Normalisation of Relations [Atten: Kanami]

Stevid
12-02-2007, 16:52
Number 65 Lowlands Road, Stevid Capita

Another fine day in the capital city of Stevid, the usual orange sun rising in the West washed over the sleepless city as hundreds of thousands of people stirred in their beds as another working day arrived in this part of the world, a few hours later and the usual morning rush hour began with road rage pouring from the mouths of those driving and even more abuse from the stereotyped lorry drivers who usually hate everything and everyone in the world.

While the ordinary masses slept, the country’s ruling body never did and never would. The Golden War of Succession was going tremendously well in Stevid’s favour against the recently invaded Merkar Republic and the ceasefire declared with Kanami was being loyally upheld by both sides- all these different problems had to be constantly addressed twenty-four seven, every day of the week, month and probably year. Prime Minister David Conroy had gotten up early leaving his wife Michaela and his kids to sleep on for a few more hours without him getting in the way as school and work beckoned them out of bed. Politics was a stressful life and sometime Conroy wondered whether leaving the Royal Marines had been a good idea, then he remembered that if he had remained in the military it would be more than likely that Stevid would still be an incredibly violent communist state with public executions of fascists and liberals every three o’clock. However he needed an early start today for a good reason, today was the day where he would try and clean up a huge mess that had been steadily growing for a very, very long time. The situation with Kanami politically was dire, more so now than ever. The only thing that currently exists between Stevid and Kanami is nothing less than raw hatred and Conroy had so far promoted hostilities with Kanami. He didn’t like adverse change in the times, he missed the good old days when nuclear wars and invasions of different countries were going on left right and centre. He missed the old cold war days he and his farther had with Credonia when war between the two was a real possibility, the days of Holy Panooly and Guffingford along with the GLA and other nations that were simply violent friends that Stevid only allied with because they shared a common cause. The days of old alliances like the RWC, NATO and the OMP are long dead- old shrivelled relics of a long lost era. But Kanami was a window, a door to the past. The conflicts with Kanami, political and military, reminded him of the good old days when Stevid was a bigger military super power then than it now is. Kanami, in more ways than one, was a sort of reincarnation of the same mistrust and resentment that existed between Credonia and Stevid.

It was because of this that Stevid had never followed a policy of improved relations with Kanami and opened despised the country of “meddlers” and “hypocrites”, more recently “infidels” since the Church’s involvement in the matters of war. However, finally, reality hit Conroy and his political party only yesterday. The yearning they had of the old cold war days to return, the days when Kanami didn’t even exist as and officially recognised nation, was a lost hope. They had accepted that things had changed but not quite as suddenly as they wanted. Too many great nations that kept the world in check like Doujin and Credonia had long since passed away into obscurity and the old rivalries that nations had had with each other were also things of the past. Thus it was time Stevid did something about their own corrupted foreign policy that has taken an odd twist to declaring war on other countries left, right and centre. Kanami would have to be accepted for who they were, what they stand for and represent in this world. To be welcomed into the community and become a respected member of some the larger nations in the world. Although not necessarily liked by Stevid, Kanami would be tolerated indefinitely. Stevid was to do the same thing to Kanami that Credonia did to Stevid… offer Normalisation of Relations.

A step back from hostilities and recognise that it would be better to work together than to work against. Kanami had proven to be a resourceful ally during the Kurona Storm Crisis and former Prime Minister Stephen Koolridge had proved to be a worthy political adversary at the negotiations table. Eleanor Romany was different to Koolridge in so many ways, and not just by gender. Conroy detested Eleanor’s arrogant nature and foolhardiness to always bite the bullet and never back down from situations she could never possibly win- not even with God on her side. It was this “quality” that led him to admire her ways of alternate leadership in contrast to Koolridge. She invaded the North Hanover Island Chain Dependency knowing full well that overall victory was an extremely slim possibility and yet she went ahead with it. She ordered a declaration of war against Stevid and her allies with the invasion of the Southern Island Archipelago despite the odds stacked so highly against her that there was even a threat that Kanami could be invaded and occupied by Stevidian forces. Fortunately for her and Kanami, Stevid had be pressing concerns back at home.

This continued aggression between the two started with Stevid expelling certain religions from the country and deporting them to willing nations- one being Kanami. One would have thought now that Stevid has begun letting other religions back into the country that Stevid and Kanami would be better friends. This was not to be since the distrust actually grew to such levels that war broke out. These petty arguments were what was bringing Stevid down with their relations with other countries as well as the health of the country- both countries. Kanami suffered greatly after the First Hanover Conflict, military wise their navy was dealt a blow but proven to be resilient and their economy was dealt a near death blow. The second conflict led to a sizable proportion of their navy being destroyed and that the capital city being bombed which then led to Kanami investing in a missile defence program and having to rebuild a beleaguered military. Stevid, with its huge military and economy suffered little in comparison but the shockwaves were certainly felt. The economy plummeted in places and less and less funds were being given to areas of the military fighting in the Golden War because of Stevid’s assets in Hanover. Both sides were being weighed down by the constant hostilities and it would be better for both parties if the both countries worked together to try and restore relations that had long since crumbled away. Stevid wanted peace- long lasting peace.

At the cabinet meeting the proposal on what the final draft would look like was agreed upon and finally written and sent to the Imperial International Embassy (IIE) the represented all countries in the world that didn’t have an official embassy in Stevid. Kanami would have had an Embassy but the outbreak of war swiftly meant cancellation and Stevid too didn’t have an embassy in Kanami. This would hopefully change since an embassy exchange program would be one of the things discussed with Kanami if they agreed to the message being sent to them via the IIE. The King has agreed and as did the opposition party with an overwhelming vote of FOR the House of Commons and a similar vote FOR in the House of Lords.

Conroy knew Kanami, more than Stevid wanted peace. Both sides knew that a full blown war would mean the death of millions but a more than likely victory for Stevid and an extension for the Holy Empire. But this would a waste of resources that could just as easily be fighting against the enemy in the Golden War of Succession. Kanami couldn’t afford (literally) to be Stevid’s enemy and Stevid was finding in increasingly difficult to split the defence budget between the two conflicts. Peace was what both sides wanted but what neither side wanted to propose. Stevid asking for peace would look like the country was pleading for peace. Not in this case, it would look like Stevid was desperate but Kanami could take that and use it against Stevid as propaganda seeing as they were desperate for peace as Stevid was. The war had dragged Kanami to her knees but remained strong and defiant, Stevid was “wounded” but still able to crush any opposition with the might of the military but could not afford to fight a prolonged war against Kanami. The Golden War of Succession involves Stevid fighting (with allies) over six enemy nations. Stevid versus six extremely powerful countries is terrifying and the last thing the country needs is another war to fight. Peace is the only road and Kanami, no matter how much they may dislike Stevid and the prospect giving into political pressure, would most likely not turn down the chance to end hostilities and start a fresh on a clean slate.

