The Jingtai Emperor, Zhu Qiyu, Son of Heaven and Divine Lord of the World, Emperor of China and all he shall survey,

stretched sleepily and considered what other purposes the dedicated alarm Eunuch could be put to. It wasnt that

the...man was unpleasant, in fact, he had been selected for his fine voice and pleasant demeanour.
But the Emperor possessed no less than one thousand, seven hundred and twenty four clocks. Two hundred and seventy

three of them with alarm functions. But, the Court had assured him, that the Emperor of the World was not to be

awoken by harsh mechanical clattering of a Barbarian device.
The Emperor had put the aritsans of the Imperial Clockmakers Guild to work producing a 'pleasant' sounding alarm

clock.
He sighed as, exactly four minutes after the first eunuch had departed, four more rushed in to dress him. This, he

thought, was actually nessecary. The Emperor of the World was apparently required to wear at least eighteen layers

of clothes at all times to prevent exposure to the harmful effects of nature. Fourtunatly the dragon robes were

designed for this sort of thing, and the eunuchs were experienced, so a mere half hour was spent donning the

officialdom of the Chinese Empire.
Many times Qiyu had considered simply abolishing things and having done with it, but when he mentioned such things

the official answer was always, "Of course the Divine Son of Heaven may do as he pleases," followed by glares.
Fourtunatly though, the Imperial Court was more concerned with the internal matters of the Imperial City than with

the running of the Empire.
The Emperor stepped into one of the impressivly large number of hallways within the Imperial City.
Soon afterwards, he arrived at the dragon throne, some twelve feet of marble, precious wood, carved stone, gold,

silver and whathaveyou, looked back at him. Around the throne pillars of rare Phoebe zhennan supported the palaces

roof, which presently sheltered the most senior members of the court from the rather unpleasantly warm sunlight of

the Chinese summer.
As with getting dressed, opening the court took some time as well. Various spirits had to be appeased, a number of

gods were placated, ancestors were notified and demons evicted. Once the court was thoroughly imbued with incense,

the business could begin.
The Emperor leaned forward slightly and coughed at a priest who was taking his sweet time in sanctifying the divine

dragons. There was a fit of coughing from the court as well. If the Emperor had a cold, so did everybody else.

"Noble men of China, members of the Imperial Court, officials, I-"

"THE MOST BRILLIANT JINGTAI EMPEROR, DIVINE SON OF HEAVEN, LORD OF THE WORLD, EMPEROR OF CHINA, DESCENDANT OF THE

FIRST GREAT MING, HERALD OF HEAVEN AND MOST WISE OF ALL BEINGS BIDS YOU WELCOME TO THE IMPERIAL COURT, KOWTOW!" A

eunuch shouted. Qiyu shuddered slightly. The man had a rather deep voice, which meant that he had undergone his

operation late in life.
There was a shuffling from the court as arthritic officials knelt and pressed their foreheads to the ground.

"Yes, very good. As I was saying...The Empire is, and of course it pains me to admit this, weak. We-"

"THE MOST BENEVOLENT JINGTAI EMPEROR, DIVINE SON OF HEAVEN, LORD OF THE WORLD, EMPEROR OF CHINA, DESCENDANT OF THE

FIRST GREAT MING, HERALD OF HEAVEN AND MOST WISE OF ALL BEINGS BIDS YOU LISTEN TO HIS DIVINE PLAN, FOR THE WEAKNESS

OF CHINA PAINS HIM! KOWTOW!"
More shuffling.

"Ahem...we must...we must...negotiate with the Western barbarians." There was a gasp from the court, many still

remembered the burning of the Gardens of Perfect Brightness and the Old Summer Palace, equivalent, in European

terms, to burning St. Peters Square and the Pope's apartments. It was still a sensitive issue, even for those who

had not been alive at the time. The Emperor siezed the shock in order to continue uninterrupted, "We must talk with

them, we must obtain modern equipment, we must build factories, we must...become like them, in some ways."
More shock, a few of the court women had fainted.

Even the eunuch was shocked, "T-th....the...Jing-t-t-ai Em-Emperor...."

"We must admit, China has fallen behind. Our complacency has allowed the Western barbarians to come to our nation,

to burn our sacred places, to loot precious artifacts, and to force us to accept their poison.
"China must adapt. We will use their machines to build a stronger nation, we will, in other words, exploit them."

This seemed to comfort the court somewhat. Exploiting Western barbarians was something they were OK with, even if

this exploitation came in the form of trade. Of course, thus far 'trade' had been Western barbarians bringing

tribute to the Emperor, who graciously supplied, in return, goods of the Chinese Empire of the period.
"Fourtunatly we have a fleet to defend ourselves with now, and of course you may all rest assured, the Gardens of

Perfect Brightness will not be joined by the other fine properties of the Forbidden City, and our laws in regards to

Europeans holding property will be preserved, but in the interest of progress, we will be required to make changes.
"As the Son of Heaven and Emperor of China, I will make this declaration. China will grow larger. We shall

progress, and with time even the great powers of Europe will come to fear our power. China will grow larger, and

will will crush any who dare to resist us, this is an age of advancement, and the Ming Empire will ride the wave."

There was a moment of silence in the court, a breathless pause followed by something like applause, as close as the

court could come anyway while still following the protocol restrictions of the Imperial Court.

The Jingtai Emperor, Divine Son of Heaven, Ruler of the World, Emperor of the Great Ming, Light of Civilization and Most Wise of All Beings, issues this proclamation ot the rulers of Europe.

His Divine Majesty has seen fit to invite the Western nations to attend him at a confrence to be held in Beijing, where he will discuss such diverse issues as trade, technological exchange, political relationships, and so forth.

In his wisdom, the Emperor has decreed that accomodations will be provided for the Western diplomats at one of his summer residences, and that entertainment will be present at the event, as well as a variety of foods and drinks.

It is, of course, expected that the attendies will bring gifts for the Divine Son of Heaven, as is tradition.

Alexander Freiherr von Gruenig, diplomat and envoy of the Kaiserlich Regeierung, was aboard the steamship TS Adler. It had just departed the port of Bombay, having steamed from Rostock to Cairo, and then to Madinat al-Kuwait in the German province of Kuwait. There had Freiherr von Gruenig boarded the ship, before it steamed off again towards India and Indochina.
Once he arrived, he would take another boat, the SS Seelöve, to Shanghai, where he would meet a representative for the Chinese Kaiser.

General Capulet and his envoy approached the Ming Airspace and began to touch down. They had brought along some pictures and blueprints for some of their naval craft and also a few M1914 Trench guns to display to the Emporer and his staff.

