An unexpected emergence (intro)

Khemari

A number of great political minds around the world have been surprised in recent years as a man completed what most considered to be both a difficult and pointless task: uniting a number of tiny city-states spanning an area of hilly tundra in the extreme north of the north pacific region. Finally his modernisation of the lands is complete, and historians from both inside and outside of the new nation are already beginning to make first drafts of how they hope to present this most unexpected unification of what is now known as either the Empire of Khemari or the Khemish Empire. We present here our expert analysts story of how this new nation has come into being.

Years ago the leader of the northern city-state of Zoten looked over his savage wasteland of territory, devoid of the great farms or factories of the other nations of the world and decided in that instant he was meant for more than this. He was a man of no small charisma, no small intellect and while he was not experienced in the art of war the majority of his men, devout to the previously unheard of religion of Khemism (Worshiping an old northern tribal god named Khemari), would follow him if he ordered something, even if they did not understand his judgment.
As he contemplated how he would go about bringing more land under his control from the other warlords, god-kings and oppressive tyrants of the uncivilized tundra (That was, until recently, still using black powder and blades. They had nothing of serious worth to any who had greater technology due to the lack of resources in the tundra) he realized that the one thing that was keeping his people together was in fact their religion. The power of belief in the right hands was very powerful, and he knew it. Without hesitation he began work: He first sent out missionaries to some godless cities who's people would be looking for something to look to as they toiled endlessly under their cruel dictators, and sent out small groups of undercover peasants to more religious cities, fearing that their god-kings would eradicate his missionaries and then turn on the source of his heretical preachings.
The process would take months if not longer before there was enough devout followers in the targeted cities, and so he turned to busy himself with other business. If he was to create an religious uprising and take these cities all of a sudden, it would turn the eyes of all other rulers of the nearby city states upon him, and should a powerful military seek to overwhelm the newly converted cities and try to take them for their own, he would need advanced weaponry from the more civilized cultures that he had avoided dealing with in the past. A quick survey of such weaponry and he realized that the brutish people of the wastes had kept their eyes turned from advancement for too long. Handguns were ready more cheaply than a well forged sword or barrel of black powder, and in much greater quantities than he had imagined. Most nations would be unwilling to sell their weapons to what would be considered as barbaric brutes, and he had nothing to trade with anyway... Until he learned of the black market.
Secretly trading the lives of his own people for cheap firearms and ammunition he equipped his military with the weapons, the men marveling at the level of destruction they could now deal. Finally his plan came to fruitation and it was pulled off nearly flawlessly. Through the space of one week the previously hostile cities swore allegiance to who was to become known as "Grand Elder Tyrius", the warlords and kings of the cities either joining by Tyrius' side to become the elder council or, if they resisted, joined the other resisting leaders on pikes outside the palace of the city that became Capital of a small empire within a week.
As he expected, his sudden acquisition of new land caused more outlying factions to charge into the cities, expecting them to be disorganized and easy prey. They were wrong. There were no losses at all to the defending forces as they fired upon the invaders with their new weapons, using crude barriers to slow them down and defend themselves against the historical muskets. Within the month even more city states swore themselves to the rule of the elder council from fear of being next to suffer the wrath of Tyrius, many of the previous rulers joining the elder council themselves.
The benefits of this empire now numbering around 5 million people were quickly realised: while before each city would fend for itself, only managing to survive through the harnessing of its own resources or slight advantages in agriculture or mining, now each city could focus completely on those advantages as they would have their food brought to them from the cities with more fertile land or better animals to hunt, allowing cities in hilly areas to focus on mining fuel and materials and cites by the water to devote their population to fishing rare species of fish prized amongst high quality restaurants for trade with other nations.
These people were devout in their religion, over 90% worshiping the tribal god Khemari, although this may well have been through the strictly enforced benefits that were given to the righteous. Over the years the elder council has run a ruthless policy of modernization under grand elder Tyrius, focusing on the increasingly useful powers of consumerism and trade. It has appeared though that in recent months the council has gone decisively too far with their dedication to consumerism; people are strongly urged to buy more than they could ever want to keep the economy rolling and those who stand against such consumerist actions are quickly disappeared from their beds as they sleep.
None the less, this nation has surprised everyone by becoming something a financial power amongst minor nations of the north pacific region. Currently the fuel used in the area is coal from the mines around a number of cities, however with their new found knowledge of technology they have discovered that two of their cities are sitting on top of what have been described as "Dangerously large uranium deposits, enough to fuel a power... or bomb program worthy of even the largest nations". Weather the empire wishes to use their main resource as cheap power, dangerous weaponry or a great economic tool is unknown, but it is clear that at least a few powerful nations are debating the possibility of taking the powerful material off the hands of the nation that so many remember as the barbarians who made the north so dangerous.

(OOC: Yep, this is my first post... So sorry if I have messed up by putting this in the wrong place or something but I have read all those tips threads ^^ I welcome all responses to this article, however if anyone wants to start an international thing like a war or something, please send me a TG, it would get confusing to put anything that big in here without planning XD If any more information is requested, I will put up a second article)

OOC: here's some extra information:

Budget: $13455 million
Military budget: $672 million
The nation has a large stretch of cold water to its north, ideal for fishing the rare species that live there but the ice making it difficult to sail large ships. Thanks to the climate there are scant forests, and what little there were, most have already been chopped down prior to the formation of the empire. The empires military is still developing. They have access to small arms and various rifles they acquired from the black market, but are still searching for an arms supplier until they can start developing their own weapons. Thanks to compulsory military service, along with military service as a sentence for many crimes and the warlike origins of the people hanging around, the military has a larger percentage of the population than most nations.
The Empire is ruled by a group of nine known as the elder council. Simply put, the grand elder (who at this time is elder Tyrius) is the complete ruler of the lands, and the eight elders are his advisors and aides who are often asked to take care of things not important enough to be brought up to Tyrius. The population is spread between the ten citys that Tyrius took over. The greatest number reside in the capital, Zoten, but the population is generally evenly spread. National holidays are all religious days in the religion of Khemari apart from the anniversary of the day the empire was formed by Tyrius.
The number of luxury and communication items are actually quite high, thanks to the Consumerist regime, and growing by the day.
