Pearce Weapons Inc (Under the Direction of the Govenment of the Dominion of Vetaka)
Observation Satellite Communication Network (OBSAT)
Before I begin explaining OBSAT let me explain a few things that nations in the NS world could face and indeed have done. Number One Communication has always been a problem to a nation and its Military throughout the ages. Be it no communication, bad communication or limited communication. The second problem to many nations was Air Defence and how best to operate a successful Air Defence and third and finally one of the main problems to a nations military was "targeting" imagine having a Fleet you needed to destroy using Cruise Missiles, Air Forces or Submarines then imagine having that fleet moving and all that you had to track it was Map Co-ordinates and Recon Units. The Dominion of Vetaka faced all of these problems at one point or another and as such the Observation Satellite Comunication Network or OBSAT short was born. After the Vetakan Govenment instructed Pearce Weapons Inc to design and implement a system that could satisfy the following aims:
1) Provide a realiable, accurate and Highly Encrypted Communication Network that would Link all Vetakan Military and Domesitc Emergancy Assets together in real time. The Communication Network would have to allow itself to be disolved to the lowest level. As such Vetakan Soilders should be able to use the Communication Netowork on a potential Battlefield just as at the same time Commanders should be able to talk to eachother and with Central Command at the same time. The network should also have the facility so that all Combantants and Commands could set up live timetabled Feeds that the entire Network could access at any time. An example of this in Vetakan Military terms would be that Vetakan Security and Inteligence Service (VSIS) could provide live intel updates on situations such as a battle, skirmish or all out war on the hour every hour giving a decsive weapon that the media only possesed prior to OBSAT exsistence.
2) The Network has to include a Central Air Defence system the system would link all exsisting Automatic Anti Aircraft Weapons Together and operate them as one central Defence system. Once a Radar Operator or a Command Centre identifys a Threat the OBSAT Air Defence Operators would input the threats details into the OBSAT network from their once that threat comes into range of AA weapons the Network would automatically fire on the threat. The system identifys threats once the operator enters their details into the Network this takes a few seconds and involves an operator pressing a few buttons and telling the system that the specified Radar Signitures are threats and such the OBSAT network responds accordingly. The above represents the basic OBSAT Air Defence network capacity however Vetaka has gone one step further and the Vetakan OBSAT Air Defence Network has the capcity to identify and intercept Nuclear Ballistical Weapons launched from Ship, Plane, Sub or land based silo. Once the missile is in range the OBSAT system instantly calculates the missiles course, target and most importantly the safest Intercept course and positon. From their OBSAT will lock Anti-Ballistical Weapons on target and await the Command to launch. In order to stop any FT Matrix or Terminator style situation from development it is impossible for OBSAT to launch Nuclear or Ballistical Missiles at any target without the Manual Command of a Human. Even if 10,000 Missiles where fired the OBSAT system would instantly lock as many missiles it could to intercept and it would still require the overall all Manual Command of the Red Button.
3) The thrid aim of the proposed Network was to provide military forces to ability have a highly accurate Target System. A target system that would allow Special Forces to guide Cruise Missiles and Air Support from thousands of miles away to hit sensitive targets quickly and effectively, Most importantly first time so Multiple Missiles and Multiple Bombing Runs did not had to be made. As such increasing damange as an enemy is caught off guard but also decreasing the possibilty of losses because you are only making one bombing run before your bombers are acring round and speeding away to safety it also saves money as you are only firing as many missiles as you need and not everything you have. Altough Pearce Inc has limited stats we belive that on a bad day of every 4 Cruise Missiles launched 1 would fail to hit its target and 1 would hit its target but fail to cause sufficent damnage. However with OBSAT those stats become out of every 4 missiles launched 3 would hit target and cause heavy damnage and 1 would either miss or cause light damnage. The target system works on using a Satellite Laser Designator that paints a target and allows all missiles to use the paint as a homing beacon. Because it works via Satellite the Target system is able to track moving targets such as Naval Fleets.
4) The proposed Network should have the cababilty to allow Allied Nations that don't have OBSAT capacity to dial into the Network and benifit from the various communciation and target capacities that OBSAT offers. However due to Phyiscal restrictions it would impossible for the Allied Nation to benifit from the OBSAT Air Defence Network. Because of this the system has the OBSAT Uplink facility that allows Allied Nations that don't operate OBSAT to dial into the OBSAT network. OBSAT Uplink also allows Allied Nations that do operate OBSAT to link both indivdual Networks together to form a larger OBSAT Network that has more Target Satellites and so forth.
