A statement of common consensus on the inhumanity of slavery

Preamble
In response to the growing desire of a majority of nations and their citizenry for the universal abolition of slavery, the following accords and protocols were established by international agreement within the Vetakan City of Theeb. The following articles outline a series of five basic human rights all signatories to these accords accept and vow to act in accordance with:

Article One
All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.

Article Two
Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.

Article Three
Everyone has the right to life, liberty and the security of person.

Article Four
No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.

Article Five
Everyone has the right to work, to free choice of employment, and to just and favourable conditions of work. Everyone who works has the right to just and favourable remuneration ensuring for himself and his family an existence worthy of human dignity. Everyone has the right to rest and leisure, including reasonable limitation of working hours and periodic holidays with pay.

Article Six
Those convicted by a court of a crime for which the punishment is forced labour/community service shall be treated in a humane fashion and not subjected to overly harsh treatment (torture etc.) or inhumane living conditions. Water, food, shelter and healthcare must be provided to all convict workers at least to a basic level. Convict workers are exempt from the remuneration clause. In nations where the death penalty already exists prior to signing this document, these accords shall not interfere with fair internal judicial processes. This article does not apply to those who have yet to be convicted of a crime, whether in custody or otherwise.

We the undersigned, representatives of our respective nations, hereby affirm the support of our nation for the above accords and resolve to act accordingly.

- The Strando Protocol -
An international agreement outlying the framework through which economic support will be supplied to nations abolishing the slave trade

The Grand Duchy of Aunesia and the Dominion of Vetakan, recognising the appeal of slavery to nations with under-developed economies and recognising the desire for these nations to see no damage to their economies as a result of the abolition of slavery, resolved to assist nations in need through the following framework agreed in the City of Strando. Nations may request permission from the Aunesian and Vetakan Governments to become signatories to this protocol, which would qualify them to recieve aid. They reserve the right to refuse requests.

Preamble
The Parties to this Protocol,
Being Parties to the Theeb Accords, hereinafter reffered to as "the Accords",
In pursuit of the ultimate objective of the Accords,
Recalling the provisions of the Accords,
Have agreed as follows:

Article One
For the purposes of this Protocol, the definitions contained below shall apply:
1. "Aid" shall be any and all economic assistance programmes/investment agreements/tariff removals etc. laid out by this Protocol.
2. "Recipient" means the nation recieving Aid from Donor nations.
3. "Donor" means a nation providing Aid to Recipient nations.
4. "Committee" means the joint committee of Aunesian and Vetakan persons assigned to monitor compliance by Recipient nations.

Article Two
(1) Aid supplied under the terms of this Protocol is subject to the Recipient remaining a signatory to the Accords and acting in accordance with those same accords by implementing and enforcing appropriate legislation. Recipient nations may request assistance from the Committee in formulating this legislation.
(2) Recipient nations will be monitored for compliance by a joint Committee comprised of citizens of the Donor nations.
(3) Non-compliance with the Accords and/or Committee will render any agreements within this Protocol null and void, and Aid will be suspended.

Article Three
The Donor nations are The Grand Duchy of Aunesia and The Dominion of Vetaka.

Article Four
(1) The Recipient nations are Parties to this protocol who are not Donor nations.
(2) Recipient nations will be nations who are abolishing/have abolished slavery as a result of signing the Theeb Accords

Article Five
The Donor nations agree to provide Aid to the Recipient nations, as outlined in Article Six.

Article Six
(1) Aid will be means-tested and tailored to individual Recipients.
(2i) Economic Tests will include: Economic Rating and GDP per capita among any others deemed neccessary.
(2ii) GDP per capita will be used as the primary test
(3) A standardised table of Aid levels will be constructed.
(4) A standardised duration period will apply.

Explanatory Notes:
1) Lump sums are paid once, on commencement of Aid programme
2i) Tariff reductions remain in place for the duration of the programme (20 years)
2ii) Tariff reductions will apply in both directions.
3) CIP values are per annum.
4) Minimum values are not inclusive of discounts made through tariff reduction, over the duration of the programme.
5) No lump sum or investment programme will be offered to nations with a GDP per capita exceeding $35,000

OOC Explanatory Notes - Read Before Posting

This is the consolidated thread for the Theeb Accords, where any nation may sign up to restate their commitment to the abolition of slavery. The first document, the Theeb Accords themselves, are open for signing by any nation and all nations are strongly encouraged to do so!

The second document lays out the economic assistance programmes the Dominion of Vetaka and Grand Duchy of Aunesia will offer in exchange for a commitment from small nations to renounce slavery. This document is separate and is only for the nations meeting the outlined criteria within to sign.

As always, Kryozerkia affirms her devotion to this accord and has ratified it through a symbolic vote, as a real vote is unnecessary, as slavery has been banned since the end of our dictatorial era, where we were ruled by a single woman, in a matriarch-style system.

