Martial Law declared in Londim (Open MT)

Every road of every city was empty. Well empty if you ignored the tanks and soldiers that had appeared overnight. They had come in the night shouting through their megaphones:

"Attention Citizens. A curfew has been put in place by Premier Huyt. It is in effect immediatly. No one is to be outside their homes after 1800 hours. Anyone who is found to be so will be arrested. Do not be alarmed, it is not permeanent."

No one knew why this curfew had been brought in or why the military was roaming the streets and thought it best to not get in the way. After all it was only temporary wasn't it? People sat in their homes in the evening wondering why Premier Huyt had done this. They were soon answered.

All radios and televisions in Londim now focused on Premier Huyt as he made his speech.

"People of Londim you must be wondering why the military is present in all the cities and towns of our nation. I will tell you. It is for your protection. A minority of disloyal citizens have been illegally throw your elected government out of power. These measures are here to bring these people to justice. Once all these people have been found and tried this state will be lifted and then life will continue as normal. Be patient Citizens of Londim."

Martial law had been in effect for a week now with of signs of ending. People were being taken from their homes in the middle of the night without explanation but no one said a word against it. Congress had been suspended indefinately by Premier Huyt. He now strolled through the presidential palace flanked with guards on either side. The Vice Premier walked beside him.

"Finally we have control of the nation. All this talk of democracy has been disgusting. Saying we support it. Haha. But now we run this land and we spit on the Londim Constitution. And it's all been done with no loss of life. No one has rebelled against us and now no one dares."

"Yes Huyt. It is indeed a grand acheivement. May we rule this land forever and a day."

It seemed the final nail in the coffin for Londims democracy had been hammered in.

International Intelligence, Naashan Defence Ministry, Sandya.

The latest satellite pictures of Londim were being projected directly onto the wall of one the many such dark rooms scattered beneath the Defence Ministry complex in Sandya. A young analyst sweated slightly as he described each slide in turn to the four high ranking intelligence officials crammed around the small table. This in itself was unusual, routine surveillance briefings were usually notoriously dull and attended only by the regional supervisor, and only then if they couldn't avoid it.

"Well sir," he explained nervously in response to yet another question, "the roadblocks appeared sometime last week, we don't know exactly when because our coverage of that area of the world is very limited, we usually only get one or two passes with the satellite each week."

Colonel Walsh, one of the branch's many deputy directors scowled at the answer. "Fine, so what do we know about the situation there?"

"The millitary vehicles that have been deployed are the nation's own, again our lack of decent coverage means we have no estimate of their number. A curfew appears to have been put into effect, I think my colleague can verify that for us."

A pretty, blonde haired woman, no older than her male counterpart spoke for the first time. "Indeed, our communications and media net picked up a national adress from their Premier Huyt, I'll play it for you now."

"People of Londim you must be wondering why the military is present in all the cities and towns of our nation. I will tell you. It is for your protection. A minority of disloyal citizens have been illegally throw your elected government out of power. These measures are here to bring these people to justice. Once all these people have been found and tried this state will be lifted and then life will continue as normal. Be patient Citizens of Londim."

Walsh took a moment to consider the statement before he spoke again. "It sounds slightly disjointed but we can then assume that he is conducting some kind of anti-revolutionary operation?"

"Actually, no sir," interrupted the field analyst, "what details we do have beside that recording do not support the idea that they are surpressing a revolution. The situation on the ground is really unclear at the moment."

Beside Walsh at the table sat Dereck Brevner, the organisation's head operations director, he had remained silent so far but now he leaned forward and spoke quietly. "So, what we need is to get people on the ground and determine what on earth is going on. I'll see what I can manage on that front, but we'll need more secondary coverage too."

The colonel smiled before replying, "I'll speak to the satellite and communications monitoring teams, we'll prioritize it as Five for now."

Priority Five, in intelligence terms, signalled that the situation warranted further surveillance and investigation, it was the lowest priority short of 'N' for normality, and as such, didn't warrant alerting the government beyond the International Intelligence department.

