The Communist League condemns as cowardly, nationalist, unambitious, and collaborative the majority of multi-national treaties and organisations purporting to be of communist or socialist nature or ambition.

The Communist League invites to its fold communistic sub-national authorities as well as revolutionary states. Even movements that labour under the weight of their own illegality in reactionary societies are welcome -encouraged- to approach the Communist League, which is sure to support them without care for the dangers that may be purchased in lending such support.

Soviet India hopes to join in alliance with true democracies and those fighting for liberty and equality and to actively pursue the defeat of capitalism and the like of Marxist-Leninist autocracies.

The Dictatorship of the Proletariat must be just that: of the proletariat, not of Communist Party officials, unaccountable military Generals, or minority holders of economic control. The only sovereign body that can exist in a society is its very population.

The Indian Final Soviet encourages the establishment of Soviet movements abroad so as to put economic authority in the hands of the workers through common ownership and profit-sharing, but still more important by democratic self-management in the workplace. The power of capitalists must be broken and the waste of the parasitic management classes erased.

Political officers must be democratically accountable to their proletarian masters and subject to immediate recall without the ridiculous safety-net of a set term in office, and their decisions likewise must be exposed to popular referenda whenever the sovereign body calls for it.

In this understanding of democracy as absolute and equality as fundamental to the existance of a society the Communist League pledges fidelity and unfailing courage in the cause of world revolution. The League will sponsor movements, discuss theory and practice, repulse invasions, and exchange goods, resources, and ideas as its members desire.

There will be no dictating except by the people and to their elected officers, and there will be no static requirements in respect of fees or military commitments. Members of each sovereign body shall decide for themselves whether to pay into a mutual fund for support of revolutionary movements or for other communist projects, and shall further decide how much to pay depending upon their means and situation. The disadvantaged shall receive from the energies of the already enabled until all are strong. Dogmas will be destroyed and repression will be broken.

Communist League Fund of Co-operation Established

Containing more than five million pantisocratic phalansteries -communes-, the Indian Soviet Commonwealth has established a fund containing an initial half-billion US dollars. This has been carried-out through contributions from the communes and has cost each community less than a hundred dollars a piece. Considered a modest start this total is likely to increase with interest in the League.

The Fund of Co-operation is, it is hoped, to be employed in supporting workers' initiatives abroad, enabling communists in unfriendly environments to strike, to gamble on the take-over of their workplace, and to campaign for support.

League Announces Draft of Charter on Anniversary of Death of Marx

124 years ago to the day, the 14th of March, in distant London, the life of Karl Marx came to an end. Today in India the dictatorship of the proletariat is alive and well, even if most of its members do not consider themselves Marxists. This seems good a day as any for the new Communist League to declare its formative charter, a simple collection of general standards towards which all good communists can work with revolutionary pride.

Read from the Green Tower at Portmeirion, Raipur, by comrade Graeme Igo, Grandfather of the Indian Revolution, the charter presents evident and universal truths.

1) That governments must naturally arise either from or over the sovereign body of the community to be so governed, and that only the former source can ever bear legitimate results.

2) That a sovereign body having a legitimate government must be the collective owner of all that its membership requires and its community enables. Where needs exist naturally their satisfaction must naturally be a responsibility shared; where needs are created by the sovereign body as a community the profits arising from their satisfaction belong wholly and commonly to said body.

"On these legs of human commune", says Igo, "revolution can not fail to stand".

Of the articles he explains, "The first proves that, to paraphrase Colonel Mu`ammar al-Qadhafi, to make a party is to split society, and, as Rousseau explained, it is to usurp and obscure the general will and make it at best subordinate to a particular special interest.

"One political party -so too a coalition of parties- must, in a system reliant upon competition between such parties, be established in a government over the community. This is not democracy, and must be opposed by all communists. The Communist Party of India has, since 1989, been rightly outlawed with the rest and all power vested popularly with the Soviets, councils arising from the sovereign body of the population of our community, which is created by this Soviet government even as it creates the same.

"Government must be built by however many people wish to be part of a community, people who in doing this create themselves a sovereign body. In practice it must have always popular oversight, such as -in India- through the community's ability to at any time recall Soviet delegates, to nominate and elect new ones from within the sovereign body, and to organise by petition local and national referenda on any legislation passed, proposed, revoked, or otherwise handled by the Soviets.

"The second article refutes private property as a right or as in any way legitimate or defensible. A factory owner would not profit from his business if members of the community did not purchase its wares... a man who sells soft drinks is only rich because the community has created a need of sorts and in doing so enabled him to become what he is. Why, when there can never be enough places in an economy for everyone to be a capitalist or a manager, should one man feed off a general need?

"The sovereign body of the community creates a need for mass transit, a need shared equally amongst its constituent citizens, the general will being then that there should be created a mass transit service. This need is not a service in itself that one citizen has created for his peers, it is the community's creation, and so it, and its realisation, are the community's burdons and profits. The Soviets through national commune must administer these services of the general will and must bring home to the sovereign body their profits.

"Where needs are particular then it follows that the particular workers involved in their satisfaction should partake of the profits. It is up to each sovereign body, however, to decide whether needs arising over time -which may answer particular individual wills as opposed to general ones, and which may be for an unusual flavour of icecream as opposed to the provision of shelter in winter- should be controlled generally by the community or particularly by those engaged in dispatching this minority service, that is to say, the workers producing this flavour of icecream."

