World Summit On Peace (Earth II)

As the day passed, Marcus Claudius Maderia- Valerius’ brother and the Consul of Rome, elected by the people following Valerius’ election to the throne- decided he’d give his brother a call. Not realizing that it was 2:30AM Koryak time, he panicked when Valerius did not pick up his cell phone. At this time, Valerius was asleep back on the tanker he sent to Koryakia, ready to rendezvous with Rome within the week.

An hour later, Claudius went on Roman national television after drinking a full flask of rum, all done in depression. He then made an announcement to the world.

“Ladies and gentlemen of the world populace, our dear Emperor Valerius IV Maderia is dead. Valerius was like a brother to me-”

An aide interrupted him. “Claudius, Valerius is your brother.”

“Oh, sorry. Anyway, Valerius is my brother, so, in honour of him and in light of recent events in the world, we in Rome would like to announce that we shall hold a ‘Summit of Peace’ in a week’s time here in the Curia. We cannot lose another head of state to more senseless violence. Thank you.”

Just then, Claudius’ aide’s phone rang. It was Valerius, alerted to the events by his Naval officers.

“I’m not dead. Man, one missed phone call and everyone thinks I’m dead. I guess no one figured I might have been asleep, could I?” said Valerius to the aide, who proceeded to explain to Valerius what Claudius announced.

“Put me on the microphone.” The aide did just that. “Friends, Romans, countrymen…I am not dead. Claudius is being silly once again. I missed a phone call because I was asleep. In any case, his Summit *shall* proceed as planned with all nations invited. The world has gone crazy and we shall fix it.”

The Russian Federation wishes to attend, the limit of provocation that we can take from TOA is approaching and so is the bloodshed. We do not wish for anyone to die, not TOA nor our citizens nor citizens of our allies. If peace can be reached we wish to work that option.

While we fail to see the necessity for a summit for peace, the Realm always wishes for peace, and thus a representative for the Realm shall attend the summit.

In the Cottish embassy in Rome, the ambasssador was recieving his instructions per encrypted satellite telephone while the Foreign Ministry in Oslo dispatched the communique. As far as the Realm was concerned, this wasn't a summit the Realm should commit too much time and energy into, so the ambassador was tapped to attend the summit on the behalf of the Cottish Realm. The ambassador was to observe what happened and not commit the Realm to anything unless it clearly was in the best interests of the Realm. To support him, the chargé d'affaires who was a career diplomat would accompany the ambassador, a long-serving beurocrat in the Foreign Ministry who had been rewarded with a posting of Rome for many years of faithful and dedicated service.

The phone call lasted some twenty minutes, and at the end, the ambassador immediately headed for the liqour cabinet and poured himself a double scotch. He had never been responsible for representing the Realm in such a high-level meeting before, and he needed a drink to calm his nerves. After six doubles, the ambassador had calmed his nerves sufficiently to think clearly. Well, as clearly as a drunk man can. He considered calling the Roman beurocrat responsible for the contact between the embassies and the Roman government to ask for advise, but before he could finish the thought, he had entered a deep, alcohol-induced sleep where he danced with a couple of pink elephants...

Leonid Kavechkin an ambassador to Rome was ordered to attend the meeting. Russian Federation had uses for such talks, although the possibility of peace was mild due to warmongering mindset of the OA nations at the very least Leonid would reveal the real situation to the world thus gathering voiced support in opposition of the OA encirclement of Russian borders in Mexico. The Federation had all it needed to the win the upcoming war but if enough nations of the world criticized TOA's unprovoked actions that would be all the better. The diplomatic chess board was finally set, Leonid was eager to start the match.

Russian Embassy, Roman Empire

Leonid was in his office a little more then two hours before his flight to the summit location. He was waiting for a guest a very important, very aged and experienced man in politics primarily those that dealt with creating peace. Finally the wait was over an old man in a silk suit with only two medals hanging from his chest, one for bravery and one for peace. Ivan Mishin the architect of the return of the Russians in general and Pushkans primarily to their homeland not through war but through peace.

"Hello comrade Leonid, my english grown a little shaky so Im going to be speaking it to try to get a portion of my former grip on it."

"I shall speak it too then, it is an honor to have you accompany me."

"Save your honors, we have work to do, I was never much for flattery. Look at my medals, only two, the ones I really earned, the other two hundred something were simple acts of asslicking, forgive me for my language. When does our plane depart?"

"In two hours comrade Mishin."

"Отлично...eh...I mean...great. For now lets discuss there we stand."

"I noticed you don't have bodyguards, the Romans will have their own detail at the Summit but before we get there I should probably assign a couple of our servicemen here at the embassy to you."

