Statement issued with the consent of the citizens of the Republic of Snǿĵgẻrd, verified by referendum
Madam, sir;
Greetings.
You have quite possibly never heard of Snǿĵgẻrd. Ours is a minuscule country, a rock in the icy waters north of the Arctic Circle. Our national population is just seven inhabitants, of which six adults / citizens.
Nonetheless, Snǿĵgẻrd is a fully sovereign State, and has been so for thousands of years. We are a mostly self-sufficient community, proud of our way of life and traditions. We have a unique culture, language and history.
However, our national community's small size, coupled with our extreme geographical isolation, pose problems which we can no longer ignore. We lack even a permanent medical presence; the nearest doctor, in a foreign country, is an extremely long way away. A discussion among all the country's citizens has brought us to the conclusion that it is necessary for our Republic to strengthen its ties with the international community. We believe that, despite our limited means, we may have a non-negligeable role to play, and that we may establish mutually beneficial relations with foreign countries.
To that aim, we are opening our country for any foreign nation to establish a small scientific and/or military outpost on our territory. All applications will be considered, although the final decision rests with the citizenry of Snǿĵgẻrd. In exchange, we would expect levels of aid sufficient to sustain our small population.
Further steps may also be considered, through bilateral discussions. This may include partial cession of sovereignty in exchange for privileged relations and significant levels of aid.
Our community is unanimous in its commitment to preserve a viable human presence on Snǿĵgẻrd Island, and to protect our rich and unique cultural heritage and way of life. We now believe that the best way to achieve this aim is to open our territory to a negotiated foreign presence.
We thank you for your consideration.

Minister Terekwanwa,
I must say your situation is an interesting one and that I admire your determination in maintaining your settlement in the artic region. I am also pleased to tell you that your offer has been considered by the Imperial Government who have concluded that such an arrangement may be worthwhile.
In exchange for the establishment of a combined military base and research station, we can provide much, or really all, that your small community requires. And not just your survival either, we can even aid you into prosperity and eventually perhaps expansion, a decent infrastructure of your own.
Should you decide that this interests you, then giving your desire for relations of significant levels with other nations, we could deliberate Snǿĵgẻrd’s inclusion into the Infinite Empire itself (something which will not require any cession of sovereignty I might add).
I await your reply,

Minister Terekwanwa,
Of course you may. The science outpost will be a highly secure facility with the military component providing the protection of the outpost and its scientists. The research being conducted within will, for some time anyway, be secondary non-military work. Later, it may be used for more important or military applications.
In this regard, we would ask that should this facility be established, its location must at all times be held completely classified, known only to us and those in your community who must know. At no time can any other foreign nation who may take up your offer know of our presence in your land.
Integration into the Empire usually involves a supply of resources from the member nation to the Empire in return for our protection and aid, however given your circumstances you may not be able to commit to such a deal, and we can alter it accordingly. I have attached a copy of the document (http://forums.jolt.co.uk/showpost.php?p=11890279&postcount=30) recently signed with the nation Xharn for you to preview.

We would find the type of relationship established between the Infinite Empire and Xharn most acceptable for Snǿĵgẻrd.

the Kingdom of Aschenhyrst is interested inyour proposal for someone to establish a research station and/or military base in your country. we would be interested in doing both. the research station would be for weather studies and for astronomy with a small military base attached. the military base would be a resupply depot for our fleet. we would require approximately 20 acres of land for the entire facility; research station, supply depot, barracks, mess hall, medical facility, helopad and port. station staff will be approximately 20 scientists and 100-200 military personel.the benefit to your people is that we will construct and operate the port and medical facility at no cost to you. access by military vessels to the port would be resticted to our nation and our allies. we are willing to offer employment to your citizens at the facility and care at our medical facility. if you would like we could make some agreement to provide defense for your people while maintaining your sovereignty and neutrality. please supply information as to whether you would like to lease this land to us and terms or if you would like some other kind of arrangment. We would like to thank you for your interest. However, please note that our entire national territory covers only 1.3 sq km of land. We would be willing to supply two thirds of that land for any foreign outpost, but we regret that we cannot give more than we have. You would, however, be permitted to extend your facilities underground, and / or make use of our sovereign territorial waters.

