Brief History: The United Empire of Nippon and Eastern Rossiya is formed through a dynastic union of the Japanese and Russian royal houses after World War I. Because of this and the unity of much of mainland Asia, Japan focused its attention on Russia, leading to joining both World Wars on Allied sides. Extreme militarism slowly declined thanks to successful campaigns in Russia, and further eroded during the Cold War when prudence became the national strategy. This in term lead the United Empire, formed after the Heisei reforms not long after WWII ended, to become more and more pacifist during the export-led double digit growth in the 70s and 80s. Nuclear weapons have been banned for decades, and the government is prevented from initiating wars without national authorisation through a referendum. However, because post-industrialisation Japan remains undefeated in battle, militaristic proposals are still influential as seemingly viable alternatives.

History

The United Empire was established on 29 January, 1919, but traces its roots to Japan's Meiji Restoration in 1868, when Russia was seen as the foremost enemy. Subsequent to Japan's industrialisation and rise as a military power, the two nations competed fierecely off the shores of Siberia until Japanese victory in the Battle of Tsushima destroyed Russian naval might. Russia was forced to cede Vladivostok, signalling the conflict's moving onto the Asian mainland.

Relations thawed considerably afterwards, however, especially when Japan joined the Great War on Allied sides and supplied Russia with resources. But when the strain of war finally toppled the Russian monarchy in 1917, Japan once again adopted a hostile stance and prepared for military intervention. When the Romanovs, rescued from Yekaterinburg by the Czech Legion, was once again captured in Chita, it became clear that the Soviet Union was on its way to triumph. Fearing the rise of Communism so close to Japan's borders, armed intervetion into Sibera was launched in early 1918.

Meanwhile, upon realising that the Romanovs would most likely be murdered, a special forces team infiltrated Chita. The operation became a close failure, as the team managed to break into the room just after Tsar Nicholas II and most of his family were murdered. The Grand Duchess Olga and Tsarevich Alexei were both rescued, fortunately, and moved to safety in Nikolayevsk-on-Amur. Fierce fighting spread across Siberia, but in March 1920 the Nikolayevsk Incident broke out, during which Tsarevich Alexei and several hundred Japanese civilians were massacred.

This sparked off a a full scale invasion of Russia that lasted until 1924. Fighting died down after a stalemate was reached in 1922, and Japanese forced largely withdrew to the coast after a peace settlement was sighned. Grand Duchess Olga was then crowned Tsaritsa and Autocrat of all the Russias in Vladivostok, and married Prince Teruhito, son of the Meiji Tenno. At this point the Emperor of Japan was Taisho Tenno, who died in 1928 without Issue. The crown then passed to the Tsaritsa's infant son Prince Yoshihito, who reigned as Emperor Showa and inherited the Russian Throne in 1929. Later that year the United Empire was proclaimed.

During the 1930s militaristic forces seized control of Japan gradually, through bloody revolts and coups. The United Empire's claim to Russia was subsequently used to instigate broder wars until 1939, when Japan joined the Allied side once again. Quoting the non-Agrression pact between Germany and Russia, full-sclae war resumed after the Nomonhan Incident. By the time of Operation Barbarossa, Japan already controlled most of the Russian Far East. Eventually, Japan and the Soviet Union arrived at a compromise. Renouncing all claims to European Russia, Japan consolidated her conquests in the Russian Far East and almost half of the Siberian Federal District.

The Showa Tenno and Tsar Yoshihito abdicated the throne in 1965, on the anniversary of VE Day. Before her death, Tsaritsa Olga Nikolaevna altered Russian succession laws to provide for Equal Primogeniture in accordance with her personal beliefs as the eldest child. This caused the crowns to separate, as the next Japanese Tenno became Prince Yasuhito became the Heisei Tenno, under whose reign the economy saw double digit growth for two decades before slowing in the 90s. Her sister, Grand Duchess Olga Alexandrovna, became the next Tsaritsa of Russia, and under her rule Siberia began to harness her natural resources.