As the delegates arrived they were guided from the airship landing fields and ports to a complex outside of Beijing, perhaps five miles from the city outskirts.
The place was, quite simply, huge.
A wall miles in length extended around a huge garden, clearly artificial in nature, the hills inside were too perfect, the streams and ponds too well ordered, the grass too green. But this garden spanned several square miles, at the very least, a smattering of pagodas and other buildings here and there clearly marking this as somebodies private retreat. In the ponds a number of fish swam, peacocks and herons of various types stalked about.
As if this were not enough, the entire thing was decked out in party mode. Golden banners, bearing the Imperial Dragon, were fluttering by the gate, held in position by Imperial Guards, dressed in ceremonial finery, which contained enough silk to purchase a small nation in most other places around the world. They were, however, equipped with very real rifles.
Aside from the guards there was a constant flow of servants and eunuchs from the side gates (not the main gates, which were apparently reserved for guests), bearing messages, food, and supplies of various types.
As might be expected, inside the gates were ten large tents, most of which were essentially being used as huge portable museums and showcases to impress those present.
However, the largest pavillion was open sided, and quite a bit more expensive looking than the others, apparently made of silk and supported on poles of rare wood. In front of the door was a rather large (and very expensive looking) throne. The figure on the throne was not clear, but it appeared to be swathed in even more finery than the guards at the gate.
The entire path up to the main pavillion was a virtually solid wall of Guards, with breaks allowing access to the other tents. The Emperors platform itself was guarded by no less than six solid rows of guards.
As they entered the central space between the tents the European diplomats were promptly swarmed by servants offering various delicacies, both Chinese and European, as well as wines, tea, and other drinks of a less readily indentifiable nature.

The Rt. Honorable Foreign Minister Rupert Fry has been looking forward to travelling to our Asian colonies and indeed has already arrived in Bangkok. He shall be delievered by the First Colonial Fleet, to attend this event. He should arrive within the week and with permission we shall pick up the Opium which has been purchased by Waldenburg. We shall enjoy this metting and, are waiting for Europe's finest Gentlemen, and you Supreme Court have been brought togeather to discuss.

Capulet in company found themselves offered a variety of food, including such diverse dishes as honey-fried field mouse and stuffed peacock tounges. All of it was, of course, extravagantly prepared and, as with everything else, expensive looking.

OOC I’m sorry if this doesn’t go with your plans, but I hate the fragmentation that goes on with Diplomatic exchanges, and it’s rather easier for one person to keep up a minimal presence from the other side. If you disagree I can edit ,but this keeps things moving.


Rupert Fry began to sweat again. The small boat that was rowing him to shore was like an inferno to a man who had grown up under the cool skies of Denmark. The water below looked fresh and inviting to him but he kept his gaze fixed on the Imperial Ming Court. At least an outpost of it. The First colonial fleet had dropped him somewhere near Tianjin, only a short distance from the Imperial capital. Even here it looked so foreign, there were people obviously people, Thousands of them all busy thriving, and working. There were however not the clouds of polluted smoke that hung everywhere over Waldenburg, the ones any European citizen thought of as good home air.

Rupert Fry looked behind him; the Battlecruiser WIS Enlightenment was steaming away in column with seven other ships, each looking like a dark storm cloud over the water. They were all very well and fine but ahead he saw the city, and he had yet to see the piles of gold that were piled in heaps but by the look of things he imagined one on every street corner.

Usually not a man prone to conjecture Fry started to ponder what the Ming Empire had to offer that Waldenburg could not take should it so desire. He again looked at the people swarming over the dock, as his boat came closer to the shore the bawling Marine Captain, ceasing his screams for the boat to move faster. The oars were pulled up into a docking position and an old Chinese man who seemed to be the center of the economy, grabbed the Longboat with a hook and brought it to the dock with an expert motion. After it had stopped clunking to a halt the marines exited and formed a gauntlet, helping the Foreign Minister, and two of his aides out of the boat.

Fry had a bit of trouble getting out, his paunch did not allow for a leap up to the dock and his large clumsy feet became two shifting slabs on the delicate bottom of the boat. He eventually was hauled up by two marines, and set on his feet to proceed down the rows of marines. None of them laughed or smiled, even though a fat and clumsy man he had the mind of a razor and piercing eyes that seemed to burn away any lies that were told to him. There were stories of him murdering his way to office, and obviously one of his aides was a member of the clandestine, Ministry of Military Information. He was by far the most clever minister in Waldenburg and didn’t let anyone forget it for a moment although being more clever then most of the others was as difficult as putting on a hat.

“Marines form Double Line! Prepare to march!” The Marine captain bawled alarming at least a dozen Chinese fishermen. Before the column could go off to find someone in charge, a heavily dressed figure that made Fry’s gold braid and befeathered hat look shameful in comparison.

“Greetings, the delegation from Waldenburg shall follow me, coaches shall take you to the Imperial Palace, where the event shall take place.” An obvious official said in accented but perfect English, which was a Lingua Franca even in the Waldenburg Empire. Fry then looked away from the ball of golden sunshine and saw the Guards, they had been only feet away but had managed to look inconspicuous, they also put his Marines to shame.

“Follow,” the Chinese civil servant said demurely. They did the marines losing more of their swagger, they knew their armies and navies could crush Imperial China within a few months, not occupy, but it would be like smashing a stain glass window and shooting ever talented painter in a thirty mile radius. It was beautiful, and with only a little bit of prodding it could become powerful.

The Coach ride in comparison was dull, farm country with peasants aimlessly wandering were the only thing they had to look at for nearly thirty miles. In that thirty miles the Civil Servant spent along time talking to Minister Fry on etiquette used when in the Emperor’s presence. By the end of the journey they had nearly touched on how many forks to use and when at the Imperial table. Within a mile of the Imperial City in Beijing, the man fell silent, even though they were in the capital it to was attempting to be silent for the Emperor who graced the city with his presence. The last 300 yards of the journey were by far the greatest, the wealth of China had come out, and along the road leading to the Imperial city gold ornamented the temples and parks, and guards armed and dressed almost entirely in gold marked. At last they had come to the gates of the supposedly greatest Palace of the Only monarch on earth.

Mostly I was just waiting for the the rest to show up before I start the talks.)

The Waldenburgers (I assume thats correct) were quickly ushered inside the gardens under the watchful eyes of the Imperial Guards. As they approached the gates of the Summer Palace's garden, two stepped forward and shifted the huge doors, built of solid planks of some no-doubt rare wood, and saluted as the diplomat and his entourage passed inside.
Another servant approached them, bowing, "Welcome to the Gardens of Eternal Spring," He had only the tiniest trace of an accent, "The Emperor will grant you and your fellow diplomats an audience in one half hour. Until that time, please enjoy the pavillions and refreshments. Should you require instruction, please speak to one of the eunuchs, they will happily provide you with whatever you require."
The man vanished into the crowd and was rapidly replaced by legions of servants proffering various food items.

Fry glanced around it was a beautiful garden, in Strienlikestern the Emperor had one similar but the it was more a forced elegance. The trees were not quite as green, the peacocks not quite as stationary. A glass of some alcohal had appeared in his hands the moment the servants had stopped hustling him around. He had to admit even it was better then anything he could have gotton back home, and it seemed twice as potent. His marines and entourage had disarmed for politeness' sake and were standing silently in a corner starring at a eunuch with wide eyed astonishment, that might cause problems for him later.

Fry looked around again a few Europeans had arrived he could pick them out as they looked scantaly clad in comparison to their Chinese hosts. But he had duties to perform and his massive red face took on an expression of calm diplomatic nature, that was second nature to the man. His sweat stains nearly traveled up his shirt, and he seemed to lose around 80 pounds as he waved imperiously to a eunuch who was overjoyed to be away from the marines.

