Consular Ship Persephone Dream
Liason Ian Wolfe (http://www.washingtoncaps.com/uploads/players/39D020EFE569470DAC0B015117DF5F94.jpg) sighed a bit as he stepped into his office and sat at his desk. As he always did before he got to work, he looked at his surroundings: it was a small room (well, it was large for shipboard standards), walls painted a drab off-white, floor carpeted with that hard, dark blue carpeting that one only finds in offices or other places of misery. There were flourescent lights in black brackets, spaced evenly along the walls. The furniture of the room made up for its construction, however: along one wall was a very nice leather couch, and two well-stuffed and finely upholstered seats. Ian's seat was actually a leather recliner, but it looked official and business-like from the other side of the desk.

The desk itself was a monstrous creation of real mahogany, finely polished and barely scuffed at all, despite years of use. On it was a messy pile of papers, and a computer terminal. Wolfe perused the papers, deemed them unimportant or out of date, and swept them into the trashcan under his desk. Ian booted up the terminal and checked his messages.

He had one labeled Urgent:

The Republican Senate, in its wisdom, has decided to task our province with a diplomatic mission to test our abilities and worth to the Republic. You, Ian Wolfe, are the agent that the Commonwealth Parliament has chosen in this mission. You are to seek out the neutral nation of Telros.

The Telrosians have made no aggressive moves towards the Republic, and already show a glimmer of civilisation and greatness. Let us ally with this noble people. Your task is to attain, at the very least, trade sanctions with this people, however the Senate wishes to impress upon you that non-aggression treaties, as well as mutual defense pacts, would be in the interests of the Republic.

Upon completion of this mission, the Commonwealth will become full members of the Republic. Do not fail us. Get to work, Ian.

Ian's hands hovered over the keyboard for a minute. Well, damn, I was hoping for a nice, easy day. So much for that. After a few seconds of reflection, he wrote a short communique to the Telrosians, and got on the intercom and called the captain of the vessel. "Captain, we've recieved an assignment. Take us to the nearest Telrosian listening post and have them relay this message to the government." He punched a button on the keyboard, and the communique was loaded into the memory of the communications array. "Understood?"

"Yes, sir. We're close enough to send the message now. Message is being sent," the Captain said gruffly, and put down the intercom.

Federation Outpost 074-Omega

Another day, another boring shift in the ass-end of Federation space. Sergei sighed and closed his eyes, taking a deep gulp pf coffee. The outposts served as a warning system of sorts. The Federation already deployed tons of sensor drones that regularly patrolled the system. That and they had the Psy-Korps working on defense as well, using their gifts to sense what was out there and predict trouble. He shivered at that thought. They had been part of the military since the Psychic Rights Act, which had been signed in shortly after the Bug War. It had been heavily attacked by it's many opponents but was passed through. The civilians were horrified by the psychics, fearing for their minds. As did everyone, even the soldiers. No one would ever gainsay what the Psy-Korps did in the war but the power they wielded...it was scary. But, generations of living together were weakening those prejudices, soon they would be all gone. "Better enjoy them while I can...." Smirking to himself, he tasked the computer to do a scan, and to have the sensor drones dump their data for the past two hours. The outposts had some of the best computers money could buy, government money anyways. They had incredibly fast processors, so they could digest, read, and archive the many files pouring in, no time flat.

Of course, the outposts were basically to hold the fort before colonization as well. Soon enough, there would be a flood of those annoying, whining, arrogant little bastards, and every military person would be tempted to just shoot the lot of them. That happened a lot, but the government hushed it up. He sighed. "If there was only a colonist hunting season....." Data flowed in on the screens and he shut up, quickly scanning the reports as they appeared. Meteor, comet, comet, nothing, nothing, nothing, FTL detection in nearby systems, nothing, nothing, message, comet- "Wait, what?" He tapped a few keys, calling for the previous message, and then inputed a command, seeking the details of the message. Then, the message from the Commonwealth appeared in all it's glory:

Sergei sat there, blinking, reading and rereading the message. Then he swore, fluently and loudly. "Fuck! I just had my leave ready! I would have been off this rock, SICON's going to have me stuck here for another year! Fat, ugly, sonuva-" He was cut off by the computer, which beeped insistently, asking for instructions. He gave it a suspicious glance. He could swear that this thing was smart, that it had some intelligence it kept hidden. Eyed narrowed, he typed up a small report and sent it to the local HQ on the planet Seraph. The military commander there could deal with it...... Tapping a final key, he sent it off to Seraph and sat back, muttering to himself, and drinking his coffee savagely....

