The Dominion of ACROSS
ACROSS: the Organization for the Promotion of the Institutionalization of the [Supreme Ideological] Ideal [on Earth]
ACROSS started out with meager beginnings, as must all great things. In the beginning, ACROSS had a total membership of two. How it came about before that is still classified, but now the world of its origin knows well its existence. What started out as a secretive society with the goal of taking over a single city quickly became a movement which eventually united an entire world. Under the guidance of Lord Il Palazzo, a new era of serenity and peace has been ushered into existence. Of course, as is always the case, there are members of the ignorant masses that fail to see what is truly in their best interests, but when one takes into account the fact that it took nothing short of an "army" consisting of three women and a dog to conquer the world, one realizes that a new world order was a necessity.
ACROSS Hierarchy:
Supreme Commander and Benevolent Ruler: Lord Il Palazzo
"THIS WORLD IS CORRUPT!"
Il Palazzo is a calm and collected man of great stature. With a regal way about him, he used his charisma and power to overthrow the world's corrupted societies and merge them under his glorious rule. Although he appears young, approximately aged somewhere between 20 and 30 (the same can be said of his immediate subordinates), it is uncertain just how old he really is. Also, rumors have circulated regarding Lord Il Palazzo's state of mind. Though it remains unconfirmed, it is thought that he experiences frequent lapses of memory, and that the possibility exists of him having multiple personalities (All of which are fairly similar, thus the difficulty in identification), however none of this is certain.
What remains important, regardless of his state of mind, is that the man has led the world into a new golden age... No, an age would have to come to an end.
Rather, Lord Il Palazzo has led the world to a new golden eternity!
Second-in-Command/Head of Public Affairs/Mission Specialist/Latrine Orderly: Excel
"I'm number two, so I try harder!"
The only other member of ACROSS than Lord Il Palazzo himself to have been with the organization since its infancy, the woman known only by her code name, (after so much time of only using her code name, her real name has long been forgotten) Excel, is an energetic and devoted individual who has dedicated her very life and soul to better serve Lord Il Palazzo's cause. Having endured unending hardships and trials to reach this glorious destination, Excel is possibly single-handedly responsible for the final conquest of ACROSS. Mind you that it most likely wasn't intentional, nor was it done in the way she was supposed to, but regardless, the end result remains the same.
Out of all of Lord Il Palazzo's followers, Excel has the greatest faith. In fact, her mental state has suffered severe trauma on a number of occasions as a result. Despite Lord Il Palazzo's benevolence and wisdom, he subjected his subordinates to numerous trials, most of which became misinterpreted and made far more difficult than they should have been in the first place. Near-death experiences, flight from capture, imprisonment, attacks by various wild animals, and the ever-present punishment standard of being dropped into the pit were only a few of the ordeals that Excel and the others were put through on the path toward world conquest. However, with no other way of life available to her nor any conscious level of competence in any other field, Excel's very sanity lies on her devotion to Lord Il Palazzo and his ideals. One may say she loves him, but an equally true statement would be that she depends on him.
On the day that ACROSS finally took over, Excel was so relieved that it was one of the rare occasions that she actually passed out from exhaustion. Although little has changed in terms of duties and operations, Excel has become something of a keystone member, though she shuns the spotlight (having been a member of a top-secret society for so long, she remains unable to stand being put on the spot in front of large crowds, unless, of course, she's in disguise).
In any event, Excel believes in her Lord to an almost fanatical level, and scoffs at anything to the contrary.
Officer of Information and Communications: Hyatt
"Oh, dear~..."
The third member to join ACROSS's ranks, Hyatt (Ha-chan by Excel) is a quiet, reserved woman who joined somewhere close to the time that the organization began pushing forward with its plans. Though not much about her is known, she dies (enters a state of 0 vital signs, and is dead by all medical standards) on an almost daily basis, usually whenever she goes to sleep, or whenever anything happens to surprise her too much, or whenever she exerts herself too much. However, she always comes back, though her coworkers never take the chance that their assistance may not be required for her to accomplish this. As such, they are usually on hand to provide a transfusion or apply her medications (not to mention mop up the blood she continually coughs up).
Though she's a medical anomaly, Hyatt is still (more or less) alive, and has yet to REMAIN dead. Still, the others treat her gingerly and give her the lightest portion of the work. Even Lord Il Palazzo has stated, upon being asked why Hyatt is never dropped down the pit like the other members, "Because I do not wish to live with guilt of having done the unforgivable."