OFFICIAL MESSAGE TO KANAMI VIA THE IMPERIAL INTERNATION EMBASSY

We wish to end all hostilities between out two nations. The two wars we have had and the money we have spent to continue hating each other is slowly killing off Kanami and slowing crippling Stevid. We both deserve peace, both of our countries have shown how resilient we can be and how well we can fight for what we believe in, but most importantly we have found out just how well we can work together- i.e. The Kurona Storm Crisis.

It may seem like begging for peace on our part but we know as well as you do that Kanami wants peace more than Stevid does and we are offering Kanami the chance to have a peace they wouldn’t previously be able to have. This is an offer you can’t refuse and an offer Stevid can’t afford to be turned down.

We propose that talks between our two countries, The Republic and Kanami and The Holy Empire of Stevid, begin at once- face-to-face between our national leaders. The talks do not have to be formal and the Prime Minister of Stevid would prefer to talk with Prime Minister Romany on an informal level without politic restrictions getting in the way of diplomacy. Formal talks will occur when pen meets paper but in order for these talks to succeed, informality with a formal discussion will be require and preferred.

Thus, the Conroy Party invites Prime Minister Eleanor Romany to Stevid to begin peaceful talks immediately. There are no real restrictions on who to bring and the family can brought along as well to enjoy the Stevidian capital city to fullest. It seems informal but try and make a holiday out of it! It will allow both families to integrate properly and in a friendly way so as to promote peace at the highest level. Political advisers and aids as well as Cabinet Ministers of the Kanami will be allowed to attend. Minimal Kanami security operatives will be allowed to attend but they will be allowed to be present. However the Metropolitan Police force and Military Intelligence Five (MI5) will protect you and your family and accommodation throughout the duration of your stay in Stevid.

Please respond via the IIE as quickly as possible.

Thank you.

The phone rang in the middle of the night. Karou reached from under her covers to pick it up from her desk. "Yes, hello? They what? Are you kidding me? No no, I'll be right down, thank you."

She hung up the phone and hopped out of bed. "What is it hon?" Her husband asked

"That was the Ministry..." Karou was quickly tying to put on her Kimono, which she never wore anything else. "Stevid just sent a diplomatic message, they want to talk."

"That's great news!"

"I know, I have to get down there, reply and call Ms. Romney, she's going to want to know about this pronto."

Karou flew out the door and into the security car that alwasy remained stationary wating in an instant to wisk her and her family to anywhere needed. "The Ministry of Foreign Affairs Please."

"Yes ma'am."

The building was still under construction to be rebulit, but business was still being conducted there.

"There you are Mrs. Kamiah."

"Okay what's the deal here what is it Stevid wants?"

"So far Prime Minister Conroy wants a one-on-one with Madam Prime Minister, before formal negotiations take place."

"One-on-one?"

"Yes ma'am. But it's apparent the cabinate is invited."

"This is the biggest war Kanami has ever had to fight in 200 years, we had better all be there. "

"Family too."

"Odd. Well then again it's not meant as a formal peace confrence so that probably is the reason. I can be sure Elenore would want to bring her mother and sister along."

"After the bombing she hasn't let them out her sight." One of the workers chuckled.

"Can you blame her? I haven't wanted to let my husband and children go either. All right we'll need to call Aqua Anu about this, what time is it there?"

"Noon."

"Perfect. We have to make sure their navy doesn't try any further attacks. Okay we have a lot of calls to make, we have to call the cabinate, the media, everyone and anyone including Interpol."

"Yes ma'am."

Elenore phone rang. "Hello this is Elenore. Karou, is something wrong? That's good good news Karou very good news, your serious? No that's perfect they'll be thrilled to go with me. I'd be thrilled to have everyone come along too. Yes we can, not all of have kids remember? Thank you Karou, good night, get some rest when you are done."

"Okay, now onto every member of Parliament."

KNBC:

"Good morning everyone, I'm Roger Kopple, with KNBC news, the Empire of Stevid and Kanami are preparing to reach an agreement to end the War for the Southern Islands, Prime Minister Romney is expected to give a speach this morning regarding the situation."

"My fellow citizens, I know right now there is much concerne regarding the war against Stevid. Many lives on both sides have been lost, and there's been great turmoil in fighting for our cause in the world. But this road will take us down the road of diplomacy and hopefully for a brighter future between our nations."

OOC: Mind if I throw a semi-wrench in your plans? If not, just reply as such and pretend this message never existed.

IC: The Red Tidean Intellegince-Consortium was dead only in name. With the fall of the Corporate Dictatorship and the rise of the Socialist State with near identical foreign views, the IC had simply recieved a name change to the NKVD. They still had the exact same functions, ruthlessness, and power that the old IC had.

Now normally, the NKVD would not listen in on de-facto allied powers messages. But since this was a open message into a state that was at war, albeit with a cease-fire in place, it got read. And it was then shot-up the chain of command faster then any piece of intellegince preceding it had, it was in Premier Katerina's hands within a half-hour of the message being read.

She recieved it with chillingly muted interest... as did she recieve the copied broadcast from KNBC. Internally, however, she was seething.

To: The Stevid Empire
From: The SSRT Goverment
"We have recently been made aware that you are trying to establish a one-on-one peace talk with the Kanami Goverment. While attempting to end the war is commendable in itself, we would rather that one of our representatives would also be there to talk things over. After all, the SSRT, and undoubtly the nations of Independent Hitman and Hotdogs2, does not want to be left alone in a cease-fire status forever. We see this as an opportunity to do some negotiations ourselves."

Conroy put the phone down in his office after talking with the head of state King Alistair I informing him and the Royal Family of the situation. It was terribly informal and not quite what the King had in mind by just talking things over the phone with the Prime Minister but the truth be told- things were pretty chaotic. Early morning had passed quite quickly and early afternoon was fast approaching when Parliament Tower chimed loudly across the square to say that it was eleven in the morning. The Imperial Foreign Secretary was shown into Conroy’s office by a civil servant; he had been called for by Conroy half an hour ago to update him on the situation regarding Kanami and other happenings along the lines of this particular exchange.

“Good morning Prime Minister! You wished to see me?”

“Yes actually, can you give me an update on the situation with inviting Kanami heads of state over to Stevid?”

“Yes of course Prime Minister.” The foreign secretary said while drawing a chair and putting down a rather large file of papers and documents on Conroy’s desk. “They have indeed responded in kind to our request, rather enthusiastically it must be said Prime Minister although it is the middle of the night over there. To be more precise, they told the Imperial International Embassy to inform us that they would be delighted to start talking although were initially puzzled at first on why we wanted to speak informally rather than on formal diplomatic channels as well as the fact you wanted to speak in person.”