Seraph System, Outer Federation.

The A.I. sighed in relief as it reached the safety of the Commander's office. That damn idiot back at the outpost had almost caught her. She had done her best in keeping him oblivious to the fact that SICON had A.I's in it's outposts, just in case the operator went crazy or something. Which Sergei was about to do. She opened up a dialogue box with the Commander of the military forces of that sector, Commander Welsh. A fat and jolly man, he regularly dressed up as Santa Claus and was a devout believer in his god. A good man, albeit a bit too light-hearted sometimes. When he saw the text box, and saw the A.I's message, he jumped up and quickly began typing.

<CommanderWelsh>: Well, it is interesting to see you Maria, how has it been at Outpost 074-Omega?

<Maria>: I will rip out your balls if you say that again.

<Commander Welsh>: Oooh, touchy. Alright, I'll bite, what happened? Did he set off the reactor again? This will be the third time this month.

<Maria>: NO, DAMMIT! I told you I fixed that. For the love of- Look, read this.>

The message was displayed and Welsh's eyebrows rose up.

<CommanderWelsh>" Ah I see, well then. I will commence talks with them. You, inform SICON. The Federation certainly has been busy since we started going out into the galaxy.

<Maria>: Ok, will do. Also, please, don't do anything too stupid until I come back. I would like to see this planet in one piece. It's the only valuable thing here!

The A.I. left fuming, and Welsh chuckled. He loved to piss the A.I. off, god knows the A.I. did it to him more than he did to it. Opening a file, he typed in the following response and sent it back:

My good sir, first of all, welcome to the Terran Federation. This...Telros, we have no idea what you speak of but I welcome you nevertheless. I have sent the coordinates of this planet to you and request you come here for the meeting. Please, arrive at the edge of the planet's space, as will be shown in the map I sent as well, and we shall escort you in. No activation of weapons, please, we get touchy at the possibility of a fight. I have contacted my superiors and will be getting orders shortly but until then, I shall speak to you. See you when you arrive, I am sure we will have a fun time together!

Sincerely,

Wolfe read the letter. "Oh, dammit." He dropped the sheet it was printed on in disgust.

"What is it, Mr. Wolfe?" his aide looked at him with concern.

"I got their name wrong. What a freaking blunder." He sighed. "Well, I can't very well call them Terrans. I'm not a blasphemer. I'll have to explain this to him. By Terra, this job is more than it's worth..."

Shaking his head, he relayed his orders to the captain, and typed up a reply to Commander Welsh.

We are on our way. Our ship is unarmed, you need not fear violence from us.

I apologize for the blunder with your nation's name. You see, Holy Terra is the legendary homeworld of our people, and calling you Terrans would be idolatry. Telros is the name of a constellation seen from the sky of Panthera, our throneworld; the first location that we discovered you had claim to was a star of this constellation. Since then, we have called your people Telrosians.

After the message was sent, the consular ship entered the Immaterium. Two hours later, after an uneventful trip, it arrived at the edge of Seraph's star system.

Commander Welsh waited in his office, humming happily to himself. Maria would be back anytime now and he would have his orders. That and when the message came through, he would be able to do his first encounter with another nation. He almost shook apart with excitement. At that moment, Maria appeared again, opening another chatbox.

<Maria>:Alright I am back. Have they replied yet?

<CommanderWelsh>: No, not yet? So, what are my orders? Do I get to talk to them and introduce them to the Federation? OOH, or even tour them around Seraph.

<Maria>: >_< *sigh* Why me, God? Why me? NO, you do not get to talk to them or do your damned tour! You remember the last time we tasked you with something important?!

<CommanderWelsh>: That was an accident, I swear!

<Maria>: Yeah, botching a peace treaty that took months to get set up, with painstaking efforts by the Psy Korps, and you botched, BECAUSE YOU DIDN'T EVEN BOTHER TO RESEARCH THE SITUATION!