Two days later a party of five Naashans, including two women, applied for a visa in Londim for 'leisure purposes', they looked to be the typical gawking tourist types, one even had a pair of binoculars for sightseeing.

There was in Calizorinstan a satelitte picture on the wall on Londim, and some CCIA agents sitting in chairs and obsevently listening to the commander.
"Good morning gentlemen, I caught that nice speech of Huyt's last night, and it seems he's a mad crazed powered dictator, suppressing the people's revolution, and we need agents to infiltrate Huyt's palace and find out what exactly is plans are. Volunteers?" 3 raised their hands and he said "Good, I will contact our friends the Nashaa Intel Center, and tell them we'll meet up with their agents in Londim"

2 days later a couple of men and one women booked a flight to Londim, for "sightseeing and official visitation" and the woman had a pair of binoculars, and a camera.

OOC:Basiclly, we don't know about your agents, we presume you have agents, but we have a list of intelligance agencies all round the world, and we have had some diplomatic, and contract bids with you, so my guy is calling your intel office, I just didn't make the fact that our guys didn't know there was Naasha agents going in, I made a slight mistake in wording, sorry about the confusion.

After being passed several times around the department, the Calizorinstani Intelligence's phone call ended up on the desk of Colonel Walsh, the deputy director overseeing the Londim file.

"I would call that a very, very good guess... Officially, I'm going to have to state that Naasha has absoloutely no interest in what is going on in Londim."

Walsh lowered his voice conspiratorially.

"Of course, between you and me, we're interested as hell. We have no idea what the ground picture is there, beside what satellite surveillance tells us. Perhaps we could share some data and see if we can shed some light on things?"

John sat reclined in his chair, listening to a speech play back from the laptop that sat on the desk in front of him. He reached out for his coffee, his hand brushing the cold aluminium of his desktop before reaching the warm ceramic cup. Brining it to his lips, he noted the beauty of the milk still swirling gently in the deep brown. The sound clip ended, and he sipped slowly, contemplating.

It was standard procedure for his secretary and advisors to send him updates on the internal affairs of other nations, as it was primarily his job, as Democratic Overseer, to conduct foreign diplomacy. He had to skim through loads of material every day, so his advisors would mark each item to signify its supposed importance. The occurance of peaceful application of martial law was not deemed a top priority, but John had decided to listen to the sound clip anyway; it was no very strenuous task.

The speech itself had no very notable features, save for that it was very brief, not explaining much to the populace. John also found it rather extreme to bring a city under military control in order to hunt down some revolutionaries, but he admitted that he could not know who was being hunted, how dangerous they were, nor how crucial the success of any mission to aprehend them would be. He thought about the tone the Premier had used: very cool and commanding, almost detached. He found this might be representative of a man comfortably in power, in control, and missed the fiery enthusiasm he usually heard from government representatives and preachers alike in his own country. This prompted him to think.

Why would a ruler be so calm in tone despite the apparent internal crisis he is facing? I know that if I had to address my fellow Norlandsians, and tell them of a possible blow to our beautiful democratic system, looming just beyond the horizon, I would be full of emotion, barely able to contain myself. Perhaps that comes with being in power for a while. Or perhaps he is trying to bring the calm of his tone onto his people, that they do not panic...still, it seems strange. Then again, I'm probably to young to know.

John called his secretary to send him some quick background on Londim, and asked for another cup of coffee. His had long been finished, sipped away to fuel his thought. Both arrived within five minutes, and looking over the research, John was pleased to see what looked like a healthy democratic system, as well as a government supportive of the environment. Though high taxes indicated great government spending, John was disappointed at the bustling private sector, making somewhat of a joke out of the government's declaration of being Communist. Everything looked decent, though John still could not shake the odd feeling about the tone of Huyt's address. He wondered if he should get one of his advisors to join him for a chat over coffee and cookies, but remembering the apparent unimportance of the message his secretary had sent him regarding this, he decided he could act on his own. If anything significant came of it, he could assemble a committee within thirty minutes. So he tipped back his second cup, and leaned forward, and began to write a letter.

