"Shocking news from the People's Republic of Iragia today as a crowd of what is believed to be up towards a thousand people gathered near the Presidential Palace to protest the oppression of the ruling Premier, the devastated economy, and rising unemployment. They called for political freedom and for parliament to be re-instituted with new elections."
"According to a video leaked over the internet, apparently filmed by one of the protestors who managed to escape, Civil Defence Corps forces, lead by a contingent of armoured cars, entered the square, and opened fire on the crowd. Before we show the video, we have to remind viewers that what you are about to see is graphic, brutal, and extemely violent. If you are not sure you are able to handle seeing this footage then please leave the room, or change the channel. We also ask that any young children please be removed from the room as well"
*The video starts to play, it shows a large crowd of protestors waving signs with pro-democracy slogans. One man steps up onto a crudely constructed podium, apparently the leader of this demonstration, he leads the crowd in a chant denouncing the tyrannical regime of Premier General Steeves and his People's Council. Civil Defence units are seen entering the square, with armoured cars disgorging squads of officers. The officers assemble into lines facing the crowd, then the Civil Defence Corps personnel open fire. Grenade launchers, rifles, and machine guns tear into the crowd. Screams can be heard, as well as what appear to be hundreds of bodies falling to the ground, the leader is hit by a burst of machine gun fire, the tracers can be seen ripping through his body and he collapses. The crowd tries to flee, but apparently off camera is another group of Civil Defence corps officers who are opening fire as well. At this point the video skips forward two minutes and Civil Defence officers can be seen going through the crowd, rounding up survivors and the wounded. A number of the wounded are being shot as they lay, and the survivors, between fifty and sixty are dragged out in front the first line of Civil Defence Officers. They are bound, and made to kneel with their heads facing down. The furtive whispers of the cameraman and a friend can be heard as they react to the horror before them. Then, a large group of Civil Defence officers take positions behind the kneeling survivors, lower their weapons, and execute them.*
"We have attempted to get in contact with the Iragian government, but their only respone was that the video was a fraud, a piece of proganda made by a rebel group trying to destroy the 'paradise' that the communist regime has created. They claim that a similar indicent occured, but that the crowd was much smaller, and Civil Defence only opened fire after the crowd became violent and attacked them. They further stated that the survivors were arrested and the wounded provided with medical treatment. They have further stated that the cameraman in question is a fugitive, wanted for what they will only describe as 'crimes against the people'.

"Has this been confirmed?" he inquired.
"Not officially, sir, but there is strong evidence for the occurence, despite Iragia denying it vehemently," replied Birhanu.
"It isn't our place to interfere at this point," mused Sir Phillip. "As much as I would like to liberate the lot of them, we just signed that new economic deal with Iragia - I can't sacrifice huge GDP and PPP growth at this point. Place them under surveillance, nothing more."

The Lightning Communications control center was relaying the broadcasts, hundreds of screens showing different videos. One of them attracted particular interest of the monitoring manager - a war-like slaughter in a seemingly peaceful city. He called Robert Atkins, one of the directors.
- "Yes?"
- "Control Room 12. Sir, we have a particularly interesting stream. High shock value, possibly more."
- "Send it here and hang on".
Robert was watching the massacre. Some gut feeling told him there's more to it than just a video.
- "Where's it from?"
- "Some small country. They call themselves Iragia."
- "Fine. Tell your chief you've got triple salary this month. Keep watching for more."
Robert hanged up the intracom and turned to his adjutant.
"Dick, retrieve all data on Iragia. Correct Leon sats orbits to cover their land and focus Echo-455."
Soon, Robert was reading the brief report, describing the small country and the low life quality. He clearly felt it was an opportunity. He dialed the ALC Relations Department.
- "Stan Daniels. What happened, I told no calls? Ah, that's you, Rob."
- "We've got a country with a government which won't stay for long. I've heard Nick wanted something like that, right?"
- "What's that country? Yes, Nick mentioned, we need immigration."
- "Call themselves 'Iragia'. Not widely recognized yet. They are small, but clearly need some... help."
- "Iragia? I recall that name, now... yes, did some research. But I don't think it's worth calling Nick. Not that big deal. I'll inform Kirill."
- "Kirill??? What do you mean - we just got to establishing a good image!! Just note Reaper sats won't be in that. Stan, I'll call Nick myself to check!"
- "No, not that. NDD will only provide safety. We'll handle it in a civil way. Just help some people. Calm down."
- "Yes, Stan, I got it, just... ehr, just tell what you mean beforehand. That's all. I'll help Kirill as we can."