“Is that a problem?”

“No, in fact they were for the idea and were grateful that their families were invited to stay as well. I’m sure that’s because after the ICBM attack we launched on their capital must have been an attack on a personal front and we wish to make amends. Hundreds of civilians were killed remember.”

“Of course. So they’re coming then?”

“By ‘they’re’ you are referring to the whole of the Kanami government’s cabinet?”

“Good God! They’re not all coming are they?”

“This was a huge war for them sir, one they nearly lost, everyone was involved. For us it was very, very small scale but this hit them hard. I’m sure most of the cabinet will want a say.”

“Well this was mainly just going to be me and Eleanor and the two families mixing but I’m sure a few of the cabinet ministers can meet with our equivalents and talk things over with one another while I and Eleanor talk separately.”

“But of course Prime Minister. We have arranged a hotel, one of capital city’s finest, for them and their families to stay at while they are here. There is also one more thing Prime Minister that has to be urgently addressed.”

“Which is?”

“RedTide2 made an open inquiry about the talks…”

“They want to attend?”

“Well yes but they understand that it is mainly us and Kanami at the table but they also said that our other allies, including Independent Hitmen and possibly the GDI would be interested.”

“We would love them to attend but I’m afraid we’re going to have to decline at this stage I think. Tell them that this is an informal meeting between the two powers- when formal talks between all parties begin, that includes Aqua Anu, RedTide2 and Independent Hitmen, then they will all be invited to a conference here. If these talks go well then I’m sure Kanami will have no complaints on having the treaty signed in Stevid instead of neutral territory. A symbol of good will and trust- the building blocks of friendship I dare say.”

“Yes sir- I shall inform the IIE immediately. Oh, your Secretary to the Cabinet says he can’t make your noon meeting but he asked me to pass on to you that you have a very important cabinet meeting at two o’clock with me and major cabinet ministers.”

“Thank you- that will be all”

To: The Republic of Kanami
From: The Imperial International Embassy- Stevid

We are very pleased that you have accepted our invitation to Stevid and will have arrangements made for Ms. Romany and her family members she is bringing to be granted the best accommodation possible. A hotel has already been selected and is twenty minutes from Number 65. Unfortunately, not all of your cabinet ministers will be able to attend because of accommodation, price and chaos insueing from the political fall out of this exchange. This is an informal meeting that will occur on friendly terms, however major cabinet ministers of your government will be able to attend and meet with our equivalent ministers and begin talks with one another while Ms. Romany and Mr. Conroy talk alone.

We hope you can attend as quickly as possible because other pressing concerns including Stevid foreign policy regarding the Golden War of Succession require immediate attention. One must also remember that Stevid is a dangerous place because of its proximity to hostile nations with the ability to wipe Stevid off the face of the earth. No major threat is currently posing against Stevid but it does exist and we want to guarantee your ministers and Prime Minister’s safety during this exchange.

Thank You.

To: RedTide2 and all Others Concerned
From: The Imperial International Embassy- Stevid

Unfortunately Stevid will be unable to allow RedTide2, Independent Hitmen and all others concerned, to seek an audience with Mr. Conroy. This is a single and informal exchange between two ‘enemies’ and will remain as such.

However these talks are expected to go better than well due to Kanami’s enthusiastic response to the invitation and it is extremely probable that peace is already beginning to exist between the two warring parties. Thus, if all goes as planned, all nations, including RedTide2, will be invited to Stevid along with Kanami’s and Aqua Anu’s attendance to finally sign a peace agreement which will allow trading and freedom of civilian movement between the two parties of countries. Having the conference in Stevid will be a symbol of trust in a time of mistrust and deception, thus improving ties even more.

Once these talks are a success, immediate plans will begin to start a formal meeting between all nations to begin talks and other possibilities to strengthen trust between all countries.

Thank You for your show in interest however.

"All right we had our response." Karou said "A bit of bad news, not all of us can come, it's strongly perfer as a one-on-one."

"I'm willing to stay beind." Akiko said.

"Akiko you are the vice Prime Minister..."

"It's all right. Heaven forbid some worse case scenario erupts, and Prime Minister Romney is killed someone needs to be able to run the nation."

"Thank you."

"I'll stay. I'm just the Attorney General, Elenore needs you more Karou." Emmy was also another stand down.

"I'm the Minister of the Interior. Much like Akiko, if something bad should happen, it will also be up to me."

"So Alex you are down."

"Molly, Jason..."

"Jason should go in my place. After all the Defense Department is strongly needed. Homeland security will be vital in an emegency."

(No problem. I figured to pick the pace up once everything was in order)

Tower this Oka One, we are on the fligh pad over.

This is Tower Oka One, you are clear for take off.

The air plane took off from the secured runway, two fighter jets closely accopmanied them. It was dejavu for Kanami just like their first encounter they were flying out to meet and engage in talks, to yet again pull them selves out of a mess. Elenore was going to have to play every ace and keep an absolute poker face if she didn't want to blow this, she hoped her family engaging with the others might keep tention low.

Some hours later they approached Stevid Airspace, it was now dawn with which the Kanami Secret Service felt would be the safest point to arrive. "Here is the deal, we will be put into the care of Stevid Security Service, better known as MI5. The Kanami Secret Service will remain to guard the plane at all times."

Light and Sirens Galore, it seemed as though every police officer in the nation arrived on the runway. "Funny it wasn't too long ago Ms. Tomoyo was here." Elenore thought to her self. She heard breifly of the unusual run in she had with being captured in the Parliament, but she hadn't been given the full details.

"Geetings." Elenore gave to their escortes. "Prime Minister Romeny, I ask that you and your visitors please come this way, we have a car waiting for you."

"Thank you."

They were all shuffled into a car and it took off. The seeting arangments weren't much diffrent from home. Always between two agents for protection. It was no later they arrived at the main building. "This is a nice place."

"First time Karou?"

"Yes Madam Prime Minister as a matter of fact it is."

"It's actually my second time. I came here long before Kanami and Stevid even knew each other existed. I studied here for a few months before returning home. But it looks very diffrent."

OOC: Thank you all for being so patient, i've had shit at school, family and socially and Nation States has just been an irritating knat biting at me the whole time. But the post is here so thanks for waiting Kanami.

IC:

“Our Guests have arrived out front sir.” Said the head of Ministerial Security to Conroy as Eleanor Romany and company pulled up in their heavily escorted cars.

“Thank you Timothy. Err…show them into Number 65, I’ll join them shortly enough.” Conroy replied cheerfully. Despite the poor news he was receiving from the War of Golden Succession, the arrival of Kanami officials put him at ease, something that he never have thought possible only six weeks ago.