Igo would go on to speak of secondary articles within the larger points, but, evidently, the Communist League was yet to formulate the fullness of its charter and wished only to make a forward announcement on this arguably special day.

Jeuna's coat of arms hung behind him (OOC: no coa as yet so play along lawl). He nodded to the journalists, and shuffled a handful of index card notes.
+++'Good evening, gentlemen; ladies,' he began, speaking in an amicable tone. 'Good evening,' he repeated, after some residual noise had settled into quietude. 'And thank you for being here. Earlier today, the city of Raipur seceded from our near neighbour India, declaring itself the "Indian Soviet Commonwealth". The current government of India does not recognise this new state, and neither will Jeuna. Notwithstanding the demands of the Communist Revolutionary Party [ed. note: of Jeuna], I and Premier Jin have agreed to not let this illegal and out-of-process secession continue. I will now answer questions.'
+++A slim, bespectacled and short-haired man in a beige suit stood, hooking his notebook on his hip. 'President, can you say with certainty what caused this to happen?' he asked.
+++'A good question,' Banou replied. 'That, unfortunately, we are unaware of. Our intelligence service is currently working with American and other Western officials to find out just what is going on. If there are no problems, I will have a solid answer very soon. Next question?'
+++The previous man seated himself, adjusting his glasses, while another reporter stood: this one a woman in a stylish and professional dress. 'President,' she started, in the exact same manner as her predecessor. 'I understand the People's Republic of China has not issued a statement. What do you expect that government to say, and what will you reply with?'
+++'I imagine,' answered the President. 'That we can only know the answer to that question when the time comes. We have received word, however, that China will not support the revolutionaries militarily. Next question?'

Happily accepting their Zintharian comrades into the League as its first extra-Indian associates, the Beddgelens are in high spirits as many communes stage mock battles in which these Prussian types are vanquished in comical effigy and everyone drinks to the downfall of market domination.

Meanwhile, Graeme Igo's work On Communism (http://forums.jolt.co.uk/showthread.php?t=532748) is established as the League's charter, in a fashion, and opened to discussion amongst the membership. Igovians are keen to uncover any flaws in their model and to begin work to perfect their socialism.

As relations open between Zintharia and Beth Gellert the Igovian economic model receives its first multi-national test, and as such also great attention from Gadar! and the universities.

Certainly Zintharians will struggle to compete with high-end goods produced in the better-established Soviet economy, but simple items and raw materials produced in the nation's much smaller economy may be attractive to Indian buyers. Since the cost of living in Zintharia is bound to be lower than in Soviet India, profit margins and as such prices may be comfortably lower.

Beddgelens, though, are not keen to see Zintharians kept in an inferior position, supplying cheap tat and never really developing their own economy past a certain point, and Igovian socialism does not encourage this in any event. It is assumed that the new Igovian structure in Zintharia will see their Soviet Commune electing to raise the price of goods in demand in the massive Beddgelen marketplace, keeping them still cheaper than when produced by Indians but higher than they would otherwise have been, adding perhaps several percent to Zintharian export earnings over night.

Hopefully the Zintharian Soviets will then be prompted to produce these goods desired by the Beddgelens, earning greater profits and re-investing in new capital goods to bring the national economy closer to Beddgelen strength. In time the Zintharians should cease to be suppliers of only low-tech and primary goods. Their commune will, presumably, end up altering the prices of goods that have sustained their growth by export to Beth Gellert and instead make other, more complicated items attractive.

Whether or not both parties get their adjustments right the first time around remains to be seen, but a great part of the university education given to some Zintharian students sent to India will concentrate on recording and assessing these events. If we make incorrect adjustments this time, it will become matter of public record and both nations will learn how to deal with their growth and trade.

The task now, it seems, must be to encourage more societies to join the Beddgelens and the Zintharians in forging a new path to prosperity underwitten with liberty and equality.

Market economies(or at least systems that resemble them)are new to the USSZ, and as such we are just now getting used to it.

Prices are being raised on vital goods to compete with Bedd Gellert markets. Our weak economy is trying to start its engine, slowly albeit, and is attempting to fix the exchange rate for the Zinthar Script, seeing as the current exchange rate is 1ZS=$.24 USD.

It's going to be a long and hard process, but the USSZ is used to such hardships.

Economic analysts declare first quarter financial success

Economic analysts hired by the Economic Affairs Bureau have stated that the Zintharian economy has gained considerably in the first quarter of 2E0005. Since the implication of the Economic Reform bill, profits have increased by an average of 1.5 times last year's average, with the market in Factory Goods increasing the most at nearly 10 times the average of last year. However, the exchange rate for the Zinthar Script remains low, at only around $.42 US Dollars. Analysts predict, however, that this is only an aftereffect of the previous Marshal's command economy system. "For systems like the Igovian economy, the aftereffects of command economies can be hard to fix. Command economy is a system that is inherently harmful for a nation, and it's hard for the gears of Gross Domestic Product to get turning once again."

Indeed, comrade Igo agrees with Zintharian conculsions. The prior command economy has first a negative impact on the quality of Zintharian capital goods, capital with which the economy must attempt to rebuild itself, but also has served to drain the pockets of would-be consumers of any disposable currency. Graeme is confident in predicting that the Zintharian economy will now grow slowly and steadily, where as under its prior command form it might have expected an initial growth spurt to be followed by stagnation and regression.

Raipur, meanwhile, takes the opportunity to further advertise the Igovian model to the world and to appeal for more true revolutionaries to reveal themselves and embrace human progress.

