He's baaaaaaack! [OOC/IC - a nation returns]

The Zoogie People

OOC. I went away for a long time, got really busy, still am really busy, but thought I'd drop by again. Seeing my old region getting invaded has stirred me from my slumber. :P

By the way, do I even remember anyone here? Is AMF still around?

IC:

The once esteemed nation of Zoogiedom, long since forgotten, rose from its ashes like a creaky old hermit emerging from his recluse to mingle with the rest of the world. Every meeting of legislature in the antiquated city halls - like the cranking of ancient, rickety limbs - was both refreshing, and slightly painful.

But the Zoogies would not be content with slow progress. Dusting off the familiar national infrastructure of old was no small task; the transition was indeed difficult for many. But there was one thought, and that was restore the glory that was.

As massive civil restoration was underway, the upper echelons of the old guard met again behind closed doors, underground, and in undisclosed locations, to discuss matters of immediate national significance. The intelligence links would have to be re-established; international relations would have to be reforged. The slate had been wiped clean by the ineffable hand of time; but now, taking up fresh chalk, they were ready to draw anew.

Smoke billowed from the factories once more, as Zoogie Aerospace and other industries threw themselves back into motion. Tanks, armor, warships, warplanes - production resumed at an urgent pace. Universities re-opened their doors; military centers re-initialized their training programmes.

Long years did it take since the Zoogies first awoke from their slumber, and still their work was unfinished. But now the heaviest task of all lay upon the shoulders of secretary of state George Dailey, manager of state affairs and ambassador to the world.

Open Message

Our embassies have re-opened. Old ties which have stagnated, we seek to renew. Nations with whom we've never had contact, we seek to initiate. Be ye friend or foe, let diplomatic relations rise again! Let not the nation of Zoogiedom stay forever in shadow.

We welcome all entreaties and queries, regardless of nature.

Secretary Dailey,
ZOOGIEDOM.

[OOC: Welcome back Zoogieman. And yes, Automagfreek is still around, since March 2003...]

To: Secretary Dailey, Zoogiedom
From: Joshua Lin Cheuk Kitt, Minister of Foreign Affairs, Union of Southeast Asian Nations
Subject: The Union wishes a re-welcome, and warm regards to international relations

Dear Secretary Dailey,

It is an honor and a pleasure to be in contact with one of the greatest states ever to have graced the global community of nations - the esteemed sovereign country that is Zoogiedom. The Union of Southeast Asian Nations does value history, and its actions in the international community have proven so as such.

Hence why I wish to welcome your state back, Secretary Dailey. It's aviation industry is legendary, and likely its contributions to technology within that said sector of humankind's creations are of great reputation. I can only hope that with the Zoogiedom's return to international relations, that it's aviation industry not only helps itself prosper economically, but to the world as well. I eagerly await your response, and a brighter future in the horizon, for the world, and a possibly and in particularly, a Southeast Asian-Zoogie relationship.

Yours Sincerely
His Excellency,
Joshua Lin Cheuk Kitt
Minister of Foreign Affairs

"They're still around?!"

The Island of Rose knew of the Zoogie People, always found them as long lost ancestors, like the Fodian folk. Granted the Zoogie People probably didn't have the same opinion of the Republic, but nevermind that.

"Indeed." Gary responded.

Sergei was quite confused, he thought they burned en el infierno and whatnot. Obviously this was not the case, it seemed to be the opposite. "Oh... errm. What about our Embassy? Is that still there?"

Gary shushed the President. "Mr. Ilyanov, shush, you know we don't know unless the other author knows."

Sergei nodded. "Oh right.. crap we're breaking the laws of physics, hurry, before the Universe implodes."

Gary then took out a random bass guitar, out of his pants, because he can do that. "All the same we take our chances, laughed at by time!"

Sergei sighed a breath of relief. "Okay, that's good..."

Comrade! How are you doing. It is wonderful to see Zoogiedom flying high and proud. You have missed much over the years, oh and now I have a new Foreign Minister. He's a Jew, you should meet him. Anywho Comrade it is quite wonderful to see you again. You are invited to have an Embassy inside our capital (if that hasn't happened already in the past, there's a bet) and we are more then willing to open trade routes your way.

Also, your people are more then welcome to visit our great nation as a vacation destination, and if you need any monetary aid well, just ask. Great to see you again Comrade.

"What the fuck kind of...that's English for that shit you spit out when you..."

"That's 'Loogie' sir, I think..."

"Oh, right. Right.....Who are these there people anyway?"

"A nation sir. Recently re-emerging from an isolationist period."

"How come I've never heard of them?"

"Sir, the point of isolationism is that you don't hear about them."

"Oh, oh right. I'll send them a communique."