The tall reinforced steel gates that closed off Lowlands Road from the large avenue beyond were opened to let the convoy of black Mercedes holding the Kanami officials and their families, and the police escort of Mitsubishi Lancer Evolution 8’s and police bikes through to Number 65. Parliament was half a mile north and would probably play very little in the negotiations with Kanami, but Number 65 would be the talk of the nation as Stevid’s former enemies exited their vehicles. A young woman but formally dressed stepped out of the lead Mercedes and was obviously Ms. Romany, paparazzi were having a field day but were not allow through the steel gates and armed police officers at the entrance. MI5 had an invisible presence, while no agents were on the ground to a glancing eye, the y were watching everything and everyone within six miles of Kanami politicians and their families. After Ms. Romany stepped her two selected family members and after them came two MI5 agents. The same happen with the other two cars and the group assembled on the pavement outside Number 65. A metal detector was waved briskly over the group by the police officer standing guard at the front of Conroy’s house and then opened the door and waved them in to the rather large hall considering the size of the building.

It was a lovely morning in Stevid as it began to hit noon and Parliament Tower less than a mile away chimed for quarter-too, clear blue skies and an estimated temperature of a blazing hot twenty-two degrees… pretty hot in Stevid’s temperate climate and considering the time of year. A few sirens could be heard outside, the usual police calls were coming in round about now as a few people reported burglaries and vandalism, even a fire truck was seen screaming past Lowland Avenue as it raced towards the city centre. While the Kanami group talked to each other about the country and Number 65 the Secretary to the Cabinet appeared from the Prime Minister’s Office.

“Ladies and gentlemen! It is fabulous to see you here in Stevid and in such good health, and on behalf of His Majesty’s Government I welcome you to the Holy Empire of Stevid and Number 65 Lowlands Road. The Prime Minister and his family are just through this door. It’s coming up to lunchtime here, I don’t know the time zones around Kanami very well but lunch is served at a small buffet at the other end of the office so do feel free help yourself.”

Light peasantries and thank yous were exchanged and the Civil Servant led the group into the Prime Minister’s Office were three agents were standing guard, several civil servants and cabinet ministers and, of course, Prime Minister David Conroy and his family. Conroy turned and looked Eleanor straight in the eye for the first time without feeling raw hatred or simply intolerance, in fact the last time he has seen her at had shouted extremely loudly at her and nearly gave an order for his guards to shoot her during a peace conference that had gone totally wrong. Both were lucky to have come out of that one alive. He was relieved when her beautiful, innocent face smiled instantly back at him- the building blocks of trust, at least the two could now look at each other without scowling in disgust.

Conroy walked forward to where the Kanami group had congregated, following him were four cabinet ministers: Minster of Defence, Chancellor of the Exchequer, Minister to the Home Office and the Foreign Minister. Conroy stood about one foot and a half from Eleanor and then, gingerly, extended a hand in friendship to which, thankfully Eleanor dutifully took with a smile and they shook hands. A rather loud applause filled the room as it was clearly a symbolic sign that hostilities between the two were effectively over.

“Prime Minister Eleanor Romany of Kanami, welcome to Stevid.” Conroy said with a smile and retracting his hand from the shake. “Your luggage and other belongings are being sent direct to your hotel along with your family’s and cabinet ministers’ belongings too… please let me introduce you to the family.”

Conroy turned and beckoned forward is wife and children. The woman, a tall beautiful young lady with hazel hair stepped forward with her two children who would now be very late for school.

“Eleanor,” Conroy said taking informalities to the next level by referring to the Kanami Prime Minister by her maiden name. “Meet my beautiful wife Michaela.” She smiled at the foreign Prime Minister and shook her hand saying it was an honour to meet her. “And my two children, my only daughter and the oldest of the two- Karen at eighteen years old, and my son David at sixteen.” The children didn’t shake hands with Eleanor, nor did they say anything to her but they did bow to her in respect. “Err… my Cabinet colleges you all know…and err… welcome to Stevid. I hope you and your family will enjoy your visit here in our country.”

He smiled again and waited for the reply.

They gave their thank yous to the civil servant who showed them down to the office. Soon enough David Conroy has enterd the room. Elenore looked him straight in the eyes, she could see he was a man of true character, while his behavior of attacking civilans to her seemed to be someone of true malice. She gave a smile and she shook his hand, and the applause erupted.

David started off by introducing his family members. Elenore, Karou and Jason all shook her hand and gave their pleasures of meeting.

"A bit on the shy side are they?" That or hatred was embeded into them, heaven forbid that a child ever be taught to hate. "This is my mother, Alexis, and this is my adopted sister Margaret. My cabinate, Karou Kamiah my foreign affairs Minister, and Alex Lang my Defense Minister."

Karou took further her introductions. "My daughter Michiko, she's about your boy's age." Michiko also gave a respetable Japanese style bow. Michiko looked very much like her mother in her younger years. Raven Black hair and a very nice Kimono with a bow to top it off.

Alex took his introductions. "Well this is my lovely wife Amelia. We have three boys and two girls back at home." Amelia had golden blond hair she shook the hand of everyone.

"I thank you again for inviting us so that we may work things out."

The dinner went well after pleasantries had been disposed of and the mood around the whole building was very good considering war had been to centre of both these countries. It was particularly awkward for Conroy however seeing as Eleanor had brought her mother along, a woman who had been at the forefront of the Stevidian ICBM strike on Kanami’s capital city. The Romany family had suffered no losses during the attack but a serious injury had been sustained which then prompted a retaliatory strike against Stevid’s main industrial sector in Stevid Capita which successfully halted the production of some fifty Hanover Class Electronic Warfare vessels. The war had become personal and personal wars usual drove people to massive extremes in the likes of Hitler and Stalin in World War Two- this was exactly what Conroy wished to avoid and this informal peace gathering was working magic in the departments of peace despite expressive disgust from the Foreign Office.

“Well it really is good to have you all here today.” Started after dinner was finished. “Right, I’m sure Ms. Romany’s family as well as her cabinet ministers and their families would like a brief tour around Number 65 and Parliament across the square while me and Eleanor sit down for a little chat.”

Everybody seemed to concur with the idea and some civil servants help everyone from their chairs and called in a tour guide to walk them through the small government house leaving Conroy and Eleanor in the same room alone, but with three guards outside to make sure no one interrupted.

