Government

Government Type: Constitutional Monarchy

The Scandinavian Constitutional Monarchy operates with a “monarch” or leader of the state deciding on the majority of the issues with a consensus from the SL (70% must either “yes” or “neutral”). The leader is restricted in his powers by the constitution, which he/she can change, also with a consensus from the SL. The leader is commander in chief of the armed forces, and must need a majority (over 50%) from the SL. The leaders and members of the SL as well as of the Scandinavian Justice Court are chosen through elections. Executive leaders are chosen every 10 years, SL members every 4, while SJC members are nominated by the leader and elected by the SL every 20 years. If approval rating of the leader is less than 20% for more than a year, then an election can be held to boot the said leader out of office. All elections are held on September 29th.

General Overview
My Minister of Domestic Affairs is responsible for working together with the leader (Bjorn Gustavsson) on crime, education, taxes, police, etc. Minister of Technology (Pall Bisgaard) is responsible for closing deals on technological exchanges. Minister of Trade (Ludvik Kjaer) works with Minister of Foreign Affairs (Carl Jacobsson) and the Leader (Bjorn Gustavsson) to secure trade agreements, while Minister of Foreign Affairs and the Leader then work solely on other diplomatic relations. Minister of Defense (Oskar Svensson) is responsible for advising the Leader on military operations.

Scandinavian Criminal Investigation Agency (SCIA)
This is my “FBI” of Futuris. They track all criminals in the known world through an extensive fingerprint/eye photo system, along with Interweb tracking and other classified methods. The obtainment of criminal records and/or fingerprints/eye scan of criminals from another country is solely on the choice of that country. The SSF will however ask for records periodically from each nation, so as to constantly update the international criminal database for a safer world. The choice is up to the different countries.

Scandinavian Intelligence
SI is my “CIA”. All information is classified.

Diplomatic Communique from The CCPS - Commonwealth of Communist Portugal-Spain

To: The Scandinavian State of Futuris

We would like to establish diplomatic connections with your great country, as we want to engage in talks about some military equipment of Swedish origin. The Armada Española (Spanish Navy) are interested in the Gotland Class Submarine, as the AIP engine makes it perfect for a submerged trip from Portugal to the Azores, which a normal SSK cannot do without snorting. The Armada Española has also showed some interest in the Visby class stealth corvette.

We're inviting you to establish an embassy in our capital Madrid, and we would like to have an embassy in Stockholm.

Oskar Svensson, Minister of Defense

To the Commonwealth of Communist Portugal-Spain,

I hope that we, as Ministers of Defense, can finally have a little chat about all this military stuff. The Gotland class stealth submarine and the Visby class stealth corvette are produced and designed by Kockums AB, a Swedish company; surely, you already know this. The Gotland class submarine is one of the best conventional submarines in the world. Indeed, in sub-hunting tests, the Gotland class was superior even to nuclear-powered submarine. It uses a Stirling Air Independent Propulsion system, which renders the submarine almost completely silent, and gives it the ability to stay underwater for two weeks without resurfacing, previously only achieved by nuclear subs. The Visby class stealth corvettes are made from carbon fibre, making them exremely hard to detect through radar. They also offer superior maneuverability to anything its size.

In prices, the Gotland class submarines would cost you around 135-140 million (USD), depending if you want our Swedish teams training your teams for a year, and providing technical and some tactical assistance. An extra 5-10 million for the armaments. The Visby class stealth corvette would cost you around 190-200 million, depending if you want Swedish teams training your teams, especially on the state-of-the-art computer system it uses. An extra 5-15 million for the armaments.

I hope that I provided you with the necessary information, and I will look forward to a response.

The Scandinavian State of Futuris

OOC: I hope those prices are reasonable. I actually checked online, but this is my first time, so...

Ludvik Kjaer, Minister of Trade

To the Commonwealth of Communist Portugal-Spain,

Indeed, we would be more than happy to comply with your oil request. The Scandinavian State of Futuris produces much more oil than it consumes, and although part of this oil is used as a reserve, for the most part we would like to export it.

As of now, current prices seem to be around 60-65 USD per barrel.

I will wait for a response on the exact number of barrels that you want.

The Scandinavian State of Futuris

OOC: I couldn't find the oil prices for Sweden, Norway, Denmark, and Iceland. I'm not exactly sure on the price, including shipping, per barrel, if the original is as I said, 60-65$.

Subj: Visby Class corvettes and Gotland Class SSK

Dear Mr. Svensson,
We are glad you're willing to sell us these vessels. This is the first time CCPS is going to make a military deal with a country in northern Europe, but it may not be the last time.