Fry gave him the ministirial 'we are not amused look' and spoke eually huaghtly, "I have brought a gift for your Emperor as I believe is custom." A small package was removed from his coat pocket, and handed over to the eunuch. "A map of the world, with cities set in jewels, seas in lapis, landfoms in jade and so on, be careful with it." He lowered a finger admonishingly and pulled out a much smaller package. "A Mercer Raceabout, I believe it is being unloaded in Tinjing, it should be very useful in the future." The eunuch looked slightly frightened at the prospect of coming close to the Emperor, but perhaps that how they always looked.

Now the work would start for Fry, to increase the probablility of Waldenburg's success and foil the plans of the other Europeans, not a easy task for the day.

(OOC: Outside of Beijing, fairly close by. You would be suprised how many palaces the Chinese built and kept up throughout the ages. If you looked at the list you would be suprised that it was possible to move around at all in China for all the palaces, gardens and royal residences :P

Anger, I understand perfectly.

My general plan was to have the Emperor make his announcement once everybody arrived, then people could approach him individually do discuss things. In the mean time the others can discuss what they will, if somebody gets bored I'll throw a eunuch at them.
Hopefully this will help to preserve my sanity >_>;)

The eunuch bowed deeply, "Yes, my lord. I will convey your gifts to the Imperial Treasury, where the Divine Son of Heaven will inspect them after the confrence. He is most eager to see what the diplomats have brought him from overseas, although, and of course no blame is attached to Waldenburg in this case, he is somewhat annoyed to note that none of the artifacts from the Old Summer Palace have been returned." The man passed the package and the keys to a servant who appeared, "In any case, if you have any messages to pass on to the Emperor, I would be pleased, as the Grand Secretariat, to do so for you." The eunuch bowed again.

The diplomats from the Anj Reich were greeted in a similar fashion, escorted by Guard's to the central area between the Pavillions and left. Soon after they to were approached by a eunuch.
"Excuse me, kind sirs. May I take your gift for the Emperor?" The man bowed before returning to his previous stance.

"we are not a people given to useless trinkets and pointless displays of wealth. nor, in all honesty, is the Reich rich enough to give sparkling jewels and the like, however..." Edjar paused slightly for what he hoped was dramatic effect, then gestured for some of his aids to come forward " we do hope this will do"

the first aid opened the finely made and decorated box he was carrying,revealing it's contents. within was held a Taiaha, a fine example of craftsmanship and a lethal weapon in it's own right, in trained hands.

the next aid's box was similar, though shorter and wider, and held a beautifully forged curved, single edged sword of the finest workmanship, with blessings of all kinds inscribed upon the blade in several languages.

the next four, between them, had been pushing a trolley of some description, and now removed the cover, reveling a large, ornate wooden book case with fine etched glass doors. it was full of classic works on governance, military tactics, general wisdom, philosophy, economics, and many other subjects, as well as some of the greater works of fiction in recent times. some hundred books in all, translated into the Emperor's native language and hand bound in fine leather.

"to be honest, no finer gift has been given by the Reichgone to any one individual on a single occasion in recorded history, unless one were to count gifts of land to his vassals in older times. the value of each of these things is such that it would take a lifetime for anyone not of the upper echelons of society to gather the finances required to purchase them... and even for such worthies, it would be no small thing."

General Capulet and his envoy approached the Eunich.

"These are for the Emperor." said the General, motioning for his aids to approach. Two came forward. The first one opened up a box containing a Baretta M1914 Trench Gun with three smaller boxes of FRAG-15 Shells inside.

The second one opened up a case containing several pictures of the numerous Italian Naval Craft, as well as Stiletto, Beretta Gentleman's pistol, and a few books containing Da Vinci's sketches and Italian Works.

"Ah, Mr. Garrin. I presume you are prepared for a journey?"

"Of course, your Imperial Majesty."

"You will take the cruiser HMS Steadfast, and the destroyer HMS Illustrious. The destroyer will be your transport for this ship, and, as I understand, some petty official of the Ming Empire desires a gift. Pray, give the Steadfast to their Emperor - I'm sure he'll appreciate it."

"Yes, your Majesty."

Inwardly, Garrin was shocked. A ship such as a destroyer, to be given away so lightly. Rather, he understood, though. It was not appeasement - China was weak, now, and she did not possess the potential as many colonial empires did. No, a lasting friendship with China would mean prosperity in the India region, and, of course, would tweak the noses of the other European

Garrin was the fourth in line for the throne itself - and, as part of that, he would be sent to fight in the colonies, to work as a labourer to increase his strength, to study other cultures, and to conclude deals with other nations. An Emperor must be ready to serve his people, as well as rule them, he knew. He was surprised that the Illar Emperor of this time did not interfere much - he didn't precisely know why, but, no doubt, it would be something revealed to him upon his ascension to the throne.

"Oh, and Garrin."

"Yes, my Emperor?"

"I have readied a transport. Within it is something the Emperor will find useful - something anyone can find useful. Artillery. I have no desire to invade the Ming Empire, and make it as a colony to me - Our Empire has enough land as it is, and must trouble itself greatly to hold on to it. Rather, making them a strong ally can only benefit us, to the cost of those who would seek to destroy our colonies. Make sure this cargo reaches the Emperor safely. I have ordered a hundred men as your personal guard, and two of my finest-trained bodyguards. There will be no need for obseiance."

"Yes, your Imperial Majesty. I hear, and I obey. For there can be no other choice."

"Indeed."

The Emperor's words were crisp on his lips, as Garrin walked out of the door.

It was some time later when Garrin arrived - however, he had left earlier than the other delegates, and for another purpose. Luckily, it seemed as if he was arriving for the conference, which would be fortituous enough, and, of course, it would improve the Illar Empire's impeccable reputation.

As the ship sailed into port, and stopped, Garrin smiled, and, before too long, he was in the Imperial Palace, talking to an eunuch. "So, when precisely should I deliver my gift?"

"A fine gift, to be sure. The Emperor has recently displayed an interest in examples of Western literature, which is suprisingly difficult to obtain in this part of the world, despite our efforts and a great expendature of money we have only been able to obtain a small library for him. This collection will greatly enhance our collection of ba-...western works." The Eunuch bowed again, "Forgive my hesitation, some of the contexts of this language still escape me on occasion. If I may be allowed to make reparations, I would be pleased to guide you through the pavillions, until such time as the Emperor calls you and your fellow envoys to the central tent." The man signaled to a group of servants, who approached and divested the Anjians of the gifts. "I am Lin Zexu, perhaps you have heard of the recent documentation I assisted the Son of Heaven in drafting, in regards to the opium crisis."

The eunuch bowed, "We are most pleased that you have elected to provide such excellent gifts for the Divine Son of Heaven, please allow the servants to take them and prepare yourselves, the meeting will begin shortly."
At this point there was some activity evident on the Imperial podium, a line of eunuchs and servants was coming and going, most of them bearing paperwork.

