People's Republic in need of new ships

The Ministry of Defence has announced that the Liberation Forces of the People's Republic of Iragia Maritime Command are in need of new, heavier bluewater capable vessels as it seeks to expand into the international community and build trade relations with other nations. As part of this project, it has been determined to procure a number of vessels larger and more powerful than the present patrol ships and aged corvettes that are in service.

Specifically, the navy is seeking six multi-role frigates with effective ASW capabilties to perform patrol, escort, and to serve as the navy's primary heavy combatant. The navy would also like to maintain options for a further two vessels, and spare parts and maintenance support for the projected service life, which should be a minimum of thiry years.

In addition to the frigates, the navy would like a pair of destroyers to serve as area air defence ships with command capabilities should they be required to take charge of task groups.

Due to our developing economy, the navy is not able to afford or effectively use the latest state of the art systems known to be in use with many more economically powerful nations, and this should be kept in mind for any offers.

While cost will be considered, it is not an overriding factor, and therefore no price limit or ranges will be given.

The Republican Navy might be able to assist your fleet's needs. Our latest fleet upgrades have put 13 new frigates into our hands. The old ones stil have lots of life in them, though and would make a welcome addition to your navy.

The Peltast class frigates were commissioned in 1973 in the height of the Cold War and were built with an emphasis on ASW work.

The ships have a projected 30+ years left ahead of them if maintained properly. The ships were built by the Stormhammer-Larsson Shipworks in Iron Rapids who pride themselves on ruggedness and durability. Our flagship, the RNS Tartarus was built by the firm in 1942 and still sees active service even today.

The asking price is 12.5 million dollars per vessel. You won't be dissapointed.

We in the Armed Republic of Delkor are currently working to build our first true navy. One of our designs fits your needs perfectly. The Isengard (http://www.globalsecurity.org/military/systems/ship/images/cg-12-h82722k.jpg)-class ship was created to protect our Chadek (http://i61.photobucket.com/albums/h52/nx9100/Chadek-classPatrolCarrier-1.jpg)-class carriers from enemy aircraft. It is equiped with 4 twin-arm missile launchers (2 bow / 2 aft) for SAM missiles. Secondary weapons are 2 torpedo tubes and a twin 5-in gun turret. Also, the large bridge structure includes large command-control facilities, designed for the role of fleet flagship. Other specs are below:

At this time our Republic is forced to withdraw our tender for the Peltast class frigates. We have found many of your government's latest decisions quite distressing. At the request of the Armed Services Oversight Committee we are unable to proceed forward at this time.

I think you've missed three "0"s in price of Vladimir class, and one zero in several ships.

As a rule of thumb, cost for a bit over medium quality frigate, destroyer or cruiser is $80,000..$110,000 per tonne. Carrier, $70,000-$90,000, battleship $120,000-$180,000. Conventional submarine, about $150,000/tonne submerged, nuclear, $200,000-$300,000 (single or double hull, steel). It may range between 50% and 150% of that, depending on quality, 50% being really crappy or obsolete ships, 150% high quality.

I suggest some recalculation. These costs are for reference (RL ships), but basically dropping them means dropping quality.