For the benefit of our allies in the Communist League, we feel that an explanation of the USSZ's political structure is in order.

At the top we have two bodies: the Duma and the Premier Worker's Soviet.

The Duma
The Duma handles all aspects of politics not pertaining to economy. The members are all required to be members of a political party and are voted in in two stages. The first round of voting decides who the four candidates will be in the final vote. The final vote decides who gets the seat. Their are four seats for every one of the 12 provinces in the USSZ, for a total of 48 seats. They can serve as the governing body if the Marshal of the USSZ is killed or impeached, and can appoint the Head Commandants of the Bureau's if the vote is unsuccessful.

The Premier Worker's Soviet
Having been formed this year by the Economic Reform act of 2E0005, the Premier Worker's Soviet is the newest of the two. It retains control over the economic issues in the USSZ. As it is relatively new, its role in the USSZ is still to be defined.

In a statement released to the public today, Marshal Lonieda decried the New Prussian Empire's recent statement in which it called the Communist League an 'axis of evil'

"Fools will say foolish things." Lonieda remarked in a speech earlier today, made to the assorted Worker's Supreme Soviet. "If I may quote Lenin's 'Socialism and Religion', Those who toil and live in want all their lives are taught by religion to be submissive and patient while here on earth, and to take comfort in the hope of a heavenly reward. But those who live by the labour of others are taught by religion to practise charity while on earth, thus offering them a very cheap way of justifying their entire existence as exploiters and selling them at a moderate price tickets to well-being in heaven. Religion is opium for the people. Religion is a sort of spiritual booze, in which the slaves of capital drown their human image, their demand for a life more or less worthy of a man. So long as the NPE refuses to accept the revolution, their nation will be weak. The USSZ is not looking to fight the NPE, but we must insist that they drop their foolish ideals and accept the Communist League."

In the same speech, Lonieda hailed the Economic Reform bill recently passed in the Duma, as well as G. Igo, calling his book On Communism the 'single greatest piece of communist literature in the last decade' and proclaiming G. Igo to be the 'Savior of Zintharia's Economy'. "Without G. Igo's theories, the Zintharian economy would still be a stagnant marsh of stale command economics. We owe our recent success to him." Mr. Igo is set to give a speech before the ZWP later this year.

Secession damages quarter profits

The secession and formation of the People's Republic of Neo Zintharia has damaged profits in the Tobacco Products industry. After the secession of the area, Beddgellert announced that economic aid to the region was rendered null and void. The main suppliers of tobacco and tobacco products is produced in this region, and the profits have fallen like a brick.

In other news, the Zscript's exchange rate is up to $.80 USD. We thank all of the hard working citizens who've aided in raising it.

G.Igo invites Neo Zintharians to elect envoy to League

With Soviet India still delaying recognition of the new self-proclaimed state, spokesman Graeme Igo invites ordinary citizens in the troubled region to send a delegation to the League of Communists, though the League itself has stopped short of offering membership to any Neo Zintharian element.

Igo says that a dialogue must be in order, and that the League's considerable means ought to make progress possible.

"Now" he adds, "if we observe no direct electoral process, and a member of the Zintharian political old guard turns up hoping to speak for his people, we shall know that the Neo Zintharian masses are living under elitist repression, and decisive action shall be evidently in order."

League proposal: sponsorship of Mephras Liberation Soviet

Put forward by comrade General Adiatorix, a new bill before the League's membership in India, Zintharia, and what remains Igovist of Zholatskya, asks whether League funds ought to be used to sponsor a fact-finding mission to Mephras and, pending digestion of its findings, an active Liberation Soviet to actively pursue the establishment of an Igovian system in that nation.

If passed, of course, Beth Gellert's citizens are likely to provide the vast majority of funding and personnel, as both extra-Indian states are suffering more than a little domestic trouble at this time.

Communist Protests Heat Up All Across Mephras

Euphova-- Workers have taken to the streets again today all across the country protesting for a change in government. Today's appear to be the largest demonstrations yet. While the largest protests in the capital saw over two million people demonstrating, smaller protests have occurred in almost every town and city. These protests are in response to unmet calls for greater reform by the Prince. Over a year after agreeing to reform, the populace has seen nothing but continued authoritarian control from above.

The majority of protesters are peacefully marching, still invoking the name of the Prince. However, polls also show widespread underground support for a communist system, something that would be most likely met with strong opposition by the Prince.

Latest reports from the palace seem to suggest the prince may be considering abdication, especially as support has been slipping among almost all sectors of the populace. Most concerning is continual falling of support among the military. Some fear this increasing stability will lead to violence, and many still look to the prince for change. Most feel the prince would rather see provisional democracy than a military coup. Tensions continue to run high around the nation.

After several months out of circulation, we're back. Yes, we here at the Daily Zintharian are finally back after the press blackout in the wake of the formation of Neo Zintharia. But never fear, we won't be disappearing anytime soon! Here are some of the major events in the last few months for our foreign readers, especially our dear Comrades in Beddgellert!

USSZ Refounded; New Name voted for by National Soviet
-New Leningrad, TZ, SSFZ

After the secession of the area now called 'Neo-Zintharia', Marshal Lonieda called a council of the leaders of the remaining 10 provinces, in an attempt to refigure the government of the USSZ. The result-a brand spanking new system of Soviets for every town, county, region, and province, and a National Soviet comprised of representatives from the 500 regional Soviets. Also, there came a new name-the Soviet-Socialist Federation of Zintharia.