Excellent, on both accounts.
As our preliminary designs for this facility have already been made, with your permission the Empire will begin shipping engineering units, equipment and materials to start immediate construction on the base. I can also inform you that once completed, your citizens will be logged into the facilities security database and our medical facilities will be open for your use at all times. Furthermore, the Empire will be sending additional supplies for your people, so if there is anything you are need of or would like sent, now would be a good time to let me know.
Secondly, I can have a member of the High Council dispatched to your nation to arrange for Snǿĵgẻrd’s inclusion into the Infinite Empire, or alternatively transport can be arranged for you to visit Yallak itself. Whichever you prefer is acceptable to us.

Greetings! We have a proposition to make that we are sure you will like.
We propose to construct an airforce base that will hold no more than 4 OSF-26 Hydra Air Superiority fighters and 2 AH-64 Apaches as well as room for at least 2 extra CH-47 Chinooks. As well, this can double as a landing strip for small aircraft (We're not talking about Boeing 747 jumbo jets), increasing the accessibility of your nation. The base will double as a hospital and research facility, since it will recieve regular aid packages from the Federation's capital.
We will allow citizens of your country to buy underpriced (eg. 0.25 Oslean Coams for a loaf of bread), food and supplies from the staff at the airforce base. Medical aid will be porvided free of charge.
About 6 pilots, 8 maintenance crew, and 5 researchers (3 of those reseachers qualify as doctors) will man the base.

Madam, sir,
We are grateful for your offer. The prospect of welcoming a hospital and research facility is one we view positively.
It would, at this stage, perhaps be advisable for tripartite talks to be initiated, including the Infinite Empire of Yallak, with whom we are close to finalising an agreement. Our small island cannot reasonably host two military bases simultaneously, and we would not contemplate doing so unless there were full agreement between all parties involved.
Please note also that Snǿĵgẻrd's society currently operates without money (for obvious reasons). It would be difficult for our citizens to buy products from your facilities without entering some form of monetary economy, and presumably therefore wage-earning employment.

Greetings, people of Snǿĵgẻrd;
There are multiple scientific ventures interested in access to your island or nearby areas. Due to what appears to be high air quality and an undisturbed environment, Zwangzug University astrophysicists would like to set up an observatory. Some representatives from the Artificial Intelligence University are also interested in an outpost to triangulate communication with Plutoni. Assuming that they can overcome their rivalry, they would share any project. In return, Zwangzug would be pleased to set up a medical facility or other necessary establishments.
If this offer contradicts the principles of Yallak's expansion, the universities will seek other land in the area.

Approaching by sea at this time of year may prove slightly difficult, or at least time-consuming. You may wish to consider helicopters, or at least equip your ships to cut through the ice.
There are a small number of locations we would prefer to see remain intact (most notably, our current living area, and areas containing rock paintings which are thousands of years old - our nation's cultural treasure). Those excepted, you may set up your base anywhere on the island.

