Surrounded by sweet-talking sycophants who constantly tripped over themselves fawning for their dictator (many of them feigning adulation for the purpose of milking some of his considerable wealth), practically drooling with enthusiastic obsequiousness, President Mobutu Sese Seko surveyed the assembled parliamentarians with wary, watchful eyes, waiting for the exchanged murmurs of excitement to die down before rising with a flourish to speak. His presence was striking and flamboyant; with his multicolored, absolutely hideous (though none would dare say so to his face) abacost, he was impossible to miss.

"Fellow citizens," he said, his raspy voice perfectly audible amidst the total silence, "for years, the sinister forces of colonialism have concoted myriad plots and schemes to undermine African sovereignty, subvert traditional African values, and foment strife and discord among our people. Colonialists, through such subterfuges as Communism and globalization, among other foreign ideas, have attempted to impose their ideologies upon us to mold our minds to conform to their way of thinking. With the end of the Cold War, however, the ideological struggle has largely abated. Now, they strike with a new weapon: Homosexuality.

Homosexuality is a sickly abnormality and beastial perversion not indigenous to Africa. It is a foreign import, introduced to us by immoral Europeans for the sole purpose of subverting our cultural values, destroying traditional marriages, and preventing Africans from making more babies. It is a subtle, but no less satanic, method of 'population control' devised by racist neo-colonialists to reduce the population growth of black people to a minimum. As President of an African country, I will not concede our independence or our values, and I will brandish my sword to face this menace head-on. We will not all foreign scheme, including homosexuality, pervert or subvert our people. This problem must be nipped in the bud.

Therefore, I have asked Justice Minister Félix Vunduawe Tepe Mako to draft this bill, which I am signing into law by decree: the Public Morality Act stipulates that anyone caught in the act of sodomy or any other crime against nature, will be imprisoned for no less than three years. Let this be a lesson to the seditious forces among us that no force, least of all sexual deviancy, will succeed in disuniting or destroying our proud African people."

Mobutu gamely waved his cane to acknowledge the roar of thunderous approval coming from the parliamentarians, who all stood in unison and began enthusiastically applauding.

"Unbelievable," he muttered. "Blatant violation of basic human rights. Goddamn flower-killing neocons!"

Kelsey Birhanu, Minister for Foreign Affairs, sighed deeply. "Shall we make some sort of response?"

"Meh," replied Sir Phillip. "Send out the standard condemnation, yada yada yada." He drank his tea.

Hmm..., very nice. You are good at getting in public debate. I saw many tricks of brainwashing. First off, you tied communism in with homosexuality. Now that is a very poor argument, but it seems to have worked. Second of all, you said that it would prevent babies. Well than, are you also going to outlaw the following: condoms; morning after pill; birth control,,,

Also, with today's medical achievements, I'm sure that even though some countries have it rough (such as mine), we will soon have technology that can allow two people who are of the same race to have a baby, and it might now even involve an act of intercourse. Please think about that next that you try brainwashing.

I'm not going to start a war, but banning it based on those reasons is a little crazy. The sane people will figure it out. It would be better if you could change your country into a Theological country based off the bible. That would make more sense.

Sending in your 'usual' condemnation huh? Well, could you explain what that is, and why you want it? It seems odd that you are doing it. I'm sure it is a 'Human Rights' violation in your country, but hey, it's not your country. Please refrain from thinking that your beliefs are the same as everybody else's. They are not.

Oh, and this is not a warning, more of an informative letter. I shall not go to war with a country because of its morality. I would rather look for a better reason, such as expansionism first.

Another action of a nation which we term are within the "Axis of Ignorance". By outlawing homosexuality you allow the real homosexuals in your country to be in hiding, causing more corruption by foreign elements that will blackmail homosexuals into being spies. If you get assassinated by a homosexual acting under orders of another nation, don't say we didn't warn you.

They intervened swiftly and decisively in Eastern Europe during the upheaval and genocide there, yet turned a blind eye to the horror and atrocities perpetrated in Zaire by Kabila and his band of terrorists. Apparently to them, saving white people is more important than saving black people. Zaire deplores racism, and as such, refuses to participate in that hypocritical organization.