For the economists-the economic statistics of the Neo-Zintharian region have improved exceptionally, and Zintharian economists expect that all of the investments made by foreign nations have tripled.

Andaras is invited by Graeme Igo to explain exactly how it is that non-Marxist Communists must be considered, "revisionist" bearing in mind that Communism pre-dates the life and works of Karl Marx.

Further he invites the nation to account for the atrocities of the original Leninists in a Communist context. A number of Beddgelen citizens claim descent from heroic revolutionary sailors and workers escaped from Kronstadt during the murderous counter-revolutionary anti-Soviet assaults launched by the Red Army at the behest of Leon Trotsky, and the Commonwealth continues to officially abhor Bolshevism and the patronising and brutal standards of vanguardism.

Igo asks the government of Andaras to explain their solutions to the obviously fundamental flaws of Marxian economics, which to no small degree are -in contrast with the pretentions of Marxist rhetoric- pre-capitalist in nature and which by their ignorance of the norms of supply and demand create sloth and discourage innovation.

Lastly he is keen to inquire after claims of Igovian support for the bourgeois. According to the Marxist definition, there are no known bourgeoisie left in Soviet India, since all capital belongs to the state which also renders services. That is, Igo admits, unless you take the view that, baby, we are ALL bourgeois, now, since Soviet workers do obtain income from the selling of commodities, which is only to say that subsistence farming has been essentially wiped-out in the Commonwealth.

Graeme accuses the Bolshevists in Andaras of pursuing an Andara Doctrine, an obvious (for anyone with a Beddgelen standard education, at least) reference to Pol Pot's Anka Doctrine, in hopes of controlling the masses made into stupid labourers made slaves to capital invested in the state as opposed to the market.

Marxism-Leninism and the contributions to this science by Stalin and Hoxha represent the most advanced theory of scientific reality and explains all socio-economic history. All deviation and revisionism of Marxism represents a set back from the aggravation of the class struggle against the bourgeois. Marx rightly observed that the proletariat was the only true revolutionary and progressive class, the only class which would create a truly 'modern' and 'revolutionary' society in every sense of the word.

We fervently reject the Bukharinist, anti-Marxist position of this league.

Drafted by Graeme Igo and approved by the Final Soviet, Raipur sends to the Andarasian Party of Labour a 'friendly warning' on the impending fate of the People's Republic and the revolution in Andaras. The PRA, Raipur warns, is heading the same way as Mao's China -to a red sham-, or as Hoxha's Albania -to crime, corruption, and worship of the most powerful agents of capital-, or at the very best to the desperate pariah status of Kim's Korea.

The people of Andaras are urged to take the defence of the revolution into their own hands and to cease in their naive trust of those condescending saviours in the APL.

"Ask not for your salvation" says Graeme, "stand together in taking it!"

The Commonwealth is resolved to continue watching the PRA, apparently viewing it as something of a troubled teenager in danger of being mislead and abused, or even of turning to criminal capitalism in a bout of pointless rebellion.

In a statement released today, MAJ Mikhail Lonieda, Marshal of the SSFZ, announced his intentions to become more actively involved in aiding the nation of Beth Gellert in the spread of Igovian policies. He also addressed the Andarian statement labeling the Communist League as a "revisionist, deviationist and bourgeois apologist league."

Railing in German against Andaras, the Marshal is quoted as saying:

Bah, foolishness! This is simply another nation which is unable to realize the fallacies of the command system of economics. While it may prove initially successful, I can see the Andarian economy failing in the next decade or so. It is an inevitability! One only needs to look at the history of such economics to see that it will fail!

So many in the world, reads a statement from the Final Soviet, have yearned, reached, struggled for Communist liberation, and so little has been achieved. Unfortunately, the issue of the split in global Communism is evident even within Beddgelert. For years under the brutal repression of the capitalist Indian Principality of Llewellyn, Maoist guerrillas dominated the Indian countryside and threw 'revisionist' slurs against smaller numbers of largely urban pro-Kremlin Marxist-Leninist intellectuals. The Naxalites were long the most prominent revolutionaries until Sopworth Igo, young son of radical Left Communist Graeme, united various left-wing rebel groups for a coordinated offensive against Madras (now Chennai) during a visit by the hated Prince, signaling the start of 1982s glorious May Revolution.

Because in India Igovian Communism eclipsed all forms of Marxism, many Beddgelens tend to view Igovianism as the panacea to the left's historic division. Half of India wants to bring Igovianism to every Communist movement around the world in order to end the orthodox/revisionist split, while the other half sees this as simply the creation of a third faction no more likely to bring reconciliation than either of the prior forms.

It is, Dr.Igo agrees with Marshal Lonieda, an issue that the League must somehow address if it is ever to triumph globally.

Graeme tends to favour friendship with Marxists where possible and the promotion -through the League and its funds- of some gradual Igovist reforms in Marxian states without initially appearing to threaten standing power structures. He believes that Marxist states have a better chance of reforming to become Igovian than do capitalist states, which must be first smashed through the core.