The interior of the Frostbite echoed with the groans of straining bulk heads and the impacts of solid matter on hull, but the crew of the mighty icebreaker knew quite well that the ships integrity was at its prime. They had made runs like this many times before, but never so deep into the Artic. The ship was traveling at a mere seven knots as it plowed through the thick ice towards, if all had gone according to plan, the location of the tiny island which was home to the nation of Snǿĵgẻrd. Behind it, came another several of the giant transport ships.
Up in the vessels bridge, Lord Erkal and the Frostbite’s Captain just finished up another hand of cards as a beeping sounded over one of their communicators. After a brief moment of the pair searching pockets, the Captain pulled his out and read the message he had just received.
‘The helicopter is prepared, my Lord,’ said the man putting the device away. ‘They are awaiting your arrival.’
‘Good, I’ll go on ahead then,’ the foreign minister replied standing up from his chair, ‘this trip has been far too slow and bleak for my liking.’
‘This way then, Sir,’ the Captain said with a small chuckle as he too stood, then with a quick turn he lead the Imperial Lord out of the bridge.
************************
It took two passes until the helicopters pilots managed to locate signs of settlement within the windy tundra of the island. Due to the strong currents, it was forced to circle for a third time to get into position for landing, but once that was complete, the skilled crew managed to get the little craft down in a fairly graceful fashion.
Once it hit the ground, the Imperial Foreign Affairs Minister dropped down into the snow and waited to see if anyone came out to see what was happening as the helicopter powered down.
OOC: Sorry about the wait.
Snojgerd
07-03-2007, 14:36
The sound of the helicopter, growing louder despite the howling, frigid wind, had drawn most of the island’s population out of their homes, their thick boots crunching through the ice and snow as they gathered close to the settlement and watched a man make his way towards them from the helicopter.
There were five Islanders standing there in total, all warmly wrapped up, their faces barely visible through their thick hoods and the swirling snow. Icwelm Terekwanwa, the country’s official Foreign Affairs Minister, stood by his wife Jeshemenhyu Iukalwamit, his arms round her to help shield her from the cold. Their twenty-four year-old daughter Hedneslin Iukalwamit watched on curiously. Also there was the island’s other couple, Tazanwedha Gwohwekalaton and his wife Xu Chunhua. The latter’s one year-old daughter was snuggly wrapped up indoors, in the warmth of their home, while the island’s only other adult inhabitant, forty-two year-old Rerjiopanju Terekwanwa, had not bothered to step outdoors.
Icwelm turned to his wife.
“Go back inside,” he suggested to her, in Snǿĵ, and kissed her. “I’ll welcome the foreigners.”
Hedneslin accompanied her mother back indoors, while Icwelm, Tazanwedha and Chunhua walked up to meet the newcomer. All three of them spoke English, the language of Yallak.
“Welcome to Snǿĵgẻrd Island. I’m glad you were able to make it here safely. I’m Icwelm Terekwanwa, Foreign Affairs Minister. This is Xu Chunhua, and Tazanwedha Gwohwekalaton, two of my fellow citizens. Please, do come inside, out of the cold.”
‘It’s good to meet you, Icwelm,’ answered the Imperial Foreign Affairs Minister pulling his formal High Council cloak firmly together at the waist to stop the finely made dark blue garment from flapping around so wildly in the wind. And despite the fact the cloack covered him from head to toe, it was clear from the bulges that the man wore more decent warm weather clothing underneath. ‘I am Lord Erkal.’
Behind him, the two helicopter pilots jumped down from the now silent aircraft and came trudging over through the snow, their boots sinkng deeper into the ground every time they put their weight into each step. ‘Please, lead the way,’ Erkal continued, wanting to get out of the harsh wind as soon as possible.

09-03-2007, 18:22
"Lord Erkal, it's a pleasure to meet you in person. Please, come this way." The three Snǿĵgẻrd Islanders led the Imperial delegation into a small, basic but reasonably warm structure. Terekwanwa gestured for them to sit on some of the few chairs available, while Xu and her husband put the kettle on.
"It must have been a fairly long journey?" Gwohwekalaton commented.
With a thank you, the Imperial Foreign Affairs Minister moved over to one of the chairs, but before he sat down, he began to remove some off the excess layers of clothing he wore now that he was within a decent temperature once again.
‘I think the journey just seemed longer than it actually was,’ he answered, finally sitting. Beside him one the pilots sat too, taking out a laptop computer and a communicator so he could begin the attempt to make contact with the transport fleet. The second pilot half-knelt and half-squatted beside him, assisting in the process.
‘Fortunately,’ Erkal continued,’ I was able to come ahead. The transport ships however will still be another day or so away, depending on how thick the ice gets the further they come. Once they arrive however, there will plenty of supplies and heating equipment to unload for you.’
Snojgerd
11-03-2007, 14:01
"We'll be glad to help you with the unloading," Terekwanwa said. "This is a very special day, for all of us." He paused. "Have you brought suggestions on formalising our relations with your Empire?"
At that point, Xu brought them cups of steaming hot tea, then excused herself.
"I don't like to leave the little one on her own any longer than necessary. I'll let you gentlemen continue your conversation amongst yourselves."

