Dear Sirs, Ma’ams,

The Grand Duchy of Van Luxemburg is a nation that tries to uphold it’s diplomatic contacts, and indeed encourages the establishment of foreign embassies in it’s capital city, Luxembourg. As one may know, Luxembourg is the city of palaces and villas, and therefore, the Ministry of Foreign Affairs has acquired quite a few prestigious properties that will serve as embassies for foreign nations.

We take the utmost of care in providing you the best embassy building possible, and we, as the Ministry of Foreign Affairs, will always stand by your side to fulfil the embassy and the ambassadors’ needs. While we hope that embassies can operate independently after a few months, the first months after arrival in Van Luxemburg you will be completely assisted by the Ministry of Foreign Affairs, if requested, to ensure the integration in Van Luxemburger society will go smoothly.

In Van Luxemburg, embassy security will mostly be the task of the security forces present in Luxembourg. This means that we would like to keep the amount of foreign armed troops low. We ask you to understand that the Van Luxemburger security forces will provide more than sufficient security: this security level can even be upscaled, if necessary.

Please note that Van Luxemburg is an exceptional nation in terms of cars: This is why the controls and checks on automobiles and other road-going vehicles will be very strict, mainly due to the high speeds that are often achieved on the nations’ network of Autobahns. We urge you to make use of the annual FTS vehicle inspections, to make sure your vehicle is in tiptop condition. We would also like to ask you to at least be familiar with Van Luxemburger traffic laws and customs: they might differ from your own nation.

We encourage cultural events taking place in our nation, and Van Luxemburg (and it’s industry) is always interested in engaging in trade talks. We ask you to contact the Ministry of Foreign Affairs if you want to start these talks, or want to organise a cultural event.

[1] Please fill in the relations you desire with the Grand Duchy of Van Luxemburg: Allied, Close, Friendly, Neutral, Cold, Hostile or Enemy.
Note that 'Allied' would require an alliance application form (see below), and 'Enemy' an open declaration fo war (OOC: please contact me over TG first about that)
[2] If you are sending a Military Attaché, please include rank.
[3] The maximum amount of staff is 200.
[4] The maximum amount of guards allowed is 15, and will only be allowed to carry pistols and/or ceremonial weapons. Security is the task of the Luxembourg Police, the Marechaussee and the IVD.
[5] If your embassy requires extra security measures (extra guarding troops) this can be arranged. Please fill in 'Yes' or 'No'.
[6] A maximum of 2 air vehicles (be they helicopters or aircraft) is enforced. All air vehicles will need to be stored at Luxembourg-Findel Intl. Airport, 30 km from the city center. Storing helicopters at the embassy is not possible due to flight regulations in Luxembourg.
[7] There is no maximum for motor vehicles on diplomatic plates, but there is a limit to the amount of parking space available: a maximum of 30 parking spots can be given out at one time. Other vehicles will need to be stored at local car parks. Please note that armed vehicle are not allowed: armoured vehicles are. We also wish to point out that hybrid-powered vehicles are not favoured by the Van Luxemburger population, and the Luxembourg Police already recorded several acts of vandalism against these vehicles. Stretched limousines may pose a problem in some of the narrow and busy city streets of Luxembourg. If you require or wish to buy local vehicles, please leave this field blank (or state so), as the Ministry of Foreign Affairs then will make an offer for you.

We hope this form will help you out in filing your embassy in Van Luxemburg.
Please bear in mind the following:

- Van Luxemburger Police will not pull over vehicles with diplomatic license plates. Only in case of serious violations, the Police will try to stop you in a polite manner. They will need a federal order to search the car. Fines will be sent to the Embassy, and will need to be paid within 2 months.
- Van Luxemburg cannot and will not force diplomats out of the nation. The Ministry of Foreign Affairs reserves the right to request for removal from Van Luxemburg at your Government.
- Several rare or unknown vehicles don’t have a road allowance from the FTS. They will need to go through an extensive testing programme before allowance, total costs 1500 USD for every unknown model (never been on VL roads before), or 100 USD for every known model (Been on VL roads before). These costs will be covered by the Van Luxemburger Ministry of Foreign Affairs.
- Security of the embassy is the task of the Van Luxemburger Government. Law Enforcement Agencies (Police, Marechaussee, IVD) will guard the embassy. The amount of guards is defined by the National Defence Condition of both Van Luxemburg and the Government owning the embassy.
- Guards at the Embassy only play a ceremonial and a slight guarding role. It is illegal to have automatic firearms, Rocket propelled grenades, Mines, bombs, boobytraps, or any other heavy weaponry on the embassy lot.
- Diplomats will have diplomatic immunity. This can only be voided by an agreement between Van Luxemburg and the nation in question.
- Van Luxemburg encourages state visits and cultural events from your nation. Therefore, Van Luxemburg wishes to pay up to $2 million for a Cultural Event taking place at the embassy grounds or another location within the nation, and up to $50 million for a state visit.
- As stated before, the Luxembourg police has already recorded several acts of vandalism against hybrid-powered vehicles, thus we do not recommend them to be taken into town (and advise you to not take them to Van Luxemburg in the first place)
- Stretch Limousines may pose a problem in some of the narrow and crowded city streets of Luxembourg.