We here at Klassenkampf, along with most of you Kameraden out there, learned today of the recent Indo-Burmese actions on the border. Naturally, the majority of the country is behind our Beddgeletian Kameraden on this one, but some are saying that we should be noncommittal. What fools would say this? Naturally the ZMP (Zintharian Menshevik Party). But then again, who cares what they think? They haven't had a majority of seats in the National Soviet since its inception, and we here at Klassenkampf doubt they ever will. What did the Marshallcy have to say? This increase of hostilities between Burma and our Beddgeletian allies is a disturbing and serious matter to deal with. While the SSFZ would prefer that this matter be settled peacefully, I will not hesitate to ask the National Soviet to send in elements of the Spetsnaz Airborne and the SSFZ Army Air Corps for the aid of Beddgelert, should they seek our aid. Zintharia will always aid any nation of the Communist League, and will always work to foster peace amongst the nations of the world, in order to aid in the Global Revolution. Obviously, the SSFZ will attend any League meeting over this matter in an attempt to reconcile the differences between these two nations. All power to the Soviets!

Presently the League of Communists is little more than a club. It acts as a conduit for relations between Igovian states and movements. Now, many are calling for a more structured and active alliance to supercede the League.

Comrade General Adiatorix calls this necessary, and says that the success of Igo's work On Communism and the strength of Igovian movements in Zintharia, Zholatska, Wyclyfe, and elsewhere mean that the time is right to organise.

Graeme Igo suggests that League participants draw-up a basic charter ahead of a conference in Calcutta aimed at establishing a more active and focused organisation of Igovian-Communist nations and attracting new adherents to Igovian democracy.

If there is interest in this, Igo will present a first draft of a charter establishing the tenets of Igovian Communism before working on rights and obligations of member bodies in any resulting treaty alliance.

The Socialist Federation notes the Communist League's proposal in providing interest free loans to it's fellow comrades, although the government of Theoroshia would never take money from it's fraternal comrades. Additionally, the Premier is excited that Soviet India is willing to exchange ambassadors, and talks between the two nations have already begun.

Indeed, much interest was taken at Soviet India's "Indonet", especially the "socialist cyber market". Companies from around Theoroshia, with the governments support, have already begun to use Indonet for their businesses.

Additionally, as a new member of the League, Theoroshia is quick to advise that a stronger, more broader institution be founded in which the member states could trade freely, converse often, and if the need arise, defend one another accordingly. In a world of ever rising tides of capitalism, it is imperative that the last bastion of communism be defended to the last.

Theoroshian sentiments receive resounding approval in Soviet India as Graeme Igo presents the first part of a possible charter for a new Igovian Communist alliance.

Igo wishes first to pinpoint what exactly makes a movement Igovian, so that potential recruits can assess the appeal of Igovian Communism, and member states can work towards as many of the tenets of Igovianism as possible in their situation.

In Graeme's opinion, Igovian Communism advocates:

1) Establishment of the community as society's base unit
2) Locally, direct democracy
3) Nationally, democratically accountable representation
4) State ownership of capital
5) Worker self-management
6) A fixed value-tax on capital goods
7) Perfect-competition in Igovian free-trade

Graeme Igo also proposes that the League continue to exist independent of the potential alliance for the purpose of discussion on remaining points that may or may not become future cores. First of these is the conflict between the free-market and simulated-market, specifically as relates to whether market-simulation is necessary, or state-ownership and worker-management sufficient to constitute Communistic economics. Second is the more general issue of trade with non-Igovian states, and whether there is any reason to export to markets from which, for ethical and ideological reasons, we would not import.

So, should market-simulation become the eighth tenet of Igovian Communism, or can we live with market forces? Is there any reason to ban export to capitalist or Stalinist economies (besides, of course, certain restricted materials and technologies).

Once the key points of what it means to be Igovian are agreed, the League must consider the rights and obligations carried by members of a new pact. Free trade seems a likely element for all nations deemed to have reached a bare minimum of 'Igovianism' in their economy, and some manner of mutual defence against foreign aggression likewise, as well as perhaps a mutual aid against counter-revolution in states where a minimum level of progress towards Igovian Communism is observable (there perhaps should be no obligation to defend dictators against their people merely because they give their regime Igovian titles).

The Confederacy people do not have a singular point of view regarding socialism. The only commonly agreed fact upon is that any hierarchical government is inevitably leading to corruption and that the State is one of the bastions of the bourgeois capitalist system which was correctly abolished in our Confederacy for a more organic social organization where there are not rulers and subjects, but only voluntary social relationships.

The primary feature of Third Spanish States economy is that all economic relations are voluntary, to the point that while some of its communes embrace a fully communist economy of completely shared means of production among everyone, others have mixed or operate entirely through a neo-mutualist free market economy like that envisioned by Proudhon, where the traditional, proto-fascist corporate organizations with savage competition is replaced by the economic pillar of the cooperatives and where the private, but worker's owned means of productions have as a goal more than mere profit, and are by themselves individual units of social organization, which offer also education, health, housing and welfare services to a significant part of the population, making thus the usage of coercive and easily corruptible taxes as a mean to redistribute wealth, obsolete in such socialist markets, while also aware that cooperation among different private units of shared ownership of the means of productions shall bring much better results to the society as a whole than mere competition.

Considering that anybody can found a commune or cooperative, without restrictions on the minimal required quantity of people for it and without any pro-monopolistic, slothful government paperwork, taxes and corrupted standards, thus it is granted in Third Spanish States a state of true economical freedom, beyond that of bourgeoisie apologists of the economical "freedom" which is only available for the few rich and powerful, while the unprivileged has no freedom at all, but to accept a lowly paid job of wage slavery, to obey a boss he has no right of choosing in exchange of a miserable salary while his work is exploited through surplus-value.