Protest of Foreign Military Base and
Formal Notification of Tactical Military Status
To: Icwelm Terekwanwa, Snǿĵgẻrd Foreign Affairs Minister
From: Joint Defense Forces of the Federated Klatchian Coast (http://ns.goobergunch.net/wiki/index.php/The_Joint_Defense_Force_of_the_Klatch), via Outer Ministry of the United Duchies.
It has come to our attention that several vessels of the Yallak Empire are presently on course to your small nation. Futher investigation has revealed that you have allowed Yallak military basing right upon your territory, or more specifically under your territory.
The Federated Klatchian Coast protests this creation of an underground Artic base which could easily be a threat to our northern borders and shipping routes. Further, we have reviewed the history of the Yallak Empire and find that they have a tendency to interfere in matters which are none of their concern.
Personally, it is with a sad heart that I must inform you that military leaders of the Federated Klatchian Coast have had no choice but to make plans to counter possible future Yallakian aggression, regardless of the costs to your innocent population.
As of this notification, preliminary war plans for dealing with possible Yallakian aggression call for the immediate destruction of the underground base located near your island using heavy penetration bombs. Unfortunately, the resulting secondary destruction caused by these bombs would wipe out approximately 100 percent of your population as the island itself would not survive the bombardment.
We felt that the population of Snojgerd should know of the consequences of this base agreement, and that they had effectively 'hitched' their future to that of the Yallak Empire.
Obviously, we hope that these plans will never have to be implemented.
With Regards,
Admiral Phillip Makuso, Commanding Officer Northern Sector Olympic Fleet, Joint Defense Forces of the Federated Klatchian Coast.
-Hmrph. Possible war with Ilek-Vaad and now Yallak?
-Well, yes High General, although I do have hopes that both can be avoided through diplomatic channels. Still, the Vaadians weren't too keen after they walked out of the talks with the Dyellians so I am not too confident with them. But we know nothing of Yallak.
-Yes, well, anything that threatens our operations in Timaru and Moskau needs to be evaluated. What do you say High Air Marshal?
-Agreed. Our far northern early warning stations never even heard of Snojgerd. But we will begin long range survelliance in that sector immediately. I would also suggest that we cut vodka rations to our surveyors and cartographers.
-Very well. The VIS has been informed and they are doing their usual intel checks. Our northern battle group has also been informed.
-Stay in contact with the JDF and offer our support. Perhaps a diplomatic initiative is already being considered. Does the President know?
-Delgado probably knows before her.
====
Within the hour, a long-range A-50 Mainstay survelliance plane was dispatched to probe the boundries of Snojgerd and movements made by Yallak.
‘Of course,’ responded Erkal to Xu as she made her departure, ‘Thank you for the drink.’
After taking a quick mouthful of the hot liquid, the Imperial Minister leaned over and placed the cup down next to his chair, then returned his attention to Icwelm.
‘That won’t be nessecary, Minister Terekwanwa,’ he said politely, tying to make sure he didn’t give the impression that the Snǿĵgẻrd peoples help merely wasn’t wanted, ‘practically all of the cargo will be unloaded by crane or simply driven out of one of the loading ramps, but thank you anyway.’
‘As for formalizing our nations relations,’ Erkal continued, his voice filled with more enthusiasm this time, ‘I have some good news for you.’ The foreign minister turned slightly in his chair and reached behind to the coat he had hung over the back before he sat down and pulled a folded document out of one of the pockets. Next to him, the two pilots still fiddled away with the computer and a small portable antenna they were now attaching to the communicator. Leaving them to it, Erkal turned back to Icwelm and handed him the paper.
‘That is just a copy of the standard pact signed between Yallak and a potential protectorate (OOC: That one I linked to before, except that it would be blank in the places where Xharn’s name is). If you are happy enough with the rest of the agreement, then the Imperial Government is happy to leave it as it is and merely alter article nine, which states that in return for our protection and the like your nation will supply the Infinite Empire with resources or manpower, to acknowledge that you will instead be allowing us to use your land to house an Imperial facility.’
Picking up his cup, Erkal took another mouthful of the tea and then continued. ‘To be perfectly honest with you, the Empire can maintain your entire nation with a negligible amount of effort and so the Imperial Government feels that having an off-the-grid facility here is a more than adequate exchange for the aid we can and will provide for you.’
Snojgerd
12-03-2007, 16:11
Terekwanwa read through the draft agreement again, then handed it to Gwohwekalaton, who was as close to a "leader of the Opposition" as the tiny country had. The younger man read through it again too, then looked up.
"One small point I think we'd all like to see clarified, please, Lord Erkal. When the agreement says that we should... I quote... 'adopt the advice of the latter - that is, the Empire - in regard to improvements in administration'... What does that mean, exactly?"
OOC: Quick note: I don't do wars. There will be no obliteration of my country. I'll respond to the FKC's protest ICly, though.