Bottom-Rung Lackey: Elgala
"Oh, Senior, you're so cruel!"
Technically the lowest-ranking member of ACROSS's top elite ranks, Elgala (or El-chan as called by Excel) is the self-proclaimed "most attractive" out of the three ACROSS officers. While this is certainly debatable, she beats out the other two female members in terms of bust size, waist size, and shape in general. However, Excel never misses an opportunity to put El back in her place if she starts thinking she's entitled to special treatment because of such a frivolous "ass"et.
As seems to be a curious pattern with ACROSS's elite, Elgala has her share of mental flaws (not the least of which being her attitude). For starters, she has a rather odd habit of thinking out loud. For some reason, Elgala has no such ability as an "Inner monologue". Rather, all her most pronounced thoughts are expressed in what has been termed "Outer monologue". As Excel has put it, it is the equivalent of "telepathy for the mentally underdeveloped".
Though Elgala could hardly be described as selfless, the spoiled princess (well, compared to the others, who would have been content to live off of Il Palazzo's graciousness alone) is still a devoted member of ACROSS and a strong believer in Lord Il Palazzo. However, it has been brought into question whether she actually believes in what he says or if she simply likes him for his looks. In either case, she remains the most reluctant of the top three to put herself at risk in the name of ACROSS's ideals, possibly another reason she's still the lowest rank of the bunch.
Portable-Storable Emergency Ration/ACROSS Combatant: Menchi
"YIIIII!!!!"
A stray mutt dog that Excel caught long ago, Menchi has long survived any possibility of being needed as an emergency ration. Now that she's not under constant stress brought on by thoughts of being eaten, Menchi lives as little more than Elgala's pet. Though it's probably only because she's the only one that acts too "normal" to eat dog, but more likely because she treats the creature like something other than a ration, Menchi is least afraid of Elgala.
Possibly as a show of equal opportunity employment, Lord Il Palazzo appointed Menchi as official ACROSS combatant (though all real work still falls upon Excel).
ACROSS Handbook Fun-Fact: Since our glorious conquest, Menchi's particular species of dog, the mutt, has become the national animal, and is now a protected species.

Lord Il Palazzo, upon once being asked if he were God by a priest: "How arrogant. Do you really think God would answer such a question?"
The Dominion of ACROSS does not condone organized religion in any of its forms. It recognizes spirituality and gives the masses their entitlement to believe in their afterlife of choice, but fanatical cults are not tolerated in any form. ACROSS's goal is to promote clarity of mind and soul, and if one is convinced that anyone who doesn't have the same beliefs about an entity whom no creature in the world can truly identify is a heathen, then clarity is quite far from being achieved. Philosophy and disciplined meditation is widely encouraged, however, and Lord Il Palazzo has stated that, if one is to truly insist on worshipping something, the object of worship should be the betterment of the world and ACROSS as a whole.
On Local Politics:
As it all started by taking over but a single city, this was one of the first reforms set into place.
Fukuoka City was the first location to fall to ACROSS's superior tactical abilities, but the fact that the city's local government was fraudulent and corrupt definitely contributed to its quick downfall. Bribes, blackmail, large sums of exhorted and/or laundered funds going into questionable projects of a secretive and dangerous nature, this city served as a prime example of the antithesis of ACROSS’s ideals.
To prevent such things from developing, Lord Il Palazzo himself watches the small, public-operated governments with tight scrutiny. To benefit the masses, he is gracious enough to allow them to put their heads together in such a way as to have organized government at this low level, but our Lord has made it very clear that the world has a long way to go before it proves itself able to overcome its past sins. As such, Il Palazzo is very strict on upholding the moral integrity of all local governments under his rule.
On Transportation:
Although in part because of the strict discipline upheld by ACROSS’s top agents, the original three elite never traveled by means of automobile or motorbike, or anything else with a motor, for that matter.
Lord Il Palazzo holds the sanctity of the environment to be paramount. The world in its purest form is the one that is free of human interference. However, Lord Il Palazzo cares about the wellbeing and betterment of his people equally, so to simply rid the world of human life is out of the question. In any event, to better maintain the Dominion of ACROSS and its environment, cars were officially banned from use in the early days of conquest. Not only did this reduce traffic accidents to no more than stepping on someone’s foot, but it also opened the nation to new levels of space and clean air. A vast monorail network was recently constructed to compensate for the loss of mobility suffered from the car ban. The monorail network is clean, efficient, and quick. Smaller railways still run through individual cities in order to offer quick transportation while staying in the same town.
