OOC: First, a bit of history

April 6, 1960: After three years of deep cover infiltration and intelligence gathering operations in the Soviet Union, a United States Army Special Forces soldier, Capt. Jack Miller goes off map. He fails to show up at a designated pick up location, and is assumed captured or KIA. The CIA disavows all knowledge of Capt. Miller.

April 22, 1960-June 4, 1965: Miller is reported being seen in numerous hot spots around the globe, including the Middle Easy, South America, Vietnam, and even in Eastern Europe. There is no record of his sighting beyond rumors, however, the United States and Soviet Union as well as the United Kingdom notice a recordable out flux of military personnel, especially in the fields of special operations and intelligence.

September 6, 1965: An initially small landing group made up of former Spetz GRU commandos land on the western coast of the Greater Prussian Super Continent to recce the local ethnic population in preparation for a full landing party. They find a mostly Arabic ethnic group.

September 10, 1965: A larger landing party, made up of former US Navy SEALs, US Army Special Forces, Air Force Special Operations, Russian GRU Spetsnaz soldiers, and British SAS and SBS commandos land on the same coastal lines. They move quickly inland, seizing what land they could. Groups that initially resisted were quickly eliminated by the teams. The rest of the world, far to embroiled in their own nationalistic struggles, does nothing to stop the operation. The group, known as Solid Outer Heaven, quickly secures as much land as they could inwards from the coast, and sets up an interim government. The odd mismatch of formal special operations groups works together well despite differences, as they see themselves in the same brotherhood of soldiers.

August 14, 1978: Thirteen years later, the Armed Republic of Solid Outer Heaven is set up as a nation to be home to former soldiers from all walks of life, a home land for those who felt outcast from their own nation. Through use of private contracts instead of government, a general infrastructure is set up. Solid Outer Heaven opens its borders not only to trade and diplomacy, but to new citizens, advertising itself as a new home land for anyone who wants to start a new life, to become a new person. Population growth skyrockets. Capt. Miller returns to the world scene as President of Solid Outer Heaven, with a former Navy SEAL, Donald Casario as the Foreign Minister.

1978-1995: Solid Outer Heaven grows substantially, in economic and political strength. An open military policy allows everything from single soldiers to full divisions to participate in any military engagement it feels capable of across the world. Operations commence in South Africa, the Middle East, and South and Central America. In the early nineties, operations in the former Soviet Bloc are authorized. Trade opens up on all fronts, a true free market economy flourishes. However, some time in the mid eighties, a group of ethnic Arab minorities begin to make noise, complaining of their displacement from their historical lands. Low scale, low intensity flare ups across the nation start to move in closer to urban areas, and the population demands action. In 1993, the Solid Outer Heaven government launches counter terror strikes against the insurgents. During this time, Capt. Miller and Donald Casario step down from their positions. Another former US Army Special Forces soldier, Capt. John Milles, becomes the Prime Speaker, a title given to him by the people. The office of Foreign Minister was then taken by Maxim Gregoryiovich, a former GRU Spetsnaz shooter

1998: An official movement known as the Heaven Socialist Liberation Front announces its presence. An attack attempts to take the life of Milles while giving a speech to a graduating class at a small local university. Milles announces official operations against the HSLF, and for the first time, the Solid Outer Heaven military takes to its own fight. With superior training, long time experience, and better arms, the SOH forces quickly take out the official military structure of the HSLF. The HSLF forces quickly retreat, and start an insurgency style conflict against the SOH government.

Present Day

Angelus, Solid Outer Heaven

As the warm spring wind blew over the capitol city of Solid Outer Heaven, a hush seemed to follow two SOH Army Land Rovers. A curfew had been set over the city, and as the late day sun set on the city, it had been implemented early. The normally vibrant city, which came alive at night, was shutting down early this weekend. Army Land Rovers roamed the numerous streets and allies of the downtown area, some making their way towards the outlying suburbs. The hope was for a quiet, peaceful night, followed by a quiet, peaceful weekend.

It would not be so. As the seven o’clock hour rolled around, an explosion rocked the southern side of the city. One of the SOH Land Rovers had hit a pre set check point, and a waiting HSLF strike team had launched a short offensive. The RPG fired had gone wide, and hit a car parked out on the street. The counter offensive had been quick and decisive, resulting in five confirmed enemy kills. However, it was a faint. A second offensive was launched from inside the city center. Two Land Rovers went down instantly from rocket fire, a third damaged and taken directly out of the fight.

