The Emir sent his son with notes of principle - among these, that the stability of the RSA is maintained and that the Emirate makes no intended effort to use forceful diplomacy except as a last resort [in which case, it was explained that these talks could not become hostile, and hence no need at all for hostility].

The Red Sea Alliance is primarily an alliance of geographic proportions, but seeing as the Red Sea is only so small, we have expanded it recently to incorporate those neighboring states whose interests include the peace and stability of the Middle East and its proximities. If the UCF is interested in this, and likewise seeks an active role in its defense, I can secure a discussion in the RSA to see if we can expand our alliance to include your domain. However, we must be wary at the moment, mostly because of superficial relations between your country and the conflict. However, as yours are not involved in the conflict itself, the Emirate can try to do what it can to secure the peace between our two states at the moment.
As for a mutual defense pact, that would be in our best interests. With the Emirate and UCF together in parts, we would be able to withstand reasonable threats to both our sovereign rights. And this is where we should make our discussion.

I understand that we would not be allow into the RSA right away because we don't exactly are not in the Red Sea area. We are just hoping to strenghting our relationships with the world as awhole.
As for the defense pact between our two nations should be that we be able to exchange military units as awhole to train with each others respected military branch of service. That if either one of us comes under attack that we should moblize nesseary military response to help each other. I also think that we should build military bases in each others nations to share both personel and as well as military R & D too. I think that we should share intelligence with each other too. I think that we should set up a joint military operations center in either in your nation or in my nation? These are my thoughts on the military defense pact between our two nation.
I also think that I am going to start to moblize my military because of the threat of the Empire of Vineyard is making towards our nation and my ally the Republic of United Nations. The threat from the Empire of Vineyard is becoming to great of a threat for our intrest are for your Highness. We are only doing this because of the defense and not to make a war like stance.

I don't speak for my father, but the truth is I'm trying to convince him to mobilize the Emirate armed forces in preparation for an attack. The Emirate is actually quite vulnerable, only because the Emir leaves it that way, and despite this, he makes adamant declarations, much like the exhortations of a wind without force upon tree firmly rooted in the ground - it might wave a few branches, but it won't do much. I've tried convincing him to mobilize the forces - at least in preparation to address these declarations that he has made, and the only thing he mobilizes is the navy, to guard and block the Persian Gulf and Straits of Aden from non-RSA military vessels.
I would encourage to be prepared, not to make an attack however. There will perhaps come a time when the enemy realize that you are a stumbling block, and with your armed forces unprepared, and theirs in the clear superior position, they may preempt an attack without regard to your neutrality. Therefore, to defend your neutrality, you must mobilize in due respect to protect your sovereignty - history is littered with examples of such. The former United States in both World Wars was caught unprepared because they had not mobilized their forces. The former Soviet Union suffered the same against Germany. Even recently, the Emirate Red Sea Fleet was nearly annihilated by Sistani aircraft during the Red Sea War. History proves that prudence is the best virtue.
As to our proposed mutual defense pact, I do not see it as far off from the times past when we sent military officers to France as part of an exchange program in the days before the war with Sistan. We can continue and revive such a program indeed and to the benefit of both of our countries. Our own armed forces have had much experience in extended combat, and can impart those experiences to your forces, while your troops are considerably more well-equipped, particularly the air force and navy - and we can learn of new technologies. In addition, the Emirate's new shipyards in Dubai have expanded our capacity to build large vessels and crafts; we can work out deals for the construction of new military vessels from there - at least of those that are acceptable to share.
However, we don't want to extend actual units into your territory, as we would not want you to do with us, as it is costly to manage it all. We perhaps could arrange for a monetary exchange, but that complicates the matter. What we could agree upon is a simpler grant of right of passage between our two states - where forces of your country may peacefully - and with sufficient knowledge of their purpose - enter our lands for movements, exercises, and supply. It would work out more easily than a protracted establishment of military installations.

We are going to moblizition of our military to begain our national defense from the Empire of Vineyard aggeration towards our allies. We have troops from RUN under our military operational command on the boarder with the Empire. We are going to be getting our forces mobilized with in the week. We are also going to put forces in the Empire of Japan, Republic of South Korea and our other holdings to be fully operationial by the mid of next months. We are going to be asking that our allies that are not involved in the conflict to take understanding that they might be under threat to being attacked by the Empire of Vineyard and its allies in this conflict. We also like all the ideas that you have come up with. We would like to extand our military forces to any help that your nation would like to have from our nation's military. I would like to allow you the plans for the Aircraft Carrier Charles de Gaulle and many other military equipment that we use. We are also in the process of bring the civilian government of the British Islands and military back up to full standing and should be within the next week because we have worked out agreements to have all military and civilian staff to stay in position and that we are going to make the British Military Personnel as Military Governors until a complete Civilian Government can be brought up to a full operations. They will be part of the UCF as a Permant member of the Governing Body of the UCF with the Current Royal member siting on the Governing Council. That is my thoughts on the idea. As for exchanging military units I didn't think of the problem with money, but you did bring up a good idea. Thank you very much.

If the UCF requires any assistance in assimilating the British population, the Emirate has countless advisors experienced in the matter, with our continuing projects to modernize and integrate the protectorates in Abyssinia and Chad. With our grants of local limited autonomy, both Abyssinia and Chad have sprouted in their cooperation with the Emirate. We have also managed to arrange locally commanded defense units, integrated into the central chain of command. Our advisors have also worked to bring standard governmennt services to the local regions, to make our state more accessible to our people, wherever they are. But I cannot promise much in our help, except that our advisors can help ease the assimilation of the British people, and they may prove to be more useful than what I suggest them to be.
But as for the other details, I'd be glad to arrange the purchase of the drafts and plans for the Charles de Gaulle Carrier, as well as some other conventional naval crafts - but that can be arranged at another time; I am mostly glad to see your government willing to cooperate in this matter. Perhaps, we can arrange for a joint construction of future vessels, using the combined manpower and intelligence of our countries to produce better crafts and equipment.
Yet, I feel as though we are missing something very important in these discussions, but I cannot quite say what it is.

We are at the moment moving any political prisoners out of the British country and into UCF to help find out way they are being detained and what charges. If we find out that they are not harmful to the UCF we are going to release them and give them some type of repayment for there time in prison. That is are plans for the time be with the UCF.

We are willing to have the two ships plans and drafts up to your government as soon as possible. We will have 600 Naval Officers and 1200 Naval Enlisted Personnel with specilities in these ships. We will say they are Temporary Duty to your Naval R & D. We are willing to take $75 Billion in oil and $5 Billion in oil for the next 10 years or until the first two ships of each class is built.
The Sky Marshal has also instructed me to as for a agreement of 200,000,000 barrels per day in oil and we will be willing to pay in exchange for the oil. We will pay 10 Billion a month for the oil.
