Terrorism In Honako [Smokers Union]

OCC: This thread will basically be me recounting stories of the terror attacks of Honako’s smokers union, our only terrorist faction. It will be updated when a new terror attack takes place etc. so not everyday or anything. If you have an RP thing going on about terror groups, please inform us and we may join it. Also you can forward diplomatic stances on this situation, condemning, or supporting the attacks, but we won’t need any military/aid assistance. But we may consider turning this into an RP thing if anyone wants to play the role of the Smokers Union (terror organization).

The smokey alleys of the Liche sewer system had not been entered, by any sane man or soul, since the ban was enforced on smoking twenty years ago. Long had the years past when people would moan and plea to the government to go down to the murky depths of the unforgiving and decrypted sewers to fix the pipes and cover up the tangy smell. Everyone, including the government, was in fear of what was down there, the organization that made the underground reek of old smoke… The Smokers Union.

Brief History Of The Smokers Union

December 15th 1987:
Honako National News Network (Proudly Sponsored by the Government)

News Reporter “Today a law was passed by the Honako Independence Commission, currently in there eighth year since formation, that all smoking should be banned – outright. The initial law had proposed just for smoking to be disallowed in public places, but due to being presented with the startling statistics that 58% of all citizens of the country are currently addicted to smoking, it was announced by the Commission 18 minutes ago, in the Jabero Independence Square, to a crowd of almost 128,000 Pro-Smoking advocates, that all smoking will be banned with immediate affect as they Commission believes it poses a huge health risk. This caused huge outrage and over 1,000,000 protesters are set to take to the streets in three days time complaining that it is a breach on there ‘human rights’. The National News Network would like to make it clear that these protesters are disillusioned fools who will be dealt with, and we totally support the Commissions decision. Over to you Ken…’

The protest saw over 2,000 arrests and a mass evacuation after Commission officials order the disbanding of the protest by the police before it reached the Independence Square. Thirty people were killed. The Smokers Union was formed ten days later. The penalty for smoking was 5 years in prison. Over 24,000 people were sentenced in the first year, although only 1,400 served the full prison time. The rest received near bankrupting fines.

March 19th 1993:
After being present for six years, with huge money backing due to the amount of wealthy citizens that wish to see Smoking restored (almost $700 million had been donated) The Smokers Union decided to make itself known. After a relatively low profile and danger level – only three out of ten – in the Commission’s Danger Level, they were unwatched and launched an attack on a Government Building located in Jabero, used mostly as a place for the Commission to write and send letters to foreign nations. The attack saw bombs laid at the bottom of the building, so the whole place collapsed when they exploded.

517 people were killed and the Smokers Demanded that the law be changed so all could smoke freely or they would destroy the Commission. The Commission denied there request. There Danger Level was raised to ten.

September 4th 2004:
3074 government officials had been killed by attacks by the Smokers Union, and 655 citizens since March 1993. They were officially Honako’s only terrorist faction. On this day there was a defining moment – they fired a shot at the Head Of Honako’s Independence Commission, Ms. Gloria Hart. She died on the scene and was replaced with Mrs. Bourla Parkins. The Commission announced full fledged war on the faction, and said no single member would be given mercy. Of The Smokers Union 1028 members, 457 were arrested and sentenced to 72 years in prison, no matter there involvement, and 268 killed that year alone. To the Governments ‘knowledge’ only 122 members remain – the rest leaving the faction – and they all hide in the sewers of the current capital Liche…

Honako Town, Second Largest City / Population: 3,022,000

It was a cold Monday morning in Honako Town, the greying streets of Honako’s most depressing city lifeless of human forms, but the trickle of kids going to a central city school and the odd shopper. The trees slowly swayed in the icy wind and a low murmuring noises could be heard, probably the sound of the International Airport, by far the largest in all of Honako. The winter storms had hit Honako hard all over and already claimed the lives of over a hundred citizens, and many rural regions have had there roads blocked by falling trees, and there homes snowed in.

Jack Burking was sitting calmly on a bench on Golden Road 14th Regiment, a warm tea in his right hand giving him a pleasurable sense of well being, and a newspaper on his lap. He read over the stories of the bad weather, new social reforms and more Commission propaganda on the oppressed people. Jack wouldn’t have called himself a civil rights activist, but he had been present at many demonstrations against the government’s cruel way of running things. He liked the cold and relished days like these, when the streets were quiet and free from the bustle of everyday Honako life. Behind him stood a tall structure, of a grandeur nature and very imposing, a building of 27 floors, each one of them decorated to impeccable taste, with furnishings worthy of the High Commissioner. It was the home and meeting place of Honako’s Independence Commission, once a former office of the evil Belgium dictator of Honako, and now used everytime the commission wandered into the city for meetings.

