Hurricane Ravages Havvy

Hurricane Hake, with oceanic surges of eight feet, smashed into the nation of Havvy today, killing forty and displacing thousands.

http://economist.com/images/20040918/3804ST1.jpg

“It…it was ghastly,” remarked a victim of the hurricane. “I was…I mean, my family was watching the nightly news…and I left to get my daughter a snack…when I came back, the entire living room was gone…I found my wife crushed beneath our television, the glass shards killing her instantly…my daughter was thrown into a wall like a rag-doll…the blood was everywhere.”

Hake slammed into the islands of Homantar, causing massive disruptions to the area’s fishing and agricultural based economy.

“No body expected this,” stated Dr. Melissa Leibowitz, director of the Havvian Meteorological Institute. “Radar indicated that the storm would miss us, though narrowly. The government ordered that houses be boarded up, and that the people of Havvy take all measures necessary to protect themselves, but we could have never expected this.”

Civil disorder has struck Homantar, with the rule of law collapsing in the wake of widespread rioting and looting. It is estimated that two thousand acres of crops have been destroyed, and many other agricultural facilities have been decimated.

“We’ve had to mobilise an entire regiment to help maintain law and order,” explained General Mark Taylor, of the Havvian Armed Forces. “The Homantar Metropolitan Police has essentially collapsed; their constables no longer answer to the police, and now more than ever, law enforcement is riddled with corruption. I’ve heard reports of the police actually assisting in armed robberies and rapes.”

“This a serious concern for the nation of Havvy,” stated Ryan Stark, director of the Cicero Institute, a libertarian Eurasian think-tank. “With Homantar in utter disarray, and the very fabric of any organised, advanced civilisation – the rule of law – disintegrating, the government of Havvy is going to have a superlatively difficult task before them. Restoring order whilst maintaining individual liberties is an arduous task.”

Hurricane Hake still lingers over the island. Notwithstanding that, the hurricane system is expected to sweep over the central island of Fraci within the next few days.

The Independent Red Crystal Organisation requests permission to divert our hospital ship Kolombedoj to the Islands of Havvy to assist in crisis management and disaster relief. We are also preparing to launch an international appeal (http://forums.jolt.co.uk/showthread.php?p=12304209) in the nations where IRCO has a presence, for donations with which to purchase food, urgently needed medicines and eventual funding for reconstruction.

The IRCO is concerned to hear about the disintegration of the rule of law, and civil disobedience, but our staff are trained to deal with such situations, and will take necessary precautions. We will appeal to the international community to assist you in restoring order by all peaceful methods available, and hope that our arrival (within the next week for the Kolombedoj, 72 hours for the first cargo aircraft) will help calm the situation.

Hearing that Homantor got hit with the hurricane, I left Franci, and am not at my official house on the island of Deleanti. The hurricane is said to miss this island thankfully.

The two islands are close together. If you would like to send aid, make sure to do so starting tomorrow. The hurricane's affects will have left Homantar, and it should be a little safer.

If you would like to send in aid now, it may be a little dangerous. I expect law to be restored in the next few days. After the storm leaves the nation, there are plans of sending the Deaticom 1 Brigade (a segment of my army) down into Homantor to help out.

If you are down there first, they will help you with your needs. Otherwise, I'll be sending some food here in Deleanti down to Homantar, and up to Franci.

End Message

Havian Television: Channel 1 (PCI)

(OOC: This is a scripted political channel to give information on what the government is doing. Jerry Sophrone is giving the speech. This is more or less for the general public in Franci, and not really internation)

Hello Francians (OOC: Coincidence that it's related to France). Today, we witnessed a terrible blow against our island which produces most of our food, and well, we will be seeing higher prices in supermarkets for aquatic truglas, and other delectable goods.

Over forty people have died in that 'blow' and the hurricane is now moving towards the more populated city of Havaco. I want everybody who lives 45 degrees with north at 0, and an extension of 10 miles wide for every 40 miles long on that line to board your houses. For those who don't know that line is, here is a map. (OOC: Not shown here because of lack of artistic talent & not on a computer that has the right tools)

When this is all over, do not expect for there to be any looting. The military will be out there, and it will be on a shoot-first, ask questions later basis. We don't want anybody to leave there houses, and instead call the number at the bottom of your screens if you are our of food. If you are out of power, tough it. The weather will be very mild the next few nights.

If you need a copy of what to do, just go online to http://www.emergency.gov.hv/hurricane/index.html

While you are there, don't forget to get a copy of firefox. Our programmers have just made a temporary 'track Hake' extension, and it will be very useful for the next few days.

