RSFSR Antonov An-70 Cargo Plane over the Carpathian Mountains

The roar of the engines was deafening to the pilots of the plane.

"Vasily! How are the engines holding up?" yelled the pilot to an engineer in the back.

"They are running one hundred percent, sir!" he replied after checking some schematics.

"Good!" yelled the pilot. "With the cargo we have, we need to be in tip top shape! No mistakes!"

"Yes sir!" yelled back the engineer.

On the ground, ten miles ahead.

The mysterious figure and his group of men sat in the back of the big GAZ truck waiting for their pray to come on screen.

"Sir," one of the men said to the mysterious man. "The plane is on radar."

"Gooood," hissed the man. "Ready the SAM..." The men unloaded the GAZ truck and set up a portable SAM device.

"Plane in range!" yelled one of the men.

"Fiiiiire!" hissed the man again. The SAM burst from its container and rocketed up through the air.

Back on the plane

"Oh, shit!" yelled the co-pilot. "We have SAM inbound! Evasive menoevers!" unfortunately, it was too late. The SAM blew through the left wing, sending the jet into a death spiral towards the Carpathians. "I can't control her! Mayday! Mayday! This is AN-70 Callsign Bear going down! Mayday! Our navigation gear is nonfunctioning! We are going down somewhere in the Carpathians! Mayday! May...oh shit! Aaaaaaaaaaaaaah!" the transmission was cut off in static as the plane crashed into the forests of the Carpathians. The mysterious man hit his mark, and the precious cargo was to be all his. For in the bay of the downed plane, two 500kt warheads sat in their containers awaiting tranfer from Kaliningrad to Kirov. They must be retrieved quickly, or else it would be a bad day for the RSFSR and possibly the rest of Europe...

OOC: Hmm, will Jolt finally let me post this? Let's spin the whell and find out. Big money, big money. Yes!

IC:

Radar observers had been tracking the unknown aircraft as it passed through Polish, Slovakian and into Hungarian airspace. Multiple attempts were made to contact the unknown aircraft, not wanting to risk a PR disaster, the decision was made to monitor the plane from a distance, air force jets were put on alert but never given clearance to take off. Suddenly and without warning the aircraft disappeared from radar, two Mig-29's from Budapest Airbase were sent to investigate. Within 15 minutes the two migs had arrived in the last known location, it didn't take long to find the aircraft; the burning wreckage could be seen from miles away. 45 minutes later a search and rescue team arrived in two MI-17's search and rescue variants. By the time the rescuers arrived most of the fuel had burned up and the wreckage was cool enough for the rescuers to search, all crewmen were dead, survival was unlikely but the search was necessary. The team removed the bodies and covered them, next they began securing the area, in an hour or so the Army would arrive to take control of the area and prepare for the arrival of OISA agents who would conduct the investigation. Since the aircraft entered from Russian airspace it was assumed to be Russian, however what it was doing in EEU airspace was a mystery.

OOC: Sorry for any continuity errors this may cause, this reply was supposed to be posted before the one in the international news thread.

IC:

The OISA was searching the wreckage, wondering trying to find out why a Russian military aircraft had been flying through EEU airspace without prior authorization when the order came down the line to immediately photograph the entire site but not to disturb anything. "The Russians are sending a team down to retrieve the wreckage, we must leave everything as it was when the plane went down." The cause of the crash was unknown. Some speculated that the crummy Russian economy and their general lack of maintenance caused the aircraft to fall apart in flight, however others believe that it was shot down by a SAM, either way it was quite obvious that a portion of the left wing had falled off in flight and that's what caused the crash, most of the wreckage was confined to a relatively small area except for about 45% of the total mass of the left wing, which was spread over an area measuring 1.7 km long and about 400m wide, although smaller parts may have fallen further away from the main crash site.

OOC: This is continued from the general IC thread...

IC: The boat docked in a small Geargian Port town where the cargo was unloaded and placed in the bed of anothe GAZ truck. The truck began its drive up into Northern Ossetia to pass into the RSFSR. Meanwhile, two DVD's were shipped out, one to the KBG and another to the OISA. On the tape, the mysterious masked man made a speech to each of the agencies.

