As the Hatarian menace grew, it became clear that a formal alliance among those to Hataria was needed. The countries of Demon 666, Ezaltia, Shalrirochia, and The Peoples Freedom were working together to stop the barbarian menace, but it was clear that coordination was needed to defeat their formidable opponents.

Consequently, it was clear. Emperor Arthur Tenarius has broadcasted the need for a conference among those willing to fight. He merely awaited those who would send their diplomats to discuss the possibilities in Amor, the captial of the Empire.

Foreign Minister Hubert Ermstead wasn't used to his new title. He had only been Foreign Minister for a few hours since Nathan Caldwell was killed by Honakan terrorists. He frowned as he looked out the window of the Condorde at the F-119 Banshee interceptor escorting him. He drained his wineglass as the plane touched down in Amor.

His motorcade, comprised of an armored limousine and two modified Hummer H3s, rolled out of the C-17 next to the Concorde. Ermstead climbed in, and the motorcade was off to the conference hall.

The modified Boeing 747 flew in the sky. Despite coming up to be nearly forty years old, the massive bird was still in heavy usage, this time as a VIP transporter. Field Marshal Yivipp was aboard, he would be representing TPF in the upcoming conference. Yivipp drank his bottle of vodka before the plane arrived. Once it landed, he sat up, made sure he was polished, and headed down towards the motorcade. He sat in the armored limo, protected by no less than eight specially-modified Crisis Tactical Transport Armored Cars, also known simply as Crisis's or CTTACs

As Tenarius himself was busy managing the war, his ambassador Kiyoko Masuri was here to represent the Empire. Standing inside the Palace of Honor, he smoked a cigar as he waited for the others to arrive.
His agenda was planned forth. Hopefully, things would go smoothly.

Yivipp soon arrived, steeped out and smelt the sweet aroma of a cigar. Grinning, he leaped up the stairs. He soon detected the source of the odor. He ran up to the man, slapped him on the back and said,

" Hey there cowboy! Dont mind if I take of those sons of bitches for myself?!"
Yivipp then realised his manners, stepped back, and saluted.
" Sorry, got ahead of myself, partner. I am Field Marshall Yivipp."

"My pleasure, Marshall, though your behavior was odd for a diplomat.
Well then, shall we wait for other countries to arrive, or shall we get down to business? But of course, would you like a cigar- they're Cuban-made, and very fine."

" Ah yes thank you for that cigar, very fine!" The Marshal said as he lit up.
" I do not mind if we talk now."

"Well then."
Masuri strode to a large table with several chairs, all fairly soft and comfortable. He sat down and out of a briefcase, he pulled out several maps and a laptop.
"As of now, we know of six countries that are attacking one of us allies- Hataria, Axis Nova, The Tynishians, the Maldorians, Neo-Erusea, and the Socialist States Union.

This is needless to say a formidable gathering of nations, and they are not willing to stop until we are destroyed. Consequently, I suggest that we sign a temporary alliance. The enemy of one of us would be the enemy of all of us. Moreover, we would be forbidden from holding negotiations separately- one has to surrender to all of us in order for there to be peace.

And finally, we must coordinate our efforts. But I have forgotten, which countries are you fighting?"

" Sounds like the same principle the Allies fought by in World War Two. I agree" said Yivipp.

" We are currently fighting Hatria and Axis Nova."

(Insert generic 'arrives, greets, comical mistranslation' here)

The DGNT diplomat, Muhammed Boers (one result of the Dontgonearthere Empire's massive culture mix was odd name combinations) folded his hands, staring over his knuckles at the Demon 666 representative.
"I am afraid that Dontgonearthere cannot agree to such an alliance at the present time. While the Tsar is, of course, willing to provide weapons and money to your cause, the current state of the Dontgonearthere military prevents us from taking any overt military action to assist you."
He spread his hands and adopted a thick Russian accent, "However, we beleive that several of our ships may shortly experience mechanical problems and be forced to dock at your ports, as it is they may be forced to offload their cargo in order to make the journy back to Dontgonearthere without incident."
A sheaf of papers was produced, "Of course we would provide you with the cargo manifests, in order to assure that the cargo will be...returned in due course. Likewise with our friends here, of course." Muhammed gestured to the various other diplomats in attendance, "We would not have anybody...left out of the loop."

Vivipp grinned widely. In a loud, childish voice, he bellowed, " Is it NUKES!?"

"Perhaps. Of course the Dontgonearthere merchant fleet is notorious for its black market connections, and such materials inevitably fall into the hands of undesireables." Boer shrugged, "I, of course, cannot say."

"That is of course, regrettable about your inability to lend us aid. However, we are grateful to Dontgoonearthhere for their supplyment of food and weapons to our Empire.
We would like specifics as to what would this cargo contain (OOC: Nukes bad), but we are certain it would be useful."

Masuri then turned to the Marshall
"It is a rough example of that, I might say. As of now,we are currently fighting Hataria and Maldorians, but needless to say, I think we shall declare war on the others shortly."