Jerimy Pomherd, Minister of Infrastructure

I haven't had this job for more than a year, and already a big 'ole hurricane comes by, and destroys much of the agriculture here in Havvy. This is a horrendous event, and I shall do everything in my power to get this rebuilt.

I am sorry, but taxes are going to increase 3% on what they already are for houses. Also, I shall be making it so that fully payed houses now have a tax of 0.5% (or 0.005 or 1/200) of the assessment value, which changes over time depending on where the person lives.

This would be a spike of $250,000 annually which is enough to give myself a nice raise of $10,000 Nuyecomarks.

Anyways, I'll be waiting in Homantar, and if anybody wants to help me assess the damage, they may help. It was only a force three hurricane. I don't expect there to be too much structural destruction, but they probably won't survive another force three. Most buildings will probably need to be strengthened, and that will cost a small fortune. Oh, why am I complaining. This is my job after all.

I better get on that plane to Deleanti soon. I don't want to get caught in the hurricane. Decides, Franci has overall stronger buildin's, and the hurricane will weaken since it is a fairly good size island.

OOC: Thanks for the aid IRCO. Greatly appreciated. I did ask for this, and I did ask for most of the facts. The story part was all EBG News. This is a long reply, and it took some fact searching on my part to do it.

I don't follow NS Tracker, and well, my government is a little weak from this. I hope nobody tries to take advantage like those robbers.
Jerry Sophrone is the dicator.
Havvy is a multi-island country, and takes up the islands: Deleanti, Homantor, Franci (which is about 9x any other island), Trazic, and Sarmont.

His Majesty is most concerned about the situation affecting the island nation of Havvy, and the Senate has pledged to send food and medical supplies as soon as weather permits. At the present time, His Majesty would require either a central location to accept these supplies, or for the Havian government to allow Kriovalian police units to escort the suppliers until their destinations are reached.

We are also authorized to send police units to assist in stabilizing the region and for the restoration of order, though a request for such assistance would necessarily need to originate from the Havian government.

I do not authorize police units of Krioval from sending in police units. The hurricane is but a small setback for the nation, and we should be able to get out of this with more modern equipment in many of our buildings.

If you wish to send food, you may, but we are currently in a huge excess of it from everybody wanting to send food. I have doubts that oppening the emergency food silos on Deleanti since everybody is willing to help.

The Democratic Empire, having heard of the hurricane at Havvy, will donate an additional fifty million dollars along with this months allotment. Furthermore, we are sending approximatly one ton of non-parishable food, one ton of medical supplies, and one thousand relief workers to Havvy. Also, corporations and private organizations (churchs, etc.) are likely to donate more supplies and volunteers.

Heh, time for my nation hasn't moved at all...

Minister of Infrastructure; (I forget his name)

I believe that a southern port on Homantor is open. The storm did the least damage to that area, and that they came out with nothing but a few scratches. I'm sure they should be able to go well.

By the way, we will not be accepting any more aid from people. Currently, we have a total of:

300,350,000 Dollars (600,700,000 Nuyecomarks, the official Havian currency shared with a few countries)
1650 Relief Workers
17 Tons Relief Supplies

In case you are wondering, that is about $23 for every man, woman, and child in the nation of Havvy. We have only 12 million people, and about 2 of them live on Homantar. So, if you want to know, that is $138 for every person in Homantor. We aren't going to return it, but if another crisis rises, I am going to pull it out of that first. The expected damage is about $12 million o n Homantor, and about $42 million on Trazic, for a combined cost of $54 million, or 108 million Nuyecomarks. That will leave us with approximately 500 million nuyecomarks. In other words, you've sent 6 times the expected damage. The damage total should be gathered about a week after the hurricane.

Havvy Sighs In Relief

Hurricane Hake has finally passed over the nation of Havvy, but not after killing one hundred and sixty six more Havvians.

http://newsimg.bbc.co.uk/media/images/42554000/jpg/_42554345_lorryhousecrash203.jpg

With water surges dwindling to one and two feet, and with the last arms of the hurricane battering only the extremities of the island nation, Havvians both rejoice for their survival and mourn for their fallen comrades.

In a northern Havvian city, ninety-six died after power was severed to a local hospital.

"Just awful," remarked Doctor Giovanni Ferrari, one of the survivors of the incident. "They were our worst patients - cancer, terminal illness, et cetera. It's hard to describe what happened...all I remember is this little boy, John, on life support, dying in my arms as the respirator slowly...stopped...working."

In Havaco, Hake caused severe structural damage, resulting in rubble strewn across the city. Rioting similar to that found on Homantar ensued, with looting and crime rates skyrocketing.

"Havaco was a mess," stated General Adam Peterson, commander of the Third Deatcom Force, which was dispatched into the city to restore order. "It was as if all semblance of civilization was destroyed, as if the veener of society was peeled back to expose humanity's primal core. When my troops marched into Havaco, we did not see our fellow humans there - we saw animals succumbing to their primal urges."

