Under this new law, despite the already relaxed gun laws. Any citizen in possession of a firearm must take a test every 4 months, on marksmanship, and safety. People who score 75+ on the 100 shot test, are automatically given a government grant for several hundreds dollars towards their next fire arm.
To any citizen without a firearm (Over the age of 21), Ganj Marine Bootcamp is mandatory. The training course is is only a 3 months. After which they are provided with a government firearm which is property of the government until said citizen buys their own firearm.
This law is to make the nation much more safe, and defendable against any lurking plague or enemy.
