Greetings.

The Empire of Relanne and His Imperial Majesty, Lowell the 1st. hereby invites all nations wishing to, to install an embassy in our Capitol of Relanne City, to do so. We have carefully crafted a section of our city specifically to service the needs of the diplomatic community while allowing all visiting and resident diplomats the chance to avail themselves of all that our culture has to offer.

The rules for foreign embassies are as follows.

Embassies must have a live in staff of no more than 200 people, not including security personnel. We do allow military personnel to be used as security, but with a limit of one platoon of no more than 30 personnel. Security may bring their own weapons, if they are pre-approved by our Ministry of Public Safety, or we will provide non-lethal capability weapons such as neuro-stun pistols and large scale stun field generators. We do prefer that non lethal force be used unless lethal force is absolutely necessary. Any use of Lethal Force will be thoroughly reviewed. We will provide security for the outer perimeter of your embassy if you so desire, however you must provide your own security inside the perimeter. If you choose not to have us provide perimeter security, we will not be held liable for any damages caused to your embassy or it's personnel, by any agent of any other foreign govrnment, or any other third party.

Wel allow the use of armored vehicles and highly recommend that you allow us to provide them for you. We will provide up to 5 armored skimmercraft, 1armed battle skimmer and 10 unarmed and unarmored general purpose skimmers at your request. We will also provide drivers to train your personnel in their operation. We will provide perminent drivers for the battleskimmer. While we have surface roads, many have been turned into pedestrian walkways since we primarily use AntiGrav technology for our vehicles. You may find it difficult to get around with conventional tracked or wheeled vehicles.

We do not grant the status of diplomatic immunity to foreign personnel. We expect all guests in our country to abide by the same general laws that we hold ourselves to. The Unified Codex of Law can be obtained at any governmental facility and is less than 100 pages. Our laws are very very simple.

All embassies must be constructed within the general regulations and standards set forth by our Ministry of the Infrastructure. We suggest you use local labor and companies for your construction since they will be able to construct your embassy within these guidelines and avoid costly delays and problems with permits.

While in our nation, your staff is welcome to go about our country unfettered, however we do ask that they follow all regulations regarding restricted areas. Guides will be made available at your request, to help you familiarize your staff with our nations geography and general layout.

Embassy ground is leased rather than sold or gifted, to the nation in question. While under lease however, this territory is considered to be the sovereign territory of the nation who is leasing it, and shall remain so unless the lease is voided by criminal, dilomatic or other concerns. All lease terminations must be addressed by the Ministry of Foreign Affairs, the Foreign Oversight Committee, and finally, by the Emperor.

A bit more detailed info required. The Province/Territory space basically is simply asking for your region. I have corrected it to be less confusing on the application. So if you could just edit your application to reflect that change, it would be appreciated.

SOme of the questions are simple yes and no. Our procedures for determining criminal guilt or innocense is pretty foolproof. Many years ago, when developing our neuro-induction educational systems, we learned how to read any part of the memory. The systems are controlled by a very specifically minded AI system and only look for information relating to the accused offense. There are many ways to hide the truth from others, but it is impossible to lie to yourself, so criminals basically convict themselves if guilty. We have shown the procedure to be 100% effective over the course of it's 5000 years of use. Even hypnosys cannot hide the information. All criminals are given this exam before even being booked. That way, the innocent do not end up with a criminal history of arrest.

There are only a few capitol crimes which can and do result in immediate execution. They are..

Murder
Kidnapping with injury
Torture
Child molestation in any form
Aggrivated Child Abuse
Rape
Illegal posession of a weapon of mass destruction
mass murder
Dealing in any proscribed substance which has the capacity to induce death
Treason
Assasination
Crimes against Humanity

The act of even attempting one of these crimes is considered a capitol offense. Simple crimes such as larceny etc. are not capitol offenses. Usually non-capitol offenses are punishable by a set term on our penal asteroid. We do not offer early release to offenders. If they do the crime, they do the time. We do not plea bargain either.

I almos forgot.. We do not consider a crime without intent to be a crime. For example, if someone accidentally bumped into a rope, causing a 3 ton reactor casing to fall on a co-worker, killing them, it would not be considered a crime as long as it was not a deliberate act. If someone however, were to kill someone in the commission of a lower crime, but had no intentioning of killing them consciously, and that person showed genuine remorse, then they would be found guilty of the lesser felony, and an additional penalty such as seizure of lands and property may be enforced as compensation to the family of the victim.

Non felony offenses are almost always punished with a harsh fine and community service.

This system has served us well for many thousands of years, which is why we ask all embassies to agree to abide by it. It is the reason we have a 0% crime rate throughout our nation and people can sleep with their doors open even in the most populated cities.

Please update those sections of your application, I will holld off on processing it until I see the revised version. We are quite firm about the criminal responsibility parts of our agreement. I see no problems with your other info and choices. Please be very cautious when driving surface vehicles in the city. The city was not designed with them in mind and most of our citizens have never seen a wheeled or tracked vehicle. We do highly recommend the Anti Gravity skimmers for safety reasons, however you may use them if you wish.