IC

At least thus far, Dailey was pleased with his progress. What dust that had obscured the cornerstones of Zoogiedom diplomacy were quickly being swept away, and contact with old friends was established.

His office was a busy one. After allowing himself the rare pleasure of a quiet, coffee-filled morning, he made a quick call to the Zoogie embassy in TIOR. The call was received, and, satisfied that the embassy still existed, Dailey went on to dispatch a reply to the Rosians. He sincerely hoped that in the near future he might enjoy the company of the new TIOR foreign minister, whose background was...most intriguing. Truly, the friendship of the Zoogies and the Rosians ran deep roots.

Dailey's staff was clearly overbooked, shoring up their foreign dossiers and making overtures or replies to former allies, the old crew, familiar faces all of them. Generic Empire, AMF, Kazakhstania, Euroslavia, Artitsa...rebuilding such a network of alliances from scratch was not a task to be taken lightly.

At any other point in his career Dailey would have despised complications in otherwise smooth operations, but in his new capacities he had become used to them. The case of MassPwnage, for instance, intrigued him; no records of the nation's existence was to be found, even in the ancient archives. Nevertheless, Dailey acknowledged that this was a start anew. Even without prior information, Zoogiedom would welcome diplomacy with open arms - though what these relations might lead to, Dailey could not guess.

"Mr. Secretary?"

Dailey wheeled around and found himself face-to-face with the defense minister, Dredon. Huh. In the helter-skelter schedule he had been working with, Dailey had discovered that he was in possession of boundless quantities of forgetfulness. For a moment he could not remember what he had scheduled a meeting with Dredon for; could not comprehend the all-business look on Dredon's visage.

Then he remembered. Southeast Asia, a nation to which Dailey would make enthusiastic entreaties of friendship, had reminded him of the once bright future of Zoogiedom's aerospace industry. Buried in his foreign relations work for the past several months, he felt quite out of the loop with regard to the state of the defense department.

"Ah yes...Mr. Dredon. Tell me about our Air Force..."

And then Brian Dredon did a most curious thing; he shut the door behind him and produced a stack of documents. Dailey recalled that it was under Dredon that the Air Force achieved prominence even beyond the army, which was the backbone of the Zoogie military before his arrival as defense secretary. Surely Dredon was now most eager to restore the order he had established.

"You wish to learn about the state of the Air Force, George?" Dredon said this in a low voice, and, to Dailey, seemed somewhat dissatisfied. He would, too, if he had to deal with fleets of makeshift F-16s and - ugh - Harriers. How the Zoogie Air Force had fallen in its age of idleness. "Well, it is nothing special yet...but the plans are in motion..."

Foreign office HQ, Blantyre House, Kirkhill, Crookfur
It wasn't often that the Crookfur Foreign office could be described as being in a state of panic, yes it could be described as a bit worried on a fairly regular basis as soem random war erupted somewhere over soem random bit of land or ideology, but true panic was rare and as was the case here it was because some one had seriously arsed thigns up and as such the entire ministry was egaged desperate arse covering.

"Would you kindly expalin to me how we managed to "forget" to dispatch a new ambassador to a nation ranked not a million miles away from the top of "poeple we like being freinds with" list?" barked the Foreign Minister, his normally perfectly composed face formed into a mask of complete stillness.

"Well Sir, we went into a spot of isolationism and then they did and well there was the CAP and things..." trailed off the young and perhaps no longer quite so up and comming civil servent befor chaning tact. "On the bright side the embassy is still there and as far as we can tell we are still paying the stay and the MoD have actually been rotating security personnel somehow."

"Oh that is simply wonderful, not only do we look like fools but the MoD get to rub our faces in it, god! Right then i suppose you will just need to go and dig up a siutably well medaled and knighted ambassador won't you? i suggest you get to it while i get in contact with the Zoogies!"

IC - Congo-Kinshasa. Let us not consider our lack of prior interaction. The Zoogie People wholeheartedly accepts your proposals of formal diplomatic and commercial relations with Congo-Kinsasha. We shall prepare our staff to arrange meetings with you to discuss trade relations; and, should you wish to establish an embassy, we shall take the appropriate steps.

IC - Rotten bacon. We thank you for your kind gesture; it has been received very well. George Dailey, Secretary of State. George Dailey, Secretary of State. George Dailey, Secretary of State. By the third morning Dailey was absolutely convinced that he would lose his hand to some terrible condition associated with repetitive signatures. But who needed hands, anyway?

Annoyed a little by his growing bitterness, and trying to shake it off to return to more cheerful thoughts, he collapsed comfortably into his chair and began to read. What he read didn't particularly cheer him up.

The State of the Air Force of the Zoogie People
(an Aside, for those interested...)