The KBG one read...
"Greetings, oppressive pigs. I am Nikolai. I come from the Republic pf Chechnya and I speak on behalf of all of my people when I say let us be free. You have spilt our blood for too long and now it is time to spill your. If you do not let us go immediately then the amount of blood that will be shed on your people will be incredible. You will wallow in sorrow for years to come as it could have been so easily avoidable yet wasn't, thanks to you and your swine leaders. You have one month, or else all of Russia shall pay for your blunder.

The OISA one on the other hand was a bit more upbeat...

"Hello. I am Nikolai. I am the man responsible for the takedown of the Soviet aircraft over the Carpathians. No thank yous are needed at this time. I come from Chechnya and I am working for her freedom from the Soviet oppressors. I am going to let you in on a little secret. You may not tell the Russians this, or else our liberation could be foiled. The "precious cargo" in the back of the plane that you didn't find is a pair of 500kt warheads. If the RSFSR doesn't let us free in one month, I will detonate these warheads. One in Moscow, one in St. Petersberg. Remember, this is our little secret, so keep the Russians blind while I do you a favor.

RSFSR/Georgia Border

The trucks pulled up to the checkpoint manned by Russian MP's. The MP's hopped in the back of the trucks and inspectd them. Inside the bed lay a pile of logs tied together with heavy-duty rope. Seeing nothing of interest, the MP's allowed them to pass without hinderence. Unbeknownst to the MP's, the logs were hallowed in the middle of the stack, hiding the devices from view. The truck moved onwards towards the North. First, it had to stop in Chechnya to brief the rest of the liberation group.

Kremlin, Moscow, RSFSR

"Forget this, Commander. It's just another BS threat made by those son's of bitches. You know for a fact they can't do anything to ruin us." said Commander Demyanov, the head of the KBG.

"I concur, General-Secretary. This man has little credibility behind him." said one of the RSFSR's main Generals. Rovanovic, seeing nothing more to speak about, left the building and headed to his home to relax before another day's hard work.

Grozny, Chechnya, RSFSR

The Trucks pulled into their base of operations in an old burned our Project in Grozny. The man, Nikolai, got out of the truck and briefed his men of the plan. There would be two teams: one in Moscow, one in St. Petersberg. For each team, one group would move to the opposite side of the city as the warhead. They would ignite a hostage situation and firefight, luring all of the city's emergency personell away from the blast area. Then, the truck would move over to the middle of the city and park in a populated area. The timers would be set for thirty minutes, enough time for the assailants to hit the expressway and get out of the blast radius. The bombs would then ignite and go off, essentially wiping out both cities.

SIC within the EEU

The Presdent met with the Joint Chiefs and the Director of the OISA, Vasilly Volodymyr. "Well Vasilly, you called this meeting, you lead."

"Thank you Mr. President." says the Director as he stands and moves towards a map of the EEU and the rest of Eastern Europe. "As you all know a couple weeks ago a Russian military craft crashed here, in the Carpathian mountains just north of Budapest. The Russians were convinced there was some very valuable cargo on board, we found nothing. We recently received a video from the Chechnyan rebels, they claim the cargo that was on board the downed plane..."

"Downed?" Interrupted one of the Generals. "Meaning shot down?"

"Yes, meaning it was shot down. Now if I might continue. The rebels said they stole two nuclear warheads from the wreckage of the aircraft and claimed they would be detonated in St. Petersburg and Moscow."

"What!?" Shouted the President and a couple of the Chiefs at once. "How long have you had this information and why have you been holding back on us?" Said the President.

"We received a tape about two days after the initial attack, we did not think it was credible, especially since the Russians refused to tell us what was on board. I mean if two nuclear warheads go missing surely they would have told us so we could help locate them, no telling where they could end up. However in the last half hour there have been some developments in Moscow and St. Petersburg, several gunfights have broken out in those cities, chaos and anarchy."

"We should warn them immediately of the danger." said the President however as he reached for a phone he noticed the pained looks on the faces of the Chiefs and the Director. "What is it?" asked the President.