He jolted from his daze when he heard a high pitched scream ring around the empty street (but for a few restless armed guards) and turned around, then seeing nothing, turned back to continue reading the Jobs section of the newspaper. Suddenly, in a huge gush of some unimaginable force he was flung from his seat right across the street, the bench carried with him…

To: High Commissioner Mrs. Bourla Parkins

Today, at 9:14am a series of bombs were exploded on ten floors of the twenty-seven floor complex of the secondary Commission in Honako Town. The whole building is in a state of pure destruction, and an estimated 300 workers there are dead. All we can say is thank god the Commission weren’t there. Within minutes of the explosion The Smokers Union confirmed that they had committed the attack on our nation.

Knowing you were carrying out matters of diplomatic importance in other allied nations I decided to call a Honako Independence Commission meeting without you to decide on what to do. After a few hours of debate we sent 265 Army personal, all armed and gas mask protected, into the Liche sewers to eliminate what we believed to be the remaining members of The Smokers Union. All we found was evidence of a quick escape. They are set free, the union who killed so many of us and who we granted the right to live have rebelled again – all for the right to smoke! We don’t want a civil war on our hands, we must strictly monitor any suspects and stamp down on the Smokers Union so we can stop there terror acts. We will report on any more details if we get them and request that you return to Honako immediately.

The nation of Honako thanks you for your kind offer of aid, although currently we have enough forces to deal with this problem. What we really need to do is to investigate and track the terrorists down.

But Honako is very pleased to see you honour the alliance and hopes you will inform the nation of any strifes you have (via telegram) if there are any so we can assist.

I probably should of made it clear in the title that this is a semi-closed thread without aid just the giving of a nations stance of the situation in hand. Basically I will be posted up Honako's fight agaisnt this rebel group.

Though the Government of the Serene Democratic People's Fiefdom deplores violence and the loss of innocent lives, we are also astonished that a modern government can enact such reactionary and villainous policies that punish innocent smokers.


Far be it for us to say, but sometimes when a man beats a dog, the dog bites back.

Consider this goal well should you decide to enact more social-engineering in future.

OOC: If you were looking for changing scenery in your hunt for the terrorists my own nation is in the middle of destabilizing. The feudal system is cracking under its own weight and the prince is grabbing for power.

What does this mean to you? Well is means that a lot of my internal economy and security are going to pot. My arms manufacturing accounts for about thirty seven trillion dollars worth of my GDP – and their clients are being picked off left right and centre. Sufficed to say there is a glut in the market and easy access.

You’d have to come in by boat because of the no flyzone but I am open to this if you wanted the Smokers to have a foreign cell.

I can understand your viewpoint, but it was viewed as a serious health risk, and so we had to take measures to keep our citizens healthy, and standby our descision even if it has come with it's problems.

Meanwhile, The High Commissioner Mrs. Bourla Parkins has boarded a plane and the Commission will meet tomorrow to discuss what they shall do about the situation.

Mrs. Bourla Parkins watched the screen; eyes open and face expressionless, smooth by a lack of compassion, as the images flashed across it. A burning mass of flames engulfing the building, innocent people rushing out of it, bleeding and smothered in burns, crying for help. It continued to show more images of the fire and rescue forces struggling and failing to kill the flames, which slowly crept into other buildings in the street. The whole scene stank of death and destruction, and at the end of the slide show of cruel images the Commission had presented her, was the total number of fatalities: 312 government workers, 72 citizens - total: 384 dead. This is was the second most deadly attack The Smokers Union had committed on Honako, they were back, and they were back in full force.

The whole Commission, 243 of them, sat quietly and stared at her waiting for a reaction. This was the fifth time she'd requested to see the horrific scenes of the event, and each time she sounded more guilty in her asking - guilty of the fact she hadn't got rid of this terrorist faction whilst she had the chance. Finally she swiftly swirled in her chair - her face pale and masked by a glaze of nothingness, the whole of the Commission watching her every movement, and she spoke just these words "I will address the nation. Now."

