Excerpt from an online news website:

Khemari undertakes nationwide mining operation, analysts predict WMDs

Of late the Empire of Khemari has been the talk of more than a few larger nations, and with good reason. Not too long ago the city-states of the north were barbaric places that yielded little to trade and even less to diplomacy. In recent times the barbarians have advanced rapidly, now united under the apparently benevolent dictator known as "Grand Elder Tyrius", and now to further worry those unsettled about the notion of senseless barbarians with machine guns and tanks, the Empire has started to open huge complexes of high-tech mines nationwide, although they are mainly focused around their second largest city, Neibith.

The ground underneath the tundra has been well known, amongst small deposits of various metals, for it's rich uranium deposits. Information from one of our sources has also shown that various uranium based blueprints and information have gone "missing" from known black market affiliates. Thomas White, expert in the field says "It has been known for some time that there was uranium in the area, it was only the diplomatic areas of who was allowed to utilize it that stopped it from being touched all this time." he added "god forbid the barbarians have actually worked out how powerful they could be with this amount of it. There is enough down there to power a nuclear weapon program, a power program and still have enough left over to trade to smaller nations, each of those areas still large enough to rival most larger nations"

We have yet to hear from the Empire of Khemari on this issue, and are eagerly awaiting a response to the concerns many already in the nuclear club hold.

In Skgorria, the Comittee For Skgorrian Security reacted to the news instantly.

"Huh?" yawned the Senior, stretching as he woke up. The analyst sighed, and slapped his forehead in dismay.
"I said some other nation has started a nuclear weapons program," the young officer repeated. The Senior had once again fallen asleep during the daily report.
"Pfft and bladerdash," waved the Senior in a dismissing manner, "this shit happens all the time. Everyone's all tooled up with nuclear weaponry, hell I don't even know why this Department even exists."
"I wish it didn't, then I could get a real assignment," moped the analyst, sobbing softly into his tea.

Official Communique From The Skgorrian Foreign Ministry

"High Emperor? I thought this might interest you."

The High Emperor sat up, taking the paper. He scanned it quickly. "Nuclear power? Why does every forsaken nation out there think that nuclear power is a good idea? MAD went out with the widespread adoption of missile defenses. If they had half a brain that's what they would be investing in." He sighed. This was so often the way. Next thing you knew, they'd be threatening to launch nuclear weapons on the slightest offense.

"Should we respond, High Emperor?"

"No... No. But keep an eye on the situation." I will do the same, he added mentally. Come to think of it... as the aid left, he pressed a small button on his desk. A few minutes later, Lord Halthor entered the room.

"How may I serve you, High Emperor?" He said, dropping to one knee and lowering his head. As always, he spoke in High Kolvokian, flawlessly.

"First, was your mission in Kloandio successful?" The Emperor attempted to keep up by speaking in Kolshoni, the ancient language of the Kolshon, or Mountain Lords, but he was aware that his accent was, by comparison coarse and imperfect.

"I have no idea what you are referring to, High Emperor," replied Lord Halthor, his eyes still fixed firmly on the fine marble floor.

"Of course not," sighed the High Emperor. "Listen, the northern city states of Khemari have started a nuclear development program. I'm authorizing you the use of one Sky-Eye. Locate the major refining operations, and develop a plan of attack in case they turn hostile. This is Level IX Clearance, no need to unduly alarm them."

Z Division, Atopian Intelligence Agency:

"I don't even know where this damn country is," snarled Colonel Yevgeny, "why the fuck should I care if it's got nukes? We've got enough nukes to kill the world eight times over, the Skgorrians can nuke the flaming solar system, Grossetape's developing nuclear hand grenades just because they can, and we're currently forming tactical nuclear artillery units! Who cares about this Khemari nation? I don't, and if I don't you can be damn sure the Primo doesn't either! Get out of my sight before I have you demoted to Bog-Licker Fifth Class!"
"Yessir" mumbled the private, as he retreated rapidly.
"And salute properly next time, scum!"

The door slammed behind the private, silencing the Colonel's tirade.

"He was in a good mood, then, Ivan?"
"Oh yes, actually, much better than yesterday, he only threatened me with demotion as opposed to drawing his revolver."
"Oh, that is good news!"
"Isn't it?"

Official Atopian Foreign Ministry Response to News of Khemarian Weapons Development:

Best of luck. If you can't be bothered to build them, buy them!

"Sir... There's another little nation that's developed nukes-"
"Who cares" interrupted the Premier. He waved off the soldier and resumed reading his paper.
