IC:

The Dictatorial State of Red Tide had always been a cynical and machiavellian country. A new leader, Commander Nikita Lavrenich Narmonov, had taken control of the DSRT as its previous female leader retired. He was just as cruel, cynical, and paranoid as Red Tides last two leaders. Now he turned his attention to Corona.

The little island had been seized month or two back by the DSRT, the NKVD had already arrested and executed one of the two individuals that had signed a document declaring Corona part of a independent nation. Red Tide, of course, had not recognized that nation. Now he was getting troubling reports that various rebel cells were forming in the jungle of Corona. The only units that were there, if you didnt count the Dreadnought Battlegroup that was always within 300 kilometers, was a armored division and a engineer brigade.

But there was more actually planned... far more.

As sun rose on the very beach the Red Tidean Army had stormed in its invasion of Corona, several cargo and construction ships, having completed their long journey over the ocean, dropped anchor in the bay. Contractors from the Tech-Com Corporation landed, and so did machinery. Something was up... something sufficient enough to use a regiment of mechanized troops from the Armored Division and the engineer brigade. Construction equipment was coming onshore also, heavy stuff... the same materials and equipment required for building a naval base.

"Please get me the Leader of RedTide on the line I want to speak to him."

"Yes ma'am."

Akiko was handed the phone. "Mr. Narmonov, good morning this Akiko Mashimo Vice Prime Minister of Kanami, I want to speak to you sir."

General-Secretary Narmonov was smiling to himself, everything was going great, he had just ascended to the highest levels of goverment possible in Red Tide. He had absolute power and no-one within his nation could oppose him. Then his phone buzzed.

He lifted it to hear one of his advisors speak.

"Comrade General-Secretary..." The man said, "I have the Vice Prime Minister of Kanami, Akiko Reiko Mashimo, on the phone... she wishes to speak to you."

"Please tell her to hold for a moment." Narmonov said as he pulled up the NKVD file on the Kanamian secretary and speed read through it.

He then got back on the phone.

"Put her through, but make sure the translator is on."

Narmonov didnt know a word of English... or whatever language Kanami spoke, he only knew Russian.

After hearing Akiko speak, he replied in a friendly voice, "Why, Mrs. Vice Prime Minister, what a pleasent surprise. How may I help you?"

"I'm calling on behalf of Prime Minister Elenore Romeny she is in Stevid working situations out, I want to figure out if were are on the same page for peace negotiations and withdrawl agreements? Because judging from the latest information from the CIA you don't seem to be."

IC: "Your information is correct. We asked Stevid to allow a diplomat from our country to meet with Prime Minister Romney, but we were politely refused." He answered truthfully, "We have inklings that some sort of treaty is being worked out there... but until he we see a draft, we are holding off on our opinion of it."

OOC: I dont know whether you have seen Stevids latest post in that thread you two are involved in. But if you have...

I dont think he has ICly sent that draft treaty to my nation yet.

"Sir, I'll call you back in a few moments. I am going to check in on our Prime Minister."

She dialed back again "It's VP Mashimo again, I have news, Stevid and Kanami have offically signed a peace treaty, I say again we have signed a peace treaty, a copy should be provided for you very soon that you may sign."
Red Tide2

The Republic of Kanami and Allies and The Holy Empire of Stevid and Allies Peace Accords

This treaty certifies that the nations of the Holy Empire of Stevid, The Republic of Kanami, The United States of Independent Hitmen, RedTide2 and Magic Sorcery all collectively agree to end hostilities regarding the North Hanover Island Chain Dependency and the Southern Island Archipelago. All nations will open trade and civilian commercial routes each other and continue to promote peace between the two sides whenever necessary.

Below are the terms and conditions of the treaty. Please note that for peace to take place, not ALL the nations have to sign. Those nations which do are consequentially at peace with each other but not with nations that signed the accords unless of course the nations are allied with each other before or during the war.

Article one
The ceasefire will be upheld indefinitely and all sides must withdraw all military units that are in direct opposition to either side. This includes troops on land, planes in the air or ground or ships on the seas around the Southern Island Archipelago or the North Hanover Island Chain Dependency.

Article Two
RedTide2, Stevid and Independent Hitmen must withdraw all military units from the islands that they invaded and occupied and leave their territorial waters within 72 hours of signing the treaty. Nations exempt of Article Two are those no longer with military units in the area any way or have special permission to continue peacekeeping duties on the islands and their territorial waters. If anti-piracy missions are being under taken by any nation then their shipping or aircraft must not cross the islands’ territorial waters or airspace.

Article Three
All nations that opposed each other must make an effort to increase friendly diplomatic, economic and military relations with the former hostile countries. Economic and military allies and treaties or simple furtherment of relations on the economic and military front is not compulsory. Diplomatic furtherment of friendly relations however, is compulsory.