[Voiceover On HNN] We interrupt this broadcast of '20 things you love to love about Honako' to bring you breaking news from the 'Honako National News Network (Proudly Sponsored by the Government)'

A jolting flash went across the screens of millions of Honakoens before the black faded to an image of a rushed commission announcement, lead by the High Commissioner, appeared on the screen.

“Good Evening Peoples of Honako” Mrs. Bourla Parkins began “We are at war. Not at war with another nation, but with ourselves. This is not a civil war, but a war that the rebels of our nation have decided to commence. Yes – we speak of The Smokers Union. There is no doubt in my mind all of you will have heard of the recent attacks in Honako Town yesterday morning, this attack was by The Smokers Union, a terrorist faction we thought we had all but been rid of. We where wrong. But we will not fail you, just as you will not fail us. You know like we do that if we give in to there demand of a free smoking country, not only will it be a huge health risk to us all, but it will make us weak. So we will not surrender, and they will not attack again. If you know of any information, any whatsoever, that could lead us to a member of this vile cowardly union, you will be greatly rewarded. We may also consider inform Interpol of this event we find it that serious. Peoples of Honako, you know what’s right – do not be afraid to speak out, or you could be the next victim in there vicious comeback”



Reporter “You heard that message loud and clear. The Honako Independence Commission would also like to make it clear that any public supporters of The Smokers Union or any citizens who refuse to give over information about there whereabouts will be severely punished. Also, as of midnight, all smokers found will serve the 5 year jail time, no fines will be enforced. We now return to our normal programming”.

Thought the Government of the Fiefdom continued to denounce the terrorist actions of the Smokers Union, the same sentiments could not be said for many of its citizens. Posters soon began to appear on trams and under bridges that denounced Honako's answer. One poster in particular became the favourite of activists and students across the nation.

"...well in my opinion any avid supporters like this should face the five year prison sentence like the smokers" spoke proud pro-communist Commissioner Lance Williams "We should send in the bombers to wipe out any of the disagreeing citizens of other nations too, that'll show them the government means business"

"Are you crazy?" Mary Hodge shouted across the room "You want to start a international war over some hippy radical students putting up a few posters in there dorms? We should let there citizens do what ever they please if we don't want to be bombed."

"Let there citizens do what they want, I'm fine with that, but ours should be monitored by police when protesting and these posters should be banned over here - they encourage terrorism." Lenny Marks got his viewpoint across.

"I concur" an unknown voice said, and soon there was a loud roar of debate, engulfing the whole huge Commission room in noise. Many didn't even hear the High Commissioners cane crashing down on her desk for silence, and the arguing only stopped when the Deputy wailed "Silence" across the room "The High Commissioner wishes to speak."

Mrs Parkins stood proudly and began her address "Firstly, I think we are all in conference about one thing here - Lance Williams is a fool" mild laughter spilled across the room "and secondly, I agree that these posters should be banned over here. Any use of them will see an on the spot fine of $1000 dimes, god knows how they got over here anyway. Protests will be disbanded as well, we don't need students jumping on the Smoker’s Union bandwagon - our people must follow us."

"Now, we have another issue here. Today we received a letter from the Smokers Union, it reads this:"

An image flashed up on the huge conference screen and all the Commissioners looked on.

To our most unworthy government,

As you can see - we're back. You have beaten us, torture us and sent us too the sewers but we have never given up our resolve. We demand that by tomorrow you remove 122 members of your commission and replace them with all the remaining members of our Union, so we can finally have a deciding say on how this government is run. Of course, we also demand that all smoking is legalised. If you do these following things, no one else will be hurt. If not, tomorrow I suggest you take a visit down to the subways of Liche; it will be an explosive sight. It's obvious we have support - do the right thing for once.

A voice from the crowd of Commissioners broke the silence and said "Well, there’s obviously only one response..."

News Reporter “I will never forget this day. The sound of screams and pain emerging from this horrific scene are like no other I’ve heard before. A jumbled up pile of steaming metal greeted me and my fellow reporters when we came to the scene, the fires still burning red, and people still trapped inside. Today in the Subway stations of the capital 144 people boarded Train 0017 for another day, going to work, school or even just to visit friends. But shortly after departing a massive explosion from inside the Subway train saw its near total destruction – it is a sight like no other. Nearly 60 dead have been pulled out of the wreckage so far, people of all races, woman, men and children alike. And it is again an attack by The Smokers Union. The Honako Independence Commission says that this is another sign that everyone must cooperate with them. We must be rid of this evil terrorist faction – long live Honako, in peace!”