Two Land Rovers and a single two ton truck sped towards the city center, hoping to run into nothing more than light resistance. In the lead Rover was Carry Hawthorne, a ten year veteran of the British SAS, and now NCO of a full platoon of soldiers tasked with quick response and rescue operations in the city. He sat shotgun, literally, in the lead Rover, a DSA SA58 carbine across his lap. He shouted out directions, barking orders at his driver, guiding the two Land Rovers through the city. The plinking of small arms rounds ricocheting off the doors of the Land Rover sounded clearly, and Hawthorne looked back to see an RPG screaming in front of the two ton truck.

They arrived on sight, not seeing what they hoped, but instead, a well planned and executed barricade. The driver of the Land Rover jammed on the breaks, the car screeching to a halt, Hawthorne jumping out. He snapped up the rifle, sighting in a rebel, and squeezed, the .308 jumping in his hands as the heavy round tore into a target. The staccato gunfire of smaller caliber rounds from mass produced Armalite variants broke out in the air, matching the cracks from the Kalashnikovs used by the HSLF. Hawthorne checked that his radio was properly functioning, and he began to quickly issue orders.

Those on the secondary team that had worked with him in the past, or had combat experience previously responded quickly, moving to flanking positions around the blockade, providing proper cover fire on top of the rebels. However, those that had never seen battle froze in their spots, firing haphazardly, trying to bring rounds generally in on the rebels, fighting for their lives.

“God Damnit, I said move left and provide a covering barrage!” he shouted into his radio, the younger soldiers not responding at all. “Bullocks. We’ll do this on our own boyos,” he shouted to those near him. They huddled in, and quickly devised a plan. A team of eight shooters would move left and up along an ally way, coming in behind the rebel force. Another would provide a distraction, moving out and along the street, engaging the rebel force from a distance. Hopefully the younger shooters would keep the fire up, they did provide a needed cover fire. Hawthorne led his team down the empty back ally way, and came around behind the rebel force. He could see the other team providing covering fire along with the younger conscripts. He gave the signal, and they moved in quickly, closing with the enemy, and attacking at close range. The fighting was deadly, extreme close combat, but the violence and speed in which Hawthorne’s team attacked was enough to secure them victory. The SOH forces lost only a few men, the entire rebel outfit had been wiped out.

Across the nation, similar attacks were happening in large and small cities alike, all with different results. Some rebel outfits had been taken out quickly, others had led to long protracted battles, and still some had ended up for victories for the HSLF. All over the nation, blood ran in streets, bodies littered walk ways and sidewalks, shell casings laid over the ground.

Two days later, Milles and the HSLF forces both released public statements to the rest of the world.

To my fellow citizens of the world,

Esteemed world leaders, men and women of the armed forces, civilians, citizens, today I come before you the leader of a nation burning with the flames of rebellion and strife. I come to you to ask for your help, in hope that together we can triumph over the forces of those who seek to change the prosperous and good order of Solid Outer Heaven.

Two days past, a combined rebel force, organized militias operating under the guise as Liberation Soldiers of the Heaven Socialist Liberation Front have attacked a number of Solid Outer Heaven military basis and civilian cities in an attempt to over turn the rightfully and legally elected government. They have killed and attacked indiscriminately, letting no such concepts of honor or rules of combat hold them back. The death toll in the past two days is well into the tens of thousands, and will be sure to rise before this is over.

Today, in front of my nation, I have openly declared a state of war between the Combined Armed Forces of The Armed Republic of Solid Outer Heaven and the Liberation Soldiers of the rouge Heaven Socialist Liberation Front. Now, I ask you world leaders, to help us, to support our nation in any way possible as we push these rebel forces back, crushing them, defeating their operations to take over our fair nation.

Forces like these must not be allowed to triumph and make demands. They must not be allowed to exist in such violent forms. They must be eliminated in order to secure the peace our nation so rightfully deserves. It is with this that I ask for your help.

On the same day, another letter was released. Far less professional, far from eloquent, it was worded harshly, sent out quickly in an obvious attempt to hide the communiqués original starting point. It held a different message.

