The Mucro Imperial Alliance
Preamble
In order to further and protect the military and economic interests of the Imperial Powers of Mucro, the Mucro Imperial Alliance is hereby established.
Supremacy Clause
By agreeing to join this alliance, the involved nations (heretofore known as “members” or “members of the Alliance”) are bound by the rules, as defined by the articles below, and must follow them, regardless of other factors.
Moderator
The moderator for all discussions and votes of the council shall be the founder. In the case of the founder’s absence, one of the two co-founders shall take his place until his return.
Article I: Membership
Section 1: Application Requirement
All applicants to MIA must be sovereign and imperial nations based in Mucro. They cannot be at war with current members of the Alliance. If two applicants are at war, their applications will be delayed until the end of said conflict, barring a majority decision by the current members and the approval of the founder, or a two thirds majority decision without the approval of the founder.
Section 2: Admittance
All applicants must be approved by a majority vote of the current members and/or founder. The founder may veto a majority vote for admittance, in which case a two thirds majority vote in favor of their admittance would override the veto. Following this, the new applicant must pay a one time fee of $1 billion in Errikan Marks (at the fixed rate of $1 EM=$2 USD) to the Alliance's treasury. This fee may be paid all at once or over ten years, the latter case having a $5 million EM additional cost in total interest.
Section 3: Maintenance
All members must pay the annual fee to maintain membership. The annual fee shall consist of either a constant rate of $5 million EM or 1% of the total budget of the member, depending on their own choice upon joining, and shall be deposited into the Alliance's Treasury.
Article II: Defense of Territory
Section 1: Defense of Mucro Territory against non-members
If the territory in Mucro of any member nation is assaulted by a non-member (and non-member aligned) nation, then the other member nations must send direct financial and military aid. Should they be unable to do so fully, then they shall do so to the best of their ability.
Section 2: Defense of Mucro Territory against members
If the territory in Mucro of any member nation is assaulted by a member (or member aligned) nation, then a majority ruling of member nations shall decide who is to be supported. The member who gets the support of the alliance shall receive the full support of Section 1. The other shall be suspended from the alliance, barring a decision by the founder.

If the territory outside of Mucro of any member nation is assaulted by a non-member (and non-member aligned) nation, then the other member nations must send financial aid, and must decide whether or not to send direct military aid. If the territory outside of Mucro of any member nation is assaulted by a member (or member aligned) nation, then the alliance shall remain neutral. This means that all members make their own choice as to whom they shall support and in what way(s).

Section 1: Defense of non-territorial assets in Mucro against non-members
If rightfully owned non-territorial assets in Mucro of any member nation are assaulted or withdrawn by a non-member (and non-member aligned) nation, then the other member nations must send direct military aid to the reacquisition of said assets. Should they be unable to do so, then they shall do so to the best of their ability.

If a member nation seeks to acquire territory and/or non-territorial assets in Mucro at the expense of non-members, then the individual members shall decide whether or not to aid them. However, should the resulting struggle turn against the member(s) involved and move to their territory, then a majority vote of the members will decide whether or not to support the member who is under attack. If the vote is yes, then Section I of Article I applies. If the vote is no, then the individual members decide if and how they will aid.

If a member nation seeks to acquire territory and/or non-territorial assets outside of Mucro at the expense of non-members, then the individual members shall decide whether or not to aid them. If the vote is yes, then all members must send financial and military aid as they are able. If the vote is no, then the individual members decide if and how they will aid.

Any non-member entity can be made an enemy of the alliance if there is a two thirds majority vote or if they violate one of the rules that specifically mentions enemy or enemies of the alliance. All members of the alliance are required to be officially at a state of war with all enemies of the alliance at all times, and must fully embargo all of their products. Enemies can cease to be enemies with a two thirds majority vote and approval of the founder.
Any non-member entity can be made a friend of the alliance if there is a two thirds majority vote by the members or a deal either made by or approved by the founder entailing this title. All members of the alliance must be at peace with friends, though they are allowed to embargo them economically. All members are encouraged to engage in trade with all friends. Friends may cease to be friends with a two-thirds majority vote by the members with the founder’s approval or if they violate any rules of the alliance.
Section 2: Prisoners of War
All prisoners of war, being civilized and honorable opponents, are to be treated well. They are to be fed at least 2000 calories daily, and not physically abused without cause. If these qualifications cannot be met without notably impairing the war effort, then they are to be met to the best of their abilities. Prisoners who are uncivilized and/or dishonorable may be treated however the keeper of these prisoners sees fit.
Section 3: Use of Weapons of Mass Destruction
No weapons of mass destruction, defined as any nuclear, chemical, or biological weapon, are to be used in Mucro. Any nation or organization that uses weapons of mass destruction is to be considered an enemy of the Alliance, and any member of the alliance who uses any weapon of mass destruction within Mucro is to be immediately suspended, and may be expelled from the alliance given a majority vote and the approval of the founder or a two-thirds vote without the approval of the founder.
Section 4: Foreign Intervention
Section 4a: The alliance can intervene in foreign conflicts not involving the members if there is a two-thirds majority vote. If that is the case, then members must send military and financial aid to the effort as they are able.
Section 4b: Should such a foreign conflict take place and one of the members, who would otherwise be uninvolved, becomes involved through a choice of their own, then a two-thirds majority vote will decide whether or not the alliance as a whole is to be involved
Article VI: Economic Relations
Section 1: Patents
All members of the alliance shall recognize and enforce the patents that are recognized and enforced by any other member.
Section 2: Trade
All members of the alliance will allow active and direct trade with every other member of the alliance. While the alliance recognizes a nation’s rights to impose tariffs, no tariff larger than 10% shall be made on trade with another member of the alliance. This excludes anti-dumping duties, which may be as high as the nation enforcing these duties desires.
Section 3: Discounts
For the intentions of furthering the military and economic strength of the members of the alliance, the international corporation of Weapson, who provides weapons, equipment, and miscellaneous military and civilian supplies, shall be the official military provider for the Alliance and will provide supplies for all members at a 5% discount, providing they are allowed to build their products in the territory of those members. Also, the steel mills of Jaymeland will give 5% discounts and less regulated trade to all member states and Errikan Oil will sell oil at a 5% discount to all member states.
All member states will be encouraged to sell raw materials to and buy manufactured goods from Mastah Su-gah.
Article VII: Allied Treasury
Section 1: Source
All members of the alliance are required, upon joining, to pay the full entrance fee, and are also required to pay their maintenance fee. All of these funds shall enter the Mucro Imperial Alliance’s high security savings account in the Central Bank of Sadet. In addition to these funds, members and other entities may make donations of all sizes to the treasury.
Section 2: Management
The funds of the treasury are to be saved only in the specified account. With the approval of the acting founder, these funds may be used to further the interests of the member nations, be it investment in outside sources to boost the treasury’s funds or purchase of military or civilian technology that would strengthen the alliance’s military or economic position. However, no more than 50% of the treasury may be removed at any time, with the exception of a time of relative desperation, this requiring a two thirds vote and the support of the founder.