Final Figures:
All 144 people on the train had serious injuries. 97 people were confirmed dead. 16 people have been scared or disabled for life.

Abandoned Youth Hostel, Somewhere In Honako

Akin rolled up the paper and, after a quick sniff to remind himself of the joys of it, placed the tobacco inside and rolled it to make a cigarette. The floor around him was littered with empty and filled boxes of tobacco, all imported and smuggled from the nation of Otares, after a recent mission there by twenty or so members to see about setting up a cell over there too. Things were looking good for The Smokers Union, they may have put Honako on a high state of alert and be the most wanted group there in it’s short history, but there was no doubt about it – the Union was winning this war.

He got up and took a long drag from the cigarette, relishing every moment of it. This state of oppression had left him and his comrades in the sewers for three years, and without a cigarette since the last smuggle in 1998, so he was excited and wasteful at the prospect of all this tobacco. A few of the 14 Smokers Union members in the old hostel were asleep, some playing cards and having a leisurely smoke, the more power hungry ones where watching the Television as it reported of the recent terror events at the Liche Subway. Akin smiled, it had been so easy to get in here he thought – so much for nationwide heightened security. A slob of man let them stay here, no questions asked for $100 a night, nothing on the kind of money the Union had received in donations.

Suddenly Akin heard a small cracking noise. He looked around and no one had seemed to notice it. Then, in the same pitch, there was another – they had both came from the largest bedroom, home too two of the more senior Smokers Union members. Akin pushed open the door to see what was going on, and was greeted with a shocking sight. Two single silenced gunshots had pierced the bodies of his friends and fellow smoker’s advocates, and they both lay on the floor in a pool of deep red blood. Before he even had time to warn the others there was more shots, flying everywhere, smashing the windows, crashing into the bed sheets and shredding the furniture. He heard screams of pain but could not move as he had jumped to the floor. The whole room seemed as if it was filling with bullets, as they flew all around dashing against the walls.

A sharp pain hit his back and Akin collapsed limply onto the floor. His vision grew blurring and his body turned weak, he was unable to move. Loud banging noises could be heard and suddenly the door was flung open and the room filled with drone like creatures, men dressed in black and armoured head to toe, carrying huge weapons and looking around the blood stained rooms. Akin lay there and slowly lost his consciousness…

Somewhere in Honako – or not?

Akins eyelids twitched slightly. He was waking up, and his weak eyes where trying to adjust to the light beam being shone in his face. When the blur turned to clear he could see a man masked but all for this eyes and mouth, which had a smile firmly on it.

“Hello Akin” The masked man said, in a sly tone.
“How…my name…” Akin was dazed by the whole situation “Where are they…?”
“Oh, do you mean your friends” The mans grin broadened. “You won’t be seeing them again Akin. Now - you are going to tell us everything you know”
“No…”
“Don’t try and argue with us, you’re a terrorist – no one will listen. Tell us what you know” The room went silent as Akin stared blankly into space. He only had one option – he had to try and save himself.

The Following Day:

News Reporter “The glorious nation of Honako has surpassed itself again, and has clamped down harshly on fourteen members of The Smokers Union that were discovered today thanks to the public’s information. Sadly 13 members where killed in the raid as they attacked the Honako Commission Police Force, who were showing no signs of hostility but to arrest and question. The one man, who did survive, whose name in unknown, will be probed so he gives all the needed information, and then severely punished. We can now see justice for the people of Honako after these vicious attacks – long live Honako!”

The Federation of Oslea is disgusted at the treatment of smokers who cannot clean up their act. In our opinion, rehabilitation is a much better route. The Federation supports Human Rights, and taking away outright the right to smoke is against our philosophy. The Federation hereby officially endorses the Smokers Union.

OOC: I'd be fine to let get rid of one or two of my Commissioners (my politicians), but declaring war, erm, will see - maybe just threats for now, not sure if I'm strong enough to withstand you.

The Rogernomican Federation finds it funny in a sadistical way that you kill smokers, usually the best way is to make it legal and slowely and carefully make smoking so expenisve that only billionares can afford them.:)

The assembled journalists found themselves in a rather stuffy room in a rather elderly hotel. The Capital's hacks had been alerted to an 'important announcment' by a group of 'concerned citizens'. This meant, of course, nutters and thus only the most junior of reporters were sent. Those fascinating stories regarding 'cats-in-trees' would have to wait for another day.