<CommanderWelsh>: -_-

<Maria>: AGH! What are you, twelve? Never mind, rhetorical question. I am to represent us. I have been given a hologram form to use to speak to them. You are to sit here, say nothing and make no moves. SICON will be displeased if you so much as move in the direction of the meeting. And they are watching via the cameras. Understood, Commander?

<CommanderWelsh>: Yes, Ma'am.

Maria muttered to herself and she zipped through the pathways of the computer network on the planet, namesake of the system, Seraph. "Swear to God, if I had hands, I would have ripped off his balls and turned him into a chewtoy!" She felt a ping and realized it to be an incoming message. Quickly moving to the inbox, she absently gave the handshake protocol and entered. Opening the message, she quickly read.

She raised an eyebrow. They must have not been here for a long time. She made a reply and sent it back in a millionth of a second.

Thank you for coming unarmed, it makes things MUCH easier. I apologize if the Commander did anything to insult or confuse you, he is rather.....energetic, to put it simply. I am the one you shall be meeting for this conference, and have been given authority to treat with you. I do have some information for you. There is a nation, the Chronosian Imperium, which originated from Holy Terra, and they intend on retaking their holdings there. I would advise staying out of their way; I have hundreds of accounts of the nations they have consumed, many stronger than ourselves. Simply leave them alone and don't ever fight them. Trust us, since we are allied to them. Now, you may call us Terrasians, from our homeworld Terrasia. The coordinates for the docking bay have been sent to you and an escort prepared. I hope to see you soon.

Awaiting your presence,
Sentient A.I. Maria, SICON representative.

Ian's breath caught as he got midway through the message. Allies of Chaos? This job is more trouble than it's worth...

To: A.I. Maria
From: Ian Wolfe

Oh, believe us, we've run into the Chronosians before, both fighting with and against them. We were previously unaware that you were the allies of Chronosia. I hope that we can be on friendly terms despite this, and I will certainly strive to ensure that relations between our nations are positive.

We will reach your docking station soon.

Meanwhile the Terrasian escort arrived. They traversed the Seraph system and quickly arrived at the docking station. After the consular ship touched down, the rear bay door opened, and Liason Wolfe stepped out into the bay, waiting for a representative of the Terrasians.

One final message was sent back before they arrived at the edge of the system.

To: Liason Ian Wolfe
From: A.I. Maria

Trust us, we don't attack like they do. As long as you don't attack them or us, we are fine. If you do...well, we both know what happens. Alliances are tricky things....Anyways, friendly terms are our hope and we will do our best as well. I will see you in the meeting room.

From,
A.I. Maria.

Two corvettes escorted his ship in system, and watched over the system as well as the GTR ship for any wrong moves, as it docked with the space station. An escort of five M.I. trooper appeared. One held out his hand. "Greetings, I am Lieutenant Jennings, a pleasure to meet you, Mr. Wolfe. If you will follow me, the meeting is this way." She briskly ordered her squad to form up around them and then led Ian throughout the station. He saw advanced computers with scrolling text, white and blue-uniformed people walking around, speaking softly. And the ships gently floating in orbit around the planet through the windows. Eventually, they reached a small room. There was a large table, with a device in the center. "In there, please. We will be outside, if you need anything." The door locked behind him and the device flickered on, showing a hologram. A woman, looking to be in her late twenties appeared, with short brown hair and a navy uniform.

"I am Maria. Welcome to Seraph."

OOC: Huh. I'm currently engaged in combat with Chronosians, in Toopoxia... although, ICly, neither of us know this.
IC:

Ian walked through the ship, wondering why an escort of 5 soldiers was needed. It wasn't like he was a threat or anything. He had gotten fairly soft, after retiring from the Commonwealth Guard five years ago. He was still quite strong enough to intimidate most civilians, but his days as a warrior for the Commonwealth were long past.

What stunned him most, as he walked through the halls, was how quiet it was. Commonwealth vessels were, like most ships of the Imperial Shipyards, noisy as hell. Machinery clanked constantly, gears creaked, enlisted naval personnel sweated and shouted constantly as they worked on the ship, and, above it all, the engines rumbled intensely. Wolfe was almost unnerved as he walked through the Terrasian ship.

