IC: Lord Victor Grey looked around from his castle. He was glad to finally be back in Latora after all this time. When he first took it over, it was a tiny land of barely 5 million people, but substantial resources. He had planned to use it as his base of operations to become a great power on the NS planet. However, a great menace forced him to leave Latora. He had beaten the enemy, but the battle had cost him. He knew that if he had remained in control, Latora would have become a mighty nation that made people tremble in fear. Instead, it was a small nation that few had even heard of. The mighty military he had been building was stagnant and controlled by a weak government. Some people in that government had resisted his return, but they were no match for him. Now he was back in control of Latora, and would resume his great plans.
