I think its the case of RC prefering to keep all dealings like this confined to his relevant storefronts to make it easier to keep things organised.

MAc's point is that to make things more interesting perhaps you could dress up your post so that it sounds like something a government would actually say, you don't need to go into the sort of ludicrus detail and legal nonsense RL governments put into requests for Information/requests for tenders it could be something as simple as:

The language doesn't even need to be that flowery but it does help create the illusion that it is the actual government of the nation speaking and not simply the player asking for someone to give him stuff.

unfortuantly outside of RC's storefront i can't think of any that actively sell ICBMs to natiosn they don't have some kind of relationship with.