Any possibility of abuses in the communes which economies operate under neo-mutualism is kept in check by an unique type of consumer who does not care at all about advertisement or price like the typical mindless consumerist of many "free" markets, but about work conditions, social justice, shared ownership of the means of production and socio-environmental responsibility, which in turn means that between a cheap, low quality product manufactured with semi-slave labor in a highly polluting sweatshop, and an expensive, high quality product manufactured by a cooperative where people have the right of shared ownership of the means of production they use and of reaping the benefits of their own struggle instead of having them sucked away by the bourgeois and governmental parasites, they shall definitively choose the latter to spend their mutualist credits on, and despite the lack of import tariffs or restrictions, only cooperatives have managed to establish themselves in Third Spanish States mutualist free market due to the previously mentioned heavily politicized and conscientious average consumer who dwells in such communes, different from the seemingly brainless masses of consumerists who spend their money in products which true worth is not even a fraction of their sale price, due to delusions of grandeur and status which only serve to further the gap between social classes.

After carefully verifying the features of Igovian Communism, it was thus verified that the economic system in vogue in the Anarchist Confederacy of Third Spanish States shares several things in common with it, which is a very interesting perspective for the future, as pointed below:

1) Establishment of the community as society's base unit: Third Spanish States communes are heavily decentralized, being usually no larger than 15 families each, where all management issues are not dealt by representatives, but directly by the members of the commune, granting thus a truly democratic social organization highly resistant to corruption and attempts of coup d'etat which are only effective on centralized systems which center on a single individual, demonstrating their fragility and undemocratic nature.

2) Locally, direct democracy: As mentioned, besides the fact any person can found their own commune among people who share similar beliefs about how to organize society, all communes are run through a fair, direct democratic process, which does not predate the opinion of the minority neither and does not force those who disagree to comply with a decision.

3) Nationally, democratically accountable representation: Rather than representation, every single commune is connected through the Electronic Direct Democracy Network, or the EDDNet, a large effort of virtual infrastructure which is a massive "Virtual Agora" where every single person who inhabits in the Confederacy has the right of suggesting decisions and policies on national or regional level and the unalienable right of voting on every single issue they have the time to, instead of having to trust on corruptible representatives, and for convenience the EDDNet is separated in specialist sub-networks, like for example the DiploNet, which is composed by diplomacy professionals and enthusiasts besides those interested, the EconNet, which seeks to suggest rather than impose economic policies decided by every interested user for the communes regarding the changes on the international scale, the MilNet, which is focused on decisions regarding the defense of the freedom of the Confederacy in a world ridden with tyranny, among many others, as a way to permit people to focus their participation on this truly democratic system according to their expertise or interests. Which in turn means that Third Spanish States has no central government or capital, and its political core is virtual, rather than physical, which serves to coordinate efforts between communes instead of forcing unitary federal level policies to the point sometimes it is difficult to perceive whether the Confederacy, built upon Internationalist ideals despite its misgiving name, is an alliance of multiple united communes with a highly decentralized political structure rather than a nation-State.

4) State ownership of capital: Is considered a potentially dangerous choice which permits the development of corrupt, authoritarian communist Parties, besides leading to an economy which is more bureaucratic than actually socialist. Now if by State, this is referred to the people as a whole rather than to a singular, centralized government, then in the communes which embrace anarcho-communism, all capital is owned by the people as a whole, different from the places where it is distributed among private, democratic, workers self-managed cooperatives which have profits as means for the end social progress rather than as ends, or in mixed economies where the capital is partly owned by the commune as a whole, and partly owned by the cooperatives inside it. However, considering a cooperative as its own commune, then this is a general rather than specific situation in the Confederacy unique economic order.

5) Workers Self-management: As mentioned, cooperatives and communes are the bastions of Third Spanish States society and economy, which logically implies that all economic relations are based on self-management rather than the authoritarian, bourgeois structure of bosses and wage slavery.

6) A fixed value-tax on capital goods: Not only taxes are potentially convenient ways of stealing money of the workers through the corruption that comes from centering wealth into a single institution, but they also make what should be first a socialist economy into a what is firstly a bureaucratic economy, thus in all mutualist communes taxes do not exist, while in the communist ones there is no capital good which is individually owned or owned by private collectives, and due to the communitarian ownership of the means of production, they are thus irrelevant.

7) Perfect competition in Igovian free-trade: Although there is a preference for cooperation rather than competition, unfair competition attempts lead any private cooperative to a complete loss of credibility, although fortunately never an incident like this has happened, while on the other hand, as previously mentioned, the only barrier to imports are the conscience and ideologies of the Confederacy consumers.

With this in mind, and further considering the dangerous escalation of international hostilities, besides the fact that the Confederacy is slowly building up an International reputation despite seeking to avoid staying in the spotlight at all costs, and also considering the potential positive results to the people that the cooperation among our nations which share a few ideological similarities we, through our Diplomatic Network, have decided that, despite the risk it might put our nation away from capitalists, and considering that we have little trust to seek a truly selfless, mutual aid from such nations or alliances, would like to discuss the possibility of joining the Igovian Communist Alliance.

Although being "private" rather than public through a traditional, westernized capitalist world view, a cooperative on itself is also a communist social structure, with the difference it provides the necessary decentralization to avoid the bureaucratic and corruption problems of planned socialist models, while the highly decentralized anarcho-communist communities solve the same problem. With no disguises, not everybody has the same wealth in the neo-mutualist free market, but everybody is born with the same amount of wealth and opportunities in what consists in a both collective and truly meritocratic system where accumulation of wealth by a single family is anything but possible, keeping thus an equal basis for everyone to start with and grow according to their efforts and competence, without either letting those unable to grow it to their fate. As we are happy to mention that there is no poverty in the Confederacy.