The hotel stood just down river from the capital, Port Sunlight, and among the various piers and amusement arcades that made-up the capital's seaside retreat. The room, devoid of windows in the basement, was bare save for some chairs for the journalists, a table and a banner reading "F.O.T."

Soon a group assembled themselves at the front of the room. They did not appear to be your average lunatics. There was an academic, a famous former Fiefdom athelete, a relatively junior representative of the ruling Communist Party and the president of Fiefdom Tobacco.

"Good morning Ladies and Gentlemen," said the President, "I'd like to welcome you to the official opening of the Fiefdom's newest society, the Friends Of Tobacco.

We are a group of concerned citizens that are increasingly worried about the terrible events that are occuring in Honako. These killings are no-different from any other act of gross political repression and we utterly condemn them."

The President took a cigarette from a packet of Belomorkanal and lit it before the assembled hacks.

"Hmm, delicious. You see, ladies and gentlemen, the right to smoke is a fundamental right of all and we at Fiefdom Tobacco had patriotically-supported all Comrades of our Socialist Motherland in fulfilling this right.

We at 'Friends of Tobacco' pledge that we will not rest until the corrupt and vile tyranny that rules over Honako is defeated utterly, and that men and women can freely and openly enjoy the sweet delights of that most singular weed, the tobacco plant. We shall, to the best of our abilities, supply money and aid to any group that is committed to the liberation of smokers in Honako while myself, and other tobacco companies, shall provide free cigarettes to the people of Honako. It might seem odd that we are giving away our products, but in the face of ill there is no room for half-measures."

"Gentlemen," said the academic, "I give you Liberty and Tobacco! The twin pillars of the civilised world!"

To: All Nations Concerned

The Honako Independence Commission has heard of these claims of war and overthrowing our nation and dismisses them as absurd. It seems as if the countries concerned, and/or there organizations, have seemed to looked past the fact that before the ban was enforced 58% of all citizens of the country were addicted to smoking and the health risk was huge. Forget civilians rights - we would of only had dead civilians if we had let them carry on puffing.

We enforced the law and then there is another fact many nations seem to be overlooking, they attacked our innocent government officials and citizens. They gave us ultimatums but we did not cave in, and then they have killed our population in the thousands - seeing that as justice. If you endorse them you are just as bad as that.

The Commission do admit that the killing of thirteen Smokers Union members was harsh, but it was for the countries safety. All cigarettes that are found in Honako will be removed and destroyed, and all people attempting to smuggle them in will be arrested and face up to 15 years in our jails.

While the country of Zackaroth enjoys a good smoke or to we do realize that smoking is dangerous and bad for the health.We do support people's freedom to choose what they put into there body as long as it does not harm anyone else in the process. We where considering supporting this Smokers Union but there attacks on civilains made us rethink our choice. During the era of which a rebellion sought to overthrow a very opressive communist goverment, my father sought to overthrow the current goverment trying not to kill civilians knowing that it would make them look bad in the eyes of the people and the international community.

Deaths cannot be avoided but purposely killing the people you are fighting for is unaccpectable and hypocritical at best. So for now Zackaroth is deciding on supporting the goverment of Honako...for now

Mrs Parkins stopped her address to the nation of Honako and stood up, bidding the camera man and PR squad good day, she had more important issues to tackle than propaganda for the people. As the men filed out of the room she put her hand into one of the storage units on the left hand side of her ornate desk, and pulled out a sealed letter. Bourla sighed and looked at the name imprinted on the letter – the name of the sender. The international community is slowly turning against you and your oppressive ways, and who knows, for the first time since 1979 maybe there will be a change in government? Our demands noted in the previous letter still stand – though we know what your response will be – you’re too afraid to show weakness. Vile commission of Honako, you must face the truth. After the subway attack the people are as scared of us as you and will listen to what we say too, and worldwide countries are pledging support too us.

So, unless you contact us agreeing to our demands in the next 48 hours expect us to be paying you a visit in the next national Independence Commission meeting in Liche. We trust you will not dismiss this threat as lightly as you did last time.

Bourla knew she should present this too the commission - but instead she slowly placed it back into her cabinet and locked it safely away with a key. The meeting in Liche would go ahead, and this time security would be on full alert. She would catch them out.