The diplomat gestured to the manifests on the table, "It is all right there. A good portion of it is non-combat equipment, MRE's, some more pallatable rations, medical equipment, uniforms (no markings, of course.)"
"Aside from that, the cargo includes a number of Sunburn missiles, as well as the newer model 'Bengal', designed with more modern targets in mind. It has not yet been tested in combat, but has proved reliable and modestly effective in trials."
He ran his finger down the list, "Ah, the other highlight the Tsar wishes me to mention consists of five hundred T-95 main battle tanks fitted with 122mm main guns, as ammunition for this type is more common than the standard DGNT 125mm."
"The rest is ammunition, rifles, and so forth."
"Ah, and I am to inform you that the captain of the freighter St. Mikhial will most definitly not be in possesion of the latest intelligence photographs from our satilite network."

Basically however much Soviet-era equipment you can cram into 10 freighters or so.)

"It is not a terribly large amount, but as they say, every little bit helps. And, of course at last, we come to money."
"The Tsar is willing to authorize a payment of G3,000,000,000,000, which I beleive is approximatly six trillion in Standard Dollars. This is to be divided amoungst the various alliance members and used at their discretion. Consider it a payment for field testing."

We wish to join this informal alliance against Hataria, but we cannot send a representative at this time.

We shall set up video conference, should you agree.

We are willing to donate anything to destroy the Hatarian menace.

Ermstead set his breifcase on the table, pulling out several cheets of paper containing deployment records for the Imperial Ezaltian Navy. "The 4th Surface Fleet and several carrier strike groups are currently docked in Siriusa; if needed, we can send these ships to either China or Shalrirorchia."

The Hatarians soon sent a letter to the ones Meeting in Amor. It was in Japanese, which The Hatarians Speak.

The Dontgonearthere ambassador, who could read Japanese, translated it to those present, before laughing in a rather un-amused way.
"We must assume that the Hatarians are so poor that they must equip their men with swords, then. Unless of course they beleive this to be an 'anime', where bullets can be sliced in half by their katanas."

Muhammed handed the paper over, "Of course if I were you I wouldnt, who knows where that has been. Their leader may have TOUCHED it. I should not like to speculate as to what particular diseases she carries."

Masuri chuckled.
"Empress of the Moon, she claims? Ah well, if she wats to waste her money building a 100-man base, it's her own fault."
He then took out a sheet of paper from his briefcase
"You guys might want to look at this."

The document read this:

As they have attacked navies, extended their borders to justify such aggression,

As they have threatened countries with imminent and total destruction,

As her allies have also done the same, and supported Hataria's imperialist ways,

And as these countries, these Axis countries, have demonstrated nothing less than a desire for total world domination,

We, the signatories of this document, sever all diplomatic relations with Hataria and her allies in their tyrannical war and form a Grand Alliance in order for a peaceful and just world.

We will not make a separate peace, and we will not stop until all of Hataria's allies and Hataria herself surrender.

In the name of peace and justice, we hear sign."

There were a series of blanks for those to sign.

Masuri looked up.
"Any suggestions? And remember, we are embarking on a long and vicious struggle, though that is the way for all noble causes."

Masuri chuckled.
"Empress of the Moon, she claims? Ah well, if she wats to waste her money building a 100-man base, it's her own fault."
He then took out a sheet of paper from his briefcase
"You guys might want to look at this."

Ermstead withdrew a small fountain pen from his jacket pocket and signed vigorously, leaving his best John Hancock on the first blank.

Shalrirorchian President Shanu Aeri has arrived at the conference for a long enough period of time to address the assembly.

"This assembly knows the cost of inaction. None who sit at this table was out, looking for war amongst the Imperial nations. When Hataria waged war against its' neighbors, Shalrirorchia stood against them and has been assailed from all directions because of it. Shalrirorchia is determined to see the Imperial alliance smashed. While we do not intend to occupy or annex any of these nations, we will not leave them in a position from which they can strike us again. Hataria especially is overdue for a lesson in humility.

There can be no doubt as to the stakes, for if we lose we face the imperial yoke. Victory, then, is our only viable option."

"That is perfectly true, Mr. President. So, will you sign and take your part in bringing about victory?"
And with those words, Masuri bent down and signed the treaty.

"Unconditional Surrender is the only option." Yvipp agreed, singing the document.

"Well, the thing is, it's not unconditional surrender. The documnt merely says that those who oppose us must negotiate with all of us.
But, would you prefer that we fight to unconditional surrender for Hataria and their forces?"

From the government of FreeDemGov:

We have previously promised Shalrirorchia 20 Million NS$.

However, we would like to give an additional 1 Billion NS$ to your league.

As of yet we do not have the arms to be sufficently helpsul to you militarily, however, if Hataria or her allies attack us then we will officially join your alliance.

The Emperor of the Sovereign Republic of Mandrivia, after agreeing and nodding with all that was said at the table, immediately signed the document.

Shalrirochia, I would like to offer you further monetary and military aid. Will you allow more of our troops to land on your soil?