"I would be pleased to take this gift for you, the Son of Heaven will inspect the gifts once the meeting is over," The eunuch in question bowed, "I shall direct servants to convey any items you wish to the Imperial Treasury at once. "Please, feel free to partake of the foods on offer, and to visit the pavillions. As honoured guests of the Emperor you are second only to the Son of Heaven in our duty."

Even as the Illarian delegate entered the garden, a massive gong was sounded, sending vibrations through the shoes of all those present as the ground itself seemed to tremble for a short time. With that signal the ranks of Imperial Guards before the Dragon Throne promptly performed a ninety degree turn, robes flying, and marched stiffly aside, opening a path to the Emperor.
Two guards on each row remained in place, these holding ceremonial spears with highly decorated hafts and heads, forming a clear path up the steps. This display was promptly followed by a volley of cannon fire, just in case anybody had missed the gong, the thunderous marching of the guards, and the commotion amoung the Chinese present as they cleared the central path. The ground shook and the podium was briefly obscured by a vast cloud of smoke which rolled through the area between the pavillions.
When all this was clear a court official standing below the Dragon Throne stepped forward and shouted:
"Honoured Guests of the Divine Son of Heaven, the Jingtai Emperor, Lord of the World and Master of All Lands, Light of Civilization and Herald of the Will of Heaven, step forward and enter the Emperors presence!"
This was replied to by the Guards, who promptly bellowed "WANSUI! WANSUI! WANSUI!", which, to those who were not familiar with Chinese, could be translated as "Ten Thousand Years!"

The Emperor has recently displayed an interest in examples of Western literature, which is suprisingly difficult to obtain in this part of the world, despite our efforts and a great expendature of money we have only been able to obtain a small library for him. This collection will greatly enhance our collection of ba-...western works." The Eunuch bowed again, "Forgive my hesitation, some of the contexts of this language still escape me on occasion. If I may be allowed to make reparations, I would be pleased to guide you through the pavillions, until such time as the Emperor calls you and your fellow envoys to the central tent." The man signaled to a group of servants, who approached and divested the Anjians of the gifts. "I am Lin Zexu, perhaps you have heard of the recent documentation I assisted the Son of Heaven in drafting, in regards to the opium crisis."

"to be honest" the prime minister replied "those books come from all over the world. some of them, in fact, contain works from your own lands in ancient times. others are from our colonies in the south, and have never been written down before now." he grinned "and you almost said 'barbarian' didn't you? don't worry about it. it is hard to shed the chains of thought that are forged gradually by time and life. at any rate, lead on."

The eunuch smiled, "I meant no insult, the Chinese word for 'European' can be translated in a number of ways, I was momentarily distracted and allowed my English (assuming thats what theyre speaking >_>) to lapse somewhat. Contrary to popular opinion, China is not populated soley by stuffy court officials who wish nothing to change, in fact, the Emperor has been gradually elevating individuals with opinions similar to his as members of the...ah...'old guard' die off. I am sure you can imagine the troubles involved with attempting to modernize a six thousand year old buerocracy full of old men intent on keeping their positions.
"However, we hope that China will again attain its position of two hundred years ago, as a dominant power....of course in cooperation with our fine European friends and allies. In all honesty, even the present Emperor retains some of the old habits. One of them is an inbuilt thought of China being the only nations really worth ruling. Perhaps there is an occasional trip into Annam to ensure that the local lordlings continue to behave, but that is merely to ensure tribute."
The eunuch looked up at the commotion of the Imperial pavillion and covered his face with one of the silk sleeves of his robe, "But my timing is invonvienient, I see. Perhaps we will have time to resume our discussion after the meeting."

ooc: given the complete, total, and utter lack of British Empire in tTL, I'm going with "probably speaking Illar, Chinese, relevant ambassador's native language, or some horribly garbled mix there of to get the point across. and... i can't really actually do/say anything much in response to the summons, actually, now that i look at it. given the timing and everything. assuming they make their way there in reasonable time :S

oh a tangential note: i mean never written down at all :D the peoples of the south pacific didn't actually have the concept of writing. not that your guy would know that.

Rupert Fry, looked nervously at his marines who again were standing open mouthed at the customs of China. He turned towards the Emperor and took a few hesitant steps forward, before faltering and stopping. His diplomatic nature did not help him at this point, he again stopped as if he had been strickly told not to kowtow, but he also noticed the incrediably sharp spears the guards had. He took a small intake of air and fell to one knee, compromising and hopefully this would be enough to appease the Emperor. If none of the other dignitaries bowed he would easily lose his Ministry, but he perfered that to losing his knees.

"Praise to Emperor of Ming China and Her Empires, will you accept the Honorable Delegate from Waldenburg?" He waited for the response, creakely still on one knee before the Emperor's feet.

Garrin winced. "Unfortunately, good sir, the gift I am bearing.. could not be brought ashore. Nor, I think, could it be borne to your Imperial Treasury. Rather, it weighs some thousands of tonnes, and, mighty as I am, I could not lift it without spotting my coat, old boy."

He gestured out to sea. "Although we probably can't see it from here, I'm sure his Majesty will be most gratified with my gift, and, indeed, may even board her himself."

Suddenly, the gong rang, and he frowned. "Ah, well. Although this has been delightful, we must finish our discussion at a later date."

He walked forward, looking for this Emperor - a man with as much power in his realm as the Illar Emperor had within his. There were few such in the world, and, as a man who understood what skill it took to manage a realm, the Emperor he had not yet met already had his respect.

He strolled forward, and bowed, not too deeply, not shallowly, enough to denote respect, but certainly not obseiance. He looked with distaste at the Waldenburg ambassador, on one knee - obviously the man had no experience with royalty himself. He smiled.

"Greetings, Divine Son of Heaven.". A slightly ironic tone marked his voice, as if his amusement at the excess of titles the Jingtai Emperor had was almost obvious. "I am Viceroy Garrin, if such a humble title can be used to face such a one as yourself. I greet you in the name of the Illar Empire, and with friendship. You are well, I expect?"

His tiny smile widened a touch, as he waited for a reply..

the Anj delegation arrived before the emperor a little behind most of the other ambassadors, having been further away. when it was their turn and opertunity, they approached.

Prime Minister Edjar bowed as he would to his own sovereign in a formal setting. deeply, from the waste. his companions, standing slightly behind and to each side of him, followed suit by going to one knee and bowing their heads forward.
Edjar then spoke, "your Imperial Highness, we bring greetings from the Reichgone Albert Lux, ruler of the Anj Reich. he hopes that you are pleased with those gifts he has sent, which your own functionaries have now taken charge of, and sends myself, Prime Minister Edjar, as well as Palmein, Minister of Trade and Charmente, Minister of Technological Development, that the Reich and your own Empire may come to agreements that shall result in mutual benefit."