To those in the world that seek justice:

Today is a good day! We have started our offensive against the oppressive and war mongering government of the “Solid Outer Heaven” land. This is not their land, it is not their home. They pushed us from our land, from our home, from our blood and soil, and today they label us rebels and terrorists. The declare war on us after kicking us off our own land. The demand we change our lives, lives we have lived for thousands of years, in order to fit their idea of a proper nation. I say no, we shall not! I have issued our demands. We, the Liberation Soldiers of the Heaven Socialist Liberation Front demand that these imperialists dismantle their government, and leave our lands. We demand they be gone from us. Join us! Join us all who believe in truth and justice, and help us in our crusade!

Sir Phillip stood before the assembled Parliament, and adjusted his microphone.

"Eurasia must remain steadfast against the forces of oppression, against those who wish to destroy liberty, freedom, and justice," began Sir Phillip, his voice crisp and clipped. "Liberty - freedom - justice. Those are three things that everybody has a right to - rights which cannot be taken away." He pressed a small, cerulean button on the underside of the podium, causing the lights to dim and a large, holographic display of Solid Outer Haven filled the room. "The nation of Solid Outer Haven currently faces a human rights crisis. The oppression of the Arab minorities certainly cannot be overlooked, but their terrorist actions also cannot be overlooked. SOH has isolated these Arabs, marginalised them, otherised them. Whilst Solid Outer Haven does have a right to its sovereignty, these Arabians have a greater right to representation in their government, a right which appears to be denied by SOH. Therefore, I ask this Government to authorise combat actions in Solid Outer Haven to ensure the preservation of peace, and to ensure that these Arabs get proper representation in their nation." He stepped down, and took a seat in a plush, velvet, violet chair.

The Speaker of Parliament, Robert Hamliton, rose from his position and took the podium.

"Thank you, Prime Minister," he intoned. "Since this issue is of urgency, we must vote on this issue now. All in favour of intervention, please rise. All right...one hundred and sixteen votes in favour. Opposed? Eighty - okay. And abstaining? Four. Sir Prime Minister, you have your war, it seems."

Sir Phillip sat at his desk, meditating. The white papers marshalled themselves into order, regiments of pens lined up along the edges, flanked by computer interfaces, covered by squadrons of data reports. Rotating in his chair, he looked from his office window unto Kensington Bay and the other side of the city. A timid chime rang from the door.

"Enter," commanded Sir Phillip. His cabinet filed in solemnly, each holding data reports. "I have summoned you here so that we might begin preparing for war. Olivia, what does your Ministry propose?"

Olivia Quinn, the Minister for Trade and Industry, replied rapidly. "It is our conclusion that the prelude to actual military action ought to be a Level One embargo, cutting off all supplies to that nation, especially petrol."

"But, certainly, we need to promote aid at the same time," countered Dr Elizabeth Nordstrom, Minister for Health. "We'll look far better in the people's eyes."

"A compromise, then," remarked Sir Phillip. "Quinn, I want a full-fledged embargo executed now, but I want constant airlifts of medical supplies over impoverished areas. Now, on to war - Crompton, ready five hundred thousand troops for this - make sure they understand the meaning of peacekeeping, and equip them as such."

Jerrick Wickwire eyed the main report in the briefing room, looking over the most recent reports comming out of the area. Rebel forces were always easy targets to vilianise, but one also had to take into account that those in power against the rebels may indeed be right. Wickwire, having looked over the briefings, was slowly leaning towards the SOH forces. The brotherhood of Special Operations was thicker than most. He looked up at the images flickering across a screen as news anchors gave their reports on the conflict.

He took a long, slow pull from the bottle of Foster's sitting in front of him, and then glanced up to his DO. "David. I wanna know what you really think about this."

David Kelly, a veteran of numerous special operation forces from both Imitora and abroad, watched the news items as intently as Wickwire. He too had a beer, a Corona, and nursed it with care. "Well, I dunno." He looked at his own copy of the briefings, and started up again. "You want my call Wick? I say we go in. We could make some good money off of it, and it will look good for our operational dosier. Show people we know what we are doing and we can work it well. Of course, I'm not exactly sure how to approach them on this. 'Hey, we saw your shooting at each other, any of you boys want to pay us to help you shoot?' I mean, it seems like a hard sell outside of going to the world and asking them for money to act."

