The Illar Empire
Population: 28.4 million total, 3.8 million voters, 24.6 million non-voters

The Illar Empire was founded in 1545, when the first Emperor of Illar took reign, and, in his reign, unified the Spanish peninsula. Although the House of Illar before that had long existed, it had truly only existed in an Imperial form then.
From there, it moved, conquering Southern France, without any troubles from the original governments there, simply because of its size. One of the largest powers on the continent, the Illar Empire has an interesting societal build - due to the constant fear of assassination and seizure from other nobles within the Empire by the Emperor, the aristocracy is all but eliminated.
With a fairly mercentalist economy, the Empire prospers well, and is often considered one of the breadbaskets of Europe. Although not so rich in many mineral resources, such as iron and tin, the Empire trades easily with many nations for these resources.
The Illar Emperors may declare war, institute new laws - indeed, their rule is absolute, and unquestioned. But the sheer size of the Empire means administration by one man is impossible. Thus, the Parliament of Landowners, which, precisely as it means, is voted in by those who own land without mortgage or impending closure of a loan, and administer the Empire.
Indeed, the Parliament is widely considered to be more legitimate than the Emperor - it is rare that the Emperor does more than put his stamp on Parliament's work, and many people revere the Emperors as great administrators - precisely because they never do anything, and thus cannot offend.
Mandatory schooling is another quirk of the Empire's. Each child, from the age of seven to twelve receives schooling, and is thus able to read and write with a rudimentary level, and further schooling is available for those who are recommended by teachers.
Imperialistic to say the least, the Empire tends not to gather land, but gather favorable treaties and conditions, and has an immense navy to help them do so, with twelve dreadnoughts, and a small number of associated craft and screens.
The Empire's standing army is approximately a hundred and forty thousand men strong, which serves as the Empire's main force, primarily as marines, and as men manning the Imperial Wall. The Wall is a line of forts along the Spanish-France border, (many holed up the mountains there), which serve as a line of defense against enemy invasion should it come.
The Empire can draft a far larger number of men should major war come about, however, the small standing army seems to serve for most of its needs.
The Empire tends to focus primarily on artillery, both from its dreadnoughts, and in its army. Unwilling to rely on trench warfare, despite its mammoth population, the Empire is highly motorized, and tends to move all troops, when it can, by truck.

The Imperial Armed Forces
Somewhat of a misnomer, the IAF consists of only the 80,000 men that make up the standing army of the Empire. The drafted force as a whole is named the Imperial Military Service, who are not permitted to serve overseas except in times of danger to the Imperium, and do not, as a whole, receive the same sort of support that the IAF receives. All IAF divisions consist of 10,000 men, which are divided into ten brigades.

Artillery battery; 20 guns - 200 men
Cavalry group - 40 men
Seven infantry companies - 100 men each
Armoured car squadron; 3 cars - 10 men
Command Staff - 30 men
AIF; 2 observer planes - 20 men

The Illar Observatory Air Force
The Illar Air Force is widely regarded as part of the army, and, in fact, for the most part, it is. With fifty-four long-range observers, eight short-range observer craft, and three zeppelins, as well as some few hundreds of smaller observation balloons, the IOAF's primary function is to provide information for the army, and spot submarines for the navy.
The Colonial Militias
Comprising approximately 30% of the Empire's colonial population, the Colonial Militias are a massive group of militia, who are trained to defend their homes. Every able-bodied man in the colonies is required to receive militia training - however, due to fiscal concerns, (as approximately 40% of all citizens in the colonial empire are able-bodied males), not all of these are armed. Funded with insignia and rifles from the Imperial treasures, the Colonial Militia comprises approximately 1 million citizens of the Empire, which is, obviously, unable to be moved effectively from their homes, but serve admirably in defense of their homes, especially in such critical areas as Suez.
Despite this, approximately twenty thousand men from the colonies are taken to be trained as part of the Emperor's Colonial Corps, a defense force that comprises two divisions, twenty regiments, and a small wing of aerial reconnaissance planes and balloons.
Unlike most corps, the Colonial Corps do not answer to an Imperial Chief of Army, or Chief of Staff, but rather answer directly to their corps commander, who then is directly below the Emperor. This peculiarity of colonial command means that the Emperor has more influence in the colonies than in any other part of the Empire.