Offical Press Release, Joint Defense Forces of the Federated Klatchian Coast
Two hours ago the Republic of Snǿĵgẻrd made an offical reply to the Federated Klatchian Coast. Specifically their points were:
I - That our concern about the base being constructed by the Empire of Yallak on their territory in the Artic is unwarrented.
II - That the Republic of Snǿĵgẻrd is not a threat
III - That we are brutal and inhumane and wish to hurt the people of Snǿĵgẻrd, including a one year old child.
First, to refresh the world of our history. Eight years ago the self described "War God" Dozel launched a attack against the Federation state of Remmondland via the Artic. This resulted in a prolonged struggle trying to defend the Federation, and resulting in the anhilation of approximatly 253 Million of our citizens. We take great concern in any nation which builds bases so far from its own territory, yet so close to ours. These bases can be used for forward strike capablity, and have little defensive value.
Second, the Republic of Snǿĵgẻrd is not a threat. They are not building a base, but allowing the construction of a base which we feel has only offensive capablities. As such, if the Empire of Yallak appears to, or about to, use that base as an offensive weapon against the Federated Klatchian Coas, the Federation shall respond by destroying the base.
Third, we have no desire to kill the civilian population of Snǿĵgẻrd, not even the child. But we know the consequences of inaction. We will not allow the Yallak Empire to use those seven innocents as a sheild for their future aggression. If and when the Yallak Empire decides to strike, we will respond. With the unfortunate, and saddening consequence of the end of the Republic of Snǿĵgẻrd and its population.
We feel that the Republic of Snǿĵgẻrd should know all the possible consequences of their dealing the the Yallak Empire. That they should not only be shown the pretty toys they are getting for this arangement, but the possible outcomes of their decisions in the long term.
In addition, the Federation is prepared to make a counter-offer which would allow the Republic to meet the needs of its citizens, maintain its culture and independence, and make pre-emtive tatical destruction of Snǿĵgẻrd in any future conflict, by any resonable nation, unlikely. Allow Snǿĵgẻrd to join the Federation as a full member state with only a JDF forward observation and refueling post allowed.
With Regards,
Admiral Phillip Makuso, Commanding Officer Northern Sector Olympic Fleet, Joint Defense Forces of the Federated Klatchian Coast.
‘Certainly,’ answered Erkal. ‘The exact meaning is someone vague unfortunately, but in essence it means that should the Imperial Government determine it can make a beneficial adjustment to the efficiency or effectiveness of a protectorates administration or other leadership body, that that protectorate should unless reasonable dispute or cause exists, implement that change.’
‘It should be noted however, that the agreement specifically states ‘improvements’, not ‘changes’, so no protectorate is ever obliged to alter the method by which it administers. Also, given your nations tiny population, I doubt this will ever be of a concern to you.’
OOC: Really your becoming a vassel of a state that does do 'wars'...making you a particpant of a Yallak - (insert anyone here) war if you want to or not.
OOC: No, that’s not actually true. They are becoming a protectorate and are in no way obliged to supply any form of military assistance to Yallak unless they so choose. Obviously, this couldn’t be more true for a nation that doesn’t even have a military.
IC:
‘They said what?!’ the Emperor demanded angrily, snatching the copy of the Federated Klatchian Coast’s statement out of the startled Imperial Senators hands. Given that the Emperor was an expert at covering his true emotions and so an outburst like this was very rare, the Senator and the two High Councilors who stood with him decided it was best not to answer the rhetorical question. ‘And on a press release of things!’
Seeing the expressions imprinted onto the three men, Balor took a moment to regain his composure and then continued. ‘How did they even find out?’
‘We are unsure, Lord Balor,’ spoke up one of the Councilors, the Supreme Chancellor Lord Herusen, finally. ‘Perhaps we should make an immediate denial of the claims.’
‘It too late for that,’ declared the Senator, motioning for the Emperor to look at half crumpled Press Release again. ‘Apparently, the Snǿĵgẻrd have already made a statement in defence of our base, but it has confirmed the claim none-the-less.’
A silence fell over the group as the Emperor considered his options. The other three men merely waited patiently.
‘Then for now we will do nothing,’ Balor declared finally, ‘Base construction hasn’t even begun yet, and these lunatics who we’ve never associated with before think we are about to attack them? No, for now we wait and do nothing.’