As part of the policy effort to expand Russkyan diplomatic contacts abroad, the People's Socialist Republic is grateful for this chance to establish an embassy in the superlative grounds provided by Van Luxemburg.

Of course, a similar offer is extended to your diplomats - an embassy can be easily established on "Diplomatic Row" in the capitol of Berisak, and a consulate can easily be built in any desired area.

At the moment, no military attaché is to be assigned to the Russkyan Embassy. The specifications of the diplomatic staff deployed to Van Luxemburg is provided in the attached file.

Dear Sir/ Ma'am,

We are sorry, but we cannot accept your terms for testing. To receive a certification from the FTS, the vehicles will have to undergo basic tests. Without this certification, the Van Luxemburgian Federal Traffic Service will not allow the vehicle into the Grand Duchy. Sadly, certain costs (to pay for the expertise hired by the FTS) have to be declared at the cost of the vehicle owner. The FTS is not prepared to make any deposits of some sort to a foreign company in order to certify their vehicles for the Van Luxemburgian market. Of course, all vehicles will be returned after they have undergone certification tests, in the state they arrived at the FTS facility. We would like to point out that we are already being very generous with our testing procedures, since we have not included a crash test to be performed for the vehicle, in order to test the required vehicle safety as stated by Van Luxemburgian law. The task of our government agency is clear: Your vehicles will not enter Van Luxemburg without proper certification, and the certification tests have to be paid by the owner of the vehicle. If you do not accept these terms, we urge you to choose a vehicle that is currently certified in Van Luxemburg.

Dear Sir,

We understand your concerns about security, and we guarantee you that we treat every embassy as a nations' sovereign territory. However, we feel that it is unacceptable for us to frequently see heavily armed foreign soldiers marching across the streets of our capital. Therefore, we have instated the limitation of 15 soldiers, to be armed with pistols or ceremonial weaponry. Sadly, we cannot make exceptions on this ruling, as this would cause a floodwave of likewise requests from other nations.

We are afraid that your embassy will have to make do with the maximum accepted amount of 15 soldiers per embassy, armed with only pistols, less-than-lethal weapons or ceremonial weapons. Please bear in mind that our security forces will not actually enter the embassy premises if not allowed to, and that security of the embassy grounds will remain the task of your military forces. In case of a serious threat to the embassies in the city of Luxembourg, they will either be evacuated, or Van Luxemburger security forces will increase the amount of guards present at these embassies. In some exceptional cases, more heavily armed troops from foreign nations may be allowed in times of war in Van Luxemburg.

The soldiers on the embassy grounds are allowed to wear full battle dress, no matter the situation. We however do not appreciate foreign troops leaving the embassy in their full combat outfit.

Concluding this letter, we wish to once again express our regrets about the problems regarding foreign soldiers on embassy grounds in Van Luxemburg, but we will stay with our original regulations: We feel that these are sufficient in a peaceful nation like Van Luxemburg.

For your arrangements regarding local vehicles, we have contacted the VLT Group. They have prepared 12 vehicles for this task. The automobile has been uparmoured to NATO B7 standard, in order for it to resist assault rifle fire. The vehicle will be escorted by two Monteluci Duca 3.2 BMD V6 'Escort' (http://forums.jolt.co.uk/showthread.php?t=554076)Vehicles. Furthermore, two VLT L7 3.5 V6'es (http://forums.jolt.co.uk/showpost.php?p=13231453&postcount=12)will take care of the transport needs of the higher-ranked embassy personnel. A further 3 VLT L6 3.5 V6'es (http://forums.jolt.co.uk/showpost.php?p=13231438&postcount=11) and 4 Monteluci Duca 3.2 V6 Biturbo's (http://forums.jolt.co.uk/showthread.php?t=554076) will complete the line-up. All vehicles can be delivered within 10 months, and the total cost will come to $1,256,478 USD. The vehicles can be picked up at the VLT/Monteluci Flagship Store on the Boulevard 5. Mee 1945 241-249. Your application has been denied. The maximum allowed number of guards is 15, currently we count 26. Since the weapon specifics are not included: please bear in mind that only pistols and ceremonial weaponry is included.

Even though your official application says we should expect six land vehicles to arrive: we currently count twenty-five land vehicles when reviewing the specifics. Please correct either of the numbers. There are 30 parking spaces available at the embassy, any more vehicles should be stored in parking garages in the city. Parking by the roadside is not allowed.

The maximum number of air vehicles is 2. You currently have 3. This means that one will have to go. Please also bear in mind that the regulations say that the air vehicles will be stored at Luxembourg-Findel Intl. Airport, and that helicopters cannot be based at the embassy themselves due to flight regulations in Luxembourg.

We humbly apologise for the errors within our application, and would like to make some changes to our embassy application,

We will reduce the number of guards down to 15, weapons held by the embassy will include M&P45, Glock23 and 21C and GSM-80 knifes. The reduction in personnel means that we request to have extra security.

We will be having a total of 25 vehicles owned by the embassy, to help with our staff we wish to receive information on where any extra personnel may park their cars once we have filled up our spaces.