Kyle Laven, Katy White, and Jason Andrews all sat around the computer screen watching the CNN feed over the internet. Andrews, a computer science student, had managed to get around the government's censorship programs and they watched the video that Kyle had taped two days earlier play again.
Kyle almost wept as he saw the video, and the horrifying images played over in his head again. Katy put her arm around to comfort him and Jason looked back at his friend, "You did the right thing man, now the world will know what's happening, they'll help us-"
Before he could finish the door burst inwards as Civil Defence officers stormed inside. Katy screamed and jumped up from the bed where she had been sitting with Kyle and an officer slammed his rifle into her gut, then kicked her down to the ground. Jason grabbed a textbook off his desk and flung it at the lead officer, who responded with a burst of fire from his AK.
Jason crumbled onto the ground, blood seeping from his wounds and trickling down from his mouth as he gasped for air. Katy screamed and crawled to her stricken friend. She tried to put her hands on his wounds but was trembling, she could hear Kyle being beaten down and calling for help behind her, and she turned to see the lead officer that had beaten her down and shot her friend standing over her. She kicked out at his groin and doubled over.
After a few seconds, he stood upright, as best he could and kicked her in the gut then grabbed her by the air and pulled her close, "I'm going to get you for that..." he said with a grin as he bound her hands and gagged her, then the officers, with Kyle and Katy in tow, left the room. Some of the other students who lived on the floor ran into the room once the officers were gone, and found Jason bleeding out on the floor. They screamed for help and tried to help him, but one of the officers came back into the room.
The four other students in the room helping Jason looked back at the heavily armed officer, and trembled as he raised his rifle and put a round into Jason's head. He looked at the other students, who were too shocked to even scream, and stated simply, "treason means death". He turned and walked back out.
A forensics team then entered, kicking the kids out, and bagging Jason's body, then proceeding to examine the room's contents.

His Majesty's government is disgusted by the government of Iragia's unwarranted violence against a peaceful demonstration. With the addition that this is a communist nation, dismissing its peoples economic rights by controlling the economic system. Daniels was somewhat shocked by the video. Intelligence satellites were showing only empty streets, people probably hiding in fear. Finally one of the sats caught the palace square. City workers, poorly equipped, without even special trucks, were washing the blood and carrying the bodies away, under close view of the police. One of them apparently recognized a body, and rushed at the policeman. There was no sound in the satellite video, but the policeman raised his hand and the worker just fell on the ground. Another two, held at gunpoint by a soldier, dragged his yet bleeding body into the trash truck.
The scene got obscured by clouds again.
He came to the intercom.
- "Marine Transport Department, Kaori Ishida. Good day, Stan, what is it?" - one of their high-ranked managers picked up the videolink.
- "Hi, Kaori. I need Matt. Where's he?"
- "Sorry. The chief is at a meeting."
- "All right. Just check what transports we have near these coordinates. All which can carry people."
- "Aye."
Stan called Kirill. As usually, he just answered with voice.
- "Greetings. Just don't tell me you've messed up and need us to clean it out."
- "Nothing like that. That joke is getting old, you know?"
- "Yeah, it is. Just as long as you don't mess up. So what's now?"
- "We may need some security. Check forces around these coordinates. Three days away, five top."
- "Did you really mess up?"
- "Why?"
- "You know we've got two bases in the radius. What happened?"
- "Nothing, really nothing. We'll just send some transports to a country, and I want to be sure they are safe."
- "Stan, what exactly country?"
- "Iragia."
- "Never heard of them, and they are not in the base."
- "Some new emergent land. They seem to have problems. I'll file the report I got from the Lightning."
The phone was silent for a minute.
- "They are nothing at all. Not the ones to attack our transports."
- "Just in case."
- "What's it, then? Carrier group? Some cruisers? A patrol team? We've got a dozen groups there."
- "Not sure. Whatever you think is needed. A group would help, just so they don't play a dirty trick. Not on us, they won't, but on their own people."
- "Everything will be done. And let's finally meet about it, OK? In three hours I'm waiting at the NDD command center."
- "Expect me. I'll call beforehand. Over."

The safety of operation will be provided by twelve carrier groups and remote flights, but we are not planning to take military action against Iragia. Our forces will only ensure that Iragia doesn't attack the people peacefully leaving.

As he clicks on a link to another forum a thread catches his eye. He opens the thread and reads. It is all about the massacre in Iragia. It catches his curiosity. Jordan clicks on the link to the video. As he watches a look of horror is in his eye. He stands up and yells to his boss
“Hey Jim we have a problem!”
Jim walks over to the computer and says, “What’s up, your not surfing again are you?”
Mike would have laughed at that, but he didn’t make a sound, “No there is a situation in a little place called Iragia, there was a slaughter. Protesters gunned down by police, worse survivors who where caught alive were executed.”

On behalf of Interpol, UES soldeirs will enter Iraquia under flags of peace to evacuate and assist in safe transport. However, a seperate force is being readied by the United Ed States. This seperate force fights not for the Interpolian flag, but for the flag of the United Ed States. This force's purpose will not be to attack Iraquia's government forces, but to provide humanitarian aid to Iraquia's citezins. They will also attempt to keep the peace, if neccessary. If you do not fire on the UES soldeirs when they arrive, then you shall not be fired upon. If you do, not only will your people be restricted of free medical supplies and food (the humainitarian supplies), but you shall also feel the wrath of the UES invasion force which shall be sitting near by, ready to respond.