Given the shattered and fragmented state of the aerospace industry, which has yet to revive, ZPAF is relying upon and operating foreign hardware. The primary aircraft operated are the MiG-29 and F-16, in defense and strike roles, respectively.

Strategic and tactical bombing capacity is currently being filled by the tandem of the Tu-160 and B-1 Lancer; in addition, ZPAF is operating 20 production model F-117s.

Though largely antiquated, ZPAF still preserves a considerable portion of its C-17 and XC-240 class logistics aircraft. Their numbers had dwindled considerably due to cost factors and the sever reduction of the defense budget during isolation, but with re-entry into foreign affairs, there are hopes that this trend may change.

http://navy-matters.beedall.com/images/rnjsf_lm.jpg

Aircraft in service in the Navy consist of primarily F-35 Lightning, though mounting costs have seen the dwindling of the F-35 fleet in the Marines, which is scheduled to receive in the neighborhood of 2,000 Z/AV-8 aircraft, a further development of the Harrier. A limited number of navalized MiG-31 wings provide intercept capabilities for the fleet.

Calls for change

http://aeronautics.ru/archive/future/ucavs-led-by-manned-motherships_001_small.jpg

ZPAF seeks to begin phasing out all elements of its combat fleet within the next two years. First on the Secretary Dredon's list of priorities is the restoration of the ZaSB-27 squadrons, along with the rest of the -27 and -42 families. The Department of Defense has also contracted StarAir corporation once again, noted in the past for specializing in forward-wing aircraft.

Meanwhile, there are heightened concerns about the combat readiness of Air and Naval forces, should Zoogiedom be forced to enter a combat theatre...

Ministry of Defence

The Ministry of Defence, as told several times, was a large red brick building. A strange thing compared to the prettifulness of other Rosian buildings, which were usually marble white and sleek. No, it just stood there, as a reminder that contrary to the rumours, the Rosians had a military.

A rather decent one at that.

There were many changes in the Cabinet since Zoogiedom last appeared. The Republic went from being a socialist nation to a liberal imperialist nation to a Republic dedicated to the belief that moderation was a good thing, which was rare among most modern day democracies, but nevermind that. The Cabinet went from one of being made of 20 some Departments to one made of five, and Ministers were replaced too!

Nigel Pert was ones of the new ones, he was head of Defence (because you know, I can do that). He was sitting on his desk, looking at random paperwork, shuffling, listening to that Disco music... I have no idea where that comes from.

Anywho!

Nigel Pert stumbled upon the next document, one that described the state of the Zoogie State's Air Force. He was quite shocked, when he was in the University of Roska, the Zoogie Air Force was one of the most feared ones around. Now it was working off scraps and ancient planes. Or at least, ancient in NationStatian terms.

He decided to write a report.

But me being too lazy to write it myself, you're going to have to visualize. Pwned.

Nigel sent it along to the Assembly, which approved it, and they sent it to Sergei, who approved it. What was it anyway?

A proposal to donate 10 billion dollars in Rosian currency to help the Zoogie State rebuild its military. And it was approved! And they money! Man I'm lazy, I wanna listen to Rush.

[size=1]OOC: Isselmere! You're still around! :)[/i]

Artitsa - your formal meeting request is granted. Mr. Dailey will be arriving in Artitsa shortly to discuss what is needed with Mr. O'Connor, and looks forward to the meeting.

(ooc: TIOR! Not necessary! :P But thanks anyway =P)

How times had changed. The former socialists of the Island of Rose had gone through several administrative changes since the Zoogies last knew of them, and it still took some time to adjust to this fact. But nevermind, there were more important things to discuss.

$10bn was serious overkill, in Dredon's estimation. He liked it not one bit. It was hard to argue that money was not necessary - he knew there was no hope of convincing Congress of that - but he did not like entering into such deep debt, particularly at the expense of a friend, unless it was an absolutely essential step to take. And, in this case...well. Perhaps it was, depending on whose opinions you heard. In his own view, he acknowledged the state of the military and realized that there was time, time to rebuild...and in this, he hoped he was not mistaken.

But the gift had been generously given, and now already, generously received. It remained for him to decide how to use it, and he knew he could not spend it frivolously. It was so that he decided to use it for production, and not for development. Who knew what bogs development cycles could run into? Bureaucracy had a nasty history of wasting billions and mismanaging R&D.

And so it was with a heavy heart that Dredon informed the CEO of StarAir that the company should expect no money from the Rosian government for their ongoing projects. Priorities were absolutely critical. War could strike at any time, and only by recognizing what was important could one ensure safety - and Dredon knew that this was the navy, at least for the present.

Thus came into existence two new aircraft carriers, commissioned as Rose 1 and Rose 2, bringing the active carrier fleet to about 40.
