Étienne Tshisekedi sentenced to death in absentia

"By the powers vested in me by the Constitution of the Republic of Zaire, I, President Mobutu Sese Seko Kuku Ngbendu Wa Za Banga, do ordain the sentencing of Citizen Étienne Tshisekedi wa Mulumba to death, on the following charges:


WHEREAS Citizen Étienne Tshisekedi wa Mulumba has betrayed the Nation and the People by congregating with hostile foreign forces;

WHEREAS Citizen Étienne Tshisekedi wa Mulumba has divulged secrets pertinent to national security;

WHEREAS Citizen Étienne Tshisekedi wa Mulumba has spread malicious rumors of the Chief of State and the People of Zaire;

WHEREAS Citizen Étienne Tshisekedi wa Mulumba has covertly convened with Ariddians, possibly with the connivance of their government, to plot the overthrow and physical elimination of the Chief of State;

WHEREAS Citizen Étienne Tshisekedi wa Mulumba has directly and indirectly aided seditionists, rebels, dividends, and others who seek to destroy, overtly or covertly, the Zairian Republic

For these and other crimes, I heretofore sentence Citizen Étienne Tshisekedi wa Mulumba to death in absentia. Should he ever return to the nation he has so grievously betrayed, he will be put to death for his sins against the fatherland and his fellow countrymen."

Official statement

The PDSRA condemns the use of the death penalty in all forms and circumstances, and expresses grave doubts on the validity of the charges brought against Mr. Étienne Tshisekedi.

The PDSRA requests that the Zairian authorities make public all documents and proofs which have led to this conviction, so that they may be examined by the international community. We also request clarification on the alleged evidence which has led the judiciary of Zaire to claim that Mr. Tshisekedi has "covertly convened with Ariddians" against the Zairian authorities.

Finally, the PDSRA wishes to make it clear that, should Mr. Étienne Tshisekedi ever find himself on Ariddian territory, or on the territory of an Ariddian dependent territory (including the self-governing territory of the Ariddian Arctic Islands), or within the grounds of any Ariddian embassy abroad, or in any location over which the PDSRA claims sovereignty, he shall not be extradited to Zaïre.

"The Government of Ariddia did nothing to prevent PINA from conducting its interview with Mr. Tshisekedi, allowing him to spread his message of hate, subversion, and pro-terrorism to the whole world. As such, we can logically conclude that the Government of Ariddia tacitly endorsed - or otherwise showed indifference to - PINA's interview, which has provoked numerous demonstrations by subversive groups in recent days. This is clearly an Ariddian-orchestrated plot to foment violent revolution to bring down the popularly elected Government of Zaire."

The government of Ariddia, being committed to democracy and freedom of speech, had no cause to intervene in the broadcasting of an interview by PINA.

The PDSRA further states its support for free, democratic and open discussions of ideas.

The PDSRA concludes from this that the judiciary of Zaïre has neither the intention nor the judicial means to bring charges against any Ariddian citizen.

We also take this opportunity to encourage the government of Zaïre to affirm publicly its commitment to freedom of speech for all Zairians.

"Zaire has not restricted freedom of speech, nor does it restrict free speech now. Mr. Tshisekedi espouses illegal incitements that do not constitute 'free speech.' Among the things he has publicly called for are the assassination of President Mobutu, instigation of nation-wide ethnic violence, and other acts of lawlessness. He has committed treason, which in our country is a capital crime."

Jean-Carl Luthier (presenter): "... and that's it for the main news. We return to the issue of Etienne Tshisekedi's sentence, and the... disagreement it has created between Rêvane and Kinshasa. With me now is Angelic Nettles (http://ns.goobergunch.net/wiki/index.php/Parliamentary_Channel), political affairs specialist for Channel 3 and PINA. Good afternoon, and thank you for joining us."

Angelic Nettles: "Thank you."

Luthier: "Now, the Secretariat for External Affairs has not responded to the latest statements by Ambassador Bolongo. Do you think the government is trying to avoid a full-scale diplomatic incident?"

Nettles: "There's that, yes. Khadhim and Ho see no reason to risk a complete break in diplomatic relations. And it would be rather difficult for them to reply without accusing Mobutu either of lying or of falsifying evidence. But there's also the fact that Ariddians are conducting humanitarian work in Zaire. That's considered to be a priority by the government. They don't want to risk innocent Zairian lives, and they don't want to put our humanitarian workers at risk either."

Luthier: "So Khadhim will... hold her ground but go no further?"

Nettles: "She'll respond to provocation, I think, but not up the ante. The government has said what it wanted to say, publicly questioning Mobutu's government, and calling for Mobutu to respect freedom of speech and to make public the evidence against Tshisekedi."

Luthier: "About Bolongo's latest accusations... He claims Mr. Tshisekedi has called for Mobutu's assassination, and has tried to incite ethnic violence. He's also implied Rêvane would be ready to back an assassination attempt against Mobutu. Now obviously the latter claim is nonsense, but what of the former?"

Nettles: "To my knowledge, Tshisekedi has never called for Mobutu to be killed. So I strongly suspect that's a complete fabrication. And the accusations of... trying to forment ethnic conflict... I see no truth in that either. If Mobutu releases the alleged evidence, we can look over it in detail. But I don't think he'll do that."

Luthier: "This morning, PINA said it would like to organise a debate, a discussion, with you and Ambassador Bolongo face to face. If the ambassador agrees, will you?"

Nettles: "Of course. I'm a little wary... I think Bolongo will simply use this as a tribune to try and spread lies, to be perfectly blunt. But hopefully we can also expose him and his government for what they are. Freedom of speech has to apply to Mr. Bolongo too. As long as someone's there to correct any falsehoods he utters."

Luthier: "The discussion won't be overseen by Pareesa Rahmati; she's in Zaïre right now covering the Red Star's humanitarian efforts. Ms. Rahmati is a refugee from Parthia, and she interviewed Mr. Tshisikedi. Do you think she's in any danger in Zaïre?"

Nettles: "Quite frankly, yes. I think it would be extremely stupid of the Zaïrian government to arrest her or harm her in any way, but I can't say I'm... entirely reassured on the issue of her safety."

Luthier: "Thank you, Comrade Nettles. That's all we have time for, for now. Before we go, a reminder of our main headlines..."
