Preamble

In this modern age of warfare, we have become witness to the destructive power of satellite weaponry. Tiny orbiting spacecraft, taking position in earth's lower atmosphere, drop the so-called "Rods from God" down upon the military and civilian populations of the world.

In the event of a war, satellite-holding nations could practically hold enemy nations hostage from the refuge of space. At any point in time they could drop a rod the size of a telephone pole upon their enemies, creating an explosion riveling that of a nuclear weapon, minus the radioactive fallout.

It is the opinion of the Principality that there are some nations in this world who take this technology too far. When other nations go to war, they send soldiers, ships, and aircraft to fight, while the satellite-baring nations are content to move into position and drop GodRods. There is no sacrifice, nothing lost in the quest for victory. It is becoming too prevalent, and it is time that something was done about it.

Therefore, the Principality of Wilhelmsborough hereby establishes on this day, the Spacewatcher's Alliance. This organisation will be dedicated to monitoring the skies overhead, and tracking the movement of weapon satellites, especially those of nations that overuse them in times of conflict.

Terms and conditions of membership

1.) Member-nations must possess the means by which to monitor activity in the upper atmosphere.

2.) Member-nations must regularly track the movement of satellite weapons.

3.) Member-nations must freely provide intelligence information to the other members of the Spacewatcher's Alliance, especially during times of war.

4.) The Alliance does not restict membership on the basis of government-type, economy, race, ethnicity, or religion. We do however, deny membership to countries that have exhibited economic corruption, slavery and related abuses of its citizenry, imperialist ambitions, warmongering, and general untrustworthiness. And any nation that has a history of satellite weaponry overuse will most definately be denied entry.

5.) Members of the Spacewatcher's Alliance must promise not to go to war against fellow member nations.

6.) Requests by non-member nations for information on the movement of weapon satellites will be allowed, but only on a case-by-case basis. The Alliance reserves the right to withhold any information it deems a risk.

7.) When there are a significant number of members, a governing body of senior nations will be set up. This Governing Body will set the rules, the regulations, and standards of the alliance.

Conclusion

We gladly implore the nations of the world to consider joining the Spacewatcher's Alliance. With our combined efforts, we can make this world a little safer, by keeping the countries with satellite weapons in check.

Salutations to the nation of Wilhelmsborough, and their puppet organization, the Spacewatcher's Alliance!

It has recently come to my attention that your nation, in conjunction with several others, has decided to attempt a mass program with the ultimate purpose of cataloging the entire sky, and identifying any and all satellites in orbit. This program is merely a glossy cover for an international spying agency, intent on spreading classified military information among its member states.

Any and all attempts to identify and/or track No Endorse satellites will be viewed as a threat to national security and an overture for war. Any and all member states of this pathetic administration are hereby notified that diplomatic relations with the nation of No Endorse may be severed forthwith. I speak not only for my nation, but also for the nation of The Silver Sky in this matter, and encourage all like-minded nations to take a stand against this yellow treachery.

Noble members of the “Spacewatcher's Alliance”. I will be frank: our Aerospace Force does have a large number of space assets, some of those just happen to be offensive. Please, feel free to observe our satellites, orbital platforms, translunar traffic, and/or orbital combatants as we have no problem with mere observations. In fact, some of the information regarding where exactly to look is freely available on the Internet. However, please note that we will not react well to threats or physical force; directed at us or fellow APOC member states. Such events would force us to respond in kind and I would rather not have to deal with yet another international crisis. I do hope that I have made myself clear, and that we might interact more in the future.

Sir, there is no need to make overtures of hostility. We in the Principality take no issue with the nation of No Endorse. In fact, I believe that our two countries may agree on certain things. I have noticed that you have sent forces to defend the Blub Empire against the imperialist Empire of Hataria. I too support the Blub Empire's stance against Hataria.

Mr. Amner, wouldn't it be accurate to say that by standing with the Blubs, you are standing against Hataria? I believe that this is the case. And I know that you, as well as any other intelligent leader, knows what happens when you stand against Hataria: they start dropping God-Rods on your civilian populations.

Despite your letter condemning the alliance, I do not believe that it would be correct to stratch your name off the list of possible members. We have never had trouble with your state before, so why should it start now? Please Sir, do consider joining the Spacewatcher's Alliance. It could be a major benefit for your national security.

I assure good sir, that you need not worry about our intentions. We are not a group of warmongering imperialist nations. We just want to keep a close eye on the nations who would abuse satellite weaponry. I do not believe that the Alliance and the Serene Imperium will come to blows with one another. The fact that you have expressed a desire not to be pulled into an international crisis is proof enough of that.

I will take my leave, but know that the chance to join our alliance is still open.
