The Emirate wishes to contact the The Right-Conservative Monocracy concerning some military equipment establishment and contract deals for new aerial and naval developments, as part of the Emirate's modernization programme.
In addition, the Emirate invites our allies [TG6R...] to come to Djibouti for a spectacular event to witness. We promise that it will be worthwhile, and after the demonstration, the Emirate would be glad to simply chitchat with the TG6R delegation there, as part of our acknowledge of the historical friendship of our two great states and the progressive future that countries as ours makes for the world today [plans for UN reforms and a strengthened force of its international legitimacy].
The invitation still stands, as the Emir has made his planned trip to Djibouti to witness the spectacle, a work in progress for over 10 years. His arrival was accompanied with a warning from the established Emirate Space Agency concerned a new test launch.

Within the next 48 hours - weather permitting - the Emirate Space Agency will be test-launching a rocket for purposes of determining whether the first launch into space by the Emirate will be successful. There will be three test launches within the next two weeks, followed by the final demonstration and inauguration of the formal introduction of the Emirate into space exploration [my existing satellites were generously put up by someone else - not herein mentioned...]. This has been largely a domestic project, with lessons and applications learned from previous space programs and their successes and errors. While we are confident that the test launches will be successful, these launches will be the first with the intention of launching Emirate satellites into orbit, and it is uncertain whether our current modifications of existing rocket designs will be sufficient. Test labs have indicated that all should be well, but this warning goes out to those countries will civil fleets that may be passing through the Red Sea and nearby Arabian Sea. If so, we urge your governments to alert the possibility of launches during their routine voyages and a slight possibility for error as well. We appreciate the cooperation that your governments will lend to the Emirate and its Space Agency.

Adolf Göring greeted the Emir warmly and responded, "We have also found the Emirate such righteous ally in today's turbulent world. We also wish to congratulate the Emirate on the first successful launch of the An-Nur rocket, and wish the Emirate future success in the Emirate's space program. With the opening of the first few monocratic universities in the Monocracy, we also invite qualified students from the Emirate to apply to attend any of the new universities. Moreover, we believe that increasing transportation options between our nations would better connect our two nations. Lufthansa has expressed interest in serving Cairo from Munich, Heinkelstadt, and Malé, and LTU has expressed interest in serving Hurghada, Luxor, Marsa Alam, and Ras Nasrani from Düsseldorf. We, once again, wish the Emirate the best of luck with the Emirate's space program."

The Emir received Goring's comments and acknowledged the requests: "Lufthansa is welcome to extend its flights to Emirate cities. As we do not have an officially sanctioned airline carrier, it would be practical to bring Lufthansa to help provide stable airline transportation. Our schools are receptive to inviting and sending students for studies. I am almost positive that both of our educational centers have something to offer each other. We can cultivate a strong educational axis around our two states, that draws the wealth of intelligence from around the world.
"About our space program, it is well into its infancy, but we are certain that it will be for the best. If we can extend this conference long enough, I would invite you to stay and witness the first Emirate satellite being carried into space on the 5th An Nur launch. But that is more for a show than anything else. I am glad that our first launch was very successful. It proves the hard work of our engineers to propel our state into space and cultivate the development of a stronger communication in the Emirate and around the world. Of course, we ought to discuss other topics worth expanding, notably the roles of our two states as arbiters of the world scene. We have seen crises escalate over trivial matters, and they have nearly brought wars to our homes. Is there anything that our alliance can demonstrate that will yield conclusive deterrence to future wars?"

I had hoped that the world cherishes peace, but it seems that territorial dominance is chiefly on their mind, such that it will actively seek self-reliance over other methods. In my opinion, the most dangerous country is the self-reliant one, because it is willing risk all others for the protection of its own interests. And once we realize its interests conflict with the norm of the international system, we will have conflict. It is perhaps necessary for some wars to make this peaceful world, but my hope is that the peaceful incentives will be sufficient for countries to abandon self-interest in the prospect of becoming more globally interdependent. TEST LAUNCH - An-Nur Launch III:
After delays, the An-Nur Test Launch III after general warnings were given in the local vicinity. Using new trajectories employed by scientists at the Space Centers in Djibouti and Al Qahirah, the rocket remnants would re-enter safely into waters far from any land - save a few uninhabited islands by random chance. The Emirate would disclose the course to the countries affected before the parts would land - to acknowledge an error and remedy the situation immediately.
The launch began at 0951 local time, with much success. The limited satellite probe was successfully ejected at an orbit of 200km, orbiting the earth once every 90 minutes. Its orbit was sufficient to sustain its path for at least 100 days before returning to the Earth. With the success of the An-Nur test launches, the Space Center was confident enough to announce an abortion of test launch IV, and proceed with the live demonstration soon. This was met with some protest from some scientists, claiming that the fourth test launch was a security check against a possible error that could have accrued in the previous test launches unnoticed. Nonetheless, the Space Agency has been granted permission to launch the live satellite, which would serve as the first domestically launched communications relay platform for the Emirate in its entire history. With the anticipated success of the launch, the Emir has invited world leaders from around the leader - those with which the Emirate currently maintains diplomatic relations - to witness the event. The TG6R delegate - having been already invited to Djibouti - was noticeably omitted from the list, although suspicions are revealed that the TG6R diplomat would receive special treatment - a seat by the Emir reviewing the Space Launch from the Royal Pavallion at the Space Center in Djibouti.
The message came to the Emir - to which he passed the news to the TG6R delegation:
"Well, Herr Göring - would you like to stay and watch the marvels of our progress and cooperation? I think that it would be a fitting example of our development as partners in peace, technology, and the common good."
[ooc: it will be some time before the actual launch date, so we can talk about something specific that I'd like to talk about before the launch... as long as I don't forget about it...] If I forget, I want to talk about the development of the military arms complex in the Emirate - as a way to encourage Emirate industry and promote TG6R ingenuity... I've just built two major industrial complexes - Qattara and the Dubai docks - and I have very little reason to use them; I want to do something with them...

An Nur Launch IV
The launch was scheduled for today, and all of the festivities were set in place for the morning launch. The Emir made his way to the launch site, where a Review stand has been reserved for him. The crowd was rather sparse, which suit him well - the fewer people to witness it, the better. If it was an accident, fewer people would be around to acknowledge it.
All was set as according to schedule, and the morning launch was only two hours away.

The news from the Royal Palisade was the life the Emir - he was shot in the chest by a stray shot from a long distance. The bullet made a clear indentation in the wall surrounding the palisade, and immediately agents and guards surrounded both the Emir and Herr Göring of the Monocracy. They brought Herr Göring out carefully, thinking that the shot was intended for him at first, and extracted the Emir for attention at the hospital. The news leaked sparsely on the radio networks around the city following the success of the rocket.

The events surrounding the Emir's death in Djibouti had silenced activity around the Emirate's space program, but now with the events largely cleared (and the attention shifted elsewhere, including the restoration of basic services in the city), the Space Port outside Djibouti was bustling with life again. But the Emirate was eyeing out a parcel of territory just a few hundred kilometers off the coast of the Horn of Africa.

While, the Republic is glad that the Emirate and it's people are moving on with their lives again after the sad and untimely death of the Emir. The Republic would like to remind the Emirate in case it has forgotten, that it would greatly appreciate it if no Space debris rained down on any Republican terrtories. :rolleyes::D:rolleyes:

The Emirate remembers its prior responsibilities governing the deployment of space debris from our shuttles, but we are aware that accidents can happen. Regardless, you have our assurances that any accidents that will occur will hopefully not fall on your lands [or ours to be sure...].