We shall await your answer to our request to initiate further dialog, for we believe there is much potential in the cooperation between us to further the proletarian cause and the social progress of the human race. For our ideas are not limited by nations and petty nationalist squabbling as they are in essence, internationalist.

The Premier himself agrees with all of the tenements of Igo's proposed ideas, and supports him and his actions in the future.

As to the issue of a free market economy compared to a restricted economy, one should consider that their is middle ground between the two. By allowing communes to allow some of it's members to establish small businesses, it creates a free market economic situation that could be controlled by the local community.

It seems likely that Beddgelens will be pleased to form significant ties with the Third Spanish States and back them for membership in the proposed treaty organisation when it is established. The popular view amongst the general Indian citizenry is that TSS is a slightly more evolved equivalent to the Second and Third Soviet Commonwealths (the present form being the so-called Fourth Commonwealth, founded in 2007), which were reactions against the orthodox Marxist-Leninist First Commonwealth of the 1980s. Widely considered to be liberal to a fault, the relatively happy years of the 2nd and 3rd Commonwealths lead to international obscurity and the decline of Igovist sympathies abroad amidst diplomatic stagnation and economic uncertainty.

Most Indians today, without giving it a great deal of thought, consider entities such as the Anarchist Confederacy as slightly over-utopian, and hold misgivings about their long-term economic viability, but citizens almost uniformly applaud their efforts and in many cases hope quietly for their ultimate success, being not unwilling to consider further dilution of the state again in India some day. Most doubt that Indonet could have been established without the organisation of the 4th Commonwealth, or that the Commonwealth Cosmonautical Co-operative, the heavy arms industry, and national energy grid could have been sustained for long or developed quickly under more Anarchistic prior inceptions of the Commonwealth.

Ultimately, unless there are widespread objections from Igovian purists outside the Soviet Commonwealth, it is almost certain that the Anarchist Confederacy will be embraced at Kolkata.

On the market, Graeme Igo says that the issue for him is how things are bought and sold, that is to say really, how they are priced.

In Marxist-Leninist states it has been usual for the state to issue production quotas and assign rations et cetera, which totally ignores issues of supply and demand, doing nothing to erase their importance and ultimately derailing economic progress. It is this aspect of conventional Communist economics that Igovian Communism wishes to address. In Soviet India the Commonwealth sets prices for most things, not quotas or allowances, in order to encourage or discourage production or consumption as required to tackle imbalances that arise over time.

The issue is whether to continue with this policy or allow Soviet enterprises at each stage of production to decide prices on their own based on consumer demand, as is at least nominally the case in capitalist states.

Some in India claim that this will be more efficient, while others are horrified as what they regard as a backward step likely to increase the rich-poor divide in real terms.

Before the contract organisation can be enacted, we must decide the obligations of its membership, as the Final Soviet hardly need point out.

Graeme Igo suggests two standards of membership with slightly differing obligations and rights, and presents them as such.

1) For full membership, pursuit of the tenets of Igovian Communism (for example, Soviet India)

2) For associate membership, pursuit of compatible left-wing ideals in Left Communism, Anarchism, et cetera (for example, the Third Spanish States)

Igo hopes to work out obligations including some degree of mutual defence, free trade, and technology exchange to enable such trade to be fair.

The issue of the government setting prices was recently up for vote in the National Soviet. The will of the people declared that, in light of the ever occurring increases and decreases in the value of goods, control of prices on most goods and products will be in the hands of the Soviets. The Economist faction wasn't happy with this. However, the majority of goods vital to the Zintharian economy will still be priced by the Economics Bureau. Also, to counter the possibility of capitalist interests replacing the interests of the Soviets, Soviets earning way above normal income will be asked to donate some to a charity organization or to give it to the government.

The National Soviet also decreed, on the subject of this possible coalition's membership, that the original two degrees of membership and that the third proposed by Theoroshia are acceptable in their eyes, and that, barring any major dispute over it, that these three degrees of membership should be used.

He is quoted as saying, "The Communist League is a beneficial alliance for the SSFZ. Without it, our economy would still be suffering from the blanket-like depression of command economies. The Economists, profit lusting as always, have declared that the League is simply a drain on our resources and that any further involvement of the SSFZ with it is a negative on our national economy. I say nay! This is foolishness and evil incarnate! If anything, we should dedicate ourselves to the preservation of the League, for it is something more than the SSFZ. Indeed, any appeals that say that this is bad for the 'motherland' are merely the capitalists trying to claw their way back into the country by appealing to your sense of patriotism! Yes, it is important to feel pride for your nation, but never let your enemies use that against you, for it is a most dangerous tool. Any claims that this League will fall apart, on the other hand, are foolish! We of the League are the only Soviet organisation in existence currently with active participation! Most in the Commonwealth are inclined to agree with Soviet Theoroshia's suggestion of a third membership category for the proposed new alliance, as capitalist states can hardly be expected to reform their economies over-night without causing, "the bad kind of anarchy".

1) Full Membership (practice of the tenets of Igovian Communism)

2) Associate Membership (practice of compatible left-wing ideals in Left Communism, Anarchism, et cetera)

3) Transitional Membership (pursuit of the yet-unrealised tenets of Igovian Communism)

Graeme Igo agrees in principle, but warns that free trade with Transitional Economies may be fraught with complications.