The Emperor nodded to the Waldenburger and rattled off a string of Court Chinese, which the eunuch by the throne translated.
"The Jingtai Emperor welcomes you, honourable diplomat, and wishes to thank the venerable Waldenburger envoy for his politeness and knowledge of Chinese customs. The Son of Heaven bids you enter the pavillion. He requests that your guards remain outside." The tent flaps behind the throne were opened, and the Waldenburg ambassador was helped to his feet by a servant, who then gestured for him to enter.
The next delegates were not so warmly recieved, several guards glared at them, eyes narrowed through the stylized lions and dragons displayed on their helmets visors.
The Eunuch stepped forward, "You will not address the Emperor while standing, European! If you wish to enter into the presence of the Son of Heaven you will do well to take a knee!" The Eunuch was slightly red in the face, "We have respected that you will not kowtow in deference to the authority of the Son of Heaven, now you should return our kindness!"
The Emperor himself remained silent, although quietly shifted his arm, resting his head against it and looking at the European diplomats with an expression which clearly communicated thoughts along the lines of, "We are going to be here all day." in most known languages.
The eunuch was trembling slightly and his fists were clenched slightly, a few rustles amoung the nearby Guards as various weapons shifted ever so slightly.

Garrin's smile disappeared, his teeth slightly bared, now, and a look that vacillated between angered and bored on his face.

"And yet, I will have patience for your.. quaint little customs. But that you remember - we are free men, and we do this of our own will. I advise that you do not test my patience further."

Sweepingly, arrogantly, he dropped to one knee, bowing down at the same time in ironic deference. Within a handful of seconds, he quickly rose to his feet, smilingly mockingly at the eunuch.

"Now, I have matters to discuss with an Emperor. I suggest you move aside."

The Foreign Minister sighed with relief but silently as he was helped to his feet by a servant who he thanked with a nod. He then turned behind him to the Illarian (Would that be the correct pronoun?), Waldenburg had always disliked the Ilar on general principle, your bigger then us, you should die. Admittedly if a war broke out Ilar would be the one laughing, the Imperial navy had a nasty tendancy to start on fire if someone wanted to move it out of port. Despite this Waldenburg always considered itself next in line for world domination.

He gave a impreceptable smug smile to the Illarian and walked forward head stilled bowed, while waving at the marines, indicating they could go do what they liked.

The muscle just below the eunuch's eye twitched slightly as he watched the Ilar ambassador. The guards, whose grasp of Western mannerisms was somewhat less comprehensive, relaxed though.
The Emperor himself seemed both mildly offended and somewhat impressed. He gave a very subtle nod to the ambassador as the man was escorted past by a servant.

If the pavillion outside of the tent was richly decorated, the inside was opulent on a scale that would have made Creosote jealous. Hardwood floors had been painstakingly laquered to a perfect shine and polished until they were as flat as tile. Silk wall hangings were inlaid with gold and silver designs of dragons, painted silk tapestries hung from every surface that would support one.
Even the guards were more expensive looking. The inside guards wore uniforms which made those of the outer guard look poor in comparison, the variety of dye, cut of the garbs and metalwork were all on an entirly different level. These guards were not armed, as law prohibited holding weapons in the presence of the Emperor, but gave an impression that they didnt need to be.
The Waldenburger was seated near the front of the table, the Ilar ambassador was directed to a seat widway along the table, slightly towards the front, but not quite as far forward as the Waldenburg man. The seats immidiatly next to the throne at the head of the table were filled by court officials and eunuchs, who were chattering in a variety of Chinese languages, producing a babble which would be near impossible even for a skilled Chinese speaker to understand.
After a few minutes servants appeared bearing trays of food and drink, this time of fair more familiar to the European pallate. Somewhere a plate of french fries was circulating.

Garrin smiled. He had no doubt offended the Emperor - no ruler took a challenge to their prestige and power lightly. But, of course, it set what attitude he would take. That, too, was important. After such blatant submission, any act of assertion by the Waldenburgers would be laughed at, at best.

If he was to eat, it would be something simple. Perhaps a glass of water, at most. It was not poisons he feared - he had dosed himself with antidotes to hundreds to the point where he was practically unpoisonable. No, simple fare would do for him, for, it would not do to show.. excess. The few Illar Emperors who had lived beyond sixty were wise - they ate healthily, frugally, and never in excess. Indeed, it was law that an Illar Emperor could eat no better than the least of his subjects - ancient and ill-used law, indeed, and rarely followed to the strictest degree, but still law.

He sipped his water, and thought. How best to present his gift? No, the Illar did not bow, but nor were they ungenerous, and a cruiser such as he had to present.. it would be as good as any other ship in the Ming navy, he had no doubt of that.

He sighed. Already, diplomacy bored him. Or, rather, the little periods of waiting that marked politeness - he had already thought out precisely what he was going to do, how he would present his gift, and how to address the Ming Emperor - all of which were important subjects, it was true, but hardly enough to warrant this interminable waiting!

Bored, he felt for his revolver - and then was sharply reminded of its absence by his empty hidden pocket. Of course, he could probably kill a number of the people here with his bare hands - it depended on how good the Imperial Guards were, but fighting with one's hands was not only crude, it hardly befitted one of the Imperial line. Not that, of course, he intended to kill anyone - unless something of interest happened, in which case he would be only too happy to intervene..

He kept a neutral expression on his face, for the time, and looked over for a piece of fruit to eat - if they had something exotic, perhaps - not overly rich, but exotic nonetheless.. perhaps that could relieve the boredom..

Fry looked at the food hovering in front of him. Usually he would have fallen on it but it looked somewhat dangerous here, although he wasn't sure what made lamb so threatening. He carefully picked up what he hoped was a date and dropped it into his mouth, it to seemed better then anything from home. Oh well, he thought grabbing a drink off a tray in one practiced movement time to play.

"Mr Garrin," he said smiling brightly as he extended his hand gently, "or is it your Grace? Your name, not so much your titles and deeds, are very well known in Waldenburg." This at least was true, the ISS had a way of portraying every minister of foreign nations to be wrist slashing, bastards who would throw you in the scorpian pit without a second thought. "There is so much we can learn here togeather, of the east for a start. It is the duty of the westren powers to bring our neighbors into sociable civilization." The Waldenburger let his mouth move while his eyes stayed fixed in cold soul searching of the Illarian.

"I must say I have always wished to travel and, the Illarian Empire always seemed such a prosperous, reasonable and charming, one which reflects it's ministers and envoys. Waldenburg always looks forward to improving relations between us, as so far it seems to mainly have involved this meeting." He stopped, never letting the man get a word in edge wise up till now. Would the Illarian return the mindless prattle, or as Fry suspected give him a one sentance answer and turn back to stare moodily at his surrondings. One could learn all an enemies weaknesses with five minutes worth of chatter. Fry's apparently were a thick headed, salt of the earth sort of apporch of life, that made for very bad diplomacy.

"Mainly though I wonder why we are here?" He stated pulling another glass of a waiter's tray.

After some waiting, consumption of various food items, and assorted diplomatic chatter, the Emperor stepped into the room. The Chinese at the table immidiatly stood and bowed low, at the waist, in a European manner. The Emperor nodded, said something in Court Mandarin, and seated himself.
There was a brief discussion with the ministers before the Emperor turned his attention to the Europeans at the table.
"Gentlemen," He spoke with a heavy accent, "I apologize for my speaking, unlike the...eunuchs I do not have as much time to devote to...study. It is...all I can do to...grasp the local languages which I need to speak to...Koreans, Manchus, Annam and Mongolians."
There was another flurry of activity and the Emperor held a cigarette, which one of the ministers lit for him.
"Do you smoke, gentlemen? Please, these are quite fine...imported from your own country, Mr. Garrin." The Emperor nodded, "I may also say, a fine display outside. I do enjoy...upsetting the eunuchs when I can."