The National Headquarters of the Independence Commission, Liche

Marcus slipped into the crowd of men and woman commissioners and news reporters filing into the great, circular glass building that towered over all others in Liche like an iron fortress. He could see the walls were learned with heavily armed guards looking sternly at everyone who walked by, and was starting to get nervous. Perhaps the Union had underestimated the Honako Commissions defences – he was sweating and it made him look suspicious, so he knew he had to stop the worrying and just remain focused.

As Marcus shuffled up ahead he could see his first obstacle, the checkpoint before you enter the building. Here all staff had to enter in there own secret code into a deeply guarded machine and then, if they had not been shot already for failing to get there code right, so there badge of Commission Approval. Both these things had been hard to get and had involved the disappearance of the real Mr. Jack Nelson – but it was all for the cause. It was at stressful times like these Marcus got desperate for a cigarette.

He walked up to the security who looked at him as he passed and entered in the code: 4..3..he was worrying now, he had to remember it. The guards were looking at him, he was taking his time, and he could feel unrest behind him in the cue of commissioners. 5! 5-6-7. Accepted. He was in, so far anyway. Now a tall muscular man stood in front of him with his hand out and a disgruntled look on his face.

“Security Pass please” He moaned in a deep gruff voice.
“Of, of course” Marcus said reaching his hand deep into his pocket and pulling out the scruffy pass “There, that be all in order I trust”
The guard took a long close look at the pass and examined Marcus, making him feel very uncomfortable, before finally shoving it back into his hands and shouting “pass through” at his face.

He was into the great hall, he had made it! Failure was not an option Kenny had told him, or he would be out of the Union or worse, in the hands of the Honako Commission. No one had yet to hear of Akin. But, for now, Marcus felt a huge wave of relief come over him as he looked at his surroundings. He was in a great glass hall, one which he had seen on TV countless times. Images of great Honakoen dignitaries graced the walls and the building was impeccably clean and modern, well furnished and the floor was empty but for the odd sofa where high flying Commissioners rested themselves. This is how they live he thought to himself – they probably smoke cigars in the offices, Cubans, and mingle in smoking exclusive bars. These people had to pay for what they’d done to this nation; he had to stay on task.

He pushed through the crowds of all sexes and went for the lift, just catching it before realising there was a guard wielding a sub-machine gun inside. He strangely smiled and invited him in. Crap, thought Marcus, if he doesn’t get off before me he’ll wonder why I’m heading down to the basement. The lift started to progress downwards and Marcus watched the floor ticker madly. Floor 5, Floor 4, Floor 3 – why was he not off yet – Floor 2 – he pressed the stop button, and Marcus nearly collapsed with the relief.

“Are you not getting off here?” The guard enquired.
“No, I’m going to floor one” Marcus paused, thinking on what to say “I’m a member of the Business Commission”
“Ah, I see. Have a good day” And he was gone, leaving Marcus all alone with just his job to do.

Continuing from above post.

He pressed down for the basement floor and waited impatiently. The whole plan was imprinted in his mind it had been repeated to him so many times by the Union. Go to the basement – the bombs are in the van right under the Commission Debate Hall. Trigger the bombs and you have ten minutes to get out of there before the whole place implodes. It was simple, apparently.

The lift door slid open and he strolled out onto the hard concrete. He could hear messages over the loudspeakers calling Commissioners to the Debate hall for the Independence Commission session of the day, and a smiled ran across his face. Today was the day that Smokers would finally see tobacco legalised – the government would surely give in after this.

He walked across the deserted basement, a half depot half car park, and had the van in his sites. White with a blue symbol of a tiger on it Kenny had said, everything was going to plan. He spotting someone in a green jumper opening a locked door across the depot, and for a moment panicked, but soon the door was closed behind him and he was gone. The van was there, a van that contained enough explosives to destroy a small dam. He flung open the doors and expecting to see a bomb device his mouth dropped in awe.

The gazes of six men where on him, all dressed in black and covered in body armour, and all holding large machine guns which where shining lights at his head. He looked to his left and right, unable to believe what was happening. There were many of them, 20 or so, creeping from either side of him, all the guns pointing at him. Before he could move a hard metal object, the end of a gun he suspected was shoved into the back of his neck. He swore under his breathe and slowly raised his hands in the air. He had been foiled, the plan had failed.