Article Four
Under no circumstances must either side pressure the other personally for reparations for damages suffered or otherwise. This would be in violation of Article Three, while blame does lie with Stevid, Independent Hitmen and RedTide2 for sparking the Second Hanover Conflict, one can say the Kanami brought it upon themselves. Blaming one side for the war is not a furtherment of relations and could easily develop into another conflict.

Article Five
Neither side has to agree to the sovereignty of the islands but must respect the native populations of the islands as unique and independent. The islands must never again be invaded by these powers again. The Imperial Doctrine that Stevid uses to maintain the Empire both by military force and politics is NOT exempt from this and Stevid must abide to this Article despite the contradiction this treaty has with Stevidian Imperial Doctrine.

Article Six
The Republic of Kanami must now renounce its protectorate pact it had with the islands. Seeing as it is this protectorate pact that eventually led to Kanami becoming involved in the war, it is more trouble than it is worth. Kanami currently recognises the formation of the archipelago as a single nation state and so the protectorate pact it had with the islands is void anyway because of the treaty specified Kanami protects the islands listed in that treaty. The name change declares the treaty null and void. However there is no objection to Kanami lending military assistance to the islands if there is a request, but Kanami no longer holds the obligation to protect and defend the island archipelago whenever it suits them.

Article Seven
Kanami (Aqua Anu) and Magic Sorcery must accept the Empire’s claim to the North Hanover Island Chain Dependency.

Article Eight
If the GDI and RedTide2 recognise the archipelago as a newly formed state then all nations that sign the alliance must also accept the sovereignty of the islands’ new formation as a stand-alone country.

Once signed, this treaty takes immediate effect.

There was a long pause as Narmonov read, re-read, and re-re-read the article.

Then he said, "Hmm, most of it is fine. But, incase you dont recall, Red Tide annexed the province of Corona into the DSRT back during hostilities. Current Red Tide doctrine says that giving up Red Tidean land is forbidden unless aforementioned territory is occupied or bought. Perhaps we could negotiate some sort of modification?"
Kanami
01-04-2007, 21:30
"It's non negotiable. Incase you didn't realize Stevid is also going against their own laws if they will do it you should."
Red Tide2
01-04-2007, 21:34
"I dont see anywhere on the treaty where it says none-negotiable. Even if it is, we can simply not sign it... and we remain at a cease fire and in a technical state of hostility until it is resolved."
Kanami
01-04-2007, 21:35
"It's non negotiable period. You should follow the example Stevid is, and compromise. All of you forced us to compromise now you should"
Red Tide2
01-04-2007, 21:37
"Then we're not signing it."
Kanami
01-04-2007, 21:40
"Fine you want, we'll buy it from you, how much?"
Red Tide2
01-04-2007, 21:43
"Since its rather insignificant to you... how about 14 million? In Universal Standard Dollars, of course."
Kanami
01-04-2007, 21:44
"Done!"
Red Tide2
01-04-2007, 21:46
"Good... simply wire the money to the treasury department, we'll sign the treaty, and begin a withdrawal." He said pleasently, "Good day."
Kanami
01-04-2007, 21:48
"Good day." She hung up. "All right get the Executive of the treasurey we need $14 million wired to RedTide immediatley!"

We must officially protest to the moves made by both RedTide2 and Kanami. Buying territory in such a way is even more degrading to the islanders than invasion. Such diplomacy used here is laughable and almost embarrassing in the eyes of the international community.

We understand that Kanami are desperate to avoid war, but we thought that Kanami resolve stood stronger than this, caving in so easily to foreign aggression is not what Stevid encountered over the last month.

We also understand RedTide2's obligations but what is being done here is a mockery of intense diplomacy that Stevid is trying to bring to a war torn region. If RT2 would just sig the treaty then all could be forgotten and life could resume as normal. Sucking the Kanami economy dry won't win any international sympathy votes for RedTide2.

"Vice Prime Minister Mashimo has been criticized for bowing out too easily to RedTide2, Mashimo says the compromise was needed to secure the signature of RedTide2 for the peace treaty and to ensure the acts of brutality would stop on Corona."

"Unfortunatley we can't always stand up to a Government when it strong arms. Kanami is in no shape to fight a contious war with RedTide2 and we do not have the resources to drive them from Corona. Kanami has every intention to return the island back over to the United Government of AHSCA and their respected leaders."

Secret Communique

To: Vice Prime Minister Mashimo
From: Chancellor Rhinehart

The Worker's State pledged full support of Kanami and deplore sthe actions taken by RT2 with their unprovoked invasion of Corona. These strongarm tactics are unacceptable and must not be tolerated. In the past they've proven to be nothing more than a blunt object when it comes to diplomatic matters. It is our duty to rid Corona of their totalitarian presence which will only hamper the people of the island with their oppresive domination. For this reason, Kulikovia will support Kanami in this situation. Wether this situation needs diplomatic resolutions or military intervention. If the first should fail, the Kulikovian Armed Forces will assist in any way deamed necesary.

Very Respectfully,
Gunther Rhinehart, Chancellor of the Worker's State