He stepped into the meeting room, and blinked at the hologram. After she greeted him, he broke out into his characteristic, easy grin, and said "Thank you. I assume you know who I am. So..." he cleared his throat, wondering what to say and taking in her uniform. "Uh... should I salute?"
Telros
02-03-2007, 01:29
OOC: Indeed. Don't worry, I wouldn't attack you unless Chron asked for my aid. So, for right now, we are simple delegates talking to each other.

IC: Maria smirked. He was very interesting, for a human. Most would dumbly stare at her or pretend she was lower than them. Some would even be insulted at not having a "living" delegate to speak to. But this one, he was down to business and made light of the situation. Everyone on the station, at least the command staff who had been notified of the meeting, were very tense. The fact that their reaction to the mention of being allied to the Chronosian Imperium was troubling. She, as well as they, were eager to get into relations but not start a war or get into constricting deals with this man. They already were very distrusting of the Republic. They had tried democracy, long ago, and it had failed miserably, bringing them to the bring of destruction. But, if that was their kettle of fish, so be it "No, you do not have to salute. I merely wore this as I didn't want to startle you and I have to, diplomatic protocols and all. And yes, I do know who you are, Liason Ian Wolfe, and why you are here. If you don't mind, please take a seat and we can get started." A chair slid out from the table, showing him where to sit and she turned to the other sides of the table, where other holograms popped up, blank and ready for data. She focused on readying all the data and files she had prepared for this meeting, while he sat down. When he was comfortable, she turned back to him.

"So, Mt. Wolfe, you mentioned something about a trade agreement and an 'alliance'," she put a tone of suspicion to it, showing that she was uneasy with the prospect, ", so, mind fleshing out these proposals and why the Republic has even bothered with us? I would have assumed our government would offend them. That and who we have allied with, as you have clearly stated already." Her face was neutral but her eyes sharp, staring at Ian as she waited for him to reply. She may like him, but she would let nothing hurt the Federation.

Nothing.
Ghost Tigers Rise
02-03-2007, 02:15
Wolfe cleared his throat. "I was told to ask for 'trade sanctions' with your people... which makes me wonder what idiot wrote that message (OOC: *coughs at Taledonia*). I assume they meant something like allowing open trade between our nations, not tarriffs or licensing schemes. And, by 'alliance', I really just meant a non-aggression or mutual defense pact."

Ian had to smirk. "As for why the Republic is interested in you, I have no idea. They didn't tell any of us anything, just 'Ian, gofer trade' and 'Ian, gofer pacts'. It's not like we're a major part of the Republic, we're a boil on the ass-end of space. And my concerns over the Chronosians are limited to my country alone. The Adeptus Astartes represent the majority of our military strength, and if they discover that we're entering peaceful talks with an ally of Chronosia, they'll overthrow the government and turn us over to the nearest representative of the Imperium of Man."

Maria sighed. It seemed everyone wanted trade....and alliances. She sat down in a holographic chair and rubbed her temple. "The trade thing is no problem, however I need to know the details for this alliance, whatever it may be. You choose what it is, because we have protocols around alliances, and if I don't know what alliance it is, I can't give it approval of any kind." She shrugged helplessly. "Gotta love politics." She raised an eyebrow at the...way he told what the Republic wanted. "Huh....interesting opinion. Well, just don't attack us, I would rather not have to fight your people. Besides, you seem like a good enough guy, don't want to make you unhappy, do we?" She winked at him before continuing. "Well, whatever. I just wanted to know. I need the details on this alliance. Is there anything else you want to add for the Republic, for your nation or just for the hell of it?"

Ian liked this AI. She was almost a real person... and a damn sight more human than a lot of the phonies he'd met as an officer. Wolfe cleared that thought from his head.

"Well, when it comes to potential alliances, it would be easier if you outlined what would be optimal for your people. I've already said what we're asking for: an NAP or MDP. I'd like to hear what you want. Also, I need the bit about trade being no problem on paper. And, under the 'just for the hell of it' category," he inhaled deeply and looked around the office, "...I like the decor." Ian smiled jauntily.