5) The fifth aim of the prospective system was Security because of the above capcitys OBSAT would need to be very secure and untraceable. Also interestingly because of the fact multiple nations will have the ability to have an OBSAT system and also it would be highly likely OBSAT Systems could end up facing eachother on a battlefield. Pearce Weapons Inc had to develop a security system that was:
A) Highly Secure making sabatoage attempts very hard and keeping Vital Data Secured.
B) Untraceable Location Tracking keeping Hidden Units Hidden
C) A security System that was indivdual to the nation but also incoporated the above and also allowed multiple OBSAT systems to join together.
The Fifth and final aim was the hardest for Pearce Weapons Inc to meet and as such it took the design team 4 years in order to prefect the security system 4 years of work cumulated in the fomation of the OBSAT Griffin Security Systems. Details of which are currently considerd a matter of Vetakan National Security as such details released to the ineternational community is prohibited. The Vetakan Govenment official report in the OBSAT Griffin Security system quoted the following:
"It [OBSAT Griffin Security System] has details that if released to the International Communtiy would unacceptably risk Vetakan National Security and furthermore reduce the operational capacity of the Vetakan Defence Force on the modern battlefield as such it is the recommendation of this report that the Girffin Syetem be deemed "Classified" and listed as a secret on the Official Secrets Act for no less than 365 Years (1 Year RL) after this intial period has been served under standard Official Secrets Act Protocal its status would be reviewed with the intent to Protect Vetakan National Security"
Because of this Pearce Weapons Inc is unable to provide any further evidence on the subject until such restrictions are lifted what we are authorized to say is the following the Giffin Security System meets all of the criteria set down in the intial specification of requiements. It is indivdual to all customers please do not require information on the Griffin system as we are by law unable to give it you.

- OBSAT is avaiable to buy to All Vetakan Allied Nations and Organizations these being the Dominion Commonwealth and The United Federation of Allied Nations. The Vetakan Govenment also authorized an OBSAT Sale to United Socialist States of Wagdog as a gift for Wagdogs continued and unshakable support for Vetaka since Vetaka came into being.
- Pearce Weapons Inc must get clearence from the Vetakan Govenment to make any sale and finally the Vetakan Govenment and Pearce Weapons Inc reserved the right to refuse any govenment or organization without reason.
OBSAT Packages and Prices:
OBSAT Package 1:
Includes all OBSAT Assets with the exception of Nuclear Ballistical Tracking and Interception Technology. This package includes everything to set up an OBSAT system (including Staff Training) and maintain it for 2 years.
OBSAT Package 2:
Includes everything in Package 1 as well as the Nuclear Ballistical Tracking and Interception Technology again the overall price includes everything to set up an OBSAT system (Including Staff Training) and maintain it for 2 Years.
Because of the complexity of the system and the indivduality of the system it would be unfair and impossible to name a set price as a result Pearce Weapons Inc would make a review of a prospective nation and name a price. Package 1 is cheaper than Package 2. All reviews Pearce Weapons Inc carries out are confidential and Strictly classifed they observe the following:
- Current Military Force
- Current Technology Used
- Current Communication and Satellite Systems
- Current Political Climate
- Attitude towards Vetaka and her Allies
- Geological Positons
Altough Vetaka hated to impose such measures after all the OBSAT Technology had given Vetaka a supreme Technological Advantage over any Battlefield and as such it needed to control the release of OBSAT systems after all they couldnt go and give it to Dictators and Mad Men now could they.

1) OBSAT is heavily copyrighted and is heavily guarded Vetaka will respond heavily to all suspcted reverse eningeering and rip offs. At the moment their is only one OBSAT system in operation and thats the Vetakan One. A second has been authorized in Wagdog as a result it will be very hard for Intelligence Agents to steal technology and plans as they are heavily guarded.
2) OBSAT was until its general relases Vetakas most prized weapon as such please forgive us if we refuse any sale
3) All prospective Sales will be checked against Defence Budgets Means by the usual means I have no problem with nations paying over a number of years. All payment plans are interest free for the time being.