"Sir, with all due respect, it may not be prudent at this time." Said Vasilly.

"Why not?"

"Because these attacks are most likely taking place as a first step in detonating the warheads, they will overwhelm and distract the security forces in those cities and then detonation." Replied the Director. "It is too late to save more than a handful of people, if we send a message now the Russians will think we were involved and start pointing fingers, we can not afford to do anything that might provoke a war at this time, we must feign innocence."

Suddenly one of the President's aides rushed into the room...

Expressway 116A en route to Moscow

In the convoy of vehicles were two DAZ trucks (slightly smaller than the GAZ), three SUVs, and ten sedans. Inside the vehicles, the heavily armed men and women of the Chechnyan Liberation Army geared up for war. Though only six out of the twelve of the sixty+ people in the group would survive, they would all be immortalized in the process.

Three hours later...

The first team arrived at their target, a Moscow secondary school. The other team continued on, planning on hitting St. Petersberg about two hours later. But now, it was time for action. The masked Chechens rigged their cars with bombs. They stormed the school. The guard at the door fired at them but was mowed down with 7.62 rounds from their AK's and SKS's. The leader walked in with a UMP sub-machinegun and took charge. A teacher walked out to investigate the fire and was cut down like the guard. The freedom fighters yelled at all of the children to move into the auditorium immediately if they didn't want to be killed. One by one, each of the classes was emptied. The only people who escaped were three Chechen students who were told to go and get out as far away from the city with their parents as possible. Once all of the kids and staff were secure, they fortified the building, locking all of the doors and barricading them and the windows. Soon, Police were all over the scene, roping off a perimeter and readying for a breach if it was needed. Meanwhile, across town. the DAZ truck parked outside of a Moscow office building in the middle of the city. The Chechens got out, set the bomb timer for two hours, and then got in the accompanying sedan and sped onto the expressway as fast as the car could take them.

"Sir, we have urgent news!" yelled an aid to the General-Secretary.

"What is it, Mladshi?" asked Vladimir Rovanovic in concern.

"A school in Moscow has been taken hostage. Police have roped off the area but the death toll just from their entrance has left ten dead."

"Shit! Get me over to K-17 immediately!"

The aid, the General-Secretary, and his Spetsnaz guard unit rushed him to a Mil Mi-17 and rished him over to the command bunker K-17 located 50 miles out of Moscow. The heads of the military as well as the RSFSRJCOS (Joint Chiefs) were also moved to K-17 for the situation report. They didn't know this yet, but their protocol just saved their lives.

Back at the school...

The Chechen leader demanded a videocamera and transmitter, which was delivered inside by an unarmed, half naked man. About ten minutes after getting the camera, a live feed was sent to all of the major worldwide news corporations, showing the world what was about to happen.

"I am Muhammed, the leader of the Chechen freedom fighters here. I am pleased to inform all of you that another school in St. Petersberg is to be taken in oh, (looks at his watch), now. Police units in St. Petersberg scramble to get a hold on the situations there as well when this news is heard. The broadcast continues. "Yes, that'sright. Two hostage situations. A great calamity is to happen today, all thanks to your Russian Govenment. They did not heed our warning, and now it is their turn to pay. I will give you a chance to save yourselves, though. You must figure out this hidden message: “I swear by the Almighty that a person who is wounded in the way of Allah – and Allah knows full well who is actually wounded in His way – he would be raised on the Day of Judgement such that his colour be the colour of blood with the fragrance of musk around him” You have one hour, enjoy your last days on earth. With that, the feed cut out, leaving the world to wonder what would happen in the next hour.

The Broadcast from the CHechen Freedom fighter continued on after the one-hour wait.

"Congratulations. Your time is up. All I have to say now other than goodbye is that for those of you watching this in St. Petersberg, you too are going to pay for Russia's sins against Allah and Chechnya. Goodbye forever... The transmition cut. The feed went over to a reporter and camera crew outside of Moscow.