Garrin smiled back. "I am merely Mr. Garrin. There are no nobles in the Illar Empire, except for the Emperor."

This was not strictly true - indeed, hardly true at all. Rather, one did not call nobles 'Your Majesty', or 'Your Grace', but acknowledged their rank nonetheless. For, to be a noble in the Illar Empire, one had to be eligible to inherit the Illar Throne, no matter how distant you were. And it was wise to be polite to those who might one day rule an empire.

"And, I agree, we must bring other nations into the fold, so to speak. Why, you yourself seem awfully eager to do so, I must admit."

His smile became mocking. It was a poor trait of his - he was not as diplomatic as his duties required. But - still. Seeing the Waldenburger kneel so easily had amused him, and not much else could do so.

And then the Emperor spoke. And Garrin listened. He wished he had taken the time to learn Mandarin - or even Korean, or Mongolian. Admittedly, he could read and speak every language in Europe. But these Asian languages.. they eluded him utterly. "My apologies, your Majesty, but I must decline. It is a peculiarity of those of us in the Illar line, that we must forego most luxuries, as so not to be distanced from the people we rule."

He sighed. "I did not intend to offend - rather, there are certain.. standards an ambassador of the Illar must follow. No doubt the rules between European nations are somewhat obsolete here, but protocol must still be followed, eh?"

And then he brightened. "And, of course, Your Majesty, my gift. I was, unfortunately, unable to bring it inside without utterly devastating your lovely palace, so I was forced to leave it in the harbour. She may not be as beautiful, or as delicately-crafted as the gifts of others, but I have always found that enough firepower is as beautiful as any jewel, haven't you?"

The Emperor raised an eyebrow at Garrin's conversation, "You should...forgive our venerable friend, as you yourself have...experienced, the eunuchs can be somewhat...forceful at times. There are certain...matters I myself cannot...affect them on. Please...accept my apology on their...part." The Emperor placed the cigarette case on the table and puffed at his own a few times, "In any case, I...understand perfectly. It has been an issue of some...contention between our peoples...kowtow-ing, yes? As I understand it...the custom was..." The Emperor broke off into a whispered conversation with a nearby aid, "Misinterpreted." The Emperor waved a hand, apparently dismissing the subject.
"In any case, you are quite correct, and I, of course, thank you for your gift, unfourtunatly...custom prevents me from...viewing it until you have...departed. It does...however, bring us nicely into...the next discussion." The Emperor nodded, as if to himself, "I prefer...to think of myself as somebody who..." There was another conversation, "The term is 'realpolitik', yes? In any case...the reality is that my Empire is in...an unfourtunate state. Three fifths of our military is using muzzle loading black powder weapons, our industry is...backward, and, dare I say it, the eunuchs have more...control over the Forbidden City than myself."
"The reason, gentlemen, that you were invited here was...simple. Business. You have...weapons, industrial skill, technology, and it is...something we wish to obtain." The Emperor placed a hand on the table and leaned forward slightly, "Of course we know you will not give this to us for no cost. Despite its...current state, the Empire is quite rich, we still have...things you want as well." This brought a slight smile to the rulers face, "Silk, of course, gold, jewels, and I beleive...there is currently a resurgence in demand for porcaline, yes? The old...standby, as it were."

As Garrin turned to listen to the Emperor, Fry lost his chance to read his enemy before the proceedings started, a problem but hopefully with some listening he could turn the situation again. He shook off a cigarette, they were banned in Waldenburg and, he did not forward to sticking flaming paper into his mouth. As he listened to the Emperor's speech he would have perferred the burning paper to the modernist garbage the Emperor was spouting. Waldenburg was all in favor of a industrilizied China, provided it new where to keep it's Emperors. He tried to scan the eyes of the Eunuch's, and courtiers to tell if they approved of this, this modern filth. A China who thought forward and out instead of in was something Waldenburg did not like at all.

"Your Majesty, on the subject of business," Fry stated quickly, "Waldenburg is without a doubt the largest naval power on the planet, the seas are our territory as it were. We are happily willing to update your shipping, naval power, and shipbuilding, to westeren standards, for a price of course, but it shall be hardly anything compared the the income reaped when we will be finished." Fry reached into his tent like coat and pulled out a small bundle of pictures, which he flipped though selecting a very few.

"They are of the navy, one of our navies that brought me here." He flipped it down, originally the package had been intended for his wife, and the pictures mostly were him smiling next to various natives. The picture he had layed out showed the WIS Angel it's crew lining the deck in there bright uniforms though, they looked only slightly muddy with the poor chemicals used to develop it in Bangkok. The photo was obviously taken from the rail of another warship and behind the Angel, there was another, and another behind that. Altogeather five ships, mostly cruisers and the hulking shape of the WIS Angel could been seen through a chemically haze on the photo. It's 16 inch guns raised in a salutory manner.

"Only a fraction of our fleet. We hope on that score at least we can help you, as truely there is no greater fleet it exsistance. In Industry we are not quite as advanced as our other European neighbors, but we have proximity to the Ming Empire which should lower costs by a fairly large margin." Fry looked up at the Emperor after thumbing through his photos some more, finding nothing more of use unless the Emperor found boxing matches and elephant rides of tremendous value, Fry waited calmly for a response. If the Emperor gave a flicker of intereast, then Waldenburg had a chance of turning the Empire the way it thought China should be run. If not there were other ways of turning it around.

He chuckled. "Oh, my mistake. That was not your poor little nation. That was the Illar Empire. Now, little man, I suggest that you are silent in the face of your betters, or, if you truly feel the need to speak, you do so without your pathetic lies."

Ignoring the Waldenburger, now, he spoke to the Emperor once more. "I think, perhaps, that there are two powers who are allied, and two powers in proximity to you - the Illar and the Anj. The useage of Japan as a port, as well as India, opens up vast channels of trade for you that other, poorer nations cannot provide. Oh, and should you wish to take a look at an Illar ship, your Majesty, we have docked your gift in the harbour. We have a skeleton crew ready to train your own sailors to sail the ship, and take possession of it.. as soon as we leave, I assume."

Garrin sighed. "We have nothing but the utmost respect for the Ming Empire - indeed, we have banned all opium trade within the Illar Empire, despite the losses in revenue this has caused. And, of course, we wish trade to flourish. There is much we could trade for - cocoa and coffee, tea and gold.. there is scarcely a resource on this green earth that the Empire does not produce. A friendly Ming Empire would secure much for the Illar Empire - and likewise, a friendly Illar Empire would secure trade and build security for the Ming Empire."

"I can offer my government's aid in building factories, shipyards, and modernizing your army. Twenty pieces of varied artillery comprise our second gift to you, so that you may either use them, or take them apart, so that you may understand their workings."

Garrin took a breath. "All this, and more, the Illar Empire offers. And, indeed, trade into Europe, through the Suez Canal and Gilbratar is controlled by the Illar, so we offer not only short-term gains, but a long-term profitable friendship."