“Well a successful start I think Ma’am.” Conroy finally said to her. “I must say that after we attacked your capital city and injured a family member of yours I didn’t think you would attend. But this war is slowly killing both of us off. Stevid simply can not maintain a healthy economy by fighting more than ten different countries at the same time during two different wars on two different parts of the globe. I’m not boasting when I say Stevid is a major superpower in the military, political and economical spheres of government, but sometimes even superpowers must give way to reason. Stevid will continue to fight and hopefully destroy The Golden Throne and more recently the Merkar Republic, but fighting the Republic of Kanami is not something I want to keep this country involved in.” Eleanor nodded during the pause before Conroy continued on. “You and I both know that I have the power and influence in Parliament to pass a vote through the House of Commons and House of Lords to initiate a nuclear strike against Kanami and end it all, but that would bring half the world down on Stevid and cold blooded murder is not what the Bible preaches at all. We both need peace desperately, Kanami more than Stevid, be we both need it none-the-less. I’m proud of Kanami, both politically and personally because you decided to attend this gathering, you are a great example to democracy and reason and Kanamian resolve is somewhat manifest in your resilience to foreign pressure. While sometimes I detest your stubbornness, it shows Kanami and it’s people are a very proud and resilient race of people.”

He stopped and had a sip of Napoleon Brandy and poured some for Eleanor too.

“Careful my dear, this is strong stuff. Anyway- I’ve done the talking here I why I brought you here. It’s about time you had your say on the matters. There was a time we wouldn’t even talk to each other, so I don’t care how bad or how good the things you want to say to me are- but at least our too countries are talking. What do you want out of a peace agreement this summer?”

Elenore took a sip. Stong stuff indeed, in reality she dested alchol as it was what lead to the death of her sister, but when in Rome, do as Romans do. She could not insult her host.

"My terms are simple as they were when we started. Simply enough, Stevid and her allies stay out of and away from the Southern Islands. Truce Island was months away from statehood and sadly that may be lost. Animalpolis is to reamian a state free from the worries of insane medical researchers. As for the others well let's hope they can pull themselves back together. Hanover is yours to keep providing it doesn't put Kanami security at risk. I really hope that should our two nations come face to face in combat it's as allies, not as enemies. Mind you, before all this started before Hanover, when I was first elected I really vouched for your country, because after Kurona it was my hope that our bitterness was begining to change. Turn the Other Cheek that's another teaching of the Bible. Of course when you wouldn't cooperate I felt I needed to do what I had to do to save the lives of thoes people. Well as you can see that blew up in my face, your strong indeed. Stronger than we were willing to admit, but Kanami won it's war for independence against a strong enemy. It is a bit of a foolish feeling amongst every Prime Minister that comes into office that if we did it once we could do it again. Let's bygons be bygons and end this confict before your nations reputation is destroyed and before ours is blown off the face of the earth."

Elenore's private phone rang. It was set only for something drastically important.

"I'm sorry. It's from the Vice Prime Minister I probably should take this. Hello? Yes Akiko, what is it? They what? How long ago? How she's....Uh-huh, anyone else pick this up yet? Only us so far huh? All over? No reports yet? Well we'll wait and see, I'd rather keep this quite untill I feel we are well into trust with him. Maybe but I'm willing to risk it, thank you Akiko, anything else? Oh your kidding me? The timing could not be worse for Aqua Anu to be struck by a hurricane, how bad? That bad?! That sounds worse than the one that hit the islands. Good, thank you good work Akiko. Be sure to inform Karou she'll want to know about this."

"I'm very sorry about that, they are only supposed to call me if it's important and it was, Akiko is handling it well, so anyway back to you. Sorry again."

It was the same as he had heard before but at least Conroy was properly listening and being politely attentive this time: The removal of troops from the Southern Island Archipelago and at least giving the islands around there their sovereignty. Surprisingly Eleanor show no objection, both verbally and physically, to Stevid’s sovereign claim to the North Hanover Island Chain Dependency- a claim she had heavily disputed many, many months of fighting ago.

“I’m all for the removal of troops from the southern chain of islands. Stevid still has a sizable naval and Royal Marine presence around the islands. But as I’ve stated before now, to both you in Kanami and to the Stevidian Parliament, that there are no longer any Stevidian troops or military units on Truce Island. The reason for this is because we wanted peace rather desperately, we both did, but the other reason is because it was sort of a waste on resources- strategically and economically. The Empire conquered Truce Island in less than three days and fully occupied, but not annexed it, in a week. We might have seriously disturbed the process they were going through to become a full fledged state but the arrogance the natives had for outsiders has been swiftly brought under control.”

He opened a draw in his desk and withdrew an A4 sized folder that was marked “Hanover Images” and was full of photographs. Conroy opened the file and took a few of the satellite shots out and handed them to Eleanor to look at.

“As you can see, dear lady, these are aerial shots of the Second Fleet of the Royal Navy we sent to take the entire Southern Island chain form your grasp. It played very little role in the war and it is now more urgently needed to help fight against the Merkar Republic in the Golden War of Succession- which is going well I might add! These are shots of the Second Fleet sailing away from Hanover. This could be obviously staged but our Dweller Class ASAT destroyers didn’t completely obliterate your satellite network so your own satellites will confirm these pictures’ authenticity… I do concur, things did really go from bad to worse as far as our international relations with each other are concerned when it really should have been going in the opposite direction. Independent Hitmen will of course withdraw military units from the area seeing as they are also engaged very heavily in the new front in the Golden War of Succession. However I believe there is some hotness around RedTide2 at the moment and their obligations to withdraw troops are their own and not mine. But Stevid and her closest allies will willingly remove all military units from Truce Island’s territorial waters and back to either Stevid or Hanover.”

He downed the last of his Napoleon Brandy and cringed as the savage stuff travelled down his throat. God how he loved Brandy and Scotch, Conroy also noticed that Eleanor was being extremely polite by drinking the brandy that she obviously detested, her facial expression told the whole story as she finished her own shot with a look of disgust. Conroy smiled broadly.

“You’re stronger than I thought.” he said taking his and her glass away to the tray in the corner of the room. “I must say this is been quite entertaining. Well it is getting late Eleanor and we have yet more to discuss. But I think it is time to retire for the moment. Your family and baggage are back at the hotel to which a driver will take you there. It’s about two miles away from Number 65. Err… tomorrow your family and your cabinet ministers’ families will be taken on a private visual tour of the city while you and I go over a possible treaty that we could write up in the near future to which all participants in the war will be invited to sign here in Stevid as a symbol of trust and eventual mutual gain…” He smiled once more and shook her hand. “It has been lovely to have seen you today Prime Minister Eleanor Romany…”

Has they parted company a civil servant walked over to Conroy and handed him a file marked classified, it was entitled “Red File #171753821”. A document drafted and redrafted before being put into the governments most secretive of filing cabinets deep underground.

“What’s this then?” Conroy asked as he gingerly took the file while making sure the door that Eleanor had walked through was properly shut.