However, international support for Havvy has been Brobdingnagian in proportion.

"Havvy recieved well over three hundred million dollars in aid," commented Ryan Stark, director of the Cicero Institute. "Not to mention seventeen tonnes of supplies. Indeed, Havvy recieved so much aid, they went as so far as to not accept anymore!"

As Hake withdraws from Havvy, it leaves a nation in shambles. But Hake also gave birth - to a new Havvy, a united Havvy, a country that has stood the test of nature, and is poised to be victorious over any tragedy.

They are unarmed for the most part. It's there first mission, and they are more or less making sure there is peace. BTW - It was about 2400 people in that force.

However, international support for Havvy has been Brobdingnagian in proportion.

I like the last paragraph. Also, you spelled received wrong according to my spellchecker. You have excellent journalism skills BL, and I'm wondering if you work for anybody. Also, just for reference, 'Havian' not 'Havvian'. I should start my IC post now....

IC (One Week after the storm left): It seems that the people have stopped rioting and that reconstruction is going just as planned. On a sad note, the weatherman that forcasted (sp?) Hake as missing us has been assassinated. We are looking into the matter, but we have 13 million suspects. (OOC: Citizens that are mad).

In greater news, are electronic dependency just increased twenty percent, and all new houses must have a phone installed in every kitchen. The population took it's yearly census, and now we can officially say 13 million citizens. Thank you for the help.

We have noticed though, that we are not prepared for any more hurricanes, and while they rarely come in our part of the world, we should still be cautious in case another one comes. Building codes for new buildings, and historical buildings will need to be updated, but a new branch under the Minister of Infrastructure known as the 'Natural Disaster Preparation Group' (NDPG) shall be taking care of everything.

Havian EBG Weatherman Assassinated

In light of Hurricane Hake, people went into riots, and stole whatever they wanted.

This happened because of an unexpected event though.

As reported, the weatherman who was watching the storm thought the storm would perfectly miss the nation of Havvy by a couple hundred miles. Than, the storm changed direction.

There was not enough time to for cast the change in the storm before it hit the Havian island 'Homantar'.

When the storm left, there was over $42 million in structural damage, and over 190 deaths.

The government went into action right away. They had a plea for money, and got over 6 times how much they would need.

The Havian government also protected the weatherman from the outside world, and was checked for his accountability. He would have never been a weatherman ever again.

Now, he won't live any more. We managed to get a security camera's account of his last minute here on Earth. Here is a written summary of the events.

---
The weatherman is sitting on a chair inside an office building with nothing but an empty desk in front of him. A Havian official named Greggory Hendrith enters the room, and talks to him.

Greggory: Did you forecast that hurricane wrong on purpose? Because of you, over two hundred people died. What do you have to say for yourself?

Weatherman: Who are you, and why are you interrogating me? I would never want to forecast a hurricane missing our great nation if I didn't think it wasn't going to hit us.

Greggory: Ha! Likely story. I bet you wanted to see what would happen. I bet you like death, and would like to see everybody die.

Weatherman: What the F**K are you talking about? I am not a murderer.

Greggory: Yah right! DIE YOU FILTHY MURDERER!!!

He takes a gun out of his pocket, and aims it at the weatherman's head. He fires, and a bullet goes into his eye. The weatherman falls down, dying instantly.

Greggory: Dirty murderers shall never get anywhere in this world, if I can stop it.
---

The assassin, Greggory Hendrith, weights 143 pounds, is 5'4", and has brown hair. He does not have a mustache, and has a large nose. He is Caucasian, and is to be treated armed and dangerous. If you see him, bring him alive. A $1,000,000 bounty is put on his head.

Hurricane Hake May Strike Aqua Anu

MAC ANU-The Royal Sever Storms Research Center is keeping a close eye on Hurricane Hake which ravaged Havvy several days ago. According to Satalite reedings, the storm has shifted course and his heading straight for the 10000 island and a path that would include Aqua Anu. Feeding off the warm waters this could very well upgrade it to a Category 5, according toeh Center. However they are hopping the storm will swing North into colder waters and die down. Untill then the Queen has given a Code 5 Evacuation and Code and a Code 5 Emergency Alert (The lowest Levels) and the Canals have been drained 5 feet. If the storm draws closer the code could be udpated to as high as 1. "I'm taking my family and getting out untill this is over." Said Charles Hosten an Aqua Anuien Residen "I've got two daughters to think of, and I don't want to try to wait it out, in a place where there is water on all sides."

"I hope nothing bad will happen." Said Princess Subaru, "But nature is nature and the weather can get bad."
