Background

After the fall of Communism many citizens had thought that communism was gone for good. However, many top officials of the Russian government started to notice that the Communist puppet companies were gaining contracts for the building of the Russian jumpgate. Many of these officials knew that something had to be done to stop the Communist from gaining control again.

Many of these things were set aside during the 2020s and in 2026 Russia was engulfed into a Civil War with the Government fighting against Orthodox Church and many big businesses in the Far East. The Communist Party came to the help of the Government and proclaimed a new USSR, mainly to keep a firm grip on the jumpgate contracts. Many top officials left the new Soviet government and joined the alliance in the Far East. With the Soviet gaining more and more control, Ukraine, Belarus, and Kazakhstan joined the USSR and the Central Asian Republics were virtually puppet governments, General Aleksey Yermolov united the forces in the Far East to strike back into Moscow and they formed into the White Army. In secret talks General Yermolov got numerous Boer Mercenary groups to help fight back into Moscow.

In 2034 General Yermolov lead the White Army straight into the Communist held territory and made it to the Ural Mountains. Coming upon the last remnants of the communist government, the communist escaped into space. General Yermolov proclaimed that the Communist Party had been overthrown and that the White Army had won. Communist Premier, Alexi Martov, had been caught in Minsk and promptly executed by a firing squad of Boer and White Army soldiers. General Yermolov thanked the Boers and set aside land for each of the soldiers in the Boer and White Army.

The years after the Second Bolshevik War were very tough on the Russian people. General Yermolov was the President of the Second Federation, but things only got worse. Many communists still remained in Russia and riots occurred because of a recent famine. During the following years the Russian people had overwhelming supporting to resurrect the monarchy. On August 5 2040 Grand Duke Sergey Vladimirovna was proclaimed Emperor. With things only getting worse day by day President Yermolov came up with the idea to find a new planet to start over. A planet named Nilii II was chosen to be colonized.

After five years of preparation on May 29, 2045 the first transports were sent to Nilii II renamed Pskov. Ten years later another group was sent to Pskov, this time with some Boers. In 2055 the plan was called a success and it was scheduled that on September 12, 2065 that the any Russians that wanted to travel to Pskov would leave on that data. On that data thousands of transports left Earth and headed for Pskov. Arriving on the planet they started to make their great civilization.

235 years passed and the Russians and Boers called themselves the Tsarist Empire of Pskov. During the 235 the Boers created one big mercenary group called the Voortrekkers Mercenary Force. With their acts during the Second Bolshevik War all the Boers were as equal as the Russians and became a common place in Russian society. The Romanovs still thrived on the new planet, Emperor Vladimir Kirillovich died in 2296, and Grand Duchess Yelizaveta Kirillovich became Empress.

Through their respective embassies on New Shiron, a message is sent to the Pskov Government requesting an exchange of embassies along with Right of Passage for all Pskov and No Taxes vessels traveling through the other nation's systems.

Pskov agrees to both of these measures and hopes that peaces will happen between the two government.