We wish to lower the amount of aircraft under control of the embassy, by only bringing one Bell429 helicopter and one Boeing Business Jet.

Like we have done with earlier applicants requesting heavier weapons, the answer to the question if UMP's can be allowed as an 'exception', is negative. We do not make exceptions for these regulations: if we do this, we cannot uphold our regulations to other nations. Therefore, once again, your request has been denied. If required, extra security can ofcourse be arranged. Marechaussee personnel will then install a guard post at the entrance road to the embassy, and due to the nature of the Marechaussee, these troops may carry assault rifles and submachine guns.

Your air vehicles will be placed at Luxembourg-Findel International Airport.

Our reply to the alliance request is included as an attachment. The form will be completely filled in, but we will include a slight clarification of our choice:
The Grand Duchy has chosen to accept your Economic Alliance under peacetime, since we currently cannot assess the defense policy of the Ralkovian Empire. Therefore, we do not want to be involved in any conflicts as a 'economic supplier' to one of the fighting sides. This can have negative effects for both of our nations.

Even though you state that your 'Impendious' AFV's are unarmed, Armoured Fighting Vehicles are not allowed as they still fall under the 'heavy weaponry' regulation, while also being likely to violate the maximum weight limit on many of the city's roads. Next to this, we find it inappropriate that a foreign nation can use military vehicles in our capital. Therefore, we ask you to remove or replace these vehicles. Your Osprey will be stationed at Luxembourg-Findel International Airport.

To answer the question regarding parking space: At the end of the Rue De Havilland is a parking garage, which can be used free of charge by locals (this also applies to your embassy employees). Visitors will pay 3 Florins per hour to stand in the parking garage, but can also utilise the free bus service from the Transferium at Luxembourg-Findel International Airport. This bus also stops in the Rue De Havilland. Luxembourg-Findel is also the place where your air vehicles can be placed.

When we enter a housing application in our request for an embassy, this usually means that our employees will buy a house of their own in the city they will be based in. The added 'special request' in our embassy application is merely to attend the hosting government of this.

Even while the Ministry of Foreign Affairs has nothing to do with economic affairs, we are in the position to tell you that the whole government of Van Luxemburg generally does not handle imports and exports: since the Grand Duchy utilises a system of supply and demand, and effectively is a free market state, we cannot greatly influence the imports and exports of our nation, save for embargoes or any other sort of tariff. Therefore, we would like to refer you to the respective companies to buy your imports from: the Grand-Ducal Government has no influence in this, and we do not have any influences in the import of goods either.

For electronics, we can refer you to the nations' most important manufacturer of electronic goods, Walter Technologie. Metals can be harder to come by as automobile manufacturers such as the VLT Group, Monteluci, Courtemanche and members of the AIAL usually buy the best metals available: this leaves the sub-standard metals for export. The reason why we export a lot of our metals and ores is that an ever increasing number of factories owned by the VLT Group lay overseas, in other nations.

Ooc: with the economic import/export agreements I make the request directly precisely to avoid having to engage in a tortuous series of realistically structured company-to-company negotiations followed up with tabulation of all these micro-agreements. Consider the request as simply your government providing my government trade figures confirming how much of certain imports/exports are traded and allowing the individual company-to-company negotiations to remain as simply being assumed to have occurred. Providing this information will then allow both of us to structure future diplomatic relations/RP based on agreed to figures. Incidentally I too have a supply-demand economy so I don’t think this practice compromises my own in-game activities.

Please take into account that we have issued a warning against the use of limousines in Luxembourg, and other likewise cities in the Grand Duchy, as its streets are narrow and a long vehicle such as a limousine will be limited in moving around inside the city.

Regarding your link to the Grand Duchess of Luxembourg; we currently have no connection with the Grand-Ducal Family of Luxembourg. The common bloodline with the Grand Duchy of Luxembourg ended in 1136. As can be read in an excerpt from our factbook:

Even though we think that the Glock 18 is part of a sort of unregulated 'grey area' in our embassy policy, we have decided to allow these weapons into the nation regardless. In case of serious violations with this weaponry, your license to use these in the Grand Duchy will be revoked.

As requested, the Grand Duchy will increase security around your embassy. A single Marechaussee 'Increased Diplomatic Surveillance' vehicle will be placed by the gate of your embasy, together with a 40ft container unit converted as an office. 4 Marechaussee officers will permanently be available for guard duties around the embassy, armed with military-grade small arms. Please be aware that these units will still fall under the command of the Luxembourg battallion of the Marechaussee, and not under the command of your embassy personnel.

Please note that a 'limousine', as in a stretched motorcar, can be hard to manoeuver in the city's many tight streets. We already advised applicants to choose standard cars over stretched limousines in our first post. The same could apply to overly large/wide SUV's or 4x4's.

The interior of the embassy is left up to your own requirements. It should be no problem to designate one of the living rooms as a press room. If necessary, larger press conferences can be given at the Van Luxemburger Ministry of Foreign Affairs, or in the auditorium of the former Grand-Ducal Palace.

Also, our theory books do not list anything that resembles a 'nationalist' political system. Could you please explain this system to us?