“The document relating to the Camp Four installation in the highlands sir. It has some findings on the human/feline hybrid we picked up on a foreign island during the Second Hanover Conflict.”

“Ah yes, I remember something about two abductions. One was a dead child while the other was a live female specimen. What is this file about?”

“It has the results of genetic testing on both the subjects and possible predictions and theories behind this mutation.”

Conroy nodded and opened the folder. It was pretty thick and heavy with paperwork but there was one page summary on the first page which Conroy directly read to himself.

Specimen Recovery Test Report

Two creatures were successfully brought back to this country from the war zone not too far from Truce Island just over three months ago by our esteemed colleges in the Order of the Knights Templar. To not only our amazement, but also to theirs, these creatures seemed to be human/feline hybrids judging from first glances and interpretations. Of the two subjects retrieved from the island, one was deceased (male child of around five years of age) and the other was alive (female girl of an age around nineteen to twenty-two years). The child was immediately refrigerated and placed in a morgue while the live specimen was taken to the genetic testing and viral labs for further testing.

The child has opened our eyes to the greater mysteries of science and the conundrum behind evolutionary stages. It appears that these particular “humans” are a new sub-class of beings in today’s modern societies. They have adapted to their primitive environment and have taken on the abilities of domestic and wild cats. Such mutations include feline ears, cats’ eyes, and long tails while retaining many human characteristics like body shape five fingered feet and hands and the human internal organ system. Blood tests on the deceased child showed there was a distinct cross between human and feline DNA which narrowed down the cause of mutation to either evolution or hereditary characteristics. Thus this means that a massive stage of human evolution has occurred during our live times while the rest of humanity continued to grow otherwise without knowledge, or the humans on that island procreated with cat family. This may sound disgusting but sounds more plausible than evolution that would have been picked up within one hundred years of development.

The female specimen was extremely interesting. She was extremely resilient to talk about herself, her family and her origins. She was also reluctant to talk about her feline abnormalities with the Templars or the scientists at Camp Four so assumptions into human/feline sexual intercourse or evolution were not discredited. Blood tests were conducted to make a comparison with the child and the tests show they were not directly related as in mother and child, but they were related very, very far down the family tree which strengthens our hypothesis that human/feline procreation has taken place on the island. To confirm or disprove this theory, further tests were performed on the live female. These tests included sexual preferences as determined through “sub-testing”. Cats (both male and female) were brought and some of the more “attractive” non-mutated or infected males were also brought in. Tests on the female proved in conclusive at some stages but seeing the males for the first time there was a notable increase in heart rate, flushed cheeks and female erections that proved that the there was no sexual attraction between the specimen and cats but there was between the specimen and the human males. This leads us to believe that procreation between humans and felines on the island is no longer practise but certainly had once been- reason are unknown due to the unwillingness of the subject to talk.

Genetic and viral testing on the live subject has of course been completed with some astonishing results. It seems that this race of humanity is immune to certain chemical hazards that can be extremely lethal to ordinary humans. There is a strong resilience to nerve gas (but intense usage in a confined area will knock the subject out) and for equally unknown reasons there is strong resistance to the effects of chlorine gas. Continued tests will unravel this mystery. Electroshock treatment has the same effect on these creatures as it does humans but high frequency sounds used in tortured have an extremely painful effect on the subject and it exhibits tremendous distress and discomfort.

For fear of an outbreak that could destroy Camp Four, a controlled infection of the live specimen with the Reanimation Virus (R-Virus) was not conducted. However it was conducted on the deceased subject. We are unable to reanimate corpses of animals because the virus cannot jump start their brains because their cognitive thought is in almost all cases, inferior to that of a human’s. However in this rare case of a human/animal hybrid, the effects would prove enlightening. Upon infecting the corpse with the R-Virus, rapid twitching was seen coming from the subject however since there is an element of the animal immune system in the decease subject, the virus was unable to reanimate the corpse. It was decided then that the female should be injected with the R-Virus too. Amazingly it survived the injection but has taken onboard some of the animalistic and cannibalistic characteristics of a reanimate corpse but it still processes incredible self-control over the infection. This is a scientific breakthrough in medical history seeing as we have injected the virus in to a living specimen and its immune system has dealt with the infection to such a degree that it can control the cannibalistic side effects of reanimation. It is safe to say that this specimen will remain alive for as long as medically possible so we can possibly find an anti-virus for the lethal and apocalyptic R-Virus.

In summary, the test subjects have opened the door on evolution and human-to-animal hybrids and offspring that was never thought possible. These hybrid humans have an incredibly strong mind and strong synoptic senses, equally they have an incredibly superior immune system to ours because a live specimen is able to resist total assimilation by the R-Virus. The subjects will remain at Camp Four for further testing.

I hope this report has been enlightening to you has the research has been to us.

Conroy closed the file with what seemed to be a puzzled look on his face.

“Eleanor has no idea of this?” He asked the civil servant.

“She knows there was an abduction and she knows we protest innocence since it was the Templars who made the abduction. But she knows nothing of Camp Four- no one in the world properly does.”

“Then make sure this document never falls into the wrong hands but especially not hers. We want peace and if she found out about this, despite the incredible medical breakthroughs… she’d probably organise hundreds of nations to takes us down- make sure that doesn’t happen. I want these talks to succeed, i didn't have a say in these experiments this time with the Wisemens Committee. But just keep it quiet like usual.”

"Thank you, David. Don't take this the wrong way from me, but all along I always felt deep down you were a teddy bear. We'll talk more later."

Elenore was shown out and to her hotel. Later that night most of their famlies had retired. "So all islands have joined together to form a state right before we can resolve this."

"They're frightend, they aren't sure who is on their side anymore."

"What did Stevid say about their military presence in the southern Islands?"

"They said they were withdrawing their forces to focus on the Golden War. But I don't know about RedTide2, and H2, who knows how they are going to react..." the phone rang once again. "Yes Akiko? Ah you can't be serious that they found out, well I know H2 is stubborn that way that is why I was hopping it will be quite for longer. Ask to hold press releases, they will need all the backing they can get if they want to stay away from more bloodshed. I want to keep this from Stevid untill I think we have developed a large enough trust. I'll talk to you more in the morning."

"Dodgey isn't it?"

"I know but I think we need to make sure were in good terms with each other."

"What about the rumors of kidnpping from Aninalpolis?"

"Unfortunatley I have nothing to back that up. Animalpolis isn't exactly a keep-track-of-every-citizen-state I wouldn't doubt if somone was abducted, and if they were I can only imagin what might happen. Things like that happen in war all to often. Chances are if and whoever it was, is dead by now. And of course there is no way I can pin it on Stevid. After all IndpendentHitmen, and RedTide2 are in the region."

"What about Shino? They declared with out her in her name?"