"No need, Im old, I lived a long life if I die today I die happy, if I die in battle I'll die even happier...heh. This I fear will be my final conquest....first one was on a battlefield with a rifle in my hands and bullets flying over my head, the last one will be working towards making sure that no bullets fly over anybody's head in the next couple of months atleast. Heh, irony strikes as the westerners say. Alright lets get to work."

"My name is Leonid Kavechkin a current time ambassador to the Roman Empire. The man sitting next to me is Ivan Mishin, Im sure he needs no introduction. What we hope to achieve here is the dissolution of the tensions that have swept the world. As Im sure you understand the Russian Federation is rather outraged by the recent actions of the October Alliance that placed vast numbers of troops at our border an act that came without any provocation. That is our position, I'd like to thank Gospodin Valerius for hosting these talks, otherwise no one could get TOA behind a diplomatic table."

Finally somewhat sobered up, the ambassador had arrived in a brand new beige designer suit, flanked by the charge d'affaires who wore a more conservative dark blue designer suit, and two combined aides and security officers from the embassy. The ambassador had sat down and was sipping his coffee, listening to his Russian counterpart presenting his beef. From what the ambassador had been told on the phone a few days ago, there was no real problem at all, and the embassy staff had already formulated a gameplan in case of such a Russian line of thought. The ambassador took the word after the Russian ambassador.

"Ladies and gentlemen, I am Oskar Saude, His Majesty's Representative to the Roman Empire, and I have been instructed by my government to represent the Realm at this summit." The ambassador took a sip of water before continuing. "I'd like to begin by addressing the Russian concerns concerning Operation Sunfall, which is what the military activities conducted by the October Alliance is named. Operation Sunfall is a large-scale joint military operation whose goals, purpose and other related information is classified at this time, and therefore I am unable to divulge much about the operation, but rest assured that all military activity that takes place for the duration of Operation Sunfall will take place soley in territories belonging to the October Alliance nations or in international territories where no nation state has any claims. The Realm therefore does not see any reason why the Russian Federation should fret about the deployment of troops, as the Russian Federation does the exact same thing on the Cottish, Hirgizstanian, Layartebian and other October Alliance nation's borders. I should also bring it to the attention that the first thing the Russian armed forces did when we began our mobilization exercise in Siberia was to bring millions of men to the edge of the Russo-Cottish DMZ. It was only after this that allied forces did the same thing on the Cottish side of the DMZ. I will actually go as far as to claim that the Russian Federation is at least partially responsible for the level of tension that currently exists. Once again, I reassure the members of this assembly that no October Alliance forces will attack the Russian Federation or anyone else, unless of course they attack us first. Quite frankly, my government and I fail to see the need for an international summit such as this as far as this situation goes, but in the interests of maintaining our good relations with the rest of the world, we have attended. And that, ladies and gentlemen, is all the Realm of Cotland has to say on this time."

The ambassador sat back down, just waiting for the bitch-storm the Russian ambassador would undoubtedly unleash, and hoping that another TOA representative would get up before the Russian and back the Cottish statement.

Heh, well if they deny that a state of hostility exists, there is nothing I can do from preventing it. The world will have to see for itself the hypocrisy of the October Alliance. Which does not mean that I shouldn't try to reveal the truth, but I'll wait for the rest of the puppets to speak their lies, no need to cause a scene."

The Minister of Foreign Affairs had been sent to the peace conference and he too listened intently as both the Russian and Cottish representatives spoke. Waiting for Oskar Saude to finish, the Minister stood up and adjusted his tie. "Ladies and gentlemen. The Empire is grateful for the opportunity to come here today. Peace in today's world is an achievable goal. There will always be conflict but conflict does not need to dominate each and every day of our lives. There will always be war, that is the human condition but as such there will always be peace. The reciprocals work off each other daily and throughout each and every region of the world from the nethers or the lavish beaches.

"The Empire is a proponent of peace. We've fought for twenty-six years struggling to assert our borders and now that they have been realized it is time to stop the conflict. As the Cottish representative said, the details of Operation Sunfall are classified. Certainly it would be a logical assumption that we are gearing up to war but we have made no advances past our borders. We have staged only conventional forces throughout our territories. It is our sovereign right to move our forces wherever we please to move them, so long as they are within our own borders. We would not demand that the Russian Federation ask us before they moved their forces in their own territories. We would not condemn them for moving their forces throughout their borders either. It is the sovereign right of a nation to act as it pleases within its own borders. We are not making a call to war against the Russian Federation nor are we changing what relations we do have with the Russian Federation.