"We are outside of downtown Moscow right now where the whole hostage situation has taken place. The terrorists have just said goodbye to us. We don't know what they are talking about but our field reporters at the school say... there is a huge flash of light lasting for over ten seconds. A massive thunder clap is heard and the reporters are seen tossed like toys by the overpressure of the blast. The camera is on the ground on its side and people are seen being thrown down the street. Finally the feed cuts out and switches over to Rueters central newsroom.

"Uh, Moscow?" asked the anchor. "Something terrible has just happened...I think Moscow is gone. Soon, a similar scene is shown from St. Petersberg. The beginning of a terrible, bloody period of time is about to begin...

"Moscow and St. Petersburg!" Blurted the aid. "They're gone!"

The President is first to respond. "Get out of the room, you do not have the clearance necesarry to hear what goes on here." The aid immediately fled the room, he could scarcely believe what he had just told the President.

"Call up the rest of the reserves ordered the President. Put the Air Force on high alert. I want ground forces mobilized immediately, Russia is going to be looking for blood and with the recent... dialogue between myself and the Russian Government we aren't exactly on friendly terms."

The President was shocked as an OISA agent rushed in. "Mr. President, I have been ordered to take you to our bunker in the mountains north of Austria as per our protocols for such an event."

"What protocols?" asked an angered Shishenko.

"When the OISA was organized one of our duties was protection of the President in the eveny of a nuclear attack. It was assumed at the time that a nuclear exchange between the United States and Russia was still more likely than a terrorist attack, so our protocols assume that there is to be a world wide nuclear exchange and we need to get out to a secure location."

"Damn your protocols!" Shouted the President. "Get out of here now!"

The OISA agent looked at the Director, who motioned for the agent to leave. "What shall we do now?" asked the Director. "Do we send a message to Russia?"

"No." Said the President. "We wait for the dust to settle and for Russia to contact us."

"Sir...Moscow...St. Petersberg...they're gone..." said a General.

Rovanovic was silent, letting what just happened sink in. Finally, after a long pause, he spoke. "I must know, how many...are gone?"

"Our estimates place the numbers at close to six million...maybe more." said an aide.

Rovanovic looked solemn for a second or two, but soon he lost all composure and began to sob uncontrollably. "My wife...my children...all of my friends...they are dead." he cried. "My people! They are dead and dying because of these sons of bitches! Aah!" he screamed as tears ran down his face. "What are we going to do?! Oh god, all of those people..." he was escorted out of the room by a number of aides and associates. All eyes turned to General Koslovic.

"I am going to assume command of this country until the General-Secretary gets over this. I am declaring martial law. Give me a Nationwide broadcast immediately.

A few minutes later...

General Koslovic stood in front of the camera as he prepared to address the world. He wore his finest military dress uniform with neatly trimmed hair. next to him stood the JCOS and several Spetsnaz soldiers.

Earlier today...two Russian cities and six and a half million people were decimated. The people who pulled off this attack were Chechnyan terrorists hoping to weaken Russia enough to let us slip up and allow them to leave the union. I will tell them and everyone else in the world right now that Russia will not stand down now or ever! We will hunt down these Chechnyan rats and avenge the daths of all of the innocent Russians who lost their lives today. I promise all of you who lost your lives today and all of your families that you will be avenged! All of you, regardless of age, sex or creed. This will not stand! I, the transitional leader of the RSFSR, am declaring martial law. You will not be allowed to leave your homes from 3 P.M. to 11 A.M. Any violators will be severely punished. All military personell are to report to your assigned bases immediately. We are going to war as of now, and I promise you all, this time, Chechnya will not get back up...