"I hope Shino is alive. But unfortunatley I don't know. "

Next Day- Number 65

As expected, Ms. Romany was sitting waiting for Conroy at the beginning of the morning. She, her family, her cabinet ministers and their families had breakfasted at one of capital city’s finest hotels before Eleanor was taken back to Number 65 to continue the talks. Her family, the ministers and their families were to be taken on a personal tour of the legendary and ancient Stevidian Parliament in Parliament Square only six hundred yards from Number 65. To walk through its hollowed walls was an honour in itself but there was rarely anytime anymore for guided tours or visitors to be admitted, not with intense security because of the war, Kanami and increase Red Cell terrorist activities that had begun making reappearance since the expulsion of religions almost a year ago. The group would get a rare first hand look and verbal guide around the House of Commons and the House of Lords and a trip up Parliament Tower and lunch afterwards before the tour continued. Conroy wouldn’t keep the Kanami Prime Minister too long since the tour around Parliament was a rare thing to experience and to have it with her family would probably be best. Getting the diplomatic talks out of the way first was top priority before letting her get back to her family in Parliament.

Conroy walked into his large oval office and was Eleanor looking at one of the paintings on the wall, oblivious to his entrance into the room.

“Dates back to 1200’s during the Third Great Crusade to liberate the Holy Land.” Conroy said without startling Eleanor but making her now aware of his presence. “They say it used to belong to The King Lion Heart of England before he set off on the Crusade to take Palestine for God and Catholic Europe. We’re lucky to have this original copy in such an excellent condition- even if the person in the picture is a great Knight to which we can not identify. But it is still a masterpiece.”

They both exchanged pleasantries but Conroy cut to the chase very quickly.

“Some things are developing that may hinder the peace process Ms. Romany. And they are making waves on your end of the line. The Golden War of Succession has, thankfully, not interrupted these negotiations but that doesn’t mean that we are not concentrating our efforts of espionage and intelligence elsewhere on the globe. MI6 gave us some disturbing news about the South Island Archipelago in which the Empire invaded and successfully took Truce Island. Our allies also triumphantly took two other islands before a ceasefire took effect to end the bloodshed. MI6 and out sources, both official and unofficial within the GDI Alliance, have informed us of a new nation that has risen from the ashes of the Second Hanover Conflict and has declared its sovereignty. I am led to believe these that the nation is a collection of the islands that the Empire at her allies invaded and took and so there is some controversy over whether there sovereignty is justified… I hope this does not stop the peace process, as you are aware Stevid no longer wishes to remain in that sector of the world because of the growing conflict with the Merkar Republic and the Golden Throne, likewise with Independent Hitmen (OOC: IH is at university and is finding time to post extremely difficult and so is concentrating more on the Golden War of Succession rather than this). We cannot speak on behalf of RedTide2 but it is safe to assume that they will strive to keep their new claim.”

He poured himself a double scotch and remembering how Eleanor reacted to the brandy he offered her some spring water instead.

“The Metrological Office, or Met Office, has also seen the effect of Hurricane…Katherine? Kate? Or something? On Aqua Anu recently. We regret the devastation caused and the lives lost but unfortunately there is nothing Stevid can do to help. I know it sounds cruel but out resources could be put to better use fighting the Golden War and the Merkar Republic right now. I’m sure the Red Crystal Organisation will help with the relief effort… aside all these happenings that could spoil the day for us… a very good morning to you Ma’am!”

Again and exchange in pleasantries before Conroy continued.

“I won’t keep you long Eleanor, you after all a guest in Stevid and we want you to relax as such so I’m sure you’d like to be on the guided tour of Parliament with your family. There isn’t much left to talk about other than the treaty I suppose. Our two nations never really got to fight each other in the Second Hanover Conflict apart from the missile exchange that left one of your capital ships crippled, but I remember reading that RedTide2 destroyed a sizable proportion of your fleet at Truce Island. Knowing this I’ll let you propose one half of the treaty and we’ll do the other and then we can amend it to suit both our needs… No economical reparations are to be paid to either side however. Both our economies, probably Kanami’s more than Stevid’s, are struggling right now with the constant war that has left us both pretty weak at the moment. Paying each other just fuels the fires of hatred again which was mistake we both made during the first Hanover Conflict. Let’s just make a treaty that we can mutually agree with.”

"Oh my...." The cat was out of the bag "I'm sorry David, I know you probably wish I would have told you, when Akiko first called me. I was hoping to delay the telling till we were in more mutual terms. These islands have only wanted Independence and that is why we took them as a protected states, to help them achive that. RedTide did join the war on your behalf maybe you could talk them into releasing the claim. I'm fearing they will die trying and even greater bloodshed will result. That will reflect poorly on all of you." Okay Elenore could not say that for sure but she figured might as well try it. "These islands deserve the same soveringty you enjoy. You need not worry about Aqua Anu though they are in good hands between us and many others. As for a treaty, well I think we need only to mutually agree that neither of us will desire to bring about warefare again. That Stevid and her allies keep out of the southern island states, as Raging Passionate Malady should have no real intrest for you, other than the Hanover Islands. Hopefully you could also negotiate for the release of Her Majesty Shino. I know Shino well it was a strange event that she found Kanami, she washed up on our shores poor girl. That is when she sought us to protect her island and soon she was able to convince the rest of them to follow."

The “informal” talks between Stevid and Kanami had now reached the fourth day and Ms. Romany, her accomplices and their families were nearing the end of their stay in the country, all that was left to do was to get a treaty drafted and signed between the two biggest players in both the Hanover conflicts- The Holy Empire of Stevid and the Republic of Kanami.
Throughout the past day and a half, diplomatic officials had complied all the information on the Stevid/Kanami Cold War, the First and Second Hanover Conflicts and finally the current situation regarding the GDI and Southern Archipelago’s claim to national sovereignty in the world. The treaty was drafted although not publicly released that is unless Ms. Romany agreed to the treaty which the Stevidian Government thought would be more than satisfactory.

The Republic of Kanami and Allies and The Holy Empire of Stevid and Allies Peace Accords

This treaty certifies that the nations of the Holy Empire of Stevid, The Republic of Kanami, The United States of Independent Hitmen, RedTide2 and Magic Sorcery all collectively agree to end hostilities regarding the North Hanover Island Chain Dependency and the Southern Island Archipelago. All nations will open trade and civilian commercial routes each other and continue to promote peace between the two sides whenever necessary.

Below are the terms and conditions of the treaty. Please note that for peace to take place, not ALL the nations have to sign. Those nations which do are consequentially at peace with each other but not with nations that signed the accords unless of course the nations are allied with each other before or during the war.

