Greetings from the Most Serene Republic of Doqistan.

The people of Doqistan have charged me to write a welcome to describe our people to the world. The population of Doqistan was originally a group of nomadic tribes, each with their own history, cosmology, and heritage, who roamed the landscape of the region for thousands of years. A thousand years ago, the people, tribe by tribe, became literate, and then schooled in the art of political philosophy. As time passed, and ideas flowed from one group to another the language of the people coalesced into a standardized dialect, and over 200 years ago a confederation of tribes was formed.

Over the last two centuries, due to autonomous development, tribal life has been subsumed to the idea of the nation state, and recently the confederation peacefully and democratically passed away, to be replaced by the newly founded Most Serene Republic of Doqistan. Our people are now politically united, and culturally similar, regardless of where one travels in the area, and with recently established economic models complimenting the political evolution, our country is now a prosperous, peacefuly, serene place to dwell, build homes, and thrive.

The shift to a republican form of government has not been as difficult as previously expected, and it is viewed more of as an evolution than a shift. Our government is dedicated to the proposition of social freedoms, peace for the people, and an economy that serves the entire society as a whole first. Income disparity is low, and people's civil and political freedoms are held up as primary objects of government.

Out fact book entry is as follows:

"The Most Serene Republic of Doqistan is a tiny, environmentally stunning nation, remarkable for its devotion to social welfare. Its compassionate, intelligent population of 5 million love a good election, and the government gives them plenty of them. Universities tend to be full of students debating the merits of various civil and political rights, while businesses are tightly regulated and the wealthy viewed with suspicion.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it devotes most of its attentions to Social Welfare, with areas such as Law & Order and Religion & Spirituality receiving almost no funds by comparison. The average income tax rate is 54%, and even higher for the wealthy. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Furniture Restoration.

Crime is totally unknown. Doqistan's national animal is the rabbit, which frolics freely in the nation's many lush forests, and its currency is the Doq."

Doqistan is the first nation in the region known as "The United Republics of Earth". All nations are welcomed to join this region provided they agree to the following criteria:

*They are republican in form.
*They are not oppressive against the people.
*They are willing to remain perpetually at peace with their neighbors.
*They are willing to defend any member state of the region against any outside aggression.

If you are interested in joining this region, by all means, send a telegram to the regional headquarters in Doqistan. We will then give you a password following a review of your country's government. Our region shall operate on a democratic basis with each member country having a vote in all matters affecting the region. This includes external trade issues, military formation/deployment, and internal regional affairs. Additionally, all members shall vote on inclusion of new members, with a minimum of 60% of all regional membership being necessary to approve membership in the region.

Doqistan is not a pacifistic nation, by the way. We merely want to get along with folks, as per the democratic peace theory.

We would be interested in trade to start with.

We are interested in machine parts to begin with, and have foodstuff, and apparently a thriving blackmarket furniture business that the government will be reigning in soon.

We also are in the process of gearing up to produce automobiles in the near future.
