History and Astrography

The Imperial Commonwealth of Malkyer was founded during the Diaspora by refugees fleeing North America and the United Kingdom, as well as many of the wealthier communities in the British Commonwealth (Boers from South Africa, Australians, businessmen from Singapore, the Indian professional class, etc). Over time, the Commonwealth was established as a constitutional monarchy to govern the primary world, which was named Malkyer after a promised land mentioned in a novel favored by young son of the first Emperor, Alexei Áedán. Alexei was a soldier-statesman from the Pacific Northwest of the United States, of mixed Russo-Celtic heritage.

The Imperial Commonwealth has, for most of its history, maintained a strict neutrality in galatic affairs, though in recent decades calls for renewed extra-solar exploration and military build-up have issued from the Imperial Parliament.

Inhabitants of the Commonwealth generally refer to themselves as Malkyeri.

Government and Politics

The process of governing the Commonwealth is, at best, complicated. While in theory the Commonwealth is structured as a meritocratic and democratic constitutional monarchy, in practice the government operates more along the lines of a federated imperial republic, with some elements of feudalism, increasing the farther one gets from Malkyer itself.

At present, the worlds of the Imperial Commonwealth are divided into three levels of influence, as follows:

Primary World: As the home world of Malkyeri civilization, Malkyer (Pesuuzu IV) is the jewel in the Commonwealth’s crown, and the center of all political, diplomatic, military, and financial activity within the Commonwealth. With an estimated population of 5.2 billion, it is by several orders of magnitude the most heavily populated of all Malkyeri worlds.

Affiliate World: Planets with higher degrees of internal autonomy than colonies, due to their higher populations, existing national (and in some cases, planetary) governments, and more advanced technologies. Presently, Shannon and Herbert, the respective garden worlds of the Hannah and Jinchi systems, are the only Affiliate Worlds within the Commonwealth.

Each affiliate world is garrisoned by Imperial troops at the expense of the Commonwealth. Local levies are raised to supplement the Imperial Army during times of war or heighten alerts. Affiliate worlds are, by law, not permitted to maintain space navies with ships larger than frigate-class (essentially anything larger than a ScoutRon, PatRon, or fighter wing), though this has not proven an issue of contention due to the lack of technology and infrastructure among the Affiliates.

It is speculated by some intellectuals and foreign policy analysts that should the Imperial Commonwealth incorporate higher-technology worlds (that is, worlds having achieved space flight and maintaining modern militaries) in the future, such planets would be given a higher degree of prestige and influence compared to the present Affiliate worlds.

The central government of the Commonwealth may not interfere in the internal affairs of Affiliate Worlds, with the exception of the accession treaty clause which states that the “Crown may intervene in the domestic affairs of Affiliated Worlds insofar as is necessary to regulate commerce in accordance with the laws of the Commonwealth.” Like the commerce clause of the US Constitution, this clause is a loophole allowing the Crown to make the affiliates behave.

Colony: The lowest levels of Commonwealth political organization, colonies are ruled directly by the Crown through Parliament. There is very little internal autonomy, and varying degrees of law-enforcement, depending on the distance of the colony from a naval or Marine base.

Political Representation

The Imperial Commonwealth is ruled by the King-Emperor, though he has more influence than power. However, the King-Emperor possesses more of both than his 19th- or 20th-Century British counterpart; few laws are passed through Parliament without at least the tacit support of the Crown.

His Majesty’s Government operates on a simplified and modified Westminster system, with a Prime Minister as the head of government, who is elected from Parliament by the various MPs, who themselves are elected from various constituencies throughout the Commonwealth.

Parliament, from the time of the Diaspora to the year AD 2300, consisted of two houses, the House of Lords and House of Commons. In AD 2300, Parliament passed the Affilitate Act, which, among other things, established the internal political entity “Affiliate World,” and provided for the representation of said worlds in Commonwealth Politics through the founding of the House of Nations, a third Parliamentary house.

The current tricameral system consists of:

-The House of Lords, which is almost universally Malkyeri and maintains hereditary transitions of power. The Lords’ consent is required to pass any bill into law, though their consent can be super-ceded if the House of Commons passes a bill three times and the Lords reject it three times, with at least one year passing between the first and third reading of the bill.

-The House of Commons, which is made up of the elected representatives of the people. Each MP serves a two-year term, and the retention rate of MPs is roughly 70%, meaning that after each election, approximately three out of ten MPs are new to Parliament. There are no term limits for members of the House of Commons, though by custom very few serve more than five terms. The House of Commons’ approval is required for any financial bill and for any declaration of war*.

-The House of Nations, which was designed to give each Affiliate World equal representation with the homeworld. Each Affiliate is given ten seats, as is Malkyer, to fill as it sees fit (usually members of the ruling party on each world). An additional twenty seats are available for colonial representatives, though these seats hold no votes and may only give advice. The House of Nations’ approval is required to pass any bill which affects the economies of the Affiliate Worlds (i.e. tariffs, etc) and any declaration of war*.

*The House of Commons and House of Nations do not have the legal ability to declare war, as that falls under the umbrage of the “Royal Prerogative,” though only through a vote of Commons and Nations can the Imperial Army be raised and long-term campaigns (those lasting more than a year) financed. In other words, the King-Emperor may declare war and conduct any military operation he wishes, using the Navy and Marines, with guaranteed funding for up to one year. In order to extend that time period of funding, or make use of the Army, he must seek the approval of Parliament. Therefore, approval is generally sought before declaring war, in order to remove possible political quagmires before they occur.