The Celestial Empire deplores this act of cowardice and incivil barbaric anarchism in the Russian Socialist Federal Soviet Republics - the live detonation of two nuclear explosive devices in Moscow and St. Petersburg. Whereas the Han Empire maintains a strict policy of no-first-strike, in regards to the usage of nuclear explosive devices, His Imperial Majesty's government is utterly disgusted and revolted to see such atrocities occur and lead to the reckless disregard of civilization and convention. The Han Empire sincerely sends its condolences for the attacks upon your cities. Recently, a circuit in one of our Western Provinces was uncovered and we revealed a plot conspiracy to funnel support out of the Han Empire to other countries. Since we have busted the circuit, we have slowly uncovered new intelligence. Recently, we had uncovered plots to commence hostilities between your government and another state by initiating a wave of violence upon your cities. While we saw no reason to be alarmed, our intelligence personnel were ordered to extract as much information as we could afford to extract. And unfortunately, our intelligence services proved too slow to counter the threat presented by the anarchist forces. We have since terminated the interrogated and summoned the participants in the circuit to permanent remediation. While this may cause some inconvenience for your government, the Han Empire wishes to state foremost that our government seeks the most harmonic and balanced peace possible, and that our government would never commence such acts of cowardice upon your government. Furthermore, our government wishes to note that if we had had the intelligence in advance of the attacks, we would have readily given it to your government, to prepare your forces for such an event. It was a quiet day in the Palace; the sun was shining down and birds were chirping; Lady O'Hara bursting into the Queens private chambers quickly interrupted this

"Ma'am; have you seen the news?" Agafya Shona O'Hara; the current high elder spoke

"Whatever do you mean Lady O'Hara?" Queen Katriana spoke confused

"Moscow and Saint Petersburg; they were just nuked; wiped out of existence"

"Oh my god, How many dead?"

"Close to six Million ma'am…The Russians are like a people gone mad; the council of nine fears that they'll nuke the rebels in retaliation" Lady O'Hara spoke quietly.

"I don't blame them if they did" Katriana said; "those that use nuclear weapons in such a manner deserve to have the full might of nuclear weapons brought upon then" she said coldly.

"The council has voted unanimously; we will offer our full assistance to Russia with your approval ma'am"

Palace State room; Public Statement
"People of Russia. We are smaller than you in every conceivably way; so concerned have we been with our own internal politics we have let our eye wander too far from the world at large. We stand with you now, In solidarity, in unity as one people with one voice, mind, body and soul. We pledge our full support at your disposal. If you need schools for your children you shall have them; beds and medicines for your sick you shall have them, soldiers to fight alongside you own. You shall have them.

The cowardly act on nuclear terrorism should be a call to the world, to rally to Russia's aide in its time of need. We stand between the darkness and the light, between the candle and the star we will tread the places others fear to go. We stand on the bridge and yell 'none shall pass'.

We live for one and we die for one.

We ask however that Russia show restraint in the use of nuclear weapons upon the rebels. You wish to wipe them off the planet, do so, you have earned that right in blood but we enplore you to keep it conventional. Russia does not stand-alone.

Thousands of civilians all cheered as the news of the Russian cities spread to them. They had been celebrating for about a day now, but it was soon cut short by a blaring air raid siren. As they looked up, a huge air armada was seen, full of Blackjack's, MiG-31's, MiG-29's, Flankers, Foxbats, Bears, and numerous other craft. They watched in awe, then fear, as the heavy bombers began their runs over the city while the smaller fighter/bombers swooped down and bombed crowds of people and buildings. Firebombs fell from the sky, landing on many buildings and lighting them ablaze. The Chechnyan Army was called up to defend the city, but it was too late; the aircraft had already returned to base. In North Ossetia and Dagestan, the RSFSR ground forces and helicopters prepared for the invasion and destruction of Chechnya...

President Condemns Attacks

Vienna (AP) - The President today denounced both the Chechnyan rebels and Russian government for their parts in what he deemed "senseless bloodshed". Yesterday Russia was rocked by not one, but two nuclear explosions and early this morning Russia responded by bombing the mostly innocent and peaceful residents of the city of Grozny in retaliation. Said the President "What happened in Moscow and St. Petersburg is deplorable but Russia's response is equally brutal... such actions can not be allowed and should not be taken by a civilized society... Russia needs to let the dust settle and allow time for cooler heads to prevail." The President ended his speech by announcing that the EEU was assembling an aid package for the RSFSR and that six hazardous material teams from Poland, Ukraine and Austria were being assembled to be flown to St. Petersburg as soon as the Russian government gave them permission to enter Russian airspace.

