Welcome & Mission
Welcome to the headquarters of the Independent Red Crystal Organisation - an independent, private humanitarian organisation with a global mission to protect human life and health, to ensure respect for the human being, and to prevent and alleviate human suffering, without any discrimination based on nationality, race, religious beliefs, class or political opinions.

From our headquarters in Strando (ACT), Bruxella, we plan and dispatch teams across the globe to areas of conflict/disaster where civilians require our assistance. The IRCO is strictly neutral and makes no distinction in those who it aids. The organisation is a fully independent Non-Governmental Organisation, but receives a large percentage of its income from donations from the Bruxellan and Aunesian Governments. Other sources of funding include annual subscriptions to the Friends of the IRCO - a registered charity and from charitable donations from businesses.

Operations & Equipment
As well as responding to disasters as they occur, the IRCO also has a number of ongoing programmes including:

Healthcare: Bringing healthcare to those who otherwise would be unable to access it
Reconstruction: Bringing expertise and funding to help affected communities to work to rebuild their homes

The IRCO is fortunate enough, due to its funding arrangements to possess a number of vessels, aircraft and vehicles with which to complete their work. These include:

The IRCO recently purchased, at great expense, two modified Saint Marks Class Hospital Ships from the Imperial Junta of Questers. They have been named the Paco and Kolombedoj. These ships are registered neutral vessels, and fly the red crystal at all times. The Kolombedoj is currently attached to the IRCO's Healthcare programme, independently cruising along the coastlines of impoverished nations. The Paco is the IRCO's hot-standby vessel, lying anchored. She can be dispatched with twelve hours notice to any part of the world.

Helicopters
The IRCO helicopter fleet is essential to our operations, acting as ambulances and for transporting our volunteers/employees to otherwise inaccessible areas quickly and well-equipped. Currently we operate the following models:

Aircraft
Our own aircraft, or chartered aircraft, are used extensively to transport aid supplies, personnel and equipment to disaster zones. The IRCO has at least one plane stocked up and ready for dispatch within four hours to anywhere in the world. Other, smaller planes, work alongside our helicopters travelling within a disaster zone, or for getting supplies into smaller airstrips where larger jets are unable to land. We currently operate:

Facilities
The IRCO currently owns and runs its own large, modern hospital in Vetaka, with 50 Wards, 4 Operating Theatres, 150 A&E Cubicles and imaging suites. It also hosts a large relaxation and long-term care centre with a capacity of 250 patients.

Organisation
The IRCO secretariat in Strando co-ordinates all activities, and has a stream-lined chain of command. The Secretary-General of the IRCO heads up the Secretariat, which is responsible for the financial management, human resources, transportation, public relations and legal departments. There are then a series of regional and special task forces, each led by a Task Force Leader. These co-ordinate activities of the organisation falling under their jurisdiction. Individual missions are led by Mission Team Leaders. They work on the ground, responding to events and needs as they occur, and have operational control.

The IRCO has two official languages - Esperanto and English. All volunteers and staff are expected to be competent in at least one of these two languages. The organisation heavily subsidises and encourages the learning of languages.

Human Resources
The majority of the IRCO's operational staff are volunteers working for the organisation for either lengthy detachments, or short-term placements. These come from across the healthcare and related professions, as well as the construction and civil engineering industries. Their work is unpaid, but work experience with the IRCO is invaluable for future employment prospects. Basic meals and accommodation are provided on overseas deployments.

A core group of IRCO staff are full-time paid employees. Most of these staff are based in Strando, although TFM's, MTL's and skilled workers (eg. pilots) are contracted to work anywhere in the world. Volunteers and employees come and work for the IRCO from across the globe - overseas employees receive special dispensation from the Sovereign Kingdom Immigration Service.

The Independent Red Crystal Organisation's trustee council have appointed a new leader for the organisation - Secretary-General Dr. Alexander Robinson. An experienced member of the IRCO's staff, he originally became involved in the organisation during its inception, in 1973, when he was one of the first members of the disaster relief team responding to an horrific earthquake in one of the outer islands of the Aunesian Archipelago.

