this document. Before I read out the specifics, let me say something about the treaty itself. There is nothing new here, nothing strange, or out of the ordinary. In fact most, if not all points are the written codification of arrangements that already exist, or, in the case of the trading arrangements, were expedient trade deals made during the nation move, and have now been left in place as a standing arrangement. The only point that may… cause eyebrows to be raised… is that of our deal to acquire a standing source of Uranium. For reference’s sake, let me once again point out that it is for power generation purposes only. Since we exhausted our own, readily available supply of Nuclear Material in developing our Independent Deterrent, and in an effort to wean ourselves off Fossil Fuels, are finding ourselves woefully short of Nuclear Fuel.”
Pausing slightly to adjust the microphone, and to unfold a copy of the treaty, he continued to read.
“And here follows the Points of the Treaty….”
Matt Craven, reading from his copy, announces the points, blinking several times to cope with the flashes from the Northfordian and Cravanian Press Cameras.
“Points on Treaty:
*Confirmation of ‘Perpetual Lease’ of Carpanthium Territory to The Libertarian Empire of Cravan for a yearly rent of $1
*Confirmation of Cravanian Access to Northfordian Natural Gas fields, owned and Operated by the ‘Crave-North Oil Consortium’, a conglomeration of Northfordian and Cravanian Resource Companies, offering The Libertarian Empire of Cravan Natural Gas at a guaranteed 60% below the Average International Prices
*Confirmation of Northfordian Supplies of Uranium: The Libertarian Empire of Cravan is guarantees Northford 300 Tonnes of Raw, Unprocessed Uranium per Annum, for power generation purposes only, and expertise to convert the by-products into useful materials, i.e. DU.
*Confirmation of the Open, demarcated Cravanian (Carpanthium)-Northfordian Boarder which will be unfortified and open except for Customs and Excise purposes and in times of war.
*Confirmation of the Northfordian Navy’s right to dock, refuel and rearm within the ports and Harbours of Carpanthium, within the bounds of reasonability.
*Confirmation of the Cravanian Army’s right to train it’s personnel within Northford, within Environments not found elsewhere in peaceful territory, and confirmation of the Cravanian Navy and Airforce to Land, Dock, refuel and rearm within Northfordian Ports and Airstrips, within the bounds of reasonability and where facilities within the Cravanian Colony of Carpanthium are inadequate.
*Confirmation of Close, Allied relationship shared between the Questarian Commonwealth of Northford and The Libertarian Empire of Cravan, taking the form of biannual military exercises, taking place on Land, and at Sea and Air.
*Confirmation of the Close, Allied Relationship shared between the Questarian Commonwealth of Northford and The Libertarian Empire of Cravan by pledging to support and defend each other at times of war, albeit wars of a defensive nature.
*Confirmation of the Close, Allied Relationship shared between the Questarian Commonwealth of Northford and The Libertarian Empire of Cravan by allowing and actively encouraging trade and collaboration between national defence contractors and Armed Forces/Government of respective countries. This is to be encouraged within a framework decided by each respective nation at a later point”
Looking over to his Cravanian Counterpart, Alan Brookes spoke slowly.
“So, that’s it, on paper. Those in the room should slowly be receiving their complimentary copy from the Ushers. Likewise, as we speak, a version is being put online on both the Northfordian and Cravanian Governments website.
On the issue of Military Exercises, we are pleased to announce that in approximately 3 months time the first one will be held, the theme being “Musty Houseplants”, which will include a simulated shutdown of the Northfordian-Carpanthium in the case of a disease pandemic. Following this, in approximately 18 months time, an Exercise will be held at sea where there is an evacuation of Carpanthium cities along the coast into the Interior of Northford, perhaps in the case of a Tidal wave or an enemy attack.
Likewise, the ‘Crave-North Oil Consortium’ is to start trading in approximately 60 working days, and will be tradable on both the Richmond Row Stock Exchange (RRSE [Northford]) and Cravanian stock exchange. The Northfordian and Cravanian Governments will both hold a 33% stake, with the remaining 33% to be split into shares available on the RRSE and the Cravanian stock exchange.
When it comes to weapons… well, this may be rather pre-emptive, but the Questarian Commonwealth of Northford has decided to give the Sapanian Arms Corporation ‘preferred status’ in Defence Acquisitions, and henceforth has granted it permission to set up branches in Northford to sell to civilians. This announcement wrests upon the Phillips report, which, amongst other things, has called for the Commonwealth to actively replace its weapons arsenal with more ‘Combat-centric’ weapons systems.
On that positive note, I’d like to open the floor to questions.”
Both the Prime Minister, and the Emperor took a small mouthful of water, and waited for the media to pose their questions.