You look at our actions and deem them "brutal" and "Unneccessary." Ask yourself this: what would I do if terrorists nuked my country and killed six and a half million people. From an observer position you may call us savages but I can almost surely guarantee you would ALL do the same things.

To the RSFSR,

The Scandinavian State of Futuris is appalled at the cowardice and terrorism displayed in the attacks of Moscow and St. Petersburg. Although we cannot see the point in decimating Chechn, we will send aid to your country, and we will also keep a strong presence over and Chechnyans inside our borders, and further patrol our borders even more. Our Special Forces are currently being kept in high readiness, in case anything else happens.

We hope that our aid package will help comfort those in need as much as possible, and we wish also death to those directly involved.

Grozny, Chechnya

The column of T90's rolled through Lenin Street with the BMP-2's and 3's in behind. These tanks took control of Central Grozny while other elements of the Armed Forces secured the outer parts of the city. The main resistance was inside a large project turned fortress. three companies of Regulars and one Company of Spetsnaz forces exchanged heated gunfire with the defenders. A BTR-4 sat rattling off its MG at the structure while a Spetsnaz team blew rockets from their RPG-29's at the building. Soon, a T-90 rolled down the street with several soldiers riding on top of it. They disembarcked and joined the fight right before the tank turned its massive gun towards the structure and fired. The HE round blew a hole in the structure making debris fall everywhere. A man inside the structure, well half of a man inside the structure fell out onto the road and was peppered with bullets. The tank announced in Russian to the defenders that if they didn't surrender immediately, they would be killed indescriminately. A loud Fuck You was heard from inside and the fighting resumed. After ten more minutes of fighting, the defenders finally surrendered as the twelve of them left the building. They came out with their hands up but were all opened fire on immediately. None survived. This was a perfect example of the New Russian Scorched Earth campaign. If they surrender, kill 'em. If not, kill 'em. More and more holdouts were destroyed by infantry raids, tanks, and helicopters until none remained. Grozny was declared won at the cost of reducing it to a smoking pile of rubble and bodies. Soon the rest of the Russian Army poured into the other Chechnyan cities. The Chechens cried for aid from other nations but so far, none was answered.

Her Royal Highness has not decreed or condemned your actions; you have our unfaltering support on this matter. We mealy asked that you keep the war conventional to restrain other nuclear powers from using it against you as an excuse invade your nation and while my personal opinion of the rebels is 'no big loss' if the conflict turned nuclear it would effect Russian citizens and villages also. That said; we recommend Napalm and Fuel Air explosives to do maximum damage in the shortest period of time.

Our airbases and airports are open to all Russian aircraft for the use of transporting civilians to our hospitals to be treated and our doctors are ready to treat them for severe radiation exposure.

Ten kilometers South of the ruins of Stratoy, Chechnya

The flow of Chechnyan refugees towards Georgia was stunning, hundreds of thousands were fleeing for their lives to the border to escape the revenge strikes of the Russians. On the Argun River, boats fled as fast as they could to the border. Russian Hinds and Havocs strafed the craft, sinking many of them and killing the passengers aboard. The last remaining sizable force of Chechen Resistance was pursued south towards the border. In Stratoy, the resistance was fighting fiercely to keep the Russian onslaught as far behind the refugees as they possibly could. In an apartment complex, a Chechen with a Kornet anti-tank rocket launcher blasted a round at a Mil Mi-8 Hip. The rocket struck the rear rotor and exploded, sending it into an out of control siral towards the earth.

"Hip down! Mayday! Mayday! Hip down!" screamed the pilot as he struggled to control the dying helo. His efforts were in vain, as the helicopter went into a dive and slammed into the street, sliding about 150 feet before crashing into the lobby of a project. Soon, a MiG-29 flew down from above and unleashed two full FFAR pods upon one of the Chechen Strongholds. The 40mm rockets pounded the building until the top three floors collapsed on the lowed four, killing most of the defenders inside.

We're having some problems with the carrier group, and its arrival time is unknown at the moment (it's in the Aegean Sea).

