Supreme Regelarc Nicodemus Christos slowly tapped at the desk, the slight thuds muffled by the stacks of paper that shielded the hardened ebony below. He scanned report after report on the current status of the military. The tiny black text rapidly fluttered before his eyes, marred only by the rare passing of a massive blood red CLASSIFIED stamp. His meticulous mind slowly catalogued the information away, storing it in ordered blocks deep within his rumbling psyche. Nikodemus Christos held the unique responsibility of being in charge of not only the entirety of the armed forces, but also all of The Infinite Crucible’s foreign relations. Domestic issues, however, fell under the jurisdiction of President Ottoman III.
As hour after hour fell from the clock, a single consistent message became more and more evident to the scarred warlord. Though expansive, monolithic, and utterly devoted, the CDF, Crucible Defense Force, was working with merely average equipment. This pervasive fact disturbed Christos.
After nearly thirty six hours of solitary study, Christos summoned his highest commanders, advisors, and the President to his private study. When the two dozen or so officials had finally assembled he spoke.
“I want to replace it.”
“Replace what sir?”
Christos motioned to the massive diagrams of the CDF’s equipment that covered the walls, “This, all of this.”
A single communiqué erupted from the central broadcasting center. Its invisible waves blanketed the world.

Subject: Multi Trillion Dollar Contracts Available

The Infinite Crucible wishes to refurbish the entirety of the Crucible Defense Force within the next ten years. The CDF is a seventy trillion dollar organization, and the contracts that will be offered in order to complete this goal will be of a scale never before seen. The Infinite Crucible is willing to devote twenty trillion dollars per year to this final goal. This means that by the end of the ten year period we will have doled out two hundred trillion dollars to those that have shouldered the awe inspiring burden of arming forty million servicemen and woman.
We do not seek inferior weapons. We do not seek a cost effective approach. We do not want the best bang for our buck. We want the best bang, period. If you nation can offer the best military equipment in any specific field, then we are interested, and will pay the colossal sums necessary.
We also seek advisors on our military’s refurbishment. Those that offer us gift of their expertise will also be richly rewarded.
This opportunity will most certainly never arise again, do not let it pass.

OOC: Basically, I am looking to actually outfit my armed forces with well designed equipment. My Defense and Law and Order budgets are integrated, however, the CDF does not get the whole of the combined two.