We would like to order ten Visby Class corvettes, with the option to buy ten more at a later date. We're ready to pay $200 million USD for the first Visby – including armaments and training for one set of crewmembers. For the following nine corvettes we're ready to pay $180 million USD each, including armaments. We also suggest a price of $180 million USD for the optional ten corvettes.

We would also like to order ten Gotland Class SSK Submarines, with the option to buy fifteen more. We're suggesting the same condition as for the Visby corvette, $140 million for the first one, including armaments and training for one set of crewmembers. For the following nine (and the optional fifteen) we will pay a price of $130 million including armaments.

Payment is made upon delivery of each vessle.

Is this sounding reasonable to you? If that's the case, let us sign the contract immediately. We would also like to know the time plan for the delivery of the vessels. We would like to have them delivered to the Naval base of Ferrol in North Western Spain.

Mr. Kjaer,
We would like to sign a deal of an import of 500,000 bbl/day from The Scandinavian State if you can sell to the price of $58 USD/bbl.

To the Commonwealth of Communist Portugal-Spain,

We will gladly accept this oil deal. Although the price per barrel seems to be a bit low for our standards, it is not too much for now, and we are happy to establish an even stronger trade relationship. With 500,000 bbl/day at 58$ per barrel, the cost per day will be 29 million, per year (RP I assume) will be 348 million, and for the three years that our deal is to last, will be 1.044 billion. I assume that payments will be made at your entry into port.

We have decided to leave the oil for you at Skagen, Denmark. It is right on the top of Denmark, and provided you are allowed through the English Channel, it should be a rather short trip. Also, it is not a very large city, so to not have a mass panic when people see Spanish ships freely sailing into the harbor. The people of those regions have been informed of this to prevent this panic. If this port is not very available to you, due to distance to sail there (if the English Channel is closed off to your ships), perhaps we can some to some sort of agreement. However, for now, Skagen seems to be the most politically and economically-wise port for the oil.

We hope that this oil deal will not be the last, and that trading relations between our great countries will continue and flourish.

To the Federation of Animarnia,

Lovely. We can begin shipping 36 JAS-39 Gripen's to a specified port immediately. Payments can be made upon delivery.

As for the Visby corvettes, since it takes quite some knowledge to operate a ship, the first corvette that we send you, we will send with a Swedish team to train your crew on it, especially the elaborate computer system aboard. This will cost around 200 million USD. After that, prices could be lowered, since you will probably no longer need our Swedish teams. There would be a range from about 180-195 million, depending on the number that we have. A deal similar to this was signed earlier with another nation, and it worked out quite well. I only ask you that you specify the amount that you want.

I hope that this is the beginning of a long and prosperous relationship between our two countries.

We would like to enquire as to how many crew members would need to be trained to operate them as have not operated a navy since World War II. this will be the limit of our purchasing budget until the next financial year 2009 (begin 15th Mar RL for us since we around mid 08)

To the Federation of Animarnia,

Each Visby corvette should have a crew of 43. I would like to note, however, that 1 corvette for 200 million, and 3 for 180 million adds up to 740 million, not 920. If, you were to purchase 4 corvettes for 180 million, and then the 1 for 200 million, then it would equal 920. This must have been a smiple math error, probably encouraged by stress from work, as well as tumultous events in your region. If you could specify which deal you want - 5 corvettes at a total cost of 920 million USD, or 4 corvettes for a total cost of 740 million.

As for the Gripen's, our ships are underway and should arrive in Tanzania shortly.

Yes. a Simple Math Error my applogies; one of our finincial monkeys no doubt mesed up on a spreadsheet somewhere. if we can get f Visbys for the same price we will take 5.

To the Federation of Animarnia,

Very well, 5 it is.

On the matter of the JAS-39 Gripens, we made an offer (on General IC Thread) of lowering costs in order to promote the aircraft. Since you were the first nation that bought the Gripen, we thought that the offer unfairly excluded you, so we decided to have your purchase included in the offer. This means, that 10 of the Gripen's that we sent you are reduced to 40 million, instead of 50 million, which saves you 100 million USD. In other words, you can subtract 100 million from the amount that you pay us.

The Visby's will be delivered and your crew trained at a port of your choosing in your country, and the Gripen's are already underway. We hope that this will secure the transaction, and payments can be made upon delivery. It has been a pleasure doing business with you, and we hope that this is not the last time we trade.