The Fat Foreign Minister, tuned slowly to Garrin he listened, mentally opened mouth, physically still with a smile on his face. "The Imperial Naval parade held every decade, took 12 hours to Pass through the Oresund Strait over 350 warships. Does the Illarian Empire have such a power? Can it's navy fire over 1800 tons of explosives in one salvo, Waldenburg rules the waves in that I assure you Mr. Garrin. It is better that you should watch your words, it is a shame when fully grown nations must squabble, and it is even more of shame when one must be driven into desolation. I am sure the Illustrious Emperor of China can decide for himself, without childish taunts."

He stopped momentarily poked on by his bravado, "Indeed who can afford to give a cruiser as a gift besides the Illarian Empire? How many Empire's born on the back of millions of exploited slaves can give a fully armored cruiser? Surely none but Ilar. Blood for Iron, Mr Garrin is how we must deal as diplomats, but please refrain from degrading yourself with such threats of pointless hostility." He finished in a cool level tone, a smile still gracing his face, this his was fairly sure on, and he had reason to smile.

I believe that both our nations will be able to assit you, as not to create a single power block or indeed one source on which the Ming Empire must rely, that could so easily be cut in the case of war or poor production. I suggest that Waldenburg assist you with all seaborne things, and that the Illarian Empire and others build in the core of the Ming Empire raising it's Infastructure and industry. Of course there should be some overlps in the system as China would not want to become dependant on any one nation.

His marines were outside he entertained the thought of shouting for them to kill the Illarian, their Picklenhaubes, though not weapons would easily suffice for the job. It was a fading thought though, a personal though one which, Rupert Fry did not in fact have. Words in the place of cannon fire.

Indeed, it is a testament to the Illar Empire's skill that we can pass our entire navy through the Suez Canal in less than half of that time - then again, we, admittedly, understand something of engines, and we have money to spend on our ships. "I have watched my words most carefully, Waldenburger. For I am not the one making idle boasts about an ancient, rusting navy. Oh, and you mention slaves. How enlightened of you. Indeed, with your keen knowledge of foreign diplomacy, I can see how you were appointed to your ministry. Especially considering the slave trade in the Empire has been banned for - some hundreds of years, now, I believe. Indeed, it is a testament to the wealth of Waldenburg that you can afford such.. up-to-date history books. "

Admittedly, he had been offput by the simple nature of the Waldenburg ambassador from the start. But, then again, Waldenburg was one of those nations of little concern to the Empire. With pacts signed, with all the nations of the English Channel, they were of little threat to the Empire, and so could be easily offended.

"As I have stated, Emperor, the Illar can assist you in many things. It is in our interest for a stable, wealthy China to sit on our border near India, and we have a network of allies - Incognitia, the Anj Reich, Tunisia, the owner of the airship transport lines.. there is little we cannot offer you."

"I suggest, myself, that we offer you, alongside of the cruiser we have already gifted to you, a trio of destroyers, so that you maintain naval power, and prevent pirates from pillaging your Empire. From there, we will send Illar's economists, our traders, our builders, men of honesty who will aid you in the industrialization of China, in the trade with China. We will lower taxes on Chinese trade for a time, provided that you do the same with Illar trade, so that you might trade with Europe for those things you need profitably. In return for all this, we ask only that you provide us with a pact of non-aggression, so that we might go peacefully forward together.."

He smirked at the Waldenburger. He had not bothered to bring his guard into the palace - he was his own guard, so to speak. And, besides, any nation foolish enough to kill a man of Imperial blood would face war and death, fire and blood..

The Coldness in Fry's eyes disappeared, he for a moment did not know what to say, for a fleeting second he respected that man opposite. He respected the cold manner in which his words whipped Fry's mind into obdience, he really could see this man throwing men into the scorpion pit.

"Slavery can hardly be outlawed Mr Garrin, oh on paper yes, but how does wealth come in with such abundance? Somwhere someone pays the price and I hardly doubt it is generals who must harvest the sugar in your far flung possesions."

Rupert stopped now, the Emperor would probably not be amused with all this quiet shouting, with radom suggestions woven in. "It is incosiderably rude of us to be bickering of slavery and naval prowess at our host's table. I'm quite sure he is capable of deciding and we must be gracious towards his decision." Hopefully that would shut the man up before he really did want to have him killed, as benefit to the nation, and for his own personal sanity.

His arm supported his dual chin again, glancing at Garrin, how best to ruin his day while seeming like an innocent jovial, man attempting to be friendly. 'Order of the Kraken I think, that ought to cause note in Ilar.' He carefully pictured the shiny gold badge and sash that came with the order, that would cause Mr Garrin a little moment of agony he thought. A foriegn award, a little pat on the head and well done. He would write the War Department once he left this meeting and suggest the order for Garrin. Of course it could be taken the entire way entirely, but he had a feeling it would at least enrage the man. Though while he was on the subject, he deserved it, albiet detest it.

As you said - somewhere, someone must pay the price. To buy land, indeed, they must pay the price. And work in the colonies pays well, I can tell you. No, there are no slaves within the Illar Empire. Our wealth stems not from enslavement and fear, but from skill at management and administration."

And he grinned. "Oh, we are merely bantering, good sir. And, in our idle banter, the Emperor can understand better the benefits and detriments in the choices he may make. It is ridiculous to believe that we should not voice what is true so that our host is not.. tricked into making a foolish choice."

The Emperor nodded to the Waldenburger, "A most amicable offer. And what would Waldenburg like in terms of this...'small price', you say? We must be clear on the subject, there are some things which are simply not within my power to acomplish immidiatly. European ownership of property outside of the open ports, for instance, would no doubt result in riots and anarchy." He thumbed through the pictures, "I mean no offence, but China does posses a navy, sir, and has for some years. While a larger one would suit us, I do hope you did not expect to awe me with these..."
The Emperor politly handed the pictures off to one of the attendants next to him, before turning his attention to the other diplomat.
"I had hoped that the additional ports would greatly increase the trade within the Empire, and assist in making up the decrease in profits caused by the Opium ban. This has not been the case though, I take it? If this is so, I shall take steps to remedy it, after all, if all your traders go bankrupt it is bad for us as well, and I would not wish to end the long-running trade between our two nations." The Emperor smiled slightly, "And, of course, I thank you for this second gift, no doubt the artillery captains will be pleased with their new...ah, toys."
After observing the arguement which took place, the Emperor seemed somewhat annoyed, "Gentlemen, please, let us attempt to remain calm. While the Iliar Empire's practices may seem...questionable to some, it should not be forgotten that the Ming Empire could be considered a slave state as well, although I hope to change this in the future...at present though, I require a fully functioning economy, and I plan on having a loyal army before I begin to modernize elsewhere." He sighed, "You have no doubt heard the saying, "A journy of a thousand miles begins with a single step," yes?"
"In any case, in the matter of trade and modernization, I am sure we can reach an amicable agreement which suits all present, perhaps our Anj friend has something to contribute?"
The Emperor glanced at the third diplomat.