Terekwanwa exchanged a glance with Gwohwekalaton, who nodded quietly.
"Of course," the former said, "we'll have to submit the agreement to referendum. But rest assured it will have my support." He paused. "There is one other thing, though..." He paused. "We've received death threats from a country asking us not to let you in." He handed the announcements to Erkal. "As you no doubt understand, we're... slightly concerned."
Erkal took the announcements from Terekwanwa and read over them with a growing look of apprehension on his face.
‘This is quite disturbing,’ the Imperial minister said after a few moments, ‘but if I’m reading this correctly then they will only carry out this threat if Yallak makes any aggression against this so called Federated Coast. If that is the case, then this plan of theirs will be sitting around unused indefinitely.’
Handing back the copies of the threats to Icwelm, Erkal spoke again. ‘What troubles me the most is the question of how they even found out. And they seem to have a very thorough knowledge too.’
Before he could keep going a loud burst of static came out of the communicator the pilots had been working with, which ended quickly as one of them pounced on the volume control and turned it down.
‘Lord Erkal,’ said the other one, ‘we’ve got a connection.’
‘Well done, make sure those ships are going as fast as they can, I want that cargo out of the water.’
Turning back to Terekwanwa, Lord Erkal continued, ‘I’d not worry about these Klatchian’s anymore, I’ve never seen a science facility with “only offensive capabilities” and we are not building one now.’

"Good." Terekwanwa nodded solemnly. "As long as we have your full assurance, there shouldn't be any problem. Unless there's anything else, we can proceed with the referendum today, for confirmation. I'll show you to guest accomodation, if you like?"
‘You most certainly do have my assurances,’ Lord Erkal replied. ‘The Empire has never been anything but self-secluded and non-aggressive.’
The High Councilor finished the last of his tea and then stood. ‘Yes, that would be excellent. I think that we have considered everything that needs to be at this point. If you don’t mind though, I will need to retrieve a few things from my helicopter on the way.’
The A-50 Mainstay thundered along, having detected nothing at the moment. Of course, if Admiral Makuso had been able to deliver a message then presumably that would come with some form of coordinates. But a nation of seven inhabitants? The navigator shook his head as they continued along. Better to locate any Yallak ships that are likely to be in the area and report their movements back to headquarters who would, presumably, pass it along to the JDF.
The plane droned on, mindful of its fuel levels. It was an older model, not having made the conversion to the fusion powered engines that some of the other long range patrol craft have but which are currently tasked watching over other northern areas of the Klatch.

Later that same day
Lord Erkal had been invited into the small structure which served as a national meeting hall. Outside, the sky had been dark for a while now, and the icy wind howled against the basic structure's outer walls. All seven Snǿĵgẻrd Islanders were present, including little Aweluakwilmit, fast asleep in her mother's arms. Even Rerjiopanju Terekwanwa, Icwelm's brother, had come out to meet their Imperial guest at last.
The country's six citizens had debated the proposed agreement for several hours, although it was not the first time they had discussed it, and had then proceded to vote.
Icwelm Terekwanwa stood, his face solemn.
"Lord Erkal, thank you for coming. The citizens of the Republic of Snǿĵgẻrd have considered the proposal put before us. We have discussed it in detail, and submitted it to referendum.
I'm pleased to announce that we have unanimously agreed to sign the proposed agreement, and to officially formalise our country's relations with the Empire you represent.
This is a momentous moment in Snǿĵgẻrd's history. I'm happy to say we look forward to our relations with the Empire, and we'll be proud to participate in the Empire in whatever way we can."

OOC: Bump
Lord Erkal bowed his head slightly towards Minister Terekwanwa and then he too stood.
‘On behalf of the Imperial Government and the people of Yallak, it is my honour to welcome the Republic of Snǿĵgẻrd into the membership of the Infinite Empire and a future of joint prosperity and friendship.’
The Imperial Foreign Minister then turned back to his chair and picked up a briefcase, one of the things he had retrieved earlier from his helicopter, and placed it down on it’s side, flicking open the locks. Lifting the top of the case open he withdrew a formal document, crisp white paper with a dark blue trim, the same colour as Erkal’s High Council cloak, and a bright gold Imperial Emblem on the first page.
‘Altered in accordance with our previous discussions,’ Erkal said, passing the document and a pen his pulled from his top pocket. ‘You will find enough room for all your citizens to sign on the last page.’
‘On another note,’ he added, ‘I am pleased to inform you that my ships reported visual sighting of your island just before I arrived here, so they will begin unloading supplies shortly after which the construction of the new facilities will commence.’