Most honoured Premier Huyt,

Hearing about the declaration of Martial Law within The Communist State of Londim, I was rather concerned. Though rights are not extensive within The Holy Democracy of The Norlands, we consider it crucial to the health of the people, the health of the nation, that the citizens be able to enjoy their free time, and while military and security forces are a common sight in our streets, they do not obstruct the movement and activities of the people, rather have a high respect for them as they go about their work and play. Searching for wrongdoers is usually carried out without great disturbance to everyday public life. Thus your model of anti-revolutionary activity worries me. I worry that with a curfew in place, the economy might suffer, as less work is able to be done, thus lowering the general quality of life. I worry that your people might be needlessly oppressed and scared by a great military presence they are not acquainted with, and the possible rift between the civilians and military that might thus ensue is a frightening thought. I also question the necessity of deploying such a large force to control a small minority threatening the democratic way. But I support your trying to maintain it, for I cannot know the particular circumstances within your domain, and find that sometimes drastic measures are called for to preserve the freedom of the people. If there is anything The Norlands can do to help Londim in its time of trial, contact me.

Col.Mike informed Col.Walsh a week after he had spoken to him that his agents still haven't called back and he is very worried, he knew that the nearest hotel the the palace was a mile away, and anyway Walsh was right, they may not have gotten through anyway, Mike was worried, very worried

IC:Col.Mike was amazed when his agents told him they got a hotel 2 miles from the palace, it wasn't that 1 mile one for sure, but it was good enough, he request they try in get into the palace after 1 week of being a tourist albiet limited and they agreed to try to get in the palace in 1 week from now.

Mike Jaynor, a good looking man in his late twenties, slipped a tiny microphone into his shirtsleeve, said goodbye to his friends and slipped out of the hotel. Striding casually up to the nearest soldier he could find with a lit cigarrete in one hand, he asked for directions to the nearest bar.

Back in his office after extensive meetings regarding new public observance policies to be instituted in The Norlands, John read over the Huyt's brief reply to his letter of the previous night.

To John Joakim Skillman II,

Londim only recently became Communist democratically. Since then a lot of anarchists have surfaced to try and overthrow the government in the name of freedom. We felt it necessary to bring in the curfew to protect our citizens as these revolutionaries attack mainly at night. We had to do this to end this action swiftly.

Having offered his nation's assistance, should it be required, the Overseer was relieved to see that none was requested. Security Force was in no position at the moment to carry out any real campaign, and those few units capable of action were really rather kept at home. The idea of protecting citizens through the stripping away of freedoms was one that he was well acquainted with, and approved of. Feeling much better about the state of martial law in Londim, he still wondered if the law might return to normal as swiftly as was promised. He hoped so. There was more important business to which to attend, though, and John banished the thoughts of the rightly oppressed citizens from his easily wandering mind, and stood up. He had a meeting on military technology to attend, and would not be late.

The soldier looked at the man in front of him. The gaze seemed innocent enough but all soldiers did a quick analysis of anyone who approached them. Obviously wasn't from Londim but this in its self was not strange. A cigarette in the mouth. Two options, a bad habit or trying to calm himself. However the soldier spoke calmly.

"You are not from here are you? The nearest bar is just around the corner by the name of The Kasa Lounge. However there is a curfew which will come into effect within the next hour. If you are late then your only real option is to stay at the bar until dawn. Any other questions?"

Tours are offered around the palace grounds and the living quarters of the Presidents of the Past. There is a strcit route with guide and should you fall away from the group and end up somewhere you'e not supposed to soldiers will ask you questions and then return you to the group if they are satisfied.

" I don't make the rules. I just enforce them. Do you have any papers on you or a form of identification that can be verified? If so then you will have a chance to go back. After curfew you must present them to the closest soldier will allow you to pass should you have a good reason too. Understand?"
