Tsar Constantine II, Emperor of Dontgonearthere, has noted with growing concern the increasing instability of the world at large, specifically regarding the issue of slavery.
While the institution of serfdom has long held sway in Dontgonearthere, historically there has been little want of slaves, and although not illigal in Dontgonearthere, there is almost no market for slaves considering the avalibility of cheap labour. While serf's rights have occasionally been made an issue, it is generally held that the population of Dontgonearthere is content with the current state of things, or simply apathetic.
However, the issue of slavery presents a significant international threat, specifically in the form of fanatical nations on both sides of the issue attempting to either force their views on other nations, or to intercept vessels of other nations inside the territorial waters of third parties.
Thus, the Tsar has made the following statement, here summaraized and presented in point form:

1. Dontgonearthere affirms its neutrality in the current 'slave wars'.

2. Dontgonearthere will allow ships from any and all nations to pass through its ports.

3. Any non-military ships in Dontgonearthere waters are considered under the protection of the Dontgonearthere Empire. Any attack on them will be treated as an act of war and prosecuted as such, in the nation where the attack in question originated from. The cargo of the ship in question does not matter, nor the nation of origin.
3a. Likewise with airplanes and airspace.

4. Dontgonearthere encourages other non-slave trading nations who are not presently activly prosecuting wars against slave trading nations to make similar declarations, and will happily support them should the need arise.

5. The Tsar is not attacking any nation in particular, nor the anti-slavery alliance, which he holds no ill will against.

The Dictatorship of Bomble has no particular standing on the issue of slavery. However, I do declare that our nation uses, and has for a long time used, refugees as below minimum wage workers. These refugees can, under Bomblean law, be traded as slaves and no particular attention, time or money has been invested trying to outlaw the practice. Of course, there is ardent opposition to this practice and riots are usually swiftly crushed by Police and Army personnel.

I respect your views on the matter and urge nations to adopt the same policies. However, Bomble is unlikely to ever commit troops or Police personnel to your nation to fight alongside your own personnel against any slavery-related war. Non-slavery based wars are a different matter entirely.