"I'm afraid a mutual defence pact and a non aggression treaty all involve months of negotiation." A snide voice announced from two almost concealed doors at the other side of the room. "The emperor rarely enters into such agreements without significant and lengthy discussions on the matter. I hope you understand, the empire does like to cross all the t's and dot all the i's and what not." Inquisitor Saxum smiled slyly as he made his way across the long expanse of the room. Clothed in the dark crimson of the Imperial Inquisitorius the force adept took a seat at the far side of the table, most of his face masked by the overhanging hood familiar to the Sith. "Maria my dear, I'm afraid your authority is overridden by Obsidian level clearance." Saxum's smile turned into a grin. "Now I believe you were wanting to discuss something about trade relations, Ian Wolfe of the Republic?"

Maria heard the voice and turned. Who the hell did this guy think he.....She started at the sign of his nation on his shoulder. Her protest died in her throat, he was an Imperial Inquisitor. Her face paled, in the sense a flash of white went across her normally blue projection. It became almost pure light when she heard the clearance. "Obsidian level? Only the Sky Marshal gives those out....Holy crap, this guy must be the top dog." She merely nodded and then disappeared. She was still there but too ashamed to be in the room. She heard the guys tone and knew this was not going to turn out well. But there was nothing she could do.

Wolfe was royally pissed, both at the interruption, and the fact that he had been spyed on by a supposedly honest and open negotiation.

"I am Inquisitor Saxum, envoy of the Galactic Emperor and representative of the Federation government. I am here at the request of our high command to commence negotiations regarding trade and mutual non aggression between our states. "The Federation is now within the empire and as such, we are all one family. Maria now falls within a much larger chain of command, so..... negotiations at any level with the republic impacts the greater...... design." Saxum maintained perfect eye contact.

Ian matched his gaze evenly. "Hmm. Very well. I was under the impression that the Telrosians had the ability to speak for themselves, but I guess I'm stuck with you." Wolfe had given up trying to reason with the man; he wanted to draw the meeting to a close and be out of Saxum's repulsive presence. "You already know what my people want. What is it that you and the people you're representing want?"

OOC: No offence mate but being the leader of a multi nation alliance and organising a war with over 18 nations takes its toll a little bit. I am posting in this thread as much as possible, but I am split a thousand ways, not to mention real life where I'm a busy busy man at church. Anyway, life is very busy and I do not forget about threads.

"The emperor." Saxum said with delicate reverence. "Is interested in formally establishing trade relations and more importantly a non aggression treaty between the Galactic Empire and your own..... Republic I believe you're calling it?" Saxum took out a data pad from one of his long sleeves and began to take notes.

OOC: Yeah, sure you are. :D
Sorry 'bout that, but, c'mon. You took over for someone who was just as competent and wasn't nearly as busy, and whom I knew and liked RPing with (No offense to you, or anything. I've never actually RPed with you before).

Ian stared at the man for a second. Well, that was easy.

"The Republic, correct. Uh, yeah, that sounds good. Glad we're in agreement." Wolfe cleared his throat again. Damn consular ship. Always gives me a sore throat... "So... is there a paper I should look over and sign? Any reason we can't solidify trade relations and an NAP right now?" C'mon, man, say 'no, we can finish this up right now'. You know neither of us wants to be here...

OOC: No offence intended but RP on II involves politics, and this involves inter alliance politics as well. Getting involved in the international arena brings international sized surprises.

IC: Saxum peered at his data pad and looked at the first item on the agendum. "The empire is prepared to allow trade with the Republic of upwards to twelve billion metric tonnes per year, with deficit penalty tariffs both ways. Market restrictions will naturally apply to defence sectors and starship manufacturing. In return for this wide-ranging offer, we are prepared to offer a non aggression pact with the Republic, for mutual security and prosperity."

OOC: Yeah, but this isn't real life, this is a game. I prefer playing with people I know, and I prefer meeting people via third parties, not jumping directly into an RP with some guy I know nothing about.

Wolfe sighed. "Okay... define 'deficit penalty tariffs', s'il vous plait."

OOC: You must despise being on the internet....?

IC:"Well naturally, we would both desire our economies to be running at a trade surplus." Saxum waved away the point. "Something that the empire does very well, but in the event of a deficit, the tariff is designed to limit supply and demand and economic offset, so that we can see to the fundamental flaw in our economy. I hope that this would meet your approval in safeguarding our own mutual societial interests?"
