Subject: New Changes in Killian State and Foreign Policy
Today a number of new measures were passed through the HailandKill congress. These measures were included over the course of three bills, all of which were passed with a massive majority. These three bills, and the measures they contain, affect not only Killian citizens but citizens of other nationalities and those governments of the citizens they represent. Listed below this communiqué is the list of measures that were passed before the Killian congress. The list of measures will be carefully explained as to what they do, and who they affect. The listed measures will also be explained as to why they were indoctrinated.
I ask that you read them carefully because starting tomorrow at 00:00 hours, Killian
Standard Time, they will start to be rigorously enforced. None of these measures past were passed with the intent of starting war with any other nation, so please do not take any of these measures to be an affront to your nation, or national standards. The Killian government does not see any of them being extreme, nor unfair.
Personal complaints can be diplomatically addressed by sending communications to the Imperial Republic of HailandKill’s State and Foreign Affairs Department. If there are things that other national leaders feel as grounds for war, I am sure agreements can be worked out, or discussed to avoid such drastic measures.

List of Measures Passed Before The Killian National Congress:
Article One: Change in Immigration Laws
In today’s ever changing and rapidly expanding world, The Imperial Republic feels that it has to guard its borders with ever increasing vigilance. Guarding The Imperial Republic’s borders with extra vigilance is not aimed with the intent of excluding anyone of any nationality from immigrating here; it is aimed at guarding the borders from potential terrorists, drug smugglers, and illegal arms distributors.
However, to guard against the afore mentioned potential threats, the Killian government has to be cautious about who is let into the country and who isn’t let into the country. Let it be noted though, the above statement is not going to be used to justify discrimination. As you will see, the new laws are not aimed at discrimination, but rather cautiousness.
List of New Immigration Laws:
I. An unlimited amount of immigrants can take the Killian Naturalization test.
A. Those immigrants who pass the test will be considered naturalized and thus will be officially citizens of The Imperial Republic of HailandKill.
B. Those immigrants who become naturalized must serve a mandatory year of Killian military service; the branch the said immigrant chooses is not relevant so long as it is in the Killian armed forces. Those immigrants who refuse will lose citizenship status, and thus deported or imprisoned until deportation.
C. Those Immigrants who fail the Naturalization test can re-take the test in one year’s time. (See Below)
II.An unlimited amount of temporary resident visas will be given out.
A. The said immigrant applying for a temporary resident status will be background screened. Those who fail the background screening will be deported forthright. Those who pass the background check will be granted their visa.
B. Immigrants with a temporary resident visa have one year to become Killian citizens because the temporary visa only last for one year’s time.
i. If the test has not been taken once over the course of the year the visa applies to, the said immigrant will not be able to get another temporary visa, and when their current one expires they will be declared “illegal”.
ii. If the test has been taken once and the said immigrant has failed, they can re-apply, no questions asked, for another year of temporary resident status.
iii. The above process can repeated up to five times before the said immigrant cannot get another temporary visa. Without this visa, they will obviously become “illegal”.
III. Any caught “illegal” immigrant will be deported immediately, or imprisoned until deportation.
IV. An amnesty of six months will be given for any current “illegal” immigrant in The Imperial Republic to obtain a legal temporary resident visa and live here legally. Any current “illegal” immigrant who does this will not be subject to deportation.
Article Two: The Killian National Waters Will Be Extended to Sixty Nautical Miles
Traditionally national waters are accepted as twenty nautical miles. However, in the uncertain times that we live in as well as the number of nations in the same region as the Imperial Republic waging war against The Imperial Republic and her allies, we can no longer feel safe with Killian national waters being at twenty nautical miles. Thus, The Imperial Republic is declaring her national waters to start sixty nautical miles from land. Though other nations may view this as extreme, no extreme policies are being implemented with this declaration. Please read below for the list of laws implemented, and you will see nothing extreme, nor anything not already viewed by other nations.
List of New Laws Regarding the Extension of Killian National Waters:
I. Killian national waters will be recognized at sixty nautical miles. Nations who refuse to acknowledge this will be subject to the rules listed below.
II. Trade routes affected by this extension will be subject to new rules and regulations.
A. Trade routes passing through the new Killian national waters will not be asked to be altered in any way. However, non-allied nations trading ships will be escorted as they pass through the Killian national waters. These ships will escorted by the Killian coast guard.
i. Despite the fact that non-allied nations trading ships following their trade routes will be escorted by the Killian coast guard, these ships are guaranteed not to be seized, boarded, nor fired upon by The Imperial Republic so long as there is no hostile intent is involved in their passage.
ii. Hostile intent would be considered as leaving the normal trade route without any notification of emergency, or necessity.
iii. Shipping with the intent of smuggling goods of any kind, including persons, will be boarded and seized. The intent of smuggling will be determined by the Killian coast guard. The Imperial Republic will always stand behind the coast guards decision on this, as it is decisions not made lightly nor on a whim.
III. Non-allied nations warships will NOT be allowed into Killian national waters unless they ask for or receive explicit permission from the Imperial Republic State and Foreign Affairs department.
A. Any non-allied nation’s warships that enter Killian national waters without the above mentioned permission will either be boarder or fired upon, as bringing warships into Killian national waters is usually looked upon as an act of war against the Imperial Republic.
Article Three: New Trading Tariffs and Trading Laws
As nations seeing this may know or not know, The Imperial Republic is a nation staunchly rooted in the capitalist system, its beliefs and, its ideas. Thus this article is aimed at furthering the capitalist system of The Imperial Republic, and simultaneously generating some revenue for the government and people. See below for laws enacted through this article.
List of Laws Regarding Trading and Tariffs:
I. Trading tariffs levied on other nations trading vessels, trading merchants and, imports will be raised slightly. However, the Killian government will no longer limit the amount of imports brought into the country by other national traders, and trading vessels. Thus more product can be brought to the Imperial Republic and more of a profit can be made by other nations traders, and trading vessels. The only thing that will govern the amount of imports into The Imperial Republic is the demand of the Killian people.
A. Despite any views you may look upon the above statement and the raising of tariffs, the profits made by trading nations and their merchants and vessels can be guaranteed. In other words, the raising of tariffs levied and collected will always be lower compared to the profit generated by trading nations and their traders and vessels.
II. Trading ships that belong to allied nations are not subject to Article Two of this document. It is assumed, being a friendly nation of course, that allied nations will take responsibility of their traders and the cargo that their traders bring into The Imperial Republic.
III. Non-allied trading ships entering HailandKill for trading purposes, not the following of trading routes, will be monitored or escorted to port as listed by Article Two of this document.
IV. The Imperial Republic reserves the right to search trading ships entering Killian ports for illicit or illegal goods.