He will take up his position tomorrow morning.

It also has a large relaxation complex which can support at this time 250 long term paitents. Vetaka has also directed a Helgan Airport Hanger to be put under hospital control. As a sign of Charity Vetaka is prepared to foot 75% of the Complex's running costs should you choose to accept. This facility would be ideal as a treatment and relaxation complex for people suffering extensive injury from a disaster. Vetaka would also be willing to provide, maintain, run and store 10 Ambulances, 3 Coach's (Transportation of Walking Wounded), 3 Air Ambulance Helicopters and 1 C-130 Hercules.

On behalf of my country and my husband, the General Secretary, who is currently indisposed at the moment due to confidential Revolutionary Command Council business, I would be happy to have Wagdog apply for designated haven status also. Refugees coming here would be assured both comfort and security; as we are both prosperous enough to shelter the innocent, and strong enough to deter those so depraved as to strike at them.
To that end, should you have them, we can donate spare hospital space on an as-needed basis, port and airport space for arrivals, and 30 surplus aircraft including:
10 An-24 Coke light cargo transports
10 An-2 Colt light utility transports
10 Mi-4 Hound utility helicopters.
While old designs certainly, these are currently the top aircraft of their class in our service, domestically manufactured here according to easily-obtained designs, and in pristine condition having been from a military order which we recently deemed surplus. Their known ruggedness should serve you well in harsher climates, and we offer them as a free gift from fellow humanitarians. Whatever else your fine organization may need, ask and I shall make what case I can for it.

Dear Dr. Robinson-sama,

First of all it's pretty rare for a Kuronan Princess to adress anyone else as "sama" (which is a Japanese Honorific) but you should know Sama commands great respect (underneath sensei) and I respect you quite a bit.

Kurona is a bit of poor country so I don't have much to offer you, other than food and acess to ports and hospitals. But I certianly wish you had been around two years ago last October. A major storm system locked over Kurona causing terrible weather on a biblical scale. Relentless rain, tornados, hurricanes, hail storms, wind storms, floods, and lighting storms for days plagued us. We became so batterd we had to break our isolationist stance and call for help from the international community. As a few days began to pass I had feared our calls went ignored but fortunatley one of our closest freind and allies responded to the call. As well as another nation and soon another nation joined in. (Kanami, Czardas and Stevid) both risked life and limb of people to aid. Aqua Anu also helped tremendously when the storm cleared, and Princess Subaru privatley volunteered at a relife camp. (She doesn't know that I know) And all nations were very helpful in reliving the national insurance debt and non asked for anything in return.

If it weren't for these four I don't know where we would be. I can't even say I'd be alive. (Having no safe ways of evacuation) Thus i always feel to give a little back every day.

Thank you for offer. But I don't think it will be needed. Most citizens do have a good stadard, we just aren't of a 1st world nature. Most homes do have running water and proper facilties. Electricity however is quite rare, usually for the very wealthy. Education is mandated up to 18 years of age thus no terrible education gaps. But I still wouldn't mind meeting with you and getting your opinions. The Raven Order feels no need to fully modernize the nation and I'm afraid they overule me on that feature. By Sociology standards we are a middle income country.

This restructure has resulted in a facility becoming vacant. We would like to offer this complex to you. The complex called "Swallow Island" is minimum level thearpy and relaxation centre. Located in isloation of its own small island 7 miles north of Vetaka's main island of Newman.

The complex has thearpy facilities to aid in the recovery of all injuries. It has beaches and beautiful countryside to relax within. It has a total patient bed capacity of 750. So here is the proposal you use "Swallow Island" for all after care operations and you use the orignal Helgan Complex for emergancy care. It would take minor upgrades and building work to convert the Helgan After Care unit into Accident and Emergancy space what do you think?