Our only reason for not signing these fine Accords sooner was that developments regarding our national security had required extensive attention from our delegation's part. If possible, could the United Socialist States of Wagdog join the Strando Protocol as another donor nation? We would do so happily and generously.
We very much prefer the Strando approach to what the Excessively Armed Empire of AutoMagFreek has undertaken in regards to the slavery question; although we support Supreme Warlord Dreadfire's pending endeavor insofar as his known severity of action should provide much incentive for slaving nations to sign on to the Strando Protocol promptly, or else face certain destruction. Hopefully, our support will enable Slavery to die without undue loss of life in the process.

): As a company serving in SilentScope001's borders, we concur with this nation, and will actually sign this treaty indepedently. We are for using servants rather than slaves, as servants want to work, while slaves are forced to work. Therefore, we sign as well.

As a corporation, we also would like to be added as part of the Strando Protocol as well, as that we would like to be trading and assisting with new nations. We believe that by doing such a thing, we can help establish branches and help countries rebuild from the horrors of slavery by providing them with a new source of cheap labor that is morally correct.

It is the opinion of this government that the enslavement of another human being is one of the most heinous crimes it is possible to commit, and we would certainly be willing to reaffirm our stance on this most distasteful practice. You may consider the Constitutional Matriarchy of Reloria to be a signatory nation of the Theeb Accords, on the condition that Article 5 is amended for the purposes of gender neutrality. This presents a disturbing loophole that must be closed most promptly.

Under the assumption that this condition has been met and my signature has been accepted, this government has released funds to the amount of J-50,000,000,000 per annum, for the support of the Strando Protocol. This amount is not great, but it is subject to change and negotiation. Any method which can encourage slaving nations to change their ways without resorting to the barbaric acts of warfare is worth supporting, and we would like to become signatories of this initiative.

Congratulations to the nations involved in the creation of these two treaties, and my compliments to those nations lending to them their support. It is good to see some attempt to truly tackle this issue with forward-thinking initiatives such as these, rather than simply resorting to senseless violence.

Let us all hope that some long-term progress can be achieved, and that many lives can be improved as a result of the work we commit ourselves to.

I, Sayyia Malab, Dictator of Batzerland, has not made a decision on slavery yet. We prefer a mass execution of criminals when our jails become overcrowded, instead of forced labor, but then again, I do not see anything wrong with forcing prisoners to become slaves if they have done something truly atrocious.

However, I have been debating with myself to decide whether or not to adopt the practice of slavery, but only for convicts, not civilians. Our militaristic might would be able to stop any civil unrest about this decision. I will have to think.

The Republic Of Aleard agrees with all terms outlined, but since convict labour is a way of life for convicts (they work for their own survival, growing their own food and so on) this article becomes unratifiable.

As long as this policy on convicts is acceptable, we would like to sign up. If not however, we would like to make it known our view on slavery is that it is unacceptable and is stamped out in Aleard.

Realizing that the Theeb Accords actually bears some resemblance to Ennuisian Policy, the Ennuisian Republican Senate has voted to Ratify the Theeb Accords, with the exception of Article Five.

In an opinion signed 135-65, Article Five was found to be irrelevant.

“We the Senate find that Article Five has little, if anything, to do with slavery. The entitlements of a ‘right to work’ with ‘just and favourable conditions,” as well as ‘reasonable limitation of working hours and periodic holidays with pay’ are quasi-socialist thinking at best. Testimony by government and private-sector economists (RS 1-001-2) indicates that such measures are best set on a case-by-case basis, not by a broad-sweeping arrangement.”

In a word, Article Five is best confined to a labor bill, not an anti-slavery agreement.

As of this writing, the Theeb Accords, with the exception of Article Five, have been ratified.

We, Michele I, Grand Duchess of McIntyre,

do hereby proclaim that we shall not tolerate any sort of chattel or wage slavery within our realm. All peoples working within our realm are entitled to a living wage suitable to their stations, with a the minimum wage being 6 kloteks per hour. Embassies from countries practicing slavery are hereby reminded that anyone coming into our territory will be considered free in accordance to McIntyrian law. Those who ask for political asylum based on slave status will be given it. Slave traders, catchers and owners will be prevented from exercising power over those they might claim as property; insistence on enforcing such rights are grounds for deportation, expulsion or imprisonment. McIntyrian citizens who attempt to enter the slave trade or who knowingly provide transportation to those engaged in illegal activities will be subject to punishment depending on the gravity of the offense, up to and including death by hanging. Embassies from nations allowing slavery will happily be provided with temporary paid servants, if necessary, as a courtesy from our royal self, for a period of two months.

Effective upon our expulsion from UFAN, British Londinium withdraws from the Theeb Accords.
