The Halladi Workers' Republic

The Republics' political system is a a revolutionary democracy based on the principles of parliamentary democracy and representation, with influences from democratic centralism. Direct democratic roots are still deeply rooted in our system, as we had expiriments with them after our independance. Our form of government is officially recognized as a "Socialist Federal Republic" based on the theory of Halladi Socialism.

Our Premier is currently Hasan Ahmed Muhammad of the Halladi Socialist Party.

Our capital city is Buraydah, though it is sometimes refered to as Erse. This is because the city was renamed after the war fo independance to its rightful Halladi (Arabic) name. Erse was the name given to it by those who had taken Hallad as a colony.

Stances on Issues:
War - The Republic maintains a stance against agressive wars.
Peace - We believe that peace should be upheld, and are not above deploying peacekeepers.
Socialism - We strongly support the socialist and communist ideologies.
Capitalism - We are staunchly against capitalism, though do not interfere in the affairs of other nations to change this.
Prison Systems - the Halladi prison system is based around voluntary labour camps and prisoner rehabilitation. We employ the death sentance on a number of federal crimes.
Freedom of Speech - The Republic strongly supports freedom of speech, as is the way of democratic centralism.
Civil Rights - We strongly support civil rights.
Drugs - The Halladi Workers' Republic has legalized most recreational drugs, and this has been lobbyed for by the Collectivist Party and their civilian organization the Collectivist Union.
Pornorgraphy - There are no regulations against pornography for the consenting adult poopulation.
Sex - the state does not interfere in the sex lives of our citizens, though we promote safe sex and the use of condoms to prevent unwanted pregnancy and the spread of STDs.
Envirnoment - Hallad is moderately environmentalist, though it is simply not a big issue in Hallad.
Gay Marriage - Homosexual marriage is recognized by the Halladi government, though mosques, churchs, etc. have the right to refuse to marry a homosexual couple.

Government Style
The Kingdom is a feudal system wherein his majesty Alark III holds power by divine right. There are eleven noble families among which titles are distributed. Each level of nobility swears fealty to the lord above it until the heads of the eleven families – who swear fealty to the King.

The kingdom is a feudal system. Alark II currently resides on top of the fealty pyramid but threats to that political control reside in the other ‘heads of family.’ These heads are loosely descended from the original founders of the kingdom. Political authority is also divested into the church – which is currently in conflict with royal forces in regards to its own future. In theory the local lords have certain rights and their domains are not to be intruded upon. In practice privileges within other domains are routinely sought and bartered for – making the logistics of who is actually responsible for any one thing muddled to say the least.

The official head of state and government is Alark III. Notable lords in the Otariet government include; Georg Smittof (Martinov), Alexandra Bogdanov (Koptev), and Mi’hail Ruzolky (Ruzolky). Also of note is the current head of the Otariet church - Banelle Fedorov. Also of indeterminate legal status are the individuals known as Omma ‘Chen’ and George Hamms – the leaders of the Omma and The Commonwealth of Burnica respectively. [The nation of Burnica and the semi autonomous tribes of the Omma have been occupied and the matter still unresolved.

Otares

There is no real capital to speak of as government tends to move with the ruling monarch. The official capital is Otares (city) but with the current monarch hailing from Penson most of the administrative functions of government are moved there; the executive branch traveling with the crowned prince himself.

Stances on the following:
War A tool of foreign policy and to be only used after much consideration.

Otares has always been an imperial nation. Even the current monarch has seen two wars of expansion – though to be fair on of which was prosecuted independently by a feudal house. Historically Otares has maintained good relations with those nations it chooses to recognize and engage in ‘civil discourse’ with. No such consideration is given to ‘uncivilized lands’. It seems almost a tacit agreement between Otariet nobility that these conquered peoples are probably better off as serfs anyway.

Peace The joyous period between conflict where one can reflect and rebuild.

Peacetime for Otares has historically meant one of a few things. Remilitarize for the next conflict, shore up domestic security, or one up your local political rivals. At any given time ‘peace’ within Otares could be referred to as unrest or civil war by other nations.

Economic Systems The proper system of ordering the economy is that of the oath of fealty. A lord orchestrates the work and collects a tithe for allowing the serfs to work his land – while the serfs are protected by the lord’s security force. In contemporary times our lords have taken on welfare as a responsibility; seeing from their serfs’ need of health to education.

The economic system of Otares is feudal in nature. To be concise – its what any feudal society would’ve looked like if it had survived industrialization. While may NS nations claim to be functioning monarchies they all too often only purport the title and are actually more liberal capital in nature. An Otariet belongs to the lord onto which he is born until the age of fourteen. At which time he is asked to swear an oath of fealty. Should he refuse he is promptly removed from the lord’s accepted holdings. The new monarch has introduced more liberal aspects of economic ordering and growing classes of bourgeoisie are emerging. These un-landed wealthy are few and far between but a growing number are creating a noticeable minority.

Prisions in Otares are highly decentralized. The occasional lord refuses to operate prisons – instead focusing on rehabilitation. Others are grueling pits of atrocity – though limited information is available at this time.

Civil and Political Rights Political power rests within noble blood. In regards to civil right I think you will find Otares to be comparable to most contemporary standards.

The government statement on the matter is quite accurate but it should be stressed that depending on where you are born in the feudal hierarchy absolutely NO political rights are afforded to you.

Drugs The prevue of the lord in question.