For example, he says, in Soviet India goods are produced in a uniform fashion. In India, everyone producing a family four-door hatchback, for example, is producing exactly the same family four-door hatchback because the capital to produce it is owned by the state and acquired by Soviets by virtue of that Fixed Value Tax.

This is to aid in the pursuit of the Igovian ideal of Perfect Competition and to make sure that consumers get the best technology available and are never confused by technobabble about which car is best. In a capitalist economy a consumer may be cheated by Company-A selling its family four-door hatchback for $20,000 while Company-B sells one that is 98% as good for $15,000. The typical consumer would never know that B is offering exactly 98% service at 75% cost, so in Soviet India you know that Company-A and Company-B are both offering exactly the same performance.

Prices are set by the Commonwealth, so there can be no collusion between producers to raise prices as frequently happens in capitalist countries, and the Soviet that produces the most family four-door hatchbacks with the least capital (thus paying less FVT) makes the most sales and has the lowest costs.

The idea is that nobody is cheated in the market (not usually the case in capitalist countries), while hard and efficient work is still rewarded with higher profits to share between workers (not usually the case in Marxist-Leninist countries).

If Soviet India were exposed to free trade with a Transitional Member still using a capitalist economy, non-standard goods would flow into the Indian market and people wouldn't know what they were getting. There'd also be a problem for the Commonwealth with respect of how to price, for example, a Ford family four-door hatchback that is different from a Soviet family four-door hatchback when we don't have the same information about worker conditions at Ford and the cost of living in the Transitional Member state, and because we expect the Transitional Member to eventually become Igovian, they too will ultimately end-up producing standard family four-door hatchbacks, so the support infrastructure to service Fords will wither and with the capitalist institutions, leaving consumers high and dry if they've bought one.

Clearly, Transitional Members are going to need a lot of help, and embracing them will cost Full Members. Ultimately, we must hope, Transitional States will graduate to Full Membership status and foreign trade will expand, making it all worth while, but citizens of Full Member states must be seriously committed to the revolution if this is to be achieved.

"The true Revolutionary must embrace every effort to foster international solidarity." Says Graeme.

Igo supposes that these issues are not totally different to those which must be addressed by different states that are already Igovian.

If we are to have uniform products, Igovian states must standardise their capital. The same production line that turns-out family four-door hatchbacks in India must exist in Zintharia if all workers are to have equal status and fair competition enabling free trade to exist without disadvantaging one nation or the other and crushing its domestic industry, which at the moment would probably mean the Indian Soviet Commonwealth turning smaller nations into helpless farms for consumers and little more.

This brings us to obligations for members of each category, and the treaty itself.

Graeme will now attempt to draft the treaty itself and present it for editing in the League before the new organisation is opened.

Syba

Syba's revolution, meanwhile, is greeted in India with congratulations, and the nation's friendship warmly accepted. The Soviets invite comment from the new revolutionary government and Graeme Igo invites Syba to send delegates to Calcutta when the new alliance is convened in the near future.

Frankly, the problem Soviet India has brought up is a serious one, and therefore one that could destroy all that we aspire to do.

Soviet Theoroshia, it's new title ratified by the Supreme Soviet, has come up with a solution: each membership trades with others in that membership. Therefore, it allows those most closest to each other in economic terms to trade with one another, not creating a dominant spot for those with the strongest economy.

Also, Soviet India's proposal to standardize all things made by Igovian states is a good one. Soviet Theoroshia would be most glad to standardize it's industries and other product producing facilities so that it can partner with it's comrade, Soviet India and Soviet Zyntharia.

Soviet Theoroshia is glad to warmly welcome fellow socialist allies into the fold, and invites Syban delegates to visit New Russia, the capital of Soviet Theoroshia, and also home to one of the greatest wine and vodka yards in the world.

Igo's efforts to draw up a charter for the impending alliance continue amidst troubles and controversies, and he puts forwards several possible obligations for discussion.

1) Standardisation of capital
2) Free trade
3) Mutual defence against foreign aggression and counter-revolution
4) Mutual disaster relief and emergency aid
5) Common currency

Obviously these obligations would apply chiefly to Full Members and partially to Transitional Members, with the obligations of Associate Members still rather less clear.

The issue about which Indians are least sure is the last one, that of establishing a common currency. To Igo it seems to make sense that nations in a common trading bloc with standardised capital ought to use the same currency, or currencies of regular value, but the Soviets wish to put the matter before their international peers for consideration. Should we all adopt the currency of one nation, establish a new common currency, or not?

The fourth point of course is based on the idea of internationalism and comradeship, and nothing more political than that. In the past it might have seemed that this was an Indian attempt to secure foreign aid for the floods and landslides of Bangladesh, the droughts of the Thar, the snowstorms of the north, and so on, but today India is one of the more capable and self sufficient nations on earth, and knows how still-developing nations can suffer.

Raipur supposes that the free trade agreement and the standardisation of capital shall simply have to be implemented gradually over a period of several years, with the Theoroshian suggestion of trade being focussed within single membership categories playing a part in the transition. In a fashion, we are all to be Transitional Members... some are just more transitional than others!

As soon as these final details are loosely agreed upon, Calcutta will convene a conference to internationally declare and sign the treaty and establish a new Communist alliance.

The issue that the our comrades from Soviet India brought up is a good one, as well as their answer to it. We should all move towards standardized capital, using our own at first but then weening it off towards a common currency.