"Excellent." Terekwanwa smiled. "I'll fetch my fellow citizens, and we'll sign this together."
Minutes later, the document had been duly signed, and Terekwanwa presented one copy of it back to Erkal.
"I think this is going to be the beginning of a very interesting change."
'I'm sure it will be,' Erkal replied placing the copy back into his briefcase, 'but I guarantee it will be a very beneficial one.’
‘Well, I don’t wish to be rude at all, but I should probably return to my ships for their arrival. I will need to direct the unloading.’
OOC: Sorry bout the cruddy post but I’m in a rush because I’ve got to be ready to leave my house in about 15 minutes.

"Of course." Terekwanwa smiled. "We'll be... getting back to our usual activities in the meantime."
If anyone was able to focus, that was. He was sure most would want to watch the unloading, and see exactly what was being unloaded. There was a feeling of excitement, of uncertainty... but optimistic uncertainty. They were on the threshhold of something their country had never experienced.
‘Unless you would care to join me that is,’ the Imperial Minister added, noting the hesitation in Terekwanwa’s statement, ‘the helicopter can probably accommodate another one or two people, depending on the conditions outside.’
Erkal glanced down at his watch, while he waited for an answer. If all was running on schedule then he still had five minutes until the aircraft would be ready and forty minutes before the transports would reach the coast.

Terekwanwa thought about it for a moment, then shook his head and smiled.
"No, thank you. There are things for us to do here. And I'm sure you're very busy too."
ooc: I took few liberties. Up to you two if you want me in...
IC:
The ice-strengthened cruiser Bear Paw slowly churned northward towards the location of the nation of Snojgerd. It would follow the Untold Maker, one of the largest, heaviest and fastest ice-breakers in the Vrakian fleet. Together, the two ships should reach the tiny nation within two to three weeks or perhaps even longer, depending on the conditions. In truth, the Vrakians haven't extensively explored the whole northern wastes else they were sure that the tiny nation would have been discovered long ago. This would be ironic since the Vrakians did, for reasons mostly unknown to outsiders, have a particular interest in keeping a close eye on the northern areas, despite recent history demonstrating that it was the southern states in the Klatch that proved to be more worrisome.
Perhaps the Vrakians were not so concered with exactly what went on in the north but just as long as it stayed in the north. Any indication of a possible invasion or new presence springing up in the Arctic would only feed the paranoia that the military and now the rising influence of the Order of Bok had about that area. The orc activity north of Timaru and Moskau did not exactly help to assauge their fears, so the majority of the rational thinkers in the establishment really had no choice. They placated this vocal minority by sending up a reconnaissance plane as a precautionary measure. Once the nation was discovered and with the public texts analyzed, it was decided to send a more proper delegation to investigate this tiny nation and, of course, the intentions of those from Yallak.
And as a further precautionary measure, a long-range flight of bombers complete with escort and rigged for the especially cold temperatures was also on standby in case things went south.
OOC: Vrak: I have no objections to your involvement.
IC:
‘Yes, I will be somewhat busy quite soon I would imagine. Well, if you will excuse me then.’ The Imperial Minister bowed his head to his hosts in the more formal style Yallakian greeting/goodbye and then exited the meeting.
*****************
After a minor technical delay, which thankfully the pilots were able to fix without a mechanic the helicopter touched down safely on the first of the icebreaker transports just minutes after it reached the Snǿĵgẻrd Island. By the time Lord Erkal had exited the aircraft and made his way back to the bridge, the vessels cargo ramps were already being deployed and the center cargo hold doors were open and awaiting approval for the crane to begin its work. That approval came almost instantly of course. The Foreign Minister wanted the transports unloaded as quickly as possible, not wanting to risk any cargo or ships to over eager military activities from this Klatchian group.
As truckloads of equipment drove out of the ship and huge containers were lifted ashore from by the heavy crane, the remainder of the four transports took up positions behind the first, waiting for their turn to unload.
OOC: Sorry, I've been fairly busy lately and have dejected this thread. Anyway, if you want me to RP the construction of the facility I can probably do a post on the weekend.
OOC: I'm busy too but I was hoping to hear from Snojgerd
IC:
-Anything yet?
-Not yet Captain. Although, we haven't heard if the Ministry of Rites has sent a diplomatic message.
-They will not. We are the diplomatic message since their nation is so small and, quite frankly, quite isolated.
-Ah, understood Captain.

The two ships slowly made their way through the pack ice, carving a path that carried them closer to their final destination.