The Democratic Empire, having heard of the hurricane at Havvy, will donate an additional fifty million dollars along with this months allotment. Furthermore, we are sending approximatly one ton of non-parishable food, one ton of medical supplies, and one thousand relief workers to Havvy. Also, corporations and private organizations (churchs, etc.) are likely to donate more supplies and volunteers.

The Republic of Ironwell feels very strongly that we must commit what we can to ensure that those who need humanitarian aid in times of crisis can get it as soon as possible. We hereby commit the sum of 500 million Republican dollars per annum to the IRC's operating budget. As well our private sector has raised 250 million Republican dollars to the current situation in Haavy. Your members are always welcome in our borders and if needed we can house displaced persons. It seems that the IRC's become somewhat of a cause celebre in our republic as of late and while we don't have much to offer in terms of heavy equipment, we can offer our nation's strongest resource, our people. A coalition of 34 doctors, nurses and other medical staff have voiced interest in donating their time with the Red Crystal if you'll take them.

I believe that a southern port on Homantor is open. The storm did the least damage to that area, and that they came out with nothing but a few scratches. I'm sure they should be able to go well.

By the way, we will not be accepting any more aid from people. Currently, we have a total of:

300,350,000 Dollars (600,700,000 Nuyecomarks, the official Havian currency shared with a few countries)
1650 Relief Workers
17 Tons Relief Supplies

In case you are wondering, that is about $23 for every man, woman, and child in the nation of Havvy. We have only 12 million people, and about 2 of them live on Homantar. So, if you want to know, that is $138 for every person in Homantor. We aren't going to return it, but if another crisis rises, I am going to pull it out of that first. The expected damage is about $12 million o n Homantor, and about $42 million on Trazic, for a combined cost of $54 million, or 108 million Nuyecomarks. That will leave us with approximately 500 million nuyecomarks. In other words, you've sent 6 times the expected damage. The damage total should be gathered about a week after the hurricane.

Supplies will be distributed among the populace of the hardest hit areas and as soon as things are restored, we will be willing to send construction workers to help with rebuilding. MESSAGE: I write to personally extend an invitation to the Independent Red Crystal Organization to expand their most honourable efforts into the region we reside within, know as "Europa Atlantica". My people or our Atlantican neighbours do not require humanitarian assistance of any kind, nor do we ever hope to, however the generosity of strangers must be understood and graciously embraced to ensure a better tomorrow for all in the event of the unimaginable. I believe the IRCO should be allowed to flourish on the international stage and that such a noble and indeed peaceful venture should not be forgot, as such I present the Secretariat with the following proposal:

❖New Pictavia and her Sovereign Protectorates, Colonies and Territories recognizes The Independent Red Crystal Organization (referred to as the "IRCO" forthwith) as an independent, free, legitimate and peaceful charity within and out with Imperial territory.

❖New Pictavia shall not inhibit the humanitarian work of the IRCO in any form or degree so long as such work does not compromise the defence and prosperity of the realm. If said condition is met, the IRCO will be permitted to freely conduct business and charity as a completely separate entity, so long as Imperial law is obeyed.

❖New Pictavia shall provide a more than adequate centre within the Pictish Atlantican homelands to be established as a regional headquarters for any potential and prospective business of the IRCO. Such headquarters may exist to serve as a base of operations should disaster occur to an inhabitant of the region whose plea for aid is accepted by the IRCO, and indeed may be utlized to coordinate the IRCO's efforts throughout the Atlantic.

❖The costs of establishing a base of operations on Pictish soil will be fully covered by the Pictish government and greater Imperial authority. Although this commitment does not extend to a guarantee of Pictish charity in the event of regional disaster, Parliament shall coordinate its own resources with any IRCO humanitarian efforts within the region where deemed necessary by the former party.

❖In the event of great tragedy within Pictavia, assurances are made that significant IRCO resources are concentrated on maintaining the well-being of Pictish citizens.