" simply put, we have issues in all sorts of places with various neighbors, and a friendly China makes life a whole lot easier for all concerned. we're not really rich enough to outright give you anything, but we can help you modernize your own equipment and practices. trade, of course, is always helpful... the Reich has access to many different raw materials, among other things. really, we won't know exactly what we can offer or would want until we know what things are like Now. as for your military... well, if one has friends, it helps if they are strong. again, we can assist you there, but again we cannot simply Give you anything. guns and ammunition are expensive. expertise to allow you to make your own... not so much."

For it was not her navy that was Germany’s finest asset, but her army and the administration that was behind it, and it was that which he had come to offer the Chinese emperor.
‘’The army of Germany, the Landwehr is renowned not only for its discipline and skill, but for its technological advantage over all other nations. No army in Europe can match ours when it comes to rapidity of mobilization, speed of transportation, the state of equipment of the resolve and discipline of our soldiers.’’
‘’It is this that the Emperor of Germany offers. We do not offer gifts like the Illars do, neither do we needlessly boast of our strength. Our quality is renowned, and our offer stands on its own, aided not by empty gifts. We offer nothing less than to help Your Imperial Majesty with the modernization of your land forces. If Your Majesty accepts our offer, Germany will send instructors, advisors and equipment.’’

Garrin raised an eyebrow. The Germans were not renowned for idle boasting, and it was again shown here. There was little he could say. If it came to a true land war - the Germans probably had one of the, if not the, finest fighting force in the world. Their navy, of course, was lacking - but, when you considered it, their only access into the sea was the Baltic, and that could easily be blocked off by the Waldenburgers. It was a sad fact that the Illar army, although perhaps equal in training - was not equal when it came to equipment, or numbers.

"Admittedly, Your Majesty, the German Army is indeed the finest in the world. But I offer you not aid with your army - rather, with the industrialization and shipbuilding of the Ming Empire. I must admit, we in the Illar Empire have always seen the key to power as the seas - and, as you yourself are a large nation, bordering no other nation's homeland - it seems only logical that you would see it the same way."

Garrin waited, then. The Germans were, luckily, someone he did not wish to compete with. If the Illar Empire were to match the German army, and retain their navy, it would almost bankrupt the Empire. And, of course, contracts for shipbuilding, for the design of ships, ownership of smaller shipyards.. all of these things would be beneficial to the Illar. The construction of factories - the importation of machine parts, until China could build her own.. yes, all of these would make trade flourish in the region, between China, and the Illar.

Naturally, the Chinese would probably benefit more than they would - but what was important was that no other power cut them out from the immensely lucrative trade from China..

The Emperor looked back and forth between the German and Anj diplomats, "You both come rather recommended. Perhaps a...compromise can be reached. Very soon, there is going to be a quite large demand for arms here in China, so...a contest, perhaps? You will both be able to demonstrate the martial ability of your soldiers as well as the quality of your firearms, and China will accept what contracts seem best, between the various catagories of weapons. A fine display in the European tradition and so forth. No doubt it will be quite exciting to see."
He turned his attention to the Illar, "I mean no offence, but I must protest the 'always'," The Emperor cocked his head, "I seem to recall a predecessor of mine dispatching a rather large fleet, with the famed Treasure Ships, well known even in Europe." The Emperor shrugged, "But I concede that Illar is the key to naval power at present, and we would be pleased to accept your assistance in terms of shipbuilding."
"The matter of industrialization is somewhat more...sensitive. Unfourtunatly, for now at least, it will have to be conducted somewhat...clandestinly. As I have said before, it is illigal for Europeans to own property outside of the port cities, so, I will establish an 'Imperial Comission' which your companies and nations may 'invest' in." The Emperor pulled a piece of paper from his pocket, "This should meet with the approval of the Eunuchs, as they do not tend to look at such things too closely. Of course your own people will be running things, but will not technically 'own' any Chinese soil, thus satisfying the eunuchs, until such time as I can render them...impotent, as it were."

OOC I leave for half a minute...

Fry listened with a "Saw that coming" look on his face, as he settled down for his nation to be bashed over the brandy and cigars. He spoke once the Emperor had finished, "Firstly may I congratulate his Majesty on his abnormal learning of English in such a short time span. We have much to learn of China." He bowed his head slightly and raised his glass a carefully measured fraction. "We of course accept your position on shipbuilding and realize the Illarian Empire is capable of producing ships," he put emphasis on the word ships forcing the perfectly innocent word to sound as a half insult, "In a shorter time then ourselves and indeed deliver them faster. China will surely look forward to it's future." He raised his glass again to the Illarian and slightly again to the Emperor.

Perhaps it would be better this way, would make it all the more bloody should he succeed. He wondered if the Eunuch's and courtiers knew of all this, and what they would pay for Waldenburg's assistance in the matter. Their fanatical devotion was a problem but he had seen the Archbishops in Waldenburg throw their own mothers down a flight of stairs for a slice of power. Men surely couldn't change so much over a few thousand miles? A few telegrams might be dispatched a few whispered words with the Eunuch's might be had, who knew what the night could bring?

Perhaps at the right time Waldenburg weapons would flow into China and then silver would flow out. Admittedly more Illarian weapons would probably come in as well, but more the merrier in this situation.

"Might I propose a similar competition in the area of ships and ship building? The Imperial coffers will pay for two identical ships. One from Ilar, and one from Waldenburg, whoever can bring their ship to Hong Kong first shall be declared the winner. Of course the ships would need to be constructed in your respective homelands, in order to negate Waldenburg's obvious advantage in proximity. Likewise, I am sure the admirals will concoct other contests for you."

Although we doubt the Illar would close it in the spirit of fairness their is traffic which they can avoid, by launching further south. Geographically it is a bit one sided but, Waldenburg will be happy to attempt the impossible." He gave an ingraciating smile which, consdiering his chins probably looked like a grimace of pain.

"While we are on the subject of competition, I request that each delegate be given a list of what his Majesty needs so that we may all plan accordingly, a copy of his grand plan to take home and prepare." Maybe the Eunuch's had seen it, but possibly they hadn't although he doubted it this along would sway their judgement.

However, I am unsure, as well, to what sort of ship you wish us to race. For we can easily sacrifice guns and armor for speed, as can the Waldenburgers - but the ability to produce one attribute by sacrificing the others is hardly a measure of fine engineering. Thus, I must ask, perhaps, if you, or your admirals, could set a more.. precise challenge."

"Gentlemen, in regards to your questions of the competition, I will have the details delivered to your quarters, or leaders if you will, as soon as possible. I myself am not a military man, and cannot answer the questions you pose in as much detail as you would no doubt prefer."
The Emperor coughed slightly, then went on, "It is never wise to doubt the strength of the Chinese soldier, while many of them are peasants, I have no doubt that they are quite brave and capable. The Chinese army prides itself on its training techniques, and the Imperial Guard has been recieving instruction from European advisors for some time now." He sighed, "But, I must admit, thousand year old training schemes are not applicable in the modern day, I am sure our programmes could use some updating."
"I will direct the admirals to provide you with a significantly more detailed challenge, Mr. Garrin...as to steel...the Manchurian provinces have an abundant supply of iron. If the Illar Empire was willing to assist us in developing steel production facilities in the area, we would be happy to grant them a share of the facilities output."