Narcotics in Otares see no uniform handling. As the serfs themselves are seen as property of the lord above them ultimately the decision is left to the lord to deal with as he sees fit. For some this means capital punishment, others loose enforcement, and for others still complete decriminalization. The only constant – and it is by means of a convention and not contract – is the availability of alcohol and its rampant use.

Pornography and sex The lord’s greatest creation – humanity – is a thing of beauty and need not be censured.

Pornography is an interesting case in Otares. Wide use of erotic depiction has always figured into Otariet art, but the idea of having a medium simply for the express purpose of displaying sex has seemed at best pointless. Despite its traditional government Otariet perceptions of sexuality seem quite permissive. This has carried into sexual relations as well. Many of Otares leaders are openly gay – despite heterosexual marragies. For an Otariet the expectation is to create offspring, not to like the act. Moreover any Otariet which has provided three or more offspring have certain social conventions relaxed. To that end women can – by virtue of their own labour – always rise higher than their male counterparts. For example should two Otariet lords (one being a lady) of equal rank meet difference is to be given to the one with the more impressive military service record. If however the woman has birthed and raised three children she is to be given difference.

Environment: The prevue of the lord in question.

The environment in Otares is maintained in extremes. Land is technically the prevue of the lord and as such should that lord decide he may dump, strip mine, and clear cut. And some do. That said Otares is primarily an agrarian society and polluting the land is seen as somewhat self destructive. Many internal agreements exist within Otares which limit or outright ban certain industrial practices.

Marriage : Marriage is the declaration of an intention to produce children. Few examples of wealthy lords exist who have – using advances in genetics – produced an offspring homosexually but they were required to provide extensive proof of their intent and ability to produce offspring.

Women – like men – are property of the lord to which they swear fealty. As such an abortion is only done when that woman can make a case to her lord to do so. (Or when the lord orders it arbitrarily.) Abortions are normally only done when the woman’s life is in danger. Often if the woman requests an abortion without medical reason the request is denied and the child merely given to another provider. While liberal capital societies see children as another mouth to feed feudal ones see it as another source of labour.

Otares is actually quite advanced in this area of research. Despite the open view of sexuality and the ever present touch of religion this area has thrived – probably due in part to the low view of human life that some Otariet lords develop.

Historically Otares has been almost theocratic in the manner in which the church wields power. Indeed some former monarchs have been deposed by religious interests. The current monarch is however in a conflict with organized religion and much church infrastructure has been ceased. Until the resolution of this issue it will be difficult to make assertions on how religion will factor into Otariet policy.

Government Statement

Otares currently boasts a period of international peace. In regards to the paramilitary question the answer is no – every noble has the right to raise an army which is legally recognized by his majesty.

The ambassador we would send is Lord Veronika Semenov, age thirty four. She and her husband – Baron Darl Semenov, age forty one, and their five children (aged 18, 16, 16, 8, 0.5) would be accompanied by twenty five guards and one hundred and five staff members. [Please note that the eighteen year old is serving in the Otariet armed forces and will most likely not be present but accommodations are still to be made.]

We will be sending the full allotment of vehicles to fulfill the entirety of the embassy’s needs. We understand that these will be the only vehicles considered ‘embassy property’ but we will be buying up a series of local and domestic vehicles for general staff use. In regards to the security staff’s commander Lord Semenov herself will be head of security – as all Otariets do carry some rank in the armed forces due to our stringent conscription policy.

Embassy armaments are fairly standard issue but should what we bring become a problem it can be brought up with the ambassador. I can assure you that we are not looking to be an eyesore or cause your country inconvenience – and for the most part the armaments meet your restrictions.

War – The Empire believes that War is sometimes required to avoid worse situations in further years; in saying that, the Empire has largely stayed out of war in recent years.

Peace – The Empire believes that Peace should be maintained where possible and where the maintenance of it will not merely make a situation worse. It is also the period for economic reconstruction and growth to strengthen the foundation of the Empire

Socialism – The present government of Alexandrian Ptolemais (Nationalist Party / Conservative Alliance coalition) is opposed to the socialist system. The socialist banner is presently held by the Labour Party, formed in 2001 by a merger of the Communist Party and the Labour Party

Capitalism – The present government of Alexandrian Ptolemais is in favour of the capitalist system; however, we do believe that controls should be placed to ensure that the people do not suffer excessively.

Prison Systems – The Empire believes that prison should act as a place of punishment and as a firm deterrent to other people thinking about crime; most prisoners are shipped to smaller islands to the west of the three main islands. Prisoners are given limited exercise time and are subject to flogging as a form of punishment; except for a bed, bucket and Bible, the cells are devoid of anything. Prisoners are feed in their cells through a hole in the door

Freedom of Speech – Freedom of Speech is not only allowed within the Empire, but is highly encouraged. The government feels that complaints to newspapers, on talkback radio and protests help gauge the opinion of the populace on the issues of the day

Civil Rights – The Empire believes in a reasonable level of equality within a moral framework. The pursuit of equality should not hinder economic progress though.

Drugs – Drug consumption (except for tobacco and alcohol) is illegal under the Substances Act 1978. Consumers of drugs are usually subject to a year’s rehabilitation, while the production of drugs carries the death penalty

Pornography – Pornography is illegal under the Crimes Act 1949 and to date three attempts have been made to make pornography legal; the most recent being the Legalisation of Pornography and Homosexuality Bill in 1987, which failed due to the Nationalists regaining office the year later and pulling the bill from the order sheet. Viewers of pornography are usually subject to a year’s rehabilitation, while production of pornography carries the death penalty (although this is rarely the sentence used)