"We understand their concern but we cannot recognize a 'state of war' as being in existence since there is no war. We have made no aggressive acts todays the Russian Federation nor do we plan on with Operation Sunfall. The Empire wishes for peace throughout the world and the world is currently in a peaceful state. Borders are quiet. Bullets are still in their magazines. We feel that this conference is pertinent to the stability of the world but we do not feel that the current actions of the October Alliance constitute anything contrary to the wills of peace. We must be prepared for the day when peace turns to war and that is what we are doing, preparing. Nothing more and nothing less." He sat back down, eager to hear what the rest of the people had to say.

Leonid's cellphone rang, he picked it up. For a couple of seconds he shook his head then he motioned to Ivan Mishin who rose up Leonid followed with the same action. Both men headed for the for the door. Russia was leaving the Conference of Peace that turned out to be only a front to advertise TOA's lies. Russia and its allies would decide their own destiny, the time of wait was over, the time of the war for the last chance for freedom and justice in the world has begun.

The Minister of Foreign Affairs stood as the Russians left the conference room. "World leaders. I implore you to view this as the nature of the Russian Federation. They scream for peace, claim war exists but when presented with an opportunity, when presented with a forum, when they are put on the spot they simply leave the discussion. The Russian Federation wants no peace in the world. They use 'peace' as a front but, in reality, their intentions are hollow."

We apologize to the great Roman Empire and the rest of the peaceloving world for leaving the Summit. However nothing can be done if TOA denies the fact that a state of tension and hostility exists, we have better uses for our diplomats then have them listening to TOA lies and half-truths, if TOA is ready to seriously talk about peace we will welcome it, until that time we do not wish to engage in pointless air tremblings. Once again, we are thankful for the opportunity provided by the Roman Empire but TOA does not want peace, they do not even recognize the need for it and we are tired of hearing their lies.

"Well, I don't think they're leaving for a cup of coffee," Valerius quipped. He didn't understand why the Russians left so abruptly...Valerius had hoped they could air out their grievances at the Summit but they left before they had a chance to speak.

Saude's phone rang and he picked it up, listening intensely for a moment before returning it to his pocket. He then looked up and made eye contact with the Layartebian minister, who almost certainly would also be notified just about now. He then rose again.

"Emperor Valerius, ladies and gentlemen, I have an announcement to make. One that I regret that the Russians won't hear first-hand because of their arrogance and narrow minds," Saude took a sip of water, keeping the suspense for a second before he continued. "It is my pleasure to announce that Operation Sunfall which we were in on earlier has ended and that I have been authorized by the Foreign Ministry to reveal certain aspects of the operation to this summit. Operation Sunfall was a global joint mobilization exercise, basically a wargame, that took place throughout the world and was designed to test the October Alliance's abilities to quickly mobilize and maintain its war machine. This was followed by a series of wargames within alliance territory, before it was finally concluded just a few minutes ago. The following operation, called Rising Sun, will be an exercise to see how good we are at de-mobilizating those forces. And that, ladies and gentlemen, is all that I am at liberty to say. Suffice to say that there was never nor is there now any malicious intent of hostility or warfare from the October Alliance. Hence, I believe that both myself and my Layartebian colleague are correct in our initial assurances that there is no need for a peace summit as far as this matter is concerned, as we have no intentions of going to war. What the Russian Federation is up to now, however, remains to be seen. I find it most disturbing that they have abruptly left this summit."

They wanted this conference as a ruse to show their 'good intentions' which are no less good than an apocalyptic war machine. Nevertheless, we are here and I do not think we should let this conference and gathering go to waste simply because lesser parties in the world deemed it unimportant, despite their call for it. The Empire would like to discuss worldwide peace initiatives with the world. This world is home to almost 40 billion people. It would be foolish to go throughout life with a cavalier attitude towards death and destruction. We must look to tomorrow and have hope for our children and our children's children. We set the stage for them and decide their future as generations before us have done."

"The Empire has sat on the sidelines for a long time now. We have respected the sovereignty of the countries of the world and we have slowly allowed, through tacit non-action, for a world to be created that teeters on the brink of global war whenever one nation conducts an exercise. It is almost too cinematic that should a tank move within the borders of one country, another will vehemently respond and immediately assume that the brink of war is afoot. We must overcome this. There must be some sort of method or standard operating procedure created here. Perhaps we need to change the minds of the powers that be and perhaps we need to elicit more trust but in a world as sovereign of our own what can be done? Certainly we must respect each other's borders and the actions contained therein. We cannot go around and push some global 'view' of rights and what not. We can only do so much on our own before we begin to intrude upon others." He sat down, awaiting comments by other representatives.

"Hmm," said the emperor of Kreynoria, "It has been a long time since an Emperor of Kreynoria appeared in a foreign country. I think I will attend this personally."

"Of course, Divine Emperor," said the minister. The emperor casually dismissed his minister and had his chamberlain summoned.

"I am taking a trip to Rome," he said. "Make everything ready..."
