The Hammer [MT/PMT]
Just days after it's founding, Vinucci was in civil unrest. A province to the south, Miana, was rebelling, and it denounced the works of steam and clockwork, stole fully automatic weapons from nearby nations, and are now combating the new nation.
The great inventor, Hutra, met an untimely death 12 hours after this rebellion began. He will be replaced by a scientist named Noitan, who promises to end the conflict swiftly
Vinucci, just today, unveiled a great weapon called the Hammer, a massive cannon located north of the Capital, it has the power to flatten a small town, and can be reloaded in about 15-30 minutes.
To test it's ability, fliers where put up in the rebellious town of Tresino, telling all those faithful to the Vinucci government to evacuate immediatly. After the call had gone out, the Hammer was fired at Tresino. Out of those who had not left the city, none survived, it was a rousing success.

To the Government of Vinucci
From The United Commonwealth of Delesa
This is an offical statement from the Federal Government, our nation doesn't agree with your nations actions taken against your southern brother, and completely disagree with your weapon as it will kill many innocent civilians.
Hence our government is ordering you to remove this weapon of destruction or face the consequences.
This is your first and only warning.
Signed;
Lester Geddie, Prime Minister of the United Commonwealth Delesa
King George III, Ruling Monarch of Delesa

OFFICAL TELEGRAPH:
Dearest king, It appears you do not understand. What kind of brother steals weapons from neighboring nations and starts rading towns, destroying like animals. This weapon is not intended to kill 'innocents.' All those faithful to the government have already been ordered to leave the rebellious province of Miana.
[[OOC: I'm not sure if you understand, Miana is a Vinucci territory, not another nation]]

"The Government of Pan-Arab Barronia is deeply concerned by Vinucci's use of this cannon, and it's apparent lack of concern toward civilians. We would like the Vinucci Government to consider civilians who may not have been able to escape the town in time for this weapon to be used, or those who may not have received the warning.
"As such, the Pan-Arab Barronian government strongly suggests using more conventional methods to eradicate the threat to your nation, lest the government be forced to protect civilians through intervention."

The Errikan government maintains that this is an internal matter that does not involve any of the nations which are now getting up in arms; it is a matter of the sovereignty of this nation what they do within their own borders, involving their own people, and other nations should respect that.

Your position is completely legitimate; however, the sovereign rights of nations come before all else. This nation is doing nothing more than exercising those rights.

Not to be tolerated? It is something they are doing within their own nation, not involving any outsiders. Thus, in respect for their sovereign rights, we should all stay out of this, regardless of their treatment of civilians. Of course, urging them to stop is completely reasonable, but no action that would violate their sovereignty should be taken (such as the "consequences" or "punishment" others promised).

Vinucci has declared that it will not allow Miana to continue the rebellion. Approximately 15,000 troops accompineied by 360 Great Juggernauts, 90 Air Destroyers, and 2,000 Clockwork Men have begun moving towards the province. As the force reached the small village of Hamsus, help was offered to loyalist wishing to evacuate, while at the same time flushing out pockets of Mianan resistance. The Doge Hammer was fired twice, first at a rail depo delivering enemy supplies in the farmlands, and again at an abandoned fortress that had been taken over, located 5 miles outside a large city. There has yet to be any word from whoever the leader of the Miana Resistance is, and there is no suspects.
Noitan has said that whoever is leading the Mianans must be some form of military genuis. However, no desertions of any Vinuccian leaders have taken place, leading some to beleive that a foreigner is involved. Noitan also declared that the Hammer will not be used against large civilan areas unless the need absolutley presents itself [for example, the location of the Mianan leader]
There have only been light casualties so far
LOSSES:
25 Vinucci Troops dead - 45 injured
5 Clockwork Men destroyed
-------------
Approx. 90 Resistance Fighters dead - Approx. 30 Injured
Approx. 12 Resistance Vehicles destroyed
-------------
CIVILANS: Vinucci reports 90 civilans dead and 100 injured, Miana reports 115dead and 150 injured.

The Government of Pan-Arab Barronia is somewhat soothed by Vinucci's guarantee that it will not be used against the civilian population to an extent, however, we shall still be monitoring the situation carefully.
We wish Vinucci the best of luck in removing the insurgency, and wish it a stay of hand in regards to the "Doge" Cannon.