A member of the vicious terrorist group the Smokers Union was caught red handed trying to set up a bombing device to blow up nearly all of the High Commission building Headquarters in Liche to smithereens this morning. The man, believed to be in his 30’s, had been sent to perform this near devastating attack by the Union but was foiled by our clever government. It seems like we are heading on the right track to getting rid of these terrorists!”

Ahexotl Michin, the Foreign Minister for the Serene Democratic People's Fiefdom, had only ventured out of the Ministry for a spot of fresh air. He did not, therefore, expect to be assaulted by a horde of journalists.

"What is the Fiefdom position on the recent attempted-bombing in Honako?"
"Is Central Government going to shut-down the 'Friends of Tobacco'?"
"Would you advocate regime-change in Honako?"
"Since Fiefdom Tobacco is publically-owned, will you be advising the Ministry for State-Planning to replace its Chief Executive?"

"Whoa whoa whoa," said Ahexotl somewhat startled by the response, "Let me answer these questions one at a time.
First, the Government of the Fiefdom and the Communist Party have always, will always and shall always condemn terrorism. No one is entitled to use murder and violence to advocate a political position, and that means no-one.
Second, the Fiefdom is not in the business of toppling regimes we dislike. That said, we have a number of reservations about what the current administration of Honako is doing, regardless of the recent wave of terrorist bombings. We think that the right of a people to smoke is important, since the loss of that can result in the erosion of other, more important rights. People have the right to smoke themselves to death, just as they have the right to drink themselves to death and throw themselves of bridges. If you start dictating what they should do 'for their own good' then you begin the decline into tyranny. Discourage, yes, outlaw, no.
Third, we shall not be dissolving the Friends of Tobacco. This is a free country, and so long as it is not found that they are aiding and abetting terrorism, we have no problem with them. Besides, we have no diplomatic relations with Honako so it is not as though they can be cut if we don't dissolve the aforementioned group.
And finally, I would say that I am not the Minister for the State-Planning of the Economy. I suggest you take up the issue of the current management of Fiefdom Tobacco with him.

Now good-day gentlemen."

'How many cigarettes have we intercepted from other countries?' Mrs. Bourla Parkins asked the weary Commission.

'Mrs Parkins, with all respect, we have a possible war on our hands here - The Smokers Union are not the problem anymore, they have been quiet - it's the countries that are condemning us that could be a issue, and one we should focus our time on.' Calls of agreeance came from all corners of the Commission debate room as Commissioner Of Defense Yusuf Roman finished his speech.

Bourla sighed and ordered silence 'I ask again, how many cigarettes?'

'224,000, in the last few days' A gasp went across the room.

'And you wonder why they have been quiet! Countries are fulfilling there needs, they are having drop offs of military equipment, cigarettes trying to be smuggled in..and these are only the ones we have found!?' Mrs Parkins looked around at the worried faces of the Commission 'They know they have powerful countries on there side, and they are planning something big. We could see thousands dead...'

Underground Bunker, Somewhere In Honako

"So, whats the plan of action?" A man with a wheezing voice shouted out from the large group of people.

Lifer looked at the plans laid out before him. Surrounding him was all 106 remaining members of The Smokers Union - plus 254 others who had signed up! He smiled to himself, they had finally gained strength, they had over 20 new faces joining them everyday. In front of him and a simple plan had been devised and plotted -

With the newly supplied C4 and Weapons provided by Olsea they would arm all 302 men who were to be part of the attack. They would break into the Commission Headquarters, in Jabero, at the dead of night via the sewer systems they now knew well. Due to heightened security men now patrolled the sewers, though no more than 25 who could be quietly disposed of my a leakage of fatal gas into the sewers beforehand. All the Unions men would be equipped with a supply of gas masks. Then they would enter into the Center of the Commission HQ, in the Garden Courtyard - and the fight would begin. An estimated 115 well trained guards protected the building, plus numerous booby traps and other defenses. It would not be easy, and many men would die, but Lifer believed it would work.

He looked around as the people surrounding him eagerly awaited a response as to what the plan was. After they had taken the building they would have around three quarters of the Commission held hostage in there, including the High Commissioner, due to them staying over from the night before. The whole building would be rigged with explosive and heavily guarded. This would make them cave into there demands, this would make them legalize smoking.

Lifer, or Adam without the use of his codename, the Head Of The Smokers Union, turned around to face his fellow unionists to announce the coming plans...
