"Ladies and Gentlemen of the House, I stand before you know with a heavy heart. As you know, three days ago we concluded our talks with Russia about the release of Kaliningrad Oblast to Cathagova control;as a way to atempt to ease the tension between ourselves and the Russians. As you may also know, these talks ended in failure; we have made no progress with the Russians, and we may well be on an even worse footing now. Mocow has taken our proposal allowing Cathagova take control of Kaliningrad Oblast, as a way to ease tension on the borders, as a personal insult to the Russian people. It is my sincere wish that Cathagova and Russia never go to war, but everyday the prospect of avoiding war seems to dim. The Department of Foreign Affairs has informed me that Russia has moved its army to the border cities of Vyburg, Saint Petersburg, Murmansk,Smolensk, and the city of Kaliningrad. I am here before you, Ministers of the House, asking you permit the mobilization of the armed forces. Russia is an immeninent threat to our nations very survival. If permission is granted for a general mobilization at this meeting then I will order the movement of troops to the cities of Vilnius,Gdan'sk,Vitsyebsk,Mahilyow,Homyel',and Tallinn. I must implore you to accept my proposal of general mobilization. While war is not an absolute Certainty now, it may very well be in the next few weeks. Thank you."

*Immediatly after he finished talking, an uproar shook the rafters of the building, no one wanted to even consider war with Russia*

"This cannot happen, we must do everything in our power to avoidmobilizing our armies will do nothing but provoke Russian into war. They only have their own interests at heart, our diplomats to Moscow should have known better than to ask the Russian President to allow the region of Kaliningrad Oblast be added to Cathagova! War is not imminent unless we provoke it!" yelled Minister for Belarus, Ivan Trichnikov.

*This statement was met by critisism by Minster for Estonia, Heldin von Trasst*

"I suppose you would stand aside and watch your nation be overrun by overbearing unreasonable Russians. We made a simple request in the interest of economic and national security for both nations. With such a small part of Russian territory in between our borders, any ambitious General could seize the land with little or no trouble, provoking a general conflagration. The proposal was meant to make the borders of both nations more secure,and Russia refused."

*The constant yelling back and forth went on for several hours until finally they met in a deadlock, Poland and Estonia voted to permit mobilization; Belarus and Lithuania voted against mobilization. Latvian Minister John Suden
abstained from voting either or.

In light of the current events that have so plagued my nation, I come to you asking for aide. Over the past month I have watched tension between my nation and that of Russia grow tremendously. So, in the advent of war between Cathagove and Russia, I want you to grant the military of Cathagova full access to your airfields and ports. And if possible your help in the war, if such a war were to occur.
There are several other things I wish to recieve from your nation. I would like you to enforce a trade embargo on the nation of Russia. With the mobilization of thier army they are a direct threat to the soverienty of both our nations. If Russia retaliates against your economic sanctions with military force, Cathagova will aide your military in any way it can. You have my full industrial and military support, do I have yours.
If you accept the terms, a formal treaty will be signed in the Austrian capital of Vienna.

It has come to my attention, and that of the President the Cathagovan Militaryhas increaced its military presence at the Russian border. I have watched the situation between Russia and Cathagova spiral closer and closer to war. Germany has condemed the nation of Cathagova as the aggressor nation.
As Chancellor of the German Army, I am demanding that you remove your soldiers from the borders of my ally, Russia. If you do not comply I will be forced to use military means to protect the integrity of Russia's borders.
It is my wish to avoid war if possible. As it would be of little profit to either Cathagova, Russia, or Germany. If you do not withdraw your military personel from the border. Then Germany will take that as an act of war. You have eight days.

Britain and France Declare Neutrality

*When the President of Cathagova recieves this news he sits at his desk and remains silent for several very long minutes.*

"Our allies have left us, all we can do is hope that Ukraine will help. We have not a chance of defeating Germany and Russia. I have to speak to the House of Ministers. We are in trouble."

"Yes sir," said General Edwards, "we will be fine as long as Ukraine allies with us. Oh and Sir, your wife is down stairs. She said it is important."

OCC: I am hoping someone will take part. And yes this RP will eventually include the whole of Europe. As you may be able to see, the general mobilization is eventually going to lead to a major european conflict.

"We are alone. Britain and France have declared their neutrality in the hostilities rippling through eastern Europe. I assume that they, like Germany, have condemned Cathagova as an aggressor nation. I ordered several weeks ago a general mobilization. Not very long after this, Germany threatened war if I did not comply with their demands. I have eight days to de-mobilize our military. That was on the 13th, it is now the 20th, seven days have passed. I have not ordered the withdrawl of our troops, and have no de-mobilized any of our military. Tomorrow we will be at war with our neighbor Germany. Ukraine has not sent back word that they will ally with us. Most likely for fear of retaliation from Russia.
Again I say that we are alone, our allies have left us, and Ukraine shows no sign of willingness to go to war on our behalf. I will not let this nation go fall prey to the arrogance of Russia and Germany. I am asking you, the ministers of this great nation, to declare a states of war on the nations of Germany and Russia. We will fight to the last man if need be. We will not SURRENDER!"

*thunderous applause rocked the room, it may very well be the begining of the end for peace in Europe.*