Wickwire nodded. He dug through his own file, and removed a single piece of paper, sliding it to Kelly. "We don't need to sell. I got this this morning. Direct to inbox from this Milles character. Price wise, well, I think it could go up, but I'm not thinking about negotiating now. We can do that later. Sort of a mutual agreement pact. They have to use us for future expiditions."

Kelly looked at the comuniqé. "Three point two five. Not really all that much. It won't even buy us a new bird. I say we make this look real good."

Today, Reflex International's Private Contracting Security Operations Center will begin preperations for security and logistical contracting in the Solid Outer Heaven theatre of operations. The purpose of Reflex International's presence will be to provide high value sight security, combat search and rescue, and needed logistical assistance. The price paid will be a nominal cost. Agreement between the Foreign Minister of Solid Outer Heaven and the Director of Operations of Reflex International are still confidential, however, publicly, Solid Outer Heaven will pay a symbolic price of one dollar, in order to show that Reflex International is not worried about the money, but the prospects of freedom. The cost of the operation is not important, but instead our focus is victory over the terrorist forces acting on your nation.

OOC: I just need to clarify a few points:

Solid Outer Heaven is ICly located on the Greater Prussian Supercontinent. This is Greater Prussia's home. Theoretically, all of this invasion stuff would be close to impossible. However, for the sake of a good, fun RP, we're going to ignore the Greater Prussian defence systems. However, I ask that, for this RP, no one touches the rest of the continent. That's not the point of this RP, and would cause much more trouble than it's worth.

Other than that, I'll get an IC post up soon.

Millersburg, Solid Outer Heaven

The periodic pops and cracks of gunfire filled the normally quiet night. Millersburg was more of a farming community or a ranching area, not the usual cityscape of Solid Outer Heaven cities. The pops and cracks were being exchanged not between the military and rebels, but instead the locals and the rebels. Remington bolt action rifles were matched against AK-47s. Shotguns were sending walls of pellets towards enemy targets. A few of the locals had automatic firearms or semi auto converted weapons. The locals, despite being outnumbered in the location, were managing well to hold their own.

The mayor of the town had been informed the previous day that reinforcements would be slow to come, as the area was holding back rebels well, and the focus of rebel forces was the southern region. However, the local citizens of Millersburg, named after the nation’s founder, didn’t exactly appreciate the idea that they had to wait. However, they held fast, and suffered few casualties at the hands of the rebels. They did worry, though, of how long they’d be able to hold. As long as the rebels were on foot, it would be easy to hold them back. If they found mobility in attack vehicles, it would be a different story.

Ms. Olivia Parkin walked silently across the empty corridors of the third floor of the building. She pasted the statues and paintings of great dignitaries in Honako short history, each one of them looking as if they were watching her, peering at her documents trying to find out what was arguably Honako's first major outing on the international stage...

Documents Presented To The Commission

Information has been passed on to Honako about a plea for help from the nation of Solid Outer Heaven. An uprising of rogue rebels has put the small nation with a history of military excellence in a fragile state - and they have asked for assistance from the international stage. They ask for help in any way possible to stop this civil war from escalating. We must bear in mind they have oppressed the Arabs until they have decided to fight back. As Honako is a nation of larger size than SOH and we not currently involved in any other military warfare, we feel that we are in a position to approve or deny assistance.

Honako Independence Commission Decision: Assistance Approved

To: The Armed Republic of Solid Outer Heaven

Honako is a peaceful nation, though we understand that a country in your situation needs help. Therefore we have a deal for you; well actually it is more a giving of international aid. Honako will send troops and aid in the form of medical staff and basic food supplies, enough to feed a large part of your urban population for a few months. We ask you to deploy our troops to various unaffected cities, where they will try and keep order and defend the cities if necessary (e.g. if the rebel forces attack).

You will have control of our troops for war, but if we feel there is a need to withdraw, we will issue the command. These forces are not a gift. Expect around 247,000 ground troops to be delivered by boat if approved.

We will support in the one way we can currently, by giving you sheds loads of money! Many of Honako's richest citizens where cigar smokers, so our coffers have been filled with donations for our cause - we are willing to send you $100 million of what ever currency you have in your oppressed land. If needed, we do have a bit more money to expand on that...all that we ask of you is to give us some cigarettes, as many as you can! FOR THE LOVE OF GOD!

Humph, anyway, the money will be wired to you and we wish you luck with your plight. Do not contact us again unless you need more monetary donations.
