The country of Kesshite is establishing a non-profit organization for the benefit of nations, and their businesses, that have not criminalized those goods and services commonly referred to as 'vice.' This includes, but is not limited to, recreational drugs, gambling, and prostitution.

The Vice Coalition hopes to fulfill this goal via a threefold method:

The first is a database of nations and their respective attitude toward the buying and selling of these commodities, as well as their laws regarding transporting these commodities through their territories.

The second is the creation of a quality control board for nations wishing to join the Vice Coalition. The board will set a minimum quality limit in regards to the good and services for health and humanitarian purposes. The Vice Coalition is based on the progressive philosophy that vice goods can be created and traded without the degradation of social heath or quality of life associated with it.

The third is to increase the number of nations open to trading vice commodities.

In order to further the first of these objectives, the Vice Coalition is taking a census of foreign powers and their legal and social attitude toward vice commodities. This includes sex work, lotteries, betting on horse and dog races, casinos, alcohol, marijuana, cocaine, opiates including heroin, ecstasy, and LSD.

Sex work: Legal yet regulated to ensure lack of disease among patrons and workers; penalty for STDs is rather stiff, keeping much disease away from these places.
Lotteries: Legal, currently a solid source of government ratios.
Betting on horse and dog races: Legal, including regulated institutions
Casinos: Legal yet regulated to ensure standards of fairness
Alcohol: Legal yet regulated to ensure purity
Marijuana: Legal yet regulated to ensure purity

Recreational Drugs: Legal, but subject to the Otagian Food and Drug Department, to ensure that no overtly harmful additives are used, much like any other product on the market. Alcohol and tobacco are included in this section. Several restrictions exist limiting where one may use recreational drugs, and public intoxication is also illegal.

Gambling: Legal, but gambling establishments are regulated to prevent corruption by organized crime. This includes blood sports, several of which are sponsored by government agencies (ex: Urban Brawl).

Prostitution: Legal, but requires a (free) license and monthly health checks. Unlicensed sex workers are faced with a fine and/or short prison term. Unlicensed sex workers with STDs can be legally charged with assault, attempted murder, and/or murder.
