Background
Ever since the 1970s, the Luftwaffe of Dukarbana has been successful in protecting the skies of the nation. However, that same air force today is aged. The primary fighter, the McDonnell Douglas F-4E Phantom II, is of course not a jet suited for mordern day interceptors and fighters. Between 1973 and 2005, the Luftwaffe was short of funds to buy any modern military aircraft to modernize itself due to the budget cuts caused by the war in the '80s. Recently, we've been able to buy 500 Super Hornets to replace a equilivant (OOC: Pardon me for the spelling) number of Phantoms. Now with most of that money being transfered to the struggling Navy, there is not enough to buy a significant amount of new planes. Therefore, we need upgrade kits for our elderly Phantoms from any nation willing to do so.