Wonderful, we are pleased that you have shown interest in the JAS-39 Gripen. 39 Gripens at 50 million would come down to around 1.95 billion per year for the Gripens. However, in spite of recent events such as testing sites of your AR-12 rifle, and the Visby corvettes. We would be offering to sell ten of each year's 39 batch at 40 million, saving you, again, 100 million USD per year. For four years, this would come down to some 7.4 billion.

We hope that the current rate of trade blooms and prospers between our two nations.

To The Federation of Animarnia,

Yes, we are interested in the AR-12 Assault Rifle, as from what we have seen and heard, it is quite a weapon. If it is possible, we would like to order 100 rifles (when they are finished and ready to go, of course) for preliminary testing to see what our troops say about it. If it is a success, which we think it will be, we will most likely inquire about purchasing it 'en masse'.

Greetings Dear Neighbour!

First of all, the Royal Navy is quite interested in the Visby Class Corvettes you currently have in service. Is it possible that we purchase three for trials, and then purchase a larger amount of ships? And at what cost?

We also invite the Armed Forces of the Scandinavian State of Futuris to join in a military excerise in and around the North Sea (Naval Battles, Landings, Air Battles etc.). It wil be good for the relationship between our countries and it will also benefit boht our Armed Forces.

Oskar Svensson, Minister of Defense

To the United Kingdom of Great Britain and Ireland,

We are pleased that you show interest in the Visby class corvettes, as many nations have. Basically, the fist corvette would cost you around 200 million USD, while the rest 180 million, since it would take a Swedish crew to train one of your crews on how to operate such a stealth ship, as it is one of the first in the world of its kind (it actually is the first ship like that). We can lease you 3 ships that are currently employed in service, and begin construction of more Visby corvettes. Our naval yards are working at feverish paces to complete them for other countries, but we will make them for you too, as they do not take very long for completion.

As for the North Sea training and exercises, we would be thankful if such a deal could be arranged. We find it hard these days to effectively provide good training for our naval, air, and ground forces when there is no actual threat. When a real threat actually occurs, they will still be inexperienced, and not very good. We can deploy our naval forces, including Visby corvettes and Gotland class submarines, in such a way, as to maybe engage in 'mock-battles' or to go on exercise recon missions and patrolling the North Sea, while simaultaneously (I hope I spelled that right) learning how to cooperate and work together with forces from another country. We are willing to devote certain coastal areas on the Scandinavian coast for mock amphibious invasions supported by naval forces, and also air forces.

We only ask that these not get too close to Svalbard. Besides that, we are looking forward to 'experiencing' our troops when a real threat comes up. Thigns are heating up in Russia, Bhutan, Swaziland, France, and maybe even Sudan, so in the event, that for example, France explodes in war and destruction, we want our forces on high alert, to defend our country.

Perhaps, in the nearby future, we could negotiate an alliance, considering the fact that we are close neighbors, and we both try to focus on naval power, as the North Sea and surrounding maritime areas are key for defending both our countries from invaders.

The necessary funds will be wired. For the area of testing we've chosen the hebrides and the seas around Scotland. The base for the trials therefor will be HMNB Clyde, near Glasgow.

As for the Naval Excercise, we agree to the plan. We could split the excercise in three parts:
1) Hostile Submarines (one of our Vanguard SSBN's for example) are heading for Scandnavian Waters. The mission of other Naval Forces (only yours or a combined force of Royal Navy and Scandinavian Navy) is to detect and destroy them before they reach their goal.
2) A Mock naval Battle between two forces supported by Submarines and Aircraft.
3) An invasion in Scandinavia or Scotland, complete with a naval attack by the defending party plus one or more land battles.

We are also aware of the ense situation in the world at the moment. Therefor we will not contribute all of our forces in the planned excercise, to prevent a surprise attack on Great Britain or British Interest. We also welcome the proposal of alliance and further cooperation. Perhaps we can also develop naval and other military hardware in the future.

We agree with these terms, and we'll place and coordinate our troops to ready for the excercises. I think that we can continue the excersies until one of us decides to pull our forces out (in the event of a military emergency). We understand that you will send limited Armed forces, and we too, as a certain confrontation with the MEC could possible turn for the worse. We hope that this deal strengthens the bonds between our two great nations, and that our Armed Forces gain experience and change from fresh recruites into experienced soldiers.

Yes, the testing in Scandinavian lands I heard was successful and helpful. We're glad that we could be of some help. As for the rifles, we would like to purchase 100 of them for now to test them out. If they are deemed good rifles by our soldiers, then we will make a bigger purchase later on. 100 rifles should come to aorund 330,000. We can pick them up at any of your ports, just specify which and when the batch is ready.