Article one
The ceasefire will be upheld indefinitely and all sides must withdraw all military units that are in direct opposition to either side. This includes troops on land, planes in the air or ground or ships on the seas around the Southern Island Archipelago or the North Hanover Island Chain Dependency.

Article Two
RedTide2, Stevid and Independent Hitmen must withdraw all military units from the islands that they invaded and occupied and leave their territorial waters within 72 hours of signing the treaty. Nations exempt of Article Two are those no longer with military units in the area any way or have special permission to continue peacekeeping duties on the islands and their territorial waters. If anti-piracy missions are being under taken by any nation then their shipping or aircraft must not cross the islands’ territorial waters or airspace.

Article Three
All nations that opposed each other must make an effort to increase friendly diplomatic, economic and military relations with the former hostile countries. Economic and military allies and treaties or simple furtherment of relations on the economic and military front is not compulsory. Diplomatic furtherment of friendly relations however, is compulsory.

Article Four
Under no circumstances must either side pressure the other personally for reparations for damages suffered or otherwise. This would be in violation of Article Three, while blame does lie with Stevid, Independent Hitmen and RedTide2 for sparking the Second Hanover Conflict, one can say the Kanami brought it upon themselves. Blaming one side for the war is not a furtherment of relations and could easily develop into another conflict.

Article Five
Neither side has to agree to the sovereignty of the islands but must respect the native populations of the islands as unique and independent. The islands must never again be invaded by these powers again. The Imperial Doctrine that Stevid uses to maintain the Empire both by military force and politics is NOT exempt from this and Stevid must abide to this Article despite the contradiction this treaty has with Stevidian Imperial Doctrine.

Article Six
The Republic of Kanami must now renounce its protectorate pact it had with the islands. Seeing as it is this protectorate pact that eventually led to Kanami becoming involved in the war, it is more trouble than it is worth. Kanami currently recognises the formation of the archipelago as a single nation state and so the protectorate pact it had with the islands is void anyway because of the treaty specified Kanami protects the islands listed in that treaty. The name change declares the treaty null and void. However there is no objection to Kanami lending military assistance to the islands if there is a request, but Kanami no longer holds the obligation to protect and defend the island archipelago whenever it suits them.

Article Seven
Kanami (Aqua Anu) and Magic Sorcery must accept the Empire’s claim to the North Hanover Island Chain Dependency.

Article Eight
If the GDI and RedTide2 recognise the archipelago as a newly formed state then all nations that sign the alliance must also accept the sovereignty of the islands’ new formation as a stand-alone country.

Once signed, this treaty takes immediate effect.

Elenore took the pen and signed on the dotted line. Elenore Amy Romney "Done."

"Singed in full." She told everyone that night in the hotel room. "I really hope things turned out all right."

"They did Karou, the treaty was perfect, I saw no real reason to not sign."

"Excuse me Madam Prime Minister, it's the Vice Prime Minister."

"Yes Akiko? Oh no. Tell him there is a treaty worked out and I have signed."

"They found out, how do they find these things out?" Elenore let out a frustrated sigh. "I wanted this transaction to go quietly, and not jepordize the treaty any further. Of course but unfortunatley to do such a transaction back to them we need their leaders as such we can't find them. No word on the wearabouts of Ayla and Kino was last seen being arrested by whom it's not hard to guess. I'd give it to them free but chances are someone will throw a fit about it and this will all be shot to hell! Akiko I know you did the right thing, but now I'm going to have to convince Conroy that despite the fact we bought it, we won't excercise any jurisdiction over it, and that we want them to be free. Dear God, get everyone to find Ayla before it's too late. Oh Shino, I forgot about Shino too, anyword about her wearabouts? Nothing, I forgot I should have asked for a cluase to release all leaders but I might have to motion such actions. Corona must be apart of the United Banner no exceptions. Thank Akiko, thank you. Good night."

She hung up the phone. "He's going to kill me."

Conroy summoned Eleanor to Number 65 after getting the report from MI6 on the weird political situation that was developing between Kanami and RedTide2 over the occupied Corona Island. Eleanor had been typically quiet over the issue and now that things were getting quiet in the Golden war of Succession, military intelligence services were looking more closely on Kanami only to find more secrets. As Conroy looked over the report again, a civil servant escorted Eleanor Romany into his office and briskly left them alone. Conroy smiled and stood up from his desk while looking at Eleanor- he could read her like an open book, her face told the story that she knew exactly why she had been called to Number 65.

“Ms. Romany the peace we have is not in jeopardy in any way shape or form, however I do feel that sometimes Kanami underestimates our abilities and doesn’t quite take us seriously. I’m sure that’s not your intention- but that’s what it looks like. I’m afraid MI6 have been working very well over the past week or so and have brought to the attention of the government a situation, political, that is very strange and almost ludicrous.”

He handed her the report’s one page summary, she glanced at it but then returned seeing as she knew exactly what it was about.

“Selling and buying islands? Territories changing hands as if they were football or ruby players? I thought Kanami had principles, morals, the ideology not to cave into foreign aggression and foreign political pressure. It’s what made Kanami a powerful enemy of Stevid, we couldn’t break you politically, you’re just too tough, military and economically ways of defeating you were are only options. What you are doing now is firstly: Out of character, and secondly: Very unorthodox diplomacy. I no you want to avoid war and promote peace as much as possible, that I admire, but I feel Kanami may have made a mistake here. I felt it necessary to voice our opinion via the Foreign Office. We won’t take any action, we will only voice our disapproval- Stevid has since nuclear wars fought for less than this… Anyway, on another note we got a message through from Independent Hitmen saying that they will sign the treaty soon. They have some complaints about some of the articles but we have some influence over them- we’re very close friends and will do anything to promote peace and strengthen our alliance.”

"Please try to understand, Kanami is war exausted, RedTide is an enemy we can not afford to deal with, their soldiers are hardly human as it is, but Coronans don't know that. They will fight till the bitter end and that will result in more bloodshed and as such no one except our selves and other smaller countries will give two damns about it. I found an intresting book on my way here the book details how juggernaught nations like RedTide2 get away with serious crimes. It's because the only nations that are abel to match them in power, won't stand up to them, and the only nations that will, will be forced to back down becuase they can't stand up to the might of the bully. Sadly the only time a freak turn of events in which David can overcome Goliath is of course if you are dealing with humans. I don't know what they do to their military and honestly I'd rather not find out the hard way. Kanami doesn't want Corona we never did, we never wanted these islands for ourselves contrary to I.H.'s popular belife, we wanted only to do what we vowed to do 200 years ago, help our fellow man. Our leader who is on our flag vowed to do that but she knew her limits. We are in no shape to fight another war our economy is going down and we can't let it go any further. Public opininon is turning against me which in turn could mean impeachment if I don't resolve this situation soon. "