In 1965, however, chaos broke out as militants in Japan agitated for a full annexation. Fortunately, by this time the Taisho Democracy was beginning to reassert itself. When revolts broke out in Osaka during the 226 Incident, the Showa Tenno came out of retirement to lead the Konoe Divisions in putting them down. The rebels tried to seize control of the government, ironically to return the retired Emperor to both the Japanese and Russian thrones, and to initiate another invasion of Russia. Their defeat marked the end of militaristic Japan, which soon thereafter disarmed almost completely.

The political mess was then settled by Heisei Reforms, which formed the basis of the mordern United Empire of Nippon and Eastern Rossiya. Although nominally a federal mnarchy, with Russia and Japan equal, in reality Japan continues to dominate both politically, socially, culturally and even when oil's value surged dramatically during the Arab Oil Shocks, economically. However, the relationship between the two is fundamentally benign, and both feels content to stay within the current framework.

A notable development after the Heisei Reform is that extremist influence declined sharply, as Japan returned to older peaceful ways. By the 1970s, rapid economic growth has transformed Japan into a rather rich and generally anti-war society. Ironically, much of this growth is driven by the export of military hardware produced by the military industry and oil, both in high demand at the height of the Cold War.

Nonetheless, general distaste for war caused the Empire to introduce the Kenji Peace Proposals, during the ascension of Prince Tanehito, the Kenji Tenno in the late 1980s. The Tenno successfully pushed through most of his proposals, including a formalisation of the ban on all nuclear weapons, the need for a national referendum to be held before the government may declare war, and a statutory limit on the defence budget of 3.65% of GDP during peacetime.

However, with the end of the Cold War and the collapse of the Soviet Union, Kiwiland finds itself in a world of chaotic regimes. Although militarism and the military-industrial complex are both no more than mere shadows of their former selves, the new situation began to give them more and more standing and credibility again. However, with the firm establishment of democratic ideas, militarists have refrained from the sort of large scale violence used half a century ago, and instead compete for power openly in elections.

We are sorry to inform that the G11 rifle was never accepted into service by the German Army, so there has been absolutely no production on it besides a few prototypes. It is also H&K Policy not to sell Domestic Production Rights, we do sell Limited Production Rights in which you manufacture a portion of the item and we ship the rest. You still pay for the gun but at a smaller price.

But there in lies the problem. The G11 has never been in production and I doubt it will begin production soon. We are sorry to say but your order can not be completed.

OOC: That's no excuse. I can't stand when people pull this. This is supposed to be a realistic role-play game, and you're acting like it's less of a Role-Play and more of a Game.

OOC: I have a pretty large order; won't H&K make enough money to justify putting it into production? Because they did deliver like 1000 or so of these before the German Army changed its mind.

IC: Surely it will not be a huge effort to open production into a weapon that is by all means a finished product. The Kiwiland government is willing to pay for all necessary costs in bringing this weapon into production.

The higher-ups must like you alot. They have green-lighted the production of the G-11 Rifle. It will take a while for the production to get up to steam, so expect the first delivery in one month's time, with further deliveries coming every other month. Also, at the last delivery there will be an extra package. This package will include the Blue-Prints to the G-11 Rifle, we also recommend that you tell which parts you are manufacturing so we can get the rest to you as speedily as possible.

The total cost for 120,000 and the LPR for it comes to a grand total of 600 Million USD. 300 Million for the Rifles and 300 Million for the LPR. We hope to see your money wired soon.

OOC: Ok I'm not an idiot and you're (by "you" I mean Granate, Kiwiland, and candistan, in my opinion) are being a little bit impatient, laziness is a part of human nature, its okay to be lazy every now and then, but constantly being lazy is not appropriate, apparently that was one of my lazy moments, and I know you want to be moderator for this thread Granate, but you don't need to be so strict, if you want to get my ass kicked from this thread consult WP first and get his opinion on it. OK.

I won't try to sound so stupid but I just wanted to clear things up a bit, and let you know how I felt.