The army battle group (59,000 troops), previously mentioned is ready for action now, and we will begin the airlifting right away. Is there a suitable airport/airfield in the area where we can land? 5,000 of these troops will be paradropped, fully equipped for battle, in an area of your choice.

The PCE Discipline Inspection Commission is reporting that there's still around 200 Chechnyans out in the CCPS. A total of around 600 have been arrested and around 200 have been killed when they were arrested by the Secret Police. We're expecting that some of them, maybe as many as 100, has managed to cross the border to Andorra and/or France. We're investigating this right now.

Put two people into a Room; Give them each a cause and there will be trouble. wheather or not there demands were reasonable were of no concern. they are Terrorists, they cannot be trusted, they may have used the nuclear weapons even if russia had freed Chechnyia or if they had got there way with one thing may have asked for something else. if you give in to terrorist demands once; they will come calling again, that is a fact, do you think that they would simply give the nukes back and walk away? you are a fool if you do.

While we agree that the indicriminate slaughter of civilians should be curtailld and limited hence our pleas to the russians not to use nuclear weapons; all military targets are valid for engagment, the Chechnyans started this war.

His Imperial Majesty's Government has reviewed these comments and has come to the conclusion that the RFSSR (I believe that we've been getting this wrong all along...) is justified in their actions to commence harsh recourse against the perpetrators of the recent nuclear bombings in their principal cities.

It comes in the course of the state's responsibility to preserve the well-being of its people. If in the course of these responsibilities, the state encounters an enemy threat that counters their objectives, it is the right and the obligation of the state to do all to secure the blessings of Heaven - that is, to build a strong state and govern wisely over those who have been given submission to the state.

By committing harsh recourse against the people who commit these actions, the state demonstrates two things - (1) that war with the state is futile and shall end only with the pain of loss on the side of the enemy; (2) and that the state shall do all in its power within reason to ensure that threats are neutralized permanently. An attacker should not be merciful in his action against the enemy, because he shall receive no mercy from the enemy, and it shows doubt on the actions of a military commander. The state demonstrates absolute definitions of what it means to be a friend and a foe - friends are prosperous, benevolent, virtuous, and stand by the side of the state; foes do not exist, and if they do, shall promptly be eliminated.

However, it is in the course of time that war does terrible things - it is best to subjugate the enemy than to destroy him - in assuming authority over him, one gains the wealth of two states, and loses nothing; if in war, one state is destroyed, all lose in the crossfire. Therefore, it is the right of the state to mitigate loss, and at the same time eliminate loss.

While the Han Empire does not agree with the tactics employed, we can only understand that the Russian government feels that there is no alternative. The Han Empire knows that there are other alternatives to resort to harsh recourses, and in due time expresses the hope that the Russians will come to understand this and employ it in future engagements. In any case, we hope that the actions do resolve their problems, and that it does not lead to their decreased security overall, because of the perception of other states seeing the absolute viciousness of the Russian response - perceiving themselves to be opposed to the Russian state - and causing war because of these perceptions.

These are the findings of the Imperial Committee, and it has been adopted by the Imperial Cabinet - the Emperor's approval having been given in absentia while he was inn conference.

Airbase Morón, Sevilla, southern Spain
The military Airbus A310-304 took of from the airstrip and turned eastwards. The plane was fully loaded with troops and ordinary equipment for land warfare. In this first flight there was 12 pallets with equipment and 54 troops.

The plane flew eastwards over the Mediterranean, and it didn't due long before it was over international waters, to the south of the Balearic Islands.

The Airbus A310 from the Rojo Ejército del Aire (Spanish Red Air Force) continued its flight eastwards on 10,000 meters height. It flew to the south of Sardinia towards Malta, then it turned left and flew almost straight eastward. After a couple of kilometers it turned 40 degrees left changing the direction to east-northeast. The plane was now above the Ionian Sea, flying towards the mainland of Greece. The plane intended to cross Greece and after that fly over the Aegean Sea and continue to the Black Sea.

Many leiutenants of the leader were caught and executed, but the leader managed to evade capture and most likely fled to one of the amnesty offering nations.
